Key aspects of post-release customs value determination and control 26.01.2026
Determination and control of customs value after the release of goods is a vital component of the customs administration system, designed to ensure the full and accurate payment of customs duties and taxes. Post-clearance control enables customs authorities to conduct comprehensive and detailed analyses of foreign trade transactions by leveraging supplementary information sources.Customs authorities exercise post-release control over customs values through specific mechanisms, such as checking customs documents and (or) information - primarily through a cameral customs audit. Pursuant to Article 417 of the Code of the Republic of Kazakhstan 'On Customs Regulation in the Republic of Kazakhstan,' cameral customs audit involves examination and analysis of information within customs declarations, as well as commercial, transport, and other documents submitted by the audited party during customs clearance or upon official request. One of the primary grounds for initiating cameral customs audit is the output of the risk management system. Upon conducting such an audit, the customs authority issues a 'notification on the elimination of violations,' including a detailed description of the findings. The audited party has twenty working days, starting from the day following the delivery of the notification, to comply. If the party agrees with the findings, fulfillment of the notification is recognized upon the payment of the additional accrued customs duties and taxes. In the event of a dispute, the audited party must provide a formal explanation addressing the identified violations, supported by corroborating documentation and information originally stated in the customs declaration.Should the customs authority accept the provided explanation and supporting documentation, it shall notify the audited party within ten working days of receipt. If the customs authority disagrees, it will issue a decision designating the notification on the elimination of violations as unfulfilled.Furthermore, the procedure for verifying customs and other documents and/or information initiated post-release or in other specified cases—originally approved by Order No. 649 of the Chairman of the SRC MF RK dated November 1, 2022—was repealed by Order No. 1273 of the Chairman of the SRC MF RK dated December 4, 2024. A "Snow landing" campaign was held in Kostanay region 25.01.2026
Within the framework of the International Year of Volunteers, the charity event "Snow Landing", which has become a good tradition, is being held on an ongoing basis at the initiative of the youth in the Naurzumsky district. The main purpose of the event is to provide household assistance to lonely elderly people in winter.During the campaign, volunteers visit the homes of rural residents in need of support and assist in snow removal from house territories, harvesting water and firewood, as well as performing other household chores, including chopping firewood. Such support greatly facilitates the daily lives of senior citizens.Volunteers try to visit the elderly and provide them with the necessary assistance, taking into account their daily needs.The volunteers' activities are systematic and continue throughout the year. In Shymkent, measures to provide housing to socially vulnerable groups are being implemented in stages. Today, 24 families on the housing waiting list in the Turan microdistrict received keys to rental apartments from the municipal housing stock. The new residents include large and single-parent families, people with disabilities, families raising children with special needs, as well as orphans and children left without parental care. Shymkent Mayor Gabit Syzdykbekov attended the key presentation ceremony and congratulated residents on the long-awaited event. In his speech, the mayor noted that renovating housing, improving public well-being, and creating a comfortable urban environment are among the Akimat's priorities. It should be noted that rental apartments from the municipal housing stock are provided in accordance with legal requirements, based on approved lists, and in the established manner. Since the beginning of the year, 235 apartments have been distributed throughout the city, 187 of which have already been transferred to residents on the housing waiting list. This event is a clear example of effective social support and a continuation of systematic work aimed at improving the quality of life of the population.

CONSTITUTIONAL REFORMS – THE PATH TO STRONG PARLIAMENTARISM 24.01.2026
The first meeting of the Constitutional Reform Commission was held today. The meeting raised a number of important initiatives regarding the future system of public administration. State Counselor, Deputy Chairman of the Constitutional Commission Yerlan Karin touched upon a number of topical issues. Among them, the legislative process of the unicameral Kurultai was discussed in detail. The working group proposed introducing a format for considering draft laws in three readings. The content of the draft law is finalized in the first two readings, and its legislative correctness is ensured in the third reading. This is a step that will allow for the adoption of high-quality and responsible legislation. In addition, the issue of maintaining the continuity of the legislative process was not ignored. A proposal was made to assign the function of making laws to the President during periods when Parliament is not in session. This was assessed as a reasonable solution aimed at avoiding interruptions in state governance. A clear position was also expressed on the issue of quotas in parliament. As the Head of State noted, there will be no "presidential quota", and all deputies should be elected on equal terms and in a common procedure. This will ensure fairness and transparency in the formation of the future Kurultai. At the same time, maintaining party quotas for women, youth, and people with disabilities is an important mechanism for supporting social inclusion. It was also proposed to preserve the checks and balances mechanisms in the current Constitution regarding the voting quorum for the activities of the presidential institution. This would allow strengthening the balance between the branches of power. One of the important initiatives is to strengthen the role of the Kurultai in the formation of the main state bodies. It is proposed to appoint members of the Constitutional Court, the Supreme Audit Chamber, and the Central Election Commission with the consent of the Kurultai. In addition, at the suggestion of the President, it is planned to transfer the competence to elect judges of the Supreme Court to the highest representative body. These changes will turn the Kurultai into a prestigious and influential institution that forms constitutional bodies. The transfer of the powers of the Majilis to the Kurultai and the revision of the exclusive functions of the Senate are a new stage in the development of national parliamentarism. In general, the proposed initiatives are assessed as important steps towards strengthening checks and balances between the branches of power, as well as towards the full implementation of the principle of "Strong President - Effective Parliament - Accountable Government".
Updating the Preamble to the Constitution is not just an editorial amendment 24.01.2026
The issue of modernizing the preamble of the Constitution and updating its content in line with modern requirements was raised by Unzila Shapak, a deputy of the Majilis of the Parliament, within the framework of constitutional reform. She expressed this proposal at a meeting of the Constitutional Commission and shared her thoughts. According to the deputy, updating the preamble to the Constitution is not just an editorial amendment. Such a change is an important step that strengthens national statehood and defines the ideological orientation of the country. – The Head of State also clearly emphasized the need to base the preamble on national values. He paid special attention to the importance of clearly demonstrating the continuity of the traditions of civilization and statehood originating from the Kazakh steppe, and of clearly depicting Kazakhstan as the heir to the historical states of the Great Steppe. Therefore, it is our common duty to approach all proposals received within the framework of the Constitutional reform not superficially, but seriously and deeply, – said the Commission member in his speech. The Preamble to the Constitution is the ideological and moral foundation of the Basic Law, as well as defines the ultimate goals of adopting the Constitution, and reflects the historical and cultural identity and national character of the country. On this occasion, Unzila Shapak expressed her opinion and thoughts on the changes. – The text of the preamble that we are now proposing should clearly reflect several fundamental directions. First of all, Kazakhstan should recognize itself as a unified nation. This is the main principle that strengthens national identity, unites all Kazakhstanis in a common goal and responsibility. The preamble should pay special attention to the unitary nature of the state, the inviolability of borders and the preservation of territorial integrity. In the current geopolitical situation, these principles are considered decisive factors in strengthening the country's sovereignty, - said the deputy. Also, according to Unzila Shapak, the idea of "Just Kazakhstan" and the principle of "Law and Order", which is its core, are affirmed at the preamble level, defining a new philosophy of the development of the state and society. – Today, when we talk about the Constitution, we should think not only about power and legal norms, but also about the responsibility of the nation to the future. Therefore, the idea of protecting nature, preserving our ecology should be reflected in the Constitution as a common value of society and the state. Culture, the Constitutional basis of a Just Kazakhstan - statehood - is established not only through laws and institutions, but also through the national spirit and culture. Therefore, the role of culture and spiritual values should be clearly reflected in the Constitution. It is this cultural basis that turns the people into a single nation and strengthens social unity. By enshrining culture at the Constitutional level, we clarify that a Just Kazakhstan is not only a legal, but also a civilized state. At the same time, the emphasis on culture and art, science and education, innovation, protection of nature, responsibility to present and future generations elevates the Constitution to the level of a civilized document, not just a legal one. This is a clear manifestation of a public agreement between the state and the people, - he said.

During the meeting, Yerzhan Zhienbayev touched upon constitutional changes regarding the powers of the Vice President. The Vice-President is appointed by the President with the consent of the Kurultai, expressed by a majority vote of the total number of deputies. The Vice President will be dismissed by the President. Vice President: – Represents the interests of the Republic of Kazakhstan in international relations on behalf of the President; – Represents the President in interactions with the Kurultai, the Government, and other state bodies. In addition, the Vice President, on behalf of the President of the Republic of Kazakhstan, establishes relations with socio-political, scientific, and cultural and educational organizations of the Republic of Kazakhstan and abroad. Other powers of the Vice President shall be determined by the President. Due to the introduction of the Vice President, the provisions on the State Counselor will be removed from the Constitution. It is necessary to provide for the requirements for the Vice President at the constitutional level. The Vice-President must not be a deputy of a representative body, hold other paid positions, and engage in entrepreneurial activities. During the period of exercising his powers, the Vice President shall not be a member of a political party. Such a procedure is consistent with the principle of increasing political competition and ensuring equal conditions for the development of all parties.

Заместитель Премьер-министра – министр национальной экономики РК Серик Жумангарин провел встречу с заместителем Премьер-министра Монголии Хассуурийном Ганхуягом.В ходе встречи Серик Жумангарин поздравил собеседника с назначением на высокую государственную должность и пожелал успешной работы. Он отметил, что Монголия является важным партнером Казахстана в Азиатском регионе, а двустороннее сотрудничество последовательно развивается в духе взаимного уважения и доверия, имеющих глубокие исторические корни.Основное внимание было уделено торгово-экономическому взаимодействию как ключевой основе казахстанско-монгольского партнерства. Главами государств поставлена цель увеличить двусторонний товарооборот в среднесрочной перспективе до $500 млн. Стороны выразили уверенность, что ее достижение будет обеспечено за счет расширения номенклатуры взаимных поставок, развития кооперационных проектов и поэтапного устранения торговых и административных барьеров.По итогам января-ноября 2025 г. товарооборот между Казахстаном и Монголией составил $121,5 млн (+5,5%), в том числе экспорт – $113 млн, импорт – $8,6 млн. В структуре казахстанского экспорта преобладают табачные изделия, семена рапса, хлеб, мучные и кондитерские изделия, пищевые продукты, масличные культуры, а также двигатели и продукция машиностроения. Импорт из Монголии представлен мясом и мясными продуктами, кашемиром, обувью, коврами и изделиями из шерсти.В целях дальнейшего наращивания товарооборота казахстанская сторона планирует направить в Монголию торговую миссию для установления прямых деловых контактов, а также презентации индустриальных и свободных экономических зон и экспортного потенциала Казахстана.Отдельно подчеркнут высокий потенциал сотрудничества в сфере сельского хозяйства. Стороны обсудили возможности расширения экспорта казахстанской аграрной продукции, а также перспективы поставок ветеринарных вакцин с возможной локализацией их производства на территории Монголии.В свою очередь Хассуурийн Ганхуяг отметил стратегическое значение Казахстана для Монголии как регионального партнера и выразил уверенность в активизации двустороннего сотрудничества в текущем году. Он подчеркнул роль Казахстана как связующего звена между Монголией и странами Центральной Азии, а также заявил о заинтересованности в создании совместной рабочей группы по выявлению и устранению нетарифных барьеров. Athens, 23 January 2026 – At the Ministry of Foreign Affairs of Greece Ambassador of Kazakhstan to Greece, Timur Sultangozhin, met with the newly appointed Director of the A5 Political Department of the Ministry of Foreign Affairs of the Hellenic Republic, Eleni Triantafyllou, responsible for the cooperation with Kazakhstan and the countries of Central Asia.During the talks, the parties held a thorough exchange of views on the current state and prospects for the development of Kazakh-Greek relations. Particular attention was paid to the implementation of agreements reached at the highest and high levels, as well as to the schedule of mutual visits and the expansion of contacts between relevant ministries and agencies.A separate segment of the discussion was devoted to the expansion of the bilateral legal and treaty framework as one of the key instruments for ensuring the sustainable and progressive development of cooperation between Kazakhstan and Greece. Islamabad, 23 January 2026 - A seminar with the participation of Ambassador of Kazakhstan H.E. Mr. Yerzhan Kistafin was held at the Institute of Regional Studies under the Ministry of Foreign Affairs of the Islamic Republic of Pakistan, focusing on the development of cooperation between the Republic of Kazakhstan and the Islamic Republic of Pakistan.The event brought together representatives of the academic community, analytical centers, and students of relevant disciplines, as well as members of the diplomatic corps.In his address, Mr. Yerzhan Kistafin elaborated on the key areas and practical mechanisms for implementing cooperation between Astana and Islamabad, emphasizing the importance of strengthening political dialogue, trade and economic ties, regional connectivity, cooperation in the field of security, cultural exchange, and interaction within international platforms.
