Four-legged rescuers of the Ministry of Emergency Situations: faithful helpers in search and rescue 14.01.2025
Currently, 61 certified service dogs serve in the ranks of the Ministry of Emergency Situations of Kazakhstan. These four-legged rescuers play an important role in the operational rescue teams of territorial units, the republican operational rescue squad and the military units of the Ministry of Emergency Situations. They work under the guidance of experienced dog handlers and actively participate in search and rescue operations, including searching for people under rubble and avalanches. Special enclosures and training areas have been created in the detachments for comfortable accommodation and training of service dogs. Last year, rescuers also received new modern off-road dog training vehicles based on the Toyota Hilux, where all conditions have been created. To maintain a high level of readiness of dog training teams, certification tests are conducted twice a year, which makes it possible to improve professional skills and exchange experience in search and rescue operations. Dogs serving in the Ministry of Emergency Situations represent various breeds such as the Labrador Retriever, German Shepherd, Belgian Shepherd, Border Collie, white Swiss Shepherd and Golden Retriever. These breeds are known for their outstanding sense of smell and ability to work in difficult conditions. In 2024, dog training teams participated in more than 100 search and rescue operations. Special attention should be paid to the cynological service of the Ministry of Emergency Situations, which, as part of the rescuers, actively participated in search and rescue operations during the devastating earthquake in Turkey and Afghanistan in 2023. We also note the cynological service in East Kazakhstan. Here, as part of the rescue team, five Labradors and a white Swiss Shepherd join the service with emergency personnel. These four-legged rescuers have been working in the region for many years and have earned the trust of rescuers. "Our dogs play a key role in search operations, as their keen sense of smell allows them to find people in places where it is impossible for humans to get to. The delicate instinct of rescuers replaces dozens of devices and significantly speeds up the search process," said Natalia Drozhzhina, head of the cynological Service of the Emergency Response Unit of the East Kazakhstan region. By the end of 2024, state labor inspectors at 296 enterprises of the republic revealed wage arrears to 18.8 thousand employees in the amount of 4.5 billion tenge. In addition, during the inspections conducted in various organizations, 8.1 thousand violations of labor rights were revealed.The heads of enterprises where wage arrears were identified were issued 251 mandatory orders and fined more than 51 million tenge.As a result of the measures taken, including the establishment of strict schedules and deadlines for repayment of wage arrears, the rights of more than 17.7 thousand employees have been protected. They have been paid 3.7 billion tenge.In addition, the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan is under special control to ensure state control over compliance with labor legislation.In 2024, state labor inspectors conducted 5,577 inspections, during which 8,122 violations were revealed, of which: 6,219 in the field of labor; 1,835 in occupational safety and health; 68 in employment.3,326 orders were issued to employers and 3,548 administrative fines were imposed in the amount of 408.5 million tenge.As a result of the measures taken, the labor rights of more than 36.4 thousand employees have been protected. THE CENTRAL WATER SPORTS COMPLEX, TRANSFERRED TO TRUST MANAGEMENT, HAS BEEN RETURNED TO THE STATE. 14.01.2025
The Akimat of Shymkent city is systematically working to return illegally provided land plots and facilities to state ownership. At the end of last year, the Central Water Sports Complex was returned from trust management to state ownership.In 2017, by a decree of the Akimat of the South Kazakhstan region, the Central Water Sports Complex was transferred to trust management with the right to purchase. The market value of the facility was 1 billion 213 million 700 thousand tenge. As a result of e-commerce, a trust management agreement was concluded with the winner of GRAND TRUST LLP. According to the contract, the trustee had to invest 500 million tenge in the facility and fulfill tax obligations on time.However, the terms of the contract were not fulfilled. Due to the unfair performance of the duties of the management company, the building has become unusable today. The walls were cracked, and some of the floor coverings had collapsed. During the preliminary inspection, it was established that the complex does not meet safety requirements and its operation poses a threat to the life and health of citizens.Under the leadership of the director of GRAND TRUST LLP, Sadykov A., the trust management company was annually funded from the local budget. More than 1 billion 218 million tenge was allocated for the maintenance of the building and the training of athletes in water sports in the period from 2018 to 2024. In addition, as part of the per capita financing of the state sports order in 2021-2024, the Aquatics Center LLP, which operated in the Central Water Sports Complex, received funds totaling 335 million tenge.In addition, the company has arrears on tax obligations to the budget of more than 111 million tenge. In this regard, the Akimat of Shymkent filed a statement of claim for the termination of the trust management agreement with GRAND TRUST LLP. The application was granted by the specialized inter-district court of Shymkent. It should be noted that as a result of the inspections, all materials are transferred to the relevant authorities for analysis and legal assessment of the situation.On behalf of the mayor of the city, it is planned to carry out major repairs of the Central Water Sports Complex this year. The head of the megacity also instructed to conduct a comprehensive inspection of all facilities transferred to trust management and identify possible violations.The mayor noted that in the future it is necessary to strengthen control over compliance with the conditions of trust management in order to avoid negligence towards state-owned facilities.
