Today, Astana hosted the GCIP Kazakhstan 2024 National Forum, the final of the prestigious Global Cleantech Innovation Program (GCIP) acceleration program, organized with the support of UNIDO. The Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, together with the International Finance Corporation (IFC), organized a seminar on the development of electric mobility and charging infrastructure.The seminar was opened by the Vice-Minister of Ecology and Natural Resources of the Republic of Kazakhstan Zh.Aliev.This workshop is organized within the framework of IFC initiatives to support the development of a long-term strategy for the development of electric mobility for the period 2025-2035. Today, Vice Minister of Ecology and Natural Resources of the Republic of Kazakhstan M. Oshurbayev met with representatives of the Organization for Economic Cooperation and Development (hereinafter – the OECD) Pelin Atamer and Matthew Griffiths. The meeting was attended by representatives of the Federal Ministry of Environment, Nature Protection, Nuclear Safety and Consumer Protection of the Federal Republic of Germany for Central Asia, Jurgen Kainhorst and Yvonne Lindenlaub, and Deputy Ambassador Extraordinary Plenipotentiary of the Federal Republic of Germany to the Republic of Kazakhstan.During the meeting, issues of Kazakhstan's commitment to the implementation of updated Nationally Determined contributions (hereinafter referred to as ONUV) were discussed in accordance with the draft Roadmap of the Strategy for Achieving Carbon Neutrality of the Republic of Kazakhstan until 2060, the participation of the Ministry of Economic Development of the Republic of Kazakhstan in the annual regional events of the Sustainable Infrastructure Program in Central Asia (hereinafter – SIPA) and measures to create an effective mechanism for assessing environmental risks.As the Vice Minister noted, a Roadmap to the Strategy is currently being developed, within the framework of which SIPA proposals allow integrating quantitative and qualitative indicators that will ensure the fulfillment of commitments at the national, regional and sectoral levels.At the same time, the Vice Minister expressed interest in the issue of compensation schemes and carbon emission reductions for international aviation.In this regard, the Vice Minister asked the OECD to provide support in conducting an analysis to assess the potential risks and benefits associated with this scheme and the application of CORSIA certificates.M. On December 12, 2024, the fourth meeting of the Kazakh-Russian Commission for the Conservation of the Ecosystem of the Transboundary Zhaiyk River Basin (Ural) (hereinafter referred to as the Commission), established in accordance with the Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the Conservation of the Ecosystem of the Transboundary Zhaiyk River Basin (Ural) dated October 4, 2016, took place in a videoconference format.The Kazakh side was headed by J.S. Aliyev, Vice Minister of Ecology and Natural Resources of the Republic of Kazakhstan.The Russian side was headed by S.M. Anoprienko, Deputy Minister of Natural Resources and Ecology of the Russian Federation.The meeting was also attended by representatives of the central state, local executive and representative bodies of the two sides and the public.The parties heard and accepted information on the implementation of the Kazakh-Russian Cooperation Program for the conservation and Restoration of the ecosystem of the transboundary Zhaiyk River basin (Ural) for 2021-2024.The Kazakh side informed the Russian side about the ongoing research work, which is scheduled to be completed in 2025, reconstruction of canals and irrigation systems, shore protection, dredging, cleaning, stocking of the river basin with young sturgeon and cyprinid fish species, reforestation, elimination of unauthorized landfills and other measures.The Russian side, in turn, informed about the completion of research work in 2023, the construction and reconstruction of sewage treatment plants, the clearing of riverbeds, ponds and reservoirs, the elimination of unauthorized landfills, the stocking of water bodies, and environmental actions involving volunteers.In addition, the issue of the results of monitoring the water quality of the Zhaiyk River basin (Ural) in the transboundary areas of the territories of Kazakhstan and Russia was considered. The parties stressed that water quality monitoring activities are carried out by each party in accordance with the Program for Monitoring Transboundary Water Bodies of the Zhaiyk River Basin (Ural) for 2021-2025 in full.The parties informed each other about the work done on the conservation and restoration of floodplain forests in the basin of the Zhaiyk River (Ural) and the conservation and reproduction of sturgeon in the Zhaiyk River (Ural).The parties highly appreciated the work done on the formation of social and environmental awareness and a culture of respect for the basin of the transboundary Zhaiyk River (Ural) and agreed to continue cooperation with the involvement of young specialists and students to increase attention to the problem of preserving the ecosystem of the basin of the transboundary Zhaiyk River (Ural).The Russian side proposed to hold a joint environmental event in 2025 within the framework of the Kazakh-Russian campaign "To the basin of the Zhaiyk (Urals) – clean shores and good neighborliness". At the moment, four large enterprises of the city (AlES CHP-1 JSC, CHP-2, ZTK, Almatyteplokommunenergo LLP) must connect to the system. Two of them are already transmitting data, CHP-2 will complete the installation by the end of the year. The problem with the connection of Almatyteplokommunenergo LLP is due to the lack of financing.Another important initiative is the greening of the city. In accordance with the instructions of the President, 970.8 million seedlings were planted throughout the country in 2023, including 224 thousand trees in Almaty. Almaty continues to struggle with high levels of air pollution, in particular from large energy enterprises.One of the urgent issues is waste management in the city. There are 21 garbage collection organizations actively operating in Almaty. In 2024, 445 thousand tons of solid household waste were generated, 11% were recycled. 7 out of 9 unauthorized landfills have been eliminated in the city, and work continues to improve waste management infrastructure. In addition, KZ Recycling LLP plans to implement a waste paper recycling project with a capacity of 150 thousand tons per year, which can significantly affect the solution of the waste problem.Also, in order to reduce pollution from motor vehicles, a phased ban on the use of diesel fuel in urban transport has been introduced in Almaty. By the end of 2025, a complete transition to environmentally friendly modes of transport is planned. In 2024, 346 new gas buses, 62 trolleybuses and 69 electric buses were purchased.The chatbot "Taza Kazakhstan" has become an important tool for increasing the involvement of citizens in solving environmental issues. Through it, residents of the republic can submit applications on environmental issues. At the moment, 2,386 applications have been registered, of which 2009 have already been executed. The main complaints relate to cleaning of the territory, street lighting and landscaping.The Ministry of Ecology continues to actively work to improve the environmental situation in the regions. Doctors of the Research Institute of Cardiology and Internal Diseases of the Ministry of Health have applied a unique technique in the treatment of a complex case.As a result of a complex operation, a 64-year-old patient was given the opportunity to live a new, healthy life. Progressive heart failure (atrial fibrillation of only 27%) and severe damage to the main vessel of the heart - the trunk of the left coronary artery required serious intervention.The doctors used a unique technique. Instead of a standard operation, she underwent treatment using extracorporeal membrane oxygenation, an external auxiliary circulatory device (ECMO), which was first used in the clinic.Initially, a cannula was inserted into the femoral artery and vein to begin the procedure of veno-arterial extracorporeal membrane oxygenation. From that moment on, the device took over the pumping of blood and gas exchange in the lungs. The patient's blood entered the oxygenator, was saturated with oxygen and returned back to the body. Since the beginning of the year, more than 103 million visits to polyclinics have been registered in Kazakhstan, which shows an increase of 7% compared to last year.The number of visits to doctors at the polyclinic level amounted to 81.3 million, and the number of patient visits at home increased by 7.5% to 17.5 million.A positive trend is also observed at the level of rural health care. Astana, December 10, 2024 – Ambassador-at-Large – Head of the Representative Office of the Ministry of Foreign Affairs of the Republic of Kazakhstan in Almaty, Zhanibek Abdrashov, delivered a welcoming speech at a cultural event dedicated to the closing of the advocacy campaign “16 Days of Activism against Gender-Based Violence” in Kazakhstan and Central Asia.The event was organized by UN-Women in cooperation with the Central Asian Alliance for the Elimination of Gender-Based Violence.Ambassador Abdrashov stressed the successful implementation of the joint EU-UN “Spotlight Initiative” in Central Asia, the creation of the Central Asian Alliance for the Elimination of Gender-Based Violence, as well as the adoption of the UN Human Rights Council resolution on the elimination of domestic violence, supported by more than 60 countries. An important milestone was the election of the famous Kazakh diplomat Madina Zharbusynova to the Committee on the Elimination of Discrimination against Women (CEDAW).
