In the international ranking of pension systems, Kazakhstan took the position of the "golden mean" 16.11.2024
By what criteria did Kazakhstan surpass other countries? The Mercer Institute, together with the CFA, published the annual Mercer CFA Institute Global Pension Index (MCGPI), according to which the pension system of Kazakhstan took the 24th position. The international ranking of 2024, which represents a comprehensive study of pension systems, included 48 countries of the world. The Mercer CFA Institute Global Pension Index assessed systems based on three sub-indices: “Adequacy”, “Sustainability” and “Integrity”, which include more than 50 indicators. To conduct a full and objective assessment of pension systems based on these indicators, information from open international sources was used, including data from the OECD, the World Bank, the International Labor Organization, the research and analytical division of the Economist Group, etc.Kazakhstan scored 64.0 points and received a rating of “C+”, ahead of the United States, Spain, Japan, South Korea, China, Saudi Arabia and other countries. The final score was calculated by summing up the sub-index assessment results weighted by specific weight:8 points for the “Adequacy” sub-index (40% specific weight: Kazakhstan is ahead of, for example, Malaysia, South Korea, Indonesia, South Africa);1 points for the “Sustainability” sub-index (35% specific weight: Kazakhstan’s index exceeds the indicators of Switzerland, Chile, New Zealand, Finland, Canada, Norway, France, Great Britain, the USA and many other countries);4 points for the “Integrity” sub-index (25% specific weight: Kazakhstan’s indicator is higher than that of Sweden, Denmark, Great Britain, the USA, China and other countries). As can be seen from the figures provided, the sub-indices of sustainability (8th position in the overall rating) and integrity (16th position) of Kazakhstan are rated quite highly. The most vulnerable position is that of the republic's pension system, which needs to be strengthened - according to the adequacy sub-index (41 position out of 47).Based on the results of the study, the Mercer CFA Institute provided recommendations for increasing the pension adequacy indicator and further improving the Kazakhstan pension system:increasing the minimum level of support for the poorest elderly/pensioners;encouraging households to increase their level of pension savings;reducing early withdrawals of savings by restricting access to pension savings;increasing the level of labor force participation of older people as life expectancy increases;introducing a requirement to reflect projected pension payments in the annual statements of pension system participants. The Global Pension Index notes that it is necessary to improve pension systems given the ongoing trends towards declining birth rates and increasing life expectancy. As noted at the World Economic Forum: "For the first time in human history, there are more people aged 65 and over than children aged 5 and under."Let us recall that in 2023, the pension system of Kazakhstan was included for the first time in the annual ranking - the Global Pension Index of the Mercer CFA Institute, immediately taking 20th place and scoring 64.9 points. According to the results of the 2024 research, Kazakhstan took the position of the "golden mean", and the first place in the list was retained by the pension system of the Netherlands, scoring 84.8 points. It should be noted that in the Netherlands, by 2028, a complete transition of all pension plans to the funded system (DC) is planned. The Index highlights that pension systems around the world are increasingly moving away from defined benefit (DB) plans and towards defined contribution (DC) systems.UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. The production of bearings in Kazakhstan has increased by 50% 16.11.2024
In the first nine months of 2024, the production of bearings in physical terms increased 1.5 times (50%) and amounted to 21.2 thousand tons against 14.2 thousand tons for the same period last year. The main reason for the growth is an increase in consumer demand for cylindrical roller bearings from the only manufacturer in Kazakhstan - Stepnogorsk Bearing Plant, more than 85% of whose products are exported to the EAEU countries. This has significantly increased the workload of the enterprise, which makes the plans for production by the end of this year look optimistic. It should be noted that cylindrical roller bearings have a wide range of applications: they are installed in machine tools, units of industrial gear equipment, and transport equipment. Kazakhstan announced the creation of the first "green" resort in Akmola region within the framework of COP29 16.11.2024
Within the framework of the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29), which is taking place in Baku, Kazakhstan announced the launch of the country's first "green" resort. The project, located in the picturesque Akkol district of Akmola region, aims to create a sustainable tourism infrastructure that meets international environmental standards. One of the first stages of the ambitious project was the launch of the Wyndham Residences Aqkol hotel, which opened its doors to guests in 2023. This is not just a hotel, but an object that takes into account the highest standards of environmental sustainability. During its construction, "green" design and passive construction methods were used, including energy-saving technologies and a water filtration system, which significantly reduces energy consumption and minimizes environmental impact. In addition, the resort actively supports the local economy by purchasing products from farmers in the region, which helps reduce carbon dioxide emissions by reducing transportation costs. This approach also helps to stimulate the growth of small and medium-sized businesses in the area, providing additional income and jobs for local residents. The Wyndham Residences Aqkol Hotel is already participating in the UN Global Initiative for Sustainable Development, which underlines the importance of the project in the international arena. But this is just the beginning: as part of the next stage of the project, a complete transition to renewable energy sources is planned, which will make the resort completely environmentally friendly and reduce its carbon footprint. In addition, the next phase of the project is focused on creating new jobs in the village and actively involving the local population in the development of the resort. This will significantly improve the standard of living in the region and ensure a constant workflow throughout the year, which in turn will lead to an increase in the quality of service. One of the most important aspects of the project is the innovative investment model proposed by the company "TӦRE", which acts as the developer and investor of the resort. Instead of traditional government subsidies, the project assumes a model in which the state will provide a refund through tax revenues from the project within 10 years. This approach increases the responsibility of business to the state and ensures more efficient use of budget funds."An important feature of our projects is the replacement of traditional sources with alternative infrastructure. We propose to change the paradigm of state support. Instead of subsidies, there is an investment model that not only guarantees a refund, but also stimulates economic growth and creates new jobs," said Yerbolat Zhaksylykov, Chairman of the Board of Directors of the TӦRE company. The implementation of projects such as the resort in the Akkol district underlines Kazakhstan's desire to become an active player on the world stage in solving climate problems. The creation of an environmentally sustainable infrastructure in tourism is an example of how innovative and environmentally responsible approaches can lead to sustainable development. In turn, the TӦRE company is confident that this project will not only allow the transition to year-round operation of remote tour facilities, but also significantly improve the quality of service due to the constant recruitment of qualified personnel. This, in turn, will create additional tax revenues and will be an important contribution to the development of the country's tourism industry. Thus, the implementation of the first "green" resort in Kazakhstan will be an important step towards the development of environmentally friendly tourism and the country's transition to a "green" economy, demonstrating that sustainable and environmentally responsible solutions are possible even in such a resource-intensive sector as tourism.Source : https://www.gov.kz/memleket/entities/aqmola/press/news/details/883765
