The Ministry of Digital Development, Innovation and Aerospace Industry of Kazakhstan, together with government agencies and the startup Alaqan Technologies, is implementing a pilot project of biometric verification based on the palm print "Alaqan" in government institutions. This project is aimed at improving the safety of children in schools and kindergartens, controlling access of employees to public institutions and preventing misuse of budget funds.At the moment, the Alaqan system has been installed in the Shymkent Akimat (in pilot mode), the Government for Citizens NGO, as well as in a number of schools and kindergartens. The purpose of this technology is to protect the rights and safety of children, register the entry and exit of employees, as well as identify fictitious records that can lead to excessive budget expenditures.Today, the project covers 91 schools in Akmola region and 68 schools in Aktobe region. It has also been implemented in a pilot mode in one school in West Kazakhstan, Turkestan and Karaganda regions. In the next two years, it is planned to install the system in 150 schools of the Karaganda region.In addition, within the framework of the Artsport and Darabala projects, the Alaqan system has already been successfully used to record visits to 19 additional education facilities in Kokshetau. The total length of the heat supply networks is 5865 m.In 2022, 1,730 m was reconstructed, in 2023 - 2000 m and in 2024 - 2,135 m–This year, reconstruction has been completed on the segment of the TM-18 "Ainabulak" heating main along Makatayev Street (from Zhumabayev Street to Pavlodarskaya Street).The main construction and installation works were completed before the onset of the autumn-winter period 2024-2025.Currently, the landscaping of the site is underway – asphalting the roadway with a fine-grained layer, after which road markings will be applied.It should be noted that the heating main was put into operation in 1981, its service life was 43 years, while the standard service life is 25 years.The project will provide high-quality heat supply to residents of 344 apartment buildings, 11 schools, 3 health facilities and 483 other facilities.This year, on behalf of Akim of Almaty Yerbolat Dosayev, 20 km of heating networks were reconstructed, work was carried out in 6 districts of the city during the inter-heating period. Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Svetlana Zhakupova at a Government meeting spoke about the measures taken aimed at social protection and improving the quality of life of persons with disabilities (hereinafter – LSI).At the beginning of her speech, the head of the Ministry of Health said that today 732 thousand people live in the country. LSI, which is 3.6% of the total population. Of these, 57% are of working age, 27% are of retirement age, and 15% are children.The structure of nosological forms of diseases among people over the age of 18 is dominated by mental disorders (18%), diseases of the circulatory system (17.2%), injuries of all localizations (13%). Among children with disabilities – diseases of the nervous system (26.6%), congenital malformations (25.1%), mental disorders (22.4%). At the same time, in recent years, there has been an increase in child disability by 11.4 percentage points."Social security expenses for persons with disabilities are carried out at the basic and mandatory levels. Every year, expenditures from the republican budget increase by about 22%. This year, they amounted to 748.5 billion tenge. Social payments from the State Social Insurance Fund amounted to 46 billion tenge," Svetlana Zhakupova said.The Minister added that state support for people with disabilities is provided in a proactive format. Services are provided through the Social Services Portal, where 794 providers of rehabilitation equipment, 760 providers of sign language services, 122 sanatorium organizations are registered.This year, they have implemented 770.7 thousand technical rehabilitation equipment, provided 26.6 thousand individual assistant services, provided 80 thousand sanatorium treatment services and 8.6 thousand sign language services."To date, 43,312 objects have been registered in the Interactive Accessibility Map, 19,421 objects or 45% have been fully adapted. As of November 1 of this year, 148 thousand people or 39% of the able-bodied (381 thousand) LSI are provided with employment.In terms of employment sectors, scientific activity (28%), public administration (12%), education and trade (9% each), and healthcare (7%) are leading.By profession, 21% of people with disabilities are employed as professional specialists, 19% are unskilled workers, 13% are technical specialists, 11% each are managers and civil servants, service and sales workers."I would like to focus separately on the institute of freelance disability advisers, their role is increasing. Advisers to ministers and mayors at all levels are involved in the implementation of policies to protect the rights of LSI in all aspects of life.We observe a successful example of the adviser's work with the support of the Mayor of Almaty. The Mayor's advisor is included in the Project Office and has a small staff that ensures the achievement of the goals and needs of people with disabilities. Omarova Kasiet raises problematic issues and finds constructive solutions together with government agencies and civil society. EURASIAN CIVIL AVIATION CONFERENCEThe Eurasian Civil Aviation Conference (EACAC), which included Armenia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, held its first meeting in Almaty with the participation of the aviation authorities of the participating countries.EACAC will allow consolidated expression of position in the framework of work with such institutions of the global industry as ICAO, the European Commission, IATA and other international organizations.Representatives of the Mongolian aviation authorities took part in the meeting as an observer State.The meeting was opened by Vice Minister of Transport of the Republic of Kazakhstan Talgat Lastaev. "For the first time in the Eurasian region, an organization of this level is being created in the field of civil aviation. EACAC will allow the aviation authorities of our countries to effectively interact, share experience, knowledge and best practices in the field of flight safety, aviation security, facilitation, sustainable development, training of aviation personnel, and, most importantly, will create a basis for developing solutions to problematic issues in preparation for future challenges," the Vice Minister said.The main goal of EACAC is to create a platform for cooperation between the aviation authorities of the member countries in the Eurasian region, facilitating effective coordination and interaction. To this end, the participants of the event signed a declaration on the establishment of the Eurasian Civil Aviation Conference. From the Kazakh side, the document was assured by the Chairman of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan Saltanat Tompieva.In his speech, Director General of the Aviation Administration of Kazakhstan Katalin Radu said: "The Eurasian Civil Aviation Conference will allow us to better coordinate the efforts of our countries in ensuring unity of opinion and strong representation in the international aviation community. The initiative has received significant support from both governments and the industry. Now we are starting to strengthen our partnership with our sister companies – ACAO, AFCAC, ECAC, LACAC and with major international organizations."During the event, there was also a presentation of the Excellence Center training project for the Aviation Administration of Kazakhstan, as well as a solution to create a single platform "EASAC inspector base".Following the meeting, Talgat Lastaev, Vice Minister of Transport of the Republic of Kazakhstan, was appointed Secretary General of EASAC, and Tahir Nazarov, Director General of the Civil Aviation Agency under the Ministry of Transport of the Republic of Uzbekistan, was appointed President of EACAC.Among the tasks of the EACAC are strengthening regional cooperation and mutual support; developing and implementing common policies and procedures to improve flight safety, aviation security, facilitation, sustainable growth and development of unmanned aviation, which will contribute to the effective development of civil aviation and other related areas; coordinating and implementing international civil aviation standards and recommended practices throughout the region; strengthening the aviation capabilities of the countries of the region and increasing their presence in the international aviation arena; providing technical assistance and participation in the training of aviation personnel, as well as creating a single "pool" of technical resources in the region.For reference: The initiative to establish the Eurasian Civil Aviation Conference (EACAC) was first announced in May 2023 as part of the 1st Kazakhstan Aviation Dialogue: "Energy Transition for Sustainable Development and realization of the transit potential of Central Asia." Issues of development of the construction industry were discussed at the next staff meeting chaired by Akim of Zhambyl region Yerbol Karashukeyev.According to the head of the construction department Yerlan Orumbayev, according to the results of 10 months of this year, the volume of construction work increased by 17.8%. The plan was exceeded (110.2%).282 facilities are under construction as part of government programs. A total of 83.3 billion tenge has been allocated. 201 facilities are planned to be commissioned this year, 71 of them have already been commissioned.During the reporting period, 577.1 thousand square meters of housing were commissioned (the plan by the end of the year is 750.0 thousand square meters).56 multi-storey buildings with 2,909 apartments are under construction in the region.Also, in the 14th microdistrict of the regional center, the construction of 22 credit residential buildings for 800 apartments for citizens of socially vulnerable categories has begun.By the end of the year, 54 residential buildings with 2,749 apartments will be put into operation.It is planned to purchase 354 apartments for socially vulnerable segments of the population, which will be provided without the right of redemption.In addition, it is planned to purchase 1,221 rental apartments with the right of redemption at the expense of Samruk-Kazyna JSC.In general, 1,575 citizens from socially vulnerable categories will receive rental housing this year. Compared to last year, the number of apartments increased 2 times (2023 - 864 apartments), and the amount of allocated funds increased 3 times (2023 – 7.8 billion tenge, 2024 - 23.2 billion tenge).13.7 billion tenge has been allocated for the implementation of 82 projects for the construction of engineering infrastructure.Erbol Karashukeyev noted the importance of timely and high-quality completion of the construction works planned for this year and instructed to bring unscrupulous contractors to justice.At the meeting, akims of Taraz city and districts reported on the progress of housing construction. A Roadmap for strategic partnership between Kazakhstan and France in the field of critical resources and materials for 2024-2026 was signed at the Elysee Palace today.The purpose of the Roadmap is to strengthen cooperation in areas such as creating sustainable supply chains, increasing their sustainability, research, education and ESG cooperation. Aport to world markets: the program for the revival of the Kazakh apple variety was presented in the Government 16.11.2024
What needs to be done so that the legendary Kazakh apples "Aport" with an incomparable aroma and weighing half a kilo each return to the shelves and begin to be exported?The Ministry of Agriculture and the National Agrarian Scientific and Educational Center (NANOC) have developed a program for the revival of these apples."Aport" is a rather whimsical variety of apple tree that requires special conditions of cultivation and care. High–quality fruits can be obtained only in gardens growing at an altitude of 850 - 1250 meters above sea level. And there are not so many such sites in the foothills of Almaty and the nearby Almaty region. Unlike other types of apple orchards, which come to fruiting after 4-6 years, the aport needs 8-9 years. Nevertheless, the Kazakh variety of apples, due to its qualitative characteristics, is in great demand among the residents of the country and is admired by foreign ones. The Aport revival program is designed for 2024-2028. The program operators will be the Ministry of Agriculture and NANOC, and scientific, technological and methodological support will be provided by the Kazakh Research Institute of Horticulture. Private investors and specialized nursery farms will participate in the implementation of the apple revival program.The program includes growing the required number of seedlings to start full-scale commercial production of apple orchards. At the first stage, in 2024, the seeds of the Sievers apple tree were harvested and the development of draft national standards for the cultivation of Kazakhstani Aport was started. In 2025, planting of seedlings will begin in the Talgar regional branch of the KazNII of Fruit and Vegetable Growing on 10 hectares, which will become a mother-cuttings garden for nursery farms.In the next 2 years, it is planned to grow a sufficient number of seedlings for laying a garden already on an area of 100 hectares. After that, it will be possible to scale the production of "Aport" among private gardeners. As the representative of the Talgar regional branch of the KazNII of Fruit and Vegetable Growing Sagi Soltanbekov noted at the meeting, there is a necessary historical and breeding base for the revival of the apple variety in Kazakhstan."The scientists of the KazNII of Fruit and Vegetable Production began work on the revival of the Aport back in 2011. Today, there are more than 1 thousand species of Sivers apple trees, among which, according to the results of DNA analysis, scientists have selected 11 species for the production of the Aporta blood-red variety. These species were improved and in 2015 seedlings were planted on an area of 5 hectares, patents were obtained for the technology of reproduction of the Aport variety. The experimental garden, founded in 2015, began to bear fruit in 2023, individual fruits reached a weight of 300-500 grams. This year we received 6 tons of "blood-red Aport"," he noted.Serik Zhumangarin approved the draft program for the revival of "Aport", which includes the popularization of a unique Kazakhstani apple variety.
