CART.IS showed where Kazakhstan can accelerate the digitalization of trade 07.11.2025
The results of a CART.IS study were presented in Astana, identifying areas where Kazakhstan needs to accelerate trade digitalization. The project is being implemented with the support of the European Union and the International Trade Centre.The meeting brought together representatives from the Ministry of Trade and Integration, QazTrade, government agencies, and international partners. The goal of the meeting was to determine how to make data exchange between agencies and countries faster, more transparent, and fully digital.The analysis covered 27 key services involved in foreign economic activity. Of these, 81% are already provided electronically, while only 19% remain paper-based. Furthermore, 15 government IT systems operate independently: only 11 services are connected to the interdepartmental electronic interaction system, while 14 still require integration.The study also found that 60% of cross-border procedures require digital integration with systems in other countries, primarily Russia, China, Azerbaijan, Uzbekistan, and Kyrgyzstan. The lack of such integration leads to document duplication and additional costs for businesses.Vice Minister of Trade and Integration Aidar Abildabekov noted that further simplification of trade procedures requires not just digitalization, but also the interoperability of government systems architectures. "The CART.IS initiative is not just an analytical exercise, but a practical tool that will help Kazakhstan make foreign trade faster, more transparent, and more predictable" he emphasized.The Ambassador of the European Union to the Republic of Kazakhstan, Aleska Simkic, noted that Kazakhstan has already established itself as a leader in digital transformation in the region. "The country is demonstrating impressive results in paperless trade and e-government development. This is a solid foundation for expanding economic ties with Europe" she said.The study also revealed that only five of the twelve participating institutions have their own digitalization departments. This finding highlights the need to strengthen institutional capacity and improve coordination between agencies. QazTrade Deputy Director General Nurlan Kulbatyrov added that the transition to completely paperless trade could increase Kazakhstan's trade turnover by 10-15% annually by reducing costs for businesses.The CART.IS analysis was conducted as part of the Ready4Trade: Fostering Prosperity through the Trans-Caspian Transport Corridor project, funded by the European Union and implemented by the International Trade Centre. The project aims to modernize trade procedures, develop regional connectivity, and support small and medium-sized businesses in Central Asian countries. Washington, D.C., November 6, 2025 – Following the visit of President of the Republic of Kazakhstan Kassym-Jomart Tokayev to the United States, 29 agreements totaling nearly 17 billion US dollars were signed, covering key sectors such as industry, energy, digitalization, education, and innovation. The agreements mark a new stage in strengthening the strategic partnership between the two countries.A key outcome of the visit was a 2.5 billion US dollars agreement between the Ministry of Industry and Construction, Baiterek Holding, Agromash Holding KZ, Eurasia Group AG, and John Deere to localize the production of up to 3,000 agricultural machines in Kostanay and Turkestan, establish service centers, and make Kazakhstan a regional hub for spare parts and training. In the mining sector, Tau-Ken Samruk and Cove Capital signed a 1.1 billion US dollars deal to jointly develop the North Katpar and Verkhne Kairakty tungsten deposits in the Karaganda region – among the world’s largest – creating new high-value-added processing capacity.Cooperation in aviation also advanced, with Air Astana and Boeing signed a Letter of Intent for the purchase of 18 new Boeing 787-9 Dreamliners. This agreement will expand passenger capacity on key routes and enable flexible development of the airline’s network, connecting Kazakhstan with major business and tourism hubs in Europe, Asia, the United States, and the Middle East starting from 2026.In addition, a tripartite meeting was held with the participation of the Ministry of Artificial Intelligence and Digital Development of Kazakhstan, Beeline Kazakhstan, and Starlink, during which a Memorandum of Understanding was signed to introduce Direct-to-Cell technology. This partnership will ensure affordable satellite connectivity across Kazakhstan, including remote areas not covered by terrestrial networks.The visit also opened new opportunities in smart transport and clean technology. Kazakhstan signed memorandums with BETA Technologies and Joby Aero Inc. worth around 300 million US dollars to develop electric aviation, air taxis, and intelligent mobility systems.In the financial and investment sphere, the National Investment Corporation of the National Bank signed agreements with Brookfield Asset Management, Cerberus Capital Management, and Ashmore Investment Advisors totaling nearly 1 billion US dollars to support infrastructure, private equity, and debt market development. The National Bank of Kazakhstan and Visa Inc. also agreed to advance digital payments, cybersecurity, and SME support through a new national competence center.Education and science cooperation represented another area of engagement. Agreements totaling around 50 million US dollars were signed with Arizona State University, Colorado School of Mines, Coursera, OpenAI, and other partners to expand dual-degree programs, digital learning tools, and academic exchange.A key initiative includes the establishment of Ulytau Technical University in Zhezkazgan with the participation of the Colorado School of Mines, aimed at training specialists for the mining and metallurgical sectors.Furthermore, the Ministry of Science and Higher Education and Educational Testing Service (ETS) signed a roadmap to modernize Kazakhstan’s national testing system using AI and adaptive learning technologies.Furthermore, NC Kazakhstan Temir Zholy JSC (KTZ) and Citibank signed a key Mandate Agreement to secure 1.6 billion US dollars in financing over 10 years for the renewal of KTZ's locomotive fleet. Deliveries of Wabtec locomotives are planned for the long term – until 2038. The locomotives will be manufactured in Kazakhstan at the Lokomotiv Kurastyru Zauyty plant JSC in Astana, a subsidiary of Wabtec Transportation Engines Holding B.V.KTZ and Wabtec also signed a cooperation agreement on personnel development. According to the document, in 2027 Wabtec will organize training for KTZ-Freight Transportation LLC employees at its production facilities in the United States. The program is aimed at training, retraining, and upgrading specialists in the operation and maintenance of TE33AТ series locomotives, including studying the features of the HPCR EVO diesel engine. Furthermore, Wabtec will continue to support internships and practical training for students and graduates of Kazakhstani universities selected under the Bolashak state program for personnel training abroad.Collaboration in healthcare and industry also expanded. The Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan and Oracle have signed a Memorandum of Understanding to promote collaboration in the areas of artificial intelligence, high-performance computing and cloud technologies.The signing ceremony took place in Washington during the C5+1 format business conference, which brings together representatives of the United States and Central Asian countries to enhance regional cooperation and support economic and technological development.Under the Memorandum, the parties intend to cooperate through Oracle supporting   the Ministry in its assessment of a deployment of Oracle’s solutions as a pilot AI infrastructure in Kazakhstan and related testing, in  exploring  the potential for a  phased development of cloud data centers, and in implementing pilot projects in applied artificial intelligence. The cooperation may also include Oracle's advisory in capacity-building initiatives such as specialized training and certification programs, joint research projects, and the establishment of an Oracle Competence Center in Kazakhstan. 7 ноября 2025 года в Алматы состоялось выездное заседание Общественной палаты при Мажилисе Парламента РК, в котором принял участие вице-министр национальной экономики РК Бауыржан Омарбеков.В центре обсуждения - проект Закона «О внесении изменений и дополнений в Закон Республики Казахстан «О местном государственном управлении и самоуправлении»», инициированный депутатами Мажилиса.В своем выступлении вице-министр отметил значимость проводимых реформ по совершенствованию системы местного самоуправления и остановился на ключевых положениях законопроекта.Местное самоуправление, подчеркнул он, является институциональной основой гражданской активности и важным механизмом формирования доверия и ответственности между государством и обществом.Развитие избирательного институтаВице-министр напомнил, что в 2021 году были введены прямые выборы акимов сельских округов. По состоянию на 1 ноября 2025 года избрано 863 сельских акима, а с момента запуска реформы проведено почти 3,5 тысячи выборов.Следующим этапом стало внедрение прямых выборов районных акимов. В 2022 году был принят соответствующий закон, в 2023 году прошли пилотные выборы, а с текущего года - постоянные.На сегодняшний день избраны 48 районных и 4 городских акима областного значения. В текущем году выборы прошли в семи регионах страны - в Северо-Казахстанской, Алматинской, Акмолинской, Кызылординской, Туркестанской и Абайской областях, а также в одном районе Восточно-Казахстанской области.Совершенствование законодательства30 июня текущего года в Мажилис внесены законопроекты, направленные на дальнейшее развитие избирательных процессов. Они предусматривают создание избирательных фондов кандидатами в акимы, запрет на финансирование вне этих фондов и другие поправки.Одной из ключевых задач остается повышение ответственности за выполнение предвыборных обещаний.Финансовая самостоятельность и новые источники доходовФинансовая независимость названа одним из ключевых условий эффективной работы избранных акимов.С момента введения бюджета IV уровня (с 2018 года) собственные поступления в сельские бюджеты выросли в 3,5 раза - с 32,2 млрд до 112,2 млрд тенге в 2024 году.Для дальнейшего укрепления финансовой базы предлагается расширить источники доходов за счет перераспределения налогов и сборов, включая плату за использование водных ресурсов, лицензии на отдельные виды деятельности и другие платежи.Обучение и цифровизацияВ 2025 году запущена программа переподготовки акимов сельских округов, направленная на развитие управленческих компетенций и инфраструктуры. Первая волна обучения охватила 1 784 акима, вторая - стартовала в сентябре и включает 428 участников.Кроме того, в пилотном режиме реализуется проект «Цифровое рабочее место акима», обеспечивающий доступ к государственным базам данных.Пилот охватывает 34 села в 17 регионах страны.       On November 5, 2025, an expert meeting between the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (SRC) and the International Trade Centre (ITC) was held in Astana within the framework of the Ready4Trade Central Asia project.     The main topic was to define concrete steps for the implementation of the Concept on Supporting the Modernization of Customs Administration, developed jointly by the ITC and the SRC.      Ermek Kozhabergenov, Head of the International Cooperation Department of the SRC, noted that the Concept would serve as a practical tool for the systemic development of customs administration in Kazakhstan and a foundation for coordinated action between SRC divisions and ITC representatives. However, the seller refused to honor this legal demand.The consumer submitted a written statement to the Department, enclosing photographs and videos, a cash register receipt, and a copy of the claim letter. Based on the complaint, an unscheduled inspection was conducted in accordance with the Entrepreneurship Code of the Republic of Kazakhstan.The inspection found that the seller violated the procedure and timeframe for reviewing complaints stipulated by the Law of the Republic of Kazakhstan "On the Protection of Consumer Rights." Administrative measures were taken against the business entity under Article 190, Part 5 of the Code of Administrative Offenses. Following the inspection, the seller acknowledged the violation and refunded the buyer 95,000 tenge, fully satisfying the consumer's demands.A similar incident was recorded at a branch of a large retail chain in Shymkent. The customer discovered a discrepancy between the price on display and the amount indicated on the receipt—1,990 tenge versus 2,990 tenge.
