On February 6, 2026, a seminar was held at the venue of the State Revenue Administration for the city of Ust-Kamenogorsk with the participation of representatives of the State Revenue Department for the East Kazakhstan Region and the Unified Operator of the Information System for Goods Labeling and Traceability. Briefing on INAD Issues and the Use of API/PNR Held at the Civil Aviation Administration 10.02.2026
On 6 February 2026, a briefing for national air carriers dedicated to the management of inadmissible passengers (INAD) through the use of Advance Passenger Information (API) and Passenger Name Record (PNR) data was held at the Aviation administration of Kazakhstan (AAK) under the chairmanship of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan.The event was organized with the participation and initiative of the International Organization for Migration (IOM) — including its country offices in Kazakhstan and Türkiye, the Regional Office in Vienna, and others — as well as the United Nations Office of Counter-Terrorism (UNOCT), and with the participation of the Border Service of the National Security Committee of the Republic of Kazakhstan. The meeting was conducted in a hybrid format with simultaneous interpretation.Opening the briefing, Zhanibek Sharipbayev, Executive Director for Aviation Security of the AAK, emphasized the relevance of INAD-related issues and highlighted the importance of interagency cooperation and digital solutions in enhancing the efficiency of migration management and ensuring aviation security. Welcome remarks were also delivered by representatives of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan and the International Organization for Migration (IOM).In his welcome address, Serhan Aktoprak, Head of the IOM Office in Kazakhstan, noted that IOM remains firmly committed to supporting the measures undertaken by the country to further strengthen its system for managing inadmissible passengers and to improve API/PNR mechanisms. During the briefing, IOM representatives shared international experience in managing INAD processes, including practices applied in Türkiye. Particular attention was paid to the humanitarian aspects of the treatment of inadmissible passengers, as well as to the role of air carriers in safeguarding their rights and ensuring dignified conditions during periods of waiting and repatriation.The United Nations Office of Counter-Terrorism (UNOCT) presented the global “CT Travel” initiative aimed at strengthening border security and preventing irregular movements, including terrorist travel, through the effective use of API/PNR data. Participants were presented with examples of successful programme implementation in a number of countries, and the importance of maintaining a balance between security objectives, data protection principles, and humanitarian considerations was underscored.Representatives of the Border Service of the National Security Committee of the Republic of Kazakhstan informed participants about the current status of the implementation of the API/PNR system, as well as the legal and operational aspects of its application. Together with IOM Kazakhstan, they presented the concept of the project “Strengthening Border Security through Passenger Data Processing in the Republic of Kazakhstan”, including its phases, expected outcomes, and alignment with international standards.A separate session was dedicated to discussions with airlines, during which participants exchanged views, asked questions, and expressed interest in further developing cooperation, including refining the project concept.Following the briefing, participants confirmed a shared understanding of the importance of further development and integration of API/PNR systems as a tool for reducing the number of INAD cases, optimizing airline costs, and enhancing the effectiveness of border and migration control. Proactive plan: water volume increased in the Northern Aral Sea 09.02.2026
The water volume of the Northern Aral Sea has increased to 24 billion cubic meters. This is higher than the planned result. These figures were achieved in three years. Initially, it was planned to bring the water level to 20.5 billion cubic meters. This was announced by the industry ministry, according to 24KZ.Over 20 years of systematic restoration work, the area of the Northern Aral Sea has grown by 36 percent, the volume of water has almost doubled, and mineralization has halved.The ministry holds regular meetings with the population of the Aral Sea region. On the agenda are options for the further restoration of the Northern Aral Sea. As a result, a decision was made to expand the existing Kokaral dam. It is expected that this will increase the volume of water in the Northern Aral Sea to 34 cubic kilometers, with a filling period of up to five years. The technical version of the project is currently under review by an interdepartmental expert commission.At a meeting of the National Kurultai in Kyzylorda, the President once again raised the issue of the Aral Sea. Jeddah, 8 February 2026 - Kazakhstan took part in the annual charity festival “A Cup for a Good Cause”, which was held in Jeddah from February 5 to 7, 2026.The event was organized by the Jeddah First Women's Charity Association and brought together over 100 participants from various countries, who presented cultural and national exhibitions from their respective nations, as well as the Consulates General of 13 countries. A discussion meeting was held at the Bolashak College in Shymkent to discuss and explain the draft of the new Constitution of the Republic of Kazakhstan. Для работающих людей с инвалидностью уточнен механизм применения вычетов по ИПН 09.02.2026
На четвертом заседании Проектного офиса по внедрению Налогового кодекса, прошедшем сегодня под председательством заместителя Премьер-министра – министра национальной экономики Серика Жумангарина, рассмотрены обращения организаций, в которых трудоустроены люди с инвалидностью. Поднятые вопросы касались порядка налогообложения таких работников в связи с изменениями, внесенными в новый Налоговый кодекс.В ходе обсуждения налоговой реформы в Парламенте изменения, направленные на обеспечение равных условий для всех организаций, трудоустраивающих людей с инвалидностью, изменены подходы. В частности, по предложениям депутатов в целях применения налоговой льготы по корпоративному подоходному налогу с 2026 года применяется единая доля фонда оплаты труда работников с инвалидностью 51%. То есть ранее действовавшая норма о доле 35% для специализированных организаций, в которых работают люди с инвалидностью по потере слуха, речи, зрения, исключена. Принятая норма устраняет избирательный подход к налогоплательщикам и расширяет возможности для занятости людей с инвалидностью вне зависимости от организационно-правовой формы работодателя. При этом льготы по индивидуальному подоходному налогу для самих работников с инвалидностью сохранены в полном объеме. Основная цель нормы — стимулировать работодателей к созданию и сохранению рабочих мест.Кроме того, впервые в Налоговый кодекс была введена норма, предусматривающая дифференциацию социальных налоговых вычетов по ИПН в зависимости от группы инвалидности. Если ранее общий порог вычетов для работающих людей с инвалидностью составлял 882 МРП, то в новой редакции эта величина сохранена для лиц с инвалидностью третьей группы. Для работников с инвалидностью первой и второй групп размер вычетов увеличен до 5000 МРП.В то же время в государственные органы начали поступать обращения с практическими вопросами применения данной нормы. В частности, если в течение календарного года у работника ухудшается состояние здоровья и инвалидность третьей группы меняется на первую или вторую либо в ситуациях снижения группы инвалидности, возникает вопрос о порядке расчета ИПН за год.
