What changes have been made to current regulations in the electric power sector?Yes, amendments and additions have been made to the legislation concerning the electric power industry. For example, the rules for the use of electric power, approved by Order No. 143 of the Minister of Energy of the Republic of Kazakhstan dated February 25, 2015, shorten the timeframe for issuing technical specifications for connection to the power grid and eliminate the requirement for obtaining a permit for construction and installation work. Now, the designer only needs to submit an electronic notification of the commencement of work to the State Architectural and Construction Supervision Department.Furthermore, the requirement to obtain a permit for connection to the power grid from the state energy supervision and control agency has been eliminated. The weekly period for concluding an electricity supply contract with the energy supplier has been reduced to three days. The requirement for an energy assessment prior to connection to the grid has been eliminated.How is the process of connecting to the power grid carried out, and are there any special aspects to this work in the Kostanay region? The consumer submits an application for connection to the power transmission organization's electrical grid.After receiving the consumer's application, in any form, the power transmission or power generation organization issues technical specifications for connecting newly commissioned or reconstructed electrical installations within five (5) business days, along with a completed and signed act delineating the balance sheet ownership of the electrical grids and the operational responsibilities of the parties, along with a diagram of the consumer's connection.The consumer complies with the requirements of the issued technical specifications, including the development of design documentation and the installation of electrical installations (with organizations holding the appropriate license).4. The installation company notifies the power transmission company that the issued technical specifications have been met and that it is ready to supply voltage. A statement of acceptance of the electricity supply contract is also sent (with a list of the required contract documents attached).5. The power transmission company, within 2 working days of receiving the notification, verifies the external connection and ensures that the work performed complies with the issued technical specifications.6. An Employee of the Akmola Region Penal System Awarded by the President of the Republic of Kazakhstan for Saving a ChildIn the Akmola region, Rahat Baylin, an information and communications officer from Institution No. 6, displayed remarkable courage and selflessness by saving the life of a small child from an apartment engulfed in flames.For his heroic act, by Decree of the President of the Republic of Kazakhstan dated October 21, 2025, he was awarded the high state honor — the “For Military Valor” Medal.The incident took place in the regional center, where thick smoke was billowing from the window of a five-story building. Among those present at the scene was our compatriot — an officer of the penal system. Without hesitation and at the risk of his own life, he rushed into the heart of the fire. His goal was to provide immediate assistance to those trapped in the burning apartment.Risking his life, the officer managed to enter the burning apartment, overcome heavy smoke, and find a barely breathing child. Thanks to his decisive and timely actions, the child was successfully evacuated from the danger zone and handed over to the arriving emergency services. Rahat Baylin’s promptness and bravery helped prevent a tragedy.His heroic deed received the highest recognition.        State registration of tractors, self-propelled vehicles, and trailers, as well as equipment manufactured on their chassis, is a mandatory procedure aimed at ensuring the safety, legality, and registration of specialized equipment in the Republic of Kazakhstan.According to current regulations, the following are subject to registration:tractors of all types;self-propelled chassis and mechanisms manufactured on tractor chassis;trailers and semi-trailers, including trailers with mounted specialized equipment;self-propelled agricultural, land reclamation, and road construction equipment;specialized all-terrain vehicles.Registration is carried out by authorized bodies in the field of state technical inspection. To register, the owner must provide:1. An application in the established form;2. An identity document (or registration documents of a legal entity);3. A document confirming ownership (purchase and sale agreement, acceptance certificate, invoice, etc.);4. Vehicle passport (certificate);5. Proof of payment of the state fee.After checking for compliance with technical requirements, the vehicle is assigned a registration number, a registration certificate, and a state license plate.Operation of unregistered vehicles is prohibited. Today, a meeting chaired by regional Akim Nurlybek Nalibayev was held to discuss the progress of construction work in the region. City and district akims and heads of responsible agencies participated. The regional governor addressed a number of pressing issues and instructed that construction be accelerated and that social and infrastructure projects scheduled for the end of the year be completed on time and with high quality.Furthermore, instructions were given to establish ongoing monitoring of the quality of construction materials, to spend budget funds effectively and efficiently, and to pay special attention to the quality of new schools and residential buildings.Last year, 128.5 billion tenge was allocated to the construction industry; this year, 170.1 billion tenge. This figure represents an 8.1-fold increase compared to 2022. The number of major social projects has also increased. This year, construction was completed and commissioned for the residents of a physics and mathematics boarding school on the left bank, a music college, a local history museum, a creative and innovation center, «Keleshek» schools, and «Rukhaniyat» centers, as well as a new 11,000-seat stadium for the «Kaisar» football club, and other facilities.By the end of the year, construction is planned for a sports complex on the left bank, the «Friendship House», a 150-seat school in the village of Zhalanash in the Aral District, and reconstruction of central hospitals in the districts.
