Rio de Janeiro, September 25, 2025- During his working trip to Rio de Janeiro, the Ambassador of Kazakhstan to Brazil, Bolat Nussupov, visited the National Library Foundation of Brazil and met with its President, Mr. Marco Lucchesi.At the meeting, the Ambassador presented the project “Kazakh Library in Brazil”, aimed at promoting the works of Kazakh authors in the country and providing Brazilian readers with greater knowledge of Kazakhstan’s history, culture, art, and contemporary development. On September 24, within the framework of the IV annual Republican Book Festival "Kitap time - 2025", a historical hour "wisdom of centuries" dedicated to the 1155th anniversary of Abu Nasir Al-Farabi,a world-famous thinker,philosopher, sociologist, mathematik,fischik, astronomer, botanist, linguist, researcher of logic and music was held in the Bastau rural library. On September 25, 2025, Örken East Kazakhstan Regional Scientific and Methodological Center for Informatization and Education Development of Education Department of East Kazakhstan Region held a regional workshop on the topic: “Developing digital competencies in education”.The goal of the workshop was to support the professional growth of rural school teachers through improving digital literacy, spreading best practices and enhancing methodological approaches.The event was hosted by Orel Secondary School of Katon-Karagai district and served as a practical implementation of the Republican Project “Auyl mektebi – sapa alany”, aimed at improving the quality of education in rural schools.During the workshop, G.M. Boshayeva, a methodologist of the Örken Center, presented the goals, objectives, and phases of implementing the Auyl mektebi - sapa alany project.A.K.            Preventing corruption within the state revenue authorities is one of the key tasks that directly impacts the efficiency of public service and the level of public trust. In today’s context, the study of international experience and the adoption of best practices aimed at increasing transparency and reducing corruption risks are of particular importance.          To this end, a training seminar titled "Preventing Corruption in the Management of State Revenues" was held in Astana on September 25–26, 2025, with the support of the OSCE Programme Office. What are the VAT rates stipulated in the new Tax Code?Answer:The base VAT rate is 16%.At the same time, differentiated rates have been introduced.VAT exemptions for farms have been retained.For agricultural enterprises, it is proposed to increase the additional amount of VAT deductible from 70% to 80%. Thus, the reason for the increase in prices for agricultural products is excluded.A reduced VAT rate is set for the sale of medicines, medical devices and medical services: at the level of 5% from 2026, 10% from 2027. At the same time, VAT exemption is proposedfor medicines and medical services within the guaranteed volume of free medical care and compulsory medical insurance, as well as for the treatment of orphan and socially significant diseases according to the list determined by the Government.; books of domestic publication, services for the publication of books in printed form;archaeological works.2. For public procurement contracts concluded before January 1, 2026, will the estimates be recalculated due to an increase in the VAT rate to 16%?Answer:The VAT rate is the one that is valid on the date of the turnover. The procedure for determining the date of turnover defined in the new Tax Code has been preserved.Thus, if, under a public procurement contract concluded before 2026, the turnover date falls on 2026, then such turnover is subject to taxation at the rate effective after 2025, that is, 16%.The issue of recalculating estimates within the framework of public procurement is not within the competence of the SRC.3.
