The new Tax Code of the Republic of Kazakhstan cancels the withholding of individual income tax from pension payments from the UAPF for residents of the Republic of Kazakhstan 14.10.2025
 Current questions about the UAPF What portion of a pension is currently taxed in Kazakhstan and what portion is not?In Kazakhstan, pension benefits from the state budget are tax-exempt, while benefits from the Unified Accumulative Pension Fund (UAPF) are taxable. According to the current Tax Code, pension benefits from the UAPF are considered income subject to individual income tax (IIT) at a rate of 10% at source. This means that pension contributions are transferred to individual pension savings accounts before tax. IIT is withheld upon payment. IIT is withheld collectively from all types of pension benefits, including compulsory pension contributions (CPC), compulsory occupational pension contributions (COPC), and voluntary pension contributions (VPC). Adjustments and tax deductions are also taken into account.However, this situation will only last until the end of 2025. As a reminder, the new Tax Code will come into effect on January 1, 2026, and, according to it, IIT will not be withheld from pension benefit payments from the UAPF.  What changes have been made to the new Tax Code of the Republic of Kazakhstan regarding individual income tax (IIT) on pension benefits?              According to the new Tax Code of the Republic of Kazakhstan, from 01.01.2026, individual income tax (IIT) will not be withheld from all types of pension payments, as well as from lump-sum pension benefit payments (LSPBP) for housing and/or medical treatment, except for cases when the recipient is not a resident of the Republic of Kazakhstan. The changes also include the cancellation from January 1, 2026 of accrued obligations to pay IIT from LSPBP for housing/treatment, deferred until pension payments are received according to the schedule.  Will the IIT withheld before January 1, 2026 be refunded?  The provisions of the new Tax Code do not provide for the return of previously withheld IIT.Let us clarify that according to the current Tax Code, when using lump-sum pension benefit payments for housing/treatment, IIT is withheld. At the same time, there are two ways to withhold it at the recipient's choice: immediately upon receipt of the LSPBP or with a deferment until retirement. In connection with the introduction of the new Tax Code from 01.01.2026, if the contributor pays IIT earlier, it will not be returned, and the obligations for the deferred IIT will be written off. Let us note that until December 31, 2025 inclusive, the calculation, withholding and payment of IIT from pension payments and EPO from UAPF will be carried out in the current mode  If the beneficiary has reached retirement age and is paying IIT, will the IIT deduction continue from 1 January 2026?            The provisions of the new Tax Code provide for the exemption from January 1, 2026, of income in the form of pension payments, lump sum pension benefit payments from UAPF from individual income tax, with the exception of pension benefit payments from UAPF made to non-residents of the Republic of Kazakhstan.  How will the rules on tax deductions for voluntary pension contributions change? The changes include the abolition of tax deductions on voluntary pension contributions made in one's own favor from January 1, 2026. However, like other types of payments from the UAPF, pension benefits from the VPC will be exempt from IIT.At the same time, the rule will remain that voluntary pension contributions transferred by a tax agent to the UAPF in favor of an employee are not an individual's income (and therefore are not subject to IIT), and for the employer, such expenses are deductible when calculating corporate income tax. That is, in this case, both the employee and the employer receive tax benefits.   UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts compulsory pension contributions, employer’s compulsory pension contributions, compulsory occupational pension contributions, voluntary pension contributions, as well as carries out enrollment and accounting of voluntary pension contributions formed at the expense of the unclaimed amount of guaranteed compensation for the guaranteed deposit, transferred by the organization carrying out mandatory guarantee of deposits, in accordance with the Law of the Republic of Kazakhstan "On mandatory guarantee of deposits placed in second-tier banks of the Republic of Kazakhstan", ensures the implementation of pension benefits. HIV prevention: a lesson for schoolchildren 14.10.2025
Örken East Kazakhstan Regional Scientific and Methodological Center for Informatization and Education Development of Education Administration of East Kazakhstan region hosted an important awareness lesson on “HIV prevention”. The lesson was delivered in the format of an interview with Ayaulym E. Aukeneva, Head of the Prevention Department of the AIDS Center. The relevant and socially significant topic attracted the attention of students, teachers and parents. The lesson was informative and engaging.Ayaulym E. Aukeneva began the lesson by explaining the key concepts. HIV (human immunodeficiency virus) is a virus that affects the immune system, and AIDS (acquired immunodeficiency syndrome) is its final stage. It is important to understand that HIV and AIDS are not the same thing, and early diagnosis of HIV is crucial in preventing the progression to AIDS.The speaker identified three main ways of HIV transmission:Sexual transmission: through unprotected sex (heterosexual and homosexual) without the use of barrier contraceptives such as condoms.Parenteral transmission: through blood, for example, needle sharing for drugs.Vertical transmission: from mother to child during pregnancy, childbirth, or breastfeeding.Ayaulym E. Aukeneva clarified that HIV is not transmitted by airborne droplets, through saliva, tears, sweat, shared utensils, bedding or insect bites. Unfortunately, these myths are still widespread due to lack of awareness. One of the objectives of the lesson was to deflate the myths about HIV. Many people mistakenly believe that they can get infected through household contact or insect bites. Ayaulym E. Aukeneva noted that such misconceptions arise from unreliable sources of information. To counteract this misinformation, the AIDS Center conducts school, college, and university lectures, as well as HIV testing campaigns.  The speaker said that East Kazakhstan region is among the three regions of Kazakhstan with a high incidence of HIV. Prevalence of HIV refers to the percentage of people ages 15-49 who are infected with HIV, including teenagers, students and working adults. Ayaulym E. Aukeneva emphasized that HIV does not discriminate based on occupation or social status - people from different fields, including healthcare, education and law enforcement agencies, can become infected.The only reliable way to find out your HIV status is to get tested. There are two methods:Enzyme immunoassay (ELISA): venous blood, results in 24 hours.Rapid tests: fingertip blood or saliva, results in 15 minutes. The accuracy of the rapid tests is 95%, but a positive result requires confirmation by ELISA.HIV tests are free and available in clinics and specialized centers. They can also be ordered online via social networks (for example, Instagram) with delivery via pharmacies, lockers or couriers, which makes testing convenient and confidential.Ayaulym E. Aukeneva noted that HIV is often asymptomatic, and a person may go 10-15 years without knowing it. Therefore, regular testing is essential. She also raised the issue of stigma and discrimination faced by people living with HIV, which discourages them from seeking help. The AIDS Center is actively fighting for this by offering psychological counseling and promoting tolerance.Though a complete cure for HIV does not yet exist, antiretroviral therapy (ART) enables those living with HIV to lead full lives. With regular treatment, the viral load becomes undetectable, eliminating the risk of transmission and allowing women with HIV to have healthy children.Prevention measures include:Avoiding unprotected sex and use condoms.Refrain from using injection drugs.Get tested for HIV (at least once a year).Register for prenatal care early during pregnancy.The lesson with Ayaulym E. Aukeneva became an important step in informing schoolchildren about HIV infection. State leaders have a responsibility to move toward making peace.A failure of the current generation of leaders to act is not an option because future generations will pay a much greater price.In this regard, comprehensive reform of the United Nations is a strategic necessity, not a subject for endless contemplations.We need to establish a new group of truly dedicated people who will highly professionally and without any hesitations make concrete proposals for reforming the UN to make it better suited to the challenges of today and objectives of tomorrow.A central pillar of this bold effort to renew the UN should be a reform of the Security Council.Major powers of Asia, Africa, and Latin America should be represented in the Security Council on the rotational basis.In addition, Kazakhstan strongly believes that the voices of responsible Middle Powers also need to be seriously amplified in the Security Council.In fact, they have already started to play a larger positive role in international relations, bringing balance and building trust. They can act as bridges within the UN when major powers are divided or failing to resolve pressing issues of common concern.Above all, a credible UN for the 21st century requires Member States to take concrete steps toward durable peace and security. Otherwise, the UN is doomed to forever mitigate consequences while root causes forever proliferate.We can begin this process already today by reaffirming our steadfast commitment to the Charter of the United Nations.The founding principles of sovereignty, territorial integrity, and peaceful resolution of disputes must be upheld without exception. Selective application of the Charter undermines its credibility.The world needs a new consensus based on trust, inclusiveness and shared responsibility.For example, the “enemy state” clauses of the Charter, historical remnants of the Second World War, have already been recognized by the overwhelming majority of the international community as obsolete.  For all these reasons, it is time to have a serious conversation about Charter review.Today we face an alarming reality: arms control treaties are collapsing, and with them so are the foundations of strategic stability.Global military spending in 2024 hit a record 2.7 trillion dollars. The global cost of violence reached nearly 20 trillion dollars.Therefore, rebuilding a robust global security architecture should remain a top priority for the international community.We advocate relaunching high-level dialogue among nuclear powers and stronger multilateral action to drastically reduce the looming threat of nuclear weapons.More widely, we must begin the hard work of getting rid of the militant mindset.  We can do so by tracking closely how much our countries invest in peace.Kazakhstan is ready to host a new dialogue on nuclear disarmament and non-proliferation. We can focus on informal inclusive exchanges that reinforce the NPT and support progress toward the CTBT.We also call to advance our proposal to establish International Agency for Biological Safety and Security.Kazakhstan remains concerned by the Ukrainian Crisis, which continues to seriously harm civilians, damage global trust, and undermine international security.Nonetheless, bilateral and international diplomatic efforts on this conflict should continue along with political flexibility to meet the long-term interests of both states.Territorial disputes are never easy to resolve and require mutual restraint and responsibility for the sake of future generations.The psychology of animosity drags all involved in conflicts to the abyss – leaving no chance to reach peace.The humanitarian crisis in Gaza has reached a disastrous scale that cannot be ignored.This conflict stems from a complex historical background. We cannot ignore the root cause of this belligerence.Kazakhstan calls for full protection of all civilians, and unhindered humanitarian access in strict compliance with international humanitarian law.We reaffirm our support of the two-state solution with the UN playing a central role.Kazakhstan acknowledges diplomatic initiatives aimed at regional reconciliation in the Middle East, including the Arab Peace Initiative, the New York Declaration, the Abraham Accords, and others.They demonstrate that leadership and political will can turn division into cooperation and shared benefit.We also welcome the normalization of relations between Azerbaijan and Armenia under the mediation of the United States’ President.It shows that even entrenched conflicts can be settled through diplomacy and common sense.Guided by this principle, Kazakhstan consistently favors diplomacy over escalation and dialogue over force.Current geopolitical tensions sometimes tempt some leaders to claim that a clash of civilizations is inevitable.Yet, these divisions are not fact or fate. They are political choices.Global public goods such as science, medicine, sports, religion and culture should not become subjects of geopolitical divisions and sanctions.These spheres of human activity bind us together under a humanitarian umbrella.When political leaders make irresponsible statements or take reckless decisions, manipulating religion and identity for political gain, they in fact seriously damage the trust and goodwill in striving for peace.Political leadership must be rooted in mutual understanding and respect, not mutual suspicion and arrogance.Tolerance and wisdom are the foundation of lasting peace and must be upheld through the rule of law.Dear colleagues,We observe a growing fragmentation and political bias of investment flows.As a result, global FDI fell to $1.5 trillion last year.Kazakhstan strongly advocates for greater international investment cooperation. More than 400 billion dollars have been attracted to our economy within 30 years of Independence.Our commitment to open market principles is absolutely firm and will remain a cornerstone of our state policy.Located in the very center of Eurasia, Kazakhstan is poised to play a crucial role as a logistics hub, handling 80% of all overland transit between Asia and Europe.We are investing tens of billions of dollars in our transport and transit infrastructure, including the Belt and Road Initiative, the North-South and the Trans-Caspian transit corridors. Kazakhstan will continue to develop regional supply chains that are the heart of the emerging global transport network.By 2029, we plan to build 5 thousand kilometers of new railway lines.Kazakhstan has made the Sustainable Development Goals a core pillar of its national agenda, integrating their targets into state planning and budgeting.With the support of the UN Secretary-General and partner-states, Kazakhstan now hosts the new United Nations Regional Centre for SDGs for Central Asia and Afghanistan in Almaty.Today, Central Asia is demonstrating a renewed sense of unity and mutual trust. It is emerging as a proactive contributor to international peace and progress.The “Central Asian Five” are strengthening cooperation, proving that regional solidarity can be a powerful force for development and security.This has enabled our region to engage key global partners in the unique “Central Asia Plus” dialogue format.Kazakhstan believes that inclusive development in Afghanistan is a basis for long-term regional peace and stability.We continue to support the Afghan people through humanitarian assistance and cooperation in trade, food security, infrastructure and transport connectivity.Distinguished delegates,Last year was the hottest year in human history and Central Asia is warming at twice the global rate.The melting of glaciers in the Alatau mountains is accelerating, multiplying threats to water and food security for millions.Kazakhstan has drawn profound lessons from the tragedy of the Aral Sea. Thanks to our consistent efforts, including at the international level, we succeeded in preserving the northern part of the sea.As the current chair of the International Fund for Saving the Aral Sea, Kazakhstan will continue to play a proactive role in this common priority.Meanwhile, the Caspian Sea is rapidly shrinking.  It is no longer just a regional concern, it is a global warning signal.Therefore, we call for urgent steps to preserve the Caspian water resources with our partners across the region and the wider international community.Last year, Kazakhstan co-organized the One Water Summit with France, Saudi Arabia and the World Bank.Looking forward, stronger coordination, investments, and sustainable solutions are urgently needed to prevent future water crises.To help advance this agenda, Kazakhstan will host a Regional Ecological Summit in Astana in April next year, to be convened in partnership with the United Nations and other international organizations.As part of our broader environmental commitment, Kazakhstan is implementing a nationwide “Clean Kazakhstan” campaign.This national movement mobilizes millions of volunteers in clean-up actions, waste reduction, and eco-education.At the initiative of Kazakhstan, the UN declared 2026 the International Year of Volunteers for Sustainable Development. On September 24, 2025, Deputy Head of the Representative office of the Ministry of Foreign Affairs of the Republic of Kazakhstan in Almaty Rashid Yerishev, participated in the conference “International UN Model – 2025: United for Peace – Building the Future Together”, dedicated to the 80th anniversary of the United Nations.The event was attended by representatives of the diplomatic corps, international organizations, and students.
