A seminar on copyright issues was held in Washington 15.10.2025
On September 15-19 in Washington (USA) the World Intellectual Property Organization, together with the United States Copyright Office, organized an international seminar on copyright. Ilyas Kabdulin, Head of the Copyright Department of the Intellectual Property Rights Committee of the Ministry of Justice, took part in the seminar from the Republic of Kazakhstan.The event was also attended by representatives of state agencies in the field of intellectual property from developing countries such as Bangladesh, Botswana, Egypt, Cambodia, Kenya, Malawi, Morocco, the Maldives, Nepal, Nigeria, Paraguay, Suriname, St. Kitts and Nevis, Ukraine, the Philippines, Ecuador, and Jamaica. Community cleanup at the Koylyk settlement 15.10.2025

Astana Hosts Acceleration Session on Stimulating Investments in Construction of Pumped-Storage Power Plants 15.10.2025
Astana, October 10, 2025 – The Investment Committee of the Ministry of Foreign Affairs of the Republic of Kazakhstan, together with JSC “NC Kazakh Invest,” held an acceleration session dedicated to the development of pumped-storage power plants (PSPPs) and stimulating investment in the country’s energy infrastructure.The purpose of the event was to identify systemic barriers hindering the implementation of investment projects in the PSPP sector and to develop concrete proposals for improving the regulatory and institutional framework.The session was attended by representatives of government bodies and businesses, including the ministries of Energy, Water Resources and Irrigation, Ecology and Natural Resources, JSC “Samruk-Energo,” “KEGOC,” the “Atameken” National Chamber of Entrepreneurs, JSC “Qazaqstan Investment Corporation,” and others.From the international side, experts from PowerChina and China Southern Power Grid International (CSGI) participated, presenting proposals for introducing advanced technologies and international best practices in the PSPP sector.Opening the event, Chairman of the Investment Committee of the MFA of Kazakhstan Gabidulla Ospankulov emphasized the strategic importance of developing pumped-storage capacities for Kazakhstan: “The implementation of pumped-storage power plant projects is an important direction for Kazakhstan’s energy development. Practical issues were discussed – from site selection and design to tariff-setting mechanisms, investment return, and the provision of state guarantees. This time, the location for the benevolent initiative was the Ust-Kamenogorsk Center for the Provision of Special Social Services (a boarding house for the elderly, senior citizens, and persons with disabilities) in the Solnechny village.Instead of the traditional treats and concerts, the colony's administration, with the support of local individual entrepreneurs, manufactured and delivered essential items from the Shemonaikha district that are vital for comfortable living: litter bins to help maintain cleanliness on the grounds, new, durable benches for outdoor rest, and, what caused particular delight, canes made with incredible care and attention to detail.The canes were the highlight of the initiative. The inmates, demonstrating skill and humanity, created items that looked more like individual, custom orders than mass-produced goods."The grandmothers and grandfathers especially liked the canes," said Laura Aldazhumanova, an employee of Institution No. 18 of the Penal Enforcement Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan. "They are thoughtfully made of wood with a comfortable, ergonomic handle. And most importantly—we took care of safety: the base is rubberized to prevent slipping. They turned out very light and convenient."This campaign is a striking example of how institutions of the Penal Enforcement Committee are not only engaged in rehabilitation but also contribute to the social life of the region. A pyramid scheme is a fraudulent system in which new participants' contributions are used to pay income to earlier participants. The main idea is to attract more and more new people by promising them a high income quickly. However, as soon as the flow of people and cash stops, the pyramid will collapse.Types of financial pyramids:Multilevel pyramids. Main mechanism for establishing and operating the structure involve the following: each new participant makes a first contribution which is distributed among members of a pyramid who are on higher levels of hierarchy. In his/her turn, to earn money, a newcomer should invite several people, whose contributions will be distributed in a similar way. This goes on until termination of influx of new members.Marketing-based pyramids. The main mechanism for a scheme implementation is sale of goods/services by a company. In this case, a good is used as a disguise and its price is overestimated. Often, such products are as follows: watches, cosmetics, household chemicals, etc.Pyramids based on the principle of invitations distribution via messengers. The scheme is carried out through online groups in messengers: WhatsApp, Telegram, etc. A group is created and to join it, one is required to make a cash contribution and invite 2 to 4 people to get a reward in the amount of 200% to 400%. The number of invited participants is unlimited.Participation (membership) in an exclusive club. In this case cruises, vouchers, travels, training in business creation and promotion, marketing, investment, copywriting, as well as training in palmistry, astronomy, improving mental balance, psychology, numerology, symbols, magic, etc. are offered to the participants. One of the mandatory conditions is to attract other people or an entrance fee for a certain period, depending on the programs (from 1-3 to 5-10 years).Financial pyramid features  Active advertising in mass media, online resources, including social media promising high profitability and passive income; The company offers to buy back movable or immovable property from customers at a price higher than the market rate, in instalments of three months or more at a minimum interest rate; A mandatory requirement is a purchase of goods/services for a certain amount and involvement of several additional persons (there are no retail sales); Absence of a license/registration at the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market (hereinafter: ARDFM), including, but not limited to, the implementation of: banking operations, including deposit sourcing, issuance of loans, execution of transfers and payments, etc.;activities on the securities market;activities on the insurance market;microcredit activities;debt collection activities.  Money is deposited in cash, to a card account of an individual, or to an e-wallet through the terminals of payment institutions; There is no precise definition for the activities of a company, an individual, or a public project (a statement on a unique activity). Usually, financial pyramids claim that they conduct their activities in areas that are associated with high profitability: oil production, gold mining, construction, microfinance activities, Forex market, securities market.   A public promise of high profitability, which significantly exceed the level of the market indicator; Guaranteeing of profitability (prohibited on the financial market, except for bank deposits); Use of words and phrases, elements of the brandbook of famous brands in the name, symbols, advertisements.Prior to invest your money, think about who you are giving it to and for what purposes. If you have detected all or several of the above signs in the organization to which you want to entrust your funds, you should check whether that is a financial pyramid or not.It should be reminded that Article 217 of the Criminal Code of the Republic of Kazakhstan provides for criminal liability for up to three years for establishment of financial (investment) pyramid. Regional Akim Nurlybek Nalibayev participated in a tree planting event as part of the «Taza Kazakhstan» environmental campaign, which took place in the renovated Korkyt Ata Park. Members of the Senate of the Parliament of the Republic of Kazakhstan, intellectuals, elders, and city residents attended the event.The park, which features a monument dedicated to the 1,300th anniversary of the book «Korkyt Ata», opened in 2002. Today, it has been completely transformed and has become a comfortable place for children to relax, walk, and play.The landscaping project covered an area of 38,828 square meters. Of this, 1,826 square meters is construction land, 13,430 square meters are paved, and 23,572 square meters are landscaped.The park features modern fountains, sports and children's playgrounds, walking paths, and lighting. A meeting chaired by regional akim Nurlybek Nalibayev was held to discuss the development of agroeconomics and agricultural science, which are among the key areas of the President's Address. The event was attended by maslikhat deputies, heads of departments and territorial agencies, scientists, representatives of business entities, and, via online communication, the akims of Kyzylorda and all districts.The regional akim gave specific instructions to industry leaders on the high-quality and timely implementation of the objectives outlined in the Address.He emphasized that the President, in his Address, noted the impossibility of long-term and intensive development of the agro-industrial complex without the accelerated development of agricultural science. Particular attention was paid to the digitalization of the agricultural sector and the improvement of agricultural science, and five objectives were identified: the introduction of new approaches, modern technologies and digital solutions, artificial intelligence in agriculture, increased productivity and processing, technological modernization, the development of science and research, and the provision of financial support.It was noted that the widespread use of digital technologies in the agricultural sector and work towards advanced processing require special attention. It is essential to explain to business entities the effectiveness of scientific development and the application of digital technologies.The Akim instructed that support be given to research projects aimed at improving the sector, facilitating their implementation, and considering the introduction of new digitalization initiatives into production.
