The authorization procedure on the eGov.kz portal has changed 15.10.2025
To ensure information security and protect users, the authorization procedure on the eGov.kz portal has changed since October this year. Now, after the first stage of authorization using a digital signature (DS), the user must verify their identity with an SMS code sent from 1414. The changes apply to the eGov.kz portal as well as its components (the eOtinish service and the 'Open Government' portal).   The new authorization system is aimed at enhancing information security and protecting users' data when using government online services. The second stage of authorization protects citizens in case of loss of access to their digital signature (DS) key, as well as against unauthorized access to the eGov.kz portal by third parties using the user's key. For this, the user’s identity must be verified via the mobile phone number linked to their eGov.kz portal account. What should a user do if they do not receive an SMS from 1414?To receive SMS codes correctly, the user must ensure that their phone number is linked to their eGov.kz portal account. If the phone number is not linked to the account, the user will not be able to receive messages from 1414. You can find the instructions for linking your mobile phone number to your eGov.kz portal account here.Is there another way to log in without an SMS code?A user can log in to the eGov.kz portal using the eGov Mobile application. To do this, the user needs to scan a special QR code from the eGov.kz portal's authorization page using the eGov Mobile application.What steps should users take if they are abroad?Users located outside the Republic of Kazakhstan will only receive SMS messages from 1414 if international roaming is enabled. Therefore, it is important to ensure that the roaming service is active before using the public services of the eGov.kz portal abroad. Note! Sharing digital signature (DS) keys with third parties is prohibited, since DS serves as a personal identification tool and is equivalent to a handwritten signature. The transfer of DS to other persons is subject to administrative liability.To avoid violations when using a digital signature (DS), documents on behalf of a legal entity can only be signed by the head of the organization or individuals officially authorized by the organization. Each person uses their own digital signature (DS), and the power of attorney only confirms that the individual has the right to sign documents on behalf of the legal entity. If the information system used for signing requires additional permissions, the procedure should be clarified with the system owner.Individuals and individual entrepreneurs can officially authorize another person to sign documents on their behalf. In this case, each person uses their own digital signature (DS) issued in their name.In the event that violations are detected, individuals and legal entities will be held administratively liable. Depending on the category of the offender, the following amounts of administrative fines are established: individuals – 50 MCI (KZT 196,600);officials, small business entities, and non-profit organizations – 100 MCI (KZT 393,200);medium-sized business entities – 150 MCI (KZT 589,800);large business entities – 200 MCI (KZT 786,400).The change to the authorization procedure was implemented in accordance with Clause 47, 'Approval of Unified Requirements in the Field of Information and Communication Technologies and Information Security', which stipulates the mandatory use of multi-factor authentication. Public transport issues discussed in Ust-Kamenogorsk 15.10.2025
At a meeting of the permanent commissions of the city maslikhat, with the participation of heads of passenger transport enterprises, the issue of the state and prospects of passenger transportation development in Ust-Kamenogorsk was considered.As a result of the discussion, recommendations were given to responsible structures on comprehensive improvement of the quality of public transport services. In honor of Teacher's Day, a new specialized lyceum No. 8 was officially opened in our city. This school was built in 1952 and was built on the site of an emergency building.It was originally planned to carry out major repairs at this school. However, as a result of a comprehensive technical inspection, the building was declared an emergency and turned out to be unsuitable for further operation. In this regard, a project for a new school building has been developed.The new school meets all the standards of modern education. Spacious and bright classrooms, in particular, a STEM classroom equipped with modern technologies for practical science education, modern laboratories, robotics classrooms, workshops, an assembly hall, a sports hall, and a library. All conditions have been created in the school building for the comprehensive development of children and the comfortable work of teachers.At the same time, it is worth noting the duration of the project, although the standard construction period is 15 months, in practice, the construction work was fully completed in 9 months. Trade Minister Arman Shakkaliyev discussed measures to develop domestic trade and support domestic producers with businesses and civil society 15.10.2025
In Astana, Arman Shakkaliyev, Minister of Trade and Integration of the Republic of Kazakhstan, met with representatives of non-governmental organizations, the business community, and industry associations. The meeting focused on developing domestic trade, strengthening the position of domestic producers, and improving the regulatory framework for the industry.Over 120 people attended the meeting, including Banu Nurgaziyeva, President of the Civil Alliance of Kazakhstan, Albert Rau and Nurzhan Ashimbetov, members of the Majilis of the Parliament of the Republic of Kazakhstan, representatives of the Association of Retail Chains, heads of large retail chains from across the country, owners of retail markets, as well as representatives of industry associations specializing in domestic producers and the National Chamber of Entrepreneurs.Opening the event, the Minister emphasized that ensuring food security, price stability, and access to retail shelves for domestic producers are strategic objectives facing the Government, which the Head of State places particular emphasis on. The Ministry is implementing comprehensive measures aimed at reducing import dependence, developing private labels, and creating a competitive retail ecosystem in the country."Trade ranks second in terms of economic contribution to GDP, accounting for 16.5%, providing employment for over 1.5 million people. Domestic trade turnover has grown by almost 80% over the past five years, reaching 70.7 trillion tenge in 2024. This trend confirms that trade is not simply an intermediary, but a key sector that is shaping a sustainable middle class and new consumption formats," noted Arman Shakkaliyev.The Minister of Trade expressed gratitude to businesses for their demonstrated social responsibility during the Bereke Fest campaign. Retail chains organized special corners and provided direct deliveries of meat and produce from agricultural firms to the Northwestern Territory. More than 80 retail chains participated. In the lead-up to Republic Day, discounts on a wide range of food and non-food products will be offered in all major shopping malls and online platforms. The format of the promotion was discussed.First Vice Minister Aizhan Bizhanova announced current measures aimed at supporting domestic producers. Legislative requirements have been established requiring at least 30% of shelf space to be allocated to Kazakhstani food and non-food products. These requirements apply to all retail formats, from large retail chains to convenience stores and markets. State support also provides for an additional 20% increase in shelf space in exchange for subsidies. Failure to meet these conditions will result in the termination of funding and a refund.To simplify interactions between producers and retail chains and marketplaces, a "Single Window" for applications is being created on the QazTrade platform, which will be integrated with the Register of Domestic Producers. They are distinguished by affordable prices (10-20% lower than comparable products), high quality, and cover all price segments from economy to premium.The SMALL&SKIF chain emphasizes collaboration with domestic manufacturers, which helps ensure quality, support local businesses, and create a unique offering for customers. Magnum's private label development has demonstrated impressive results: over five years, the share of such products in the chain's turnover has grown from 1.7% to 11.9%. The network works with 71 producers in 18 cities, developing a sustainable supply chain and strengthening its local presence.Representatives of industry associations, such as the Union of Potato and Vegetable Growers of Kazakhstan, the Association of Egg Producers of Kazakhstan, the Dairy Union of Kazakhstan, the Grain Union of Kazakhstan, the Association of Meat Processing Enterprises of Kazakhstan, and others, also expressed their positions. Participants expressed their willingness to act as reliable suppliers and provide the domestic market with stable supplies and the necessary product range, emphasizing their commitment to supporting the domestic retail network and developing sustainable supply chains.Meeting participants paid special attention to the provisions of the new Tax Code. In particular, preferential special regimes will be retained for trade and the agro-industrial complex, and the taxation procedure for agricultural producers with a fixed income has been simplified.The VAT rate has been reduced to 3% of income, while legal entities in the agricultural sector have a reduced VAT burden.The base VAT rate has been set at 16%, with small businesses operating under special regimes exempt from payment. Tax incentives for the self-employed and processors are also retained, including the possibility of deferring VAT on imported raw materials used for domestic production."If a business serves the public, provides simple services, and small-scale trade, the simplified tax system remains in place. However, if a business serves companies, works with government contracts, builds large facilities, or has a large turnover, that's a different matter. There must be comprehensive tax accounting. We also prioritized transparency. The simpler the activity, the easier it is to administer the simplified system," Vice Minister of National Economy Yerlan Sagnayev noted in his speech.After discussing key areas of domestic market support, Banu Nurgaziyeva, President of the Civil Alliance of Kazakhstan, noted the importance of consolidating the efforts of all parties."Today, relevant NGOs, associations, and domestic producers have gathered. Brussels, October 10, 2025 — Minister of Energy of the Republic of Kazakhstan Yerlan Akkenzhenov took part in the Global Gateway Forum in Brussels, where he held a series of strategic meetings with the leadership of the European Union and heads of major European financial institutions. Cairo, September 28, 2025 – The Ambassador of the Republic of Kazakhstan to the Arab Republic of Egypt, Askar Zhengis, held a meeting with the management of Egyptian International Pharmaceutical Industries Co. (EIPICO) to discuss plans for implementing an investment project in Kazakhstan.Ahmed Kelani, Chairman of EIPICO, said the company is moving forward with plans to build a modern full-cycle pharmaceutical plant in Kazakhstan, with an estimated investment of USD 33 million.He noted that the project is entering a practical stage, with a site already selected. Ensuring the fulfillment of the obligation to pay customs duties and taxes is the providing guarantees (property or other) to the customs authority, allowing the state to be confident of receiving the due amounts, even in the event of non-payment by the declarant or another person.The obligation to pay customs duties and taxes in the Republic of Kazakhstan is secured in specific cases provided for by the current customs legislation of the Republic of Kazakhstan (specifically, Articles 91, 194, 195, 196, 223, 257, 170, 387, 397 of the Code of the Republic of Kazakhstan "On Customs Regulation in the Republic of Kazakhstan" (hereinafter referred to as the Code)). The following ones are frequently used:- Specifics of the release of goods before the verification of customs, other documents and (or) information (Article 195 of the Code) is completed;- Specifics of the release of goods when a customs examination is ordered (Article 196 of the Code);- Conditions for placing goods under the customs procedure of customs transit (Articles 223 and 226 of the Code);- Placing goods for temporary storage in places at the request of a person with authority in respect of the goods, in accordance with Article 170 of the Code.The methods of ensuring the fulfillment of the obligation to pay customs duties and taxes are money, bank guarantee, surety, pledge of property, and an insurance contract (as stipulated in Articles 97–102 of the Code).The simplest and most common method is money, in which the amount of customs payments and taxes is deposited into the customs authority's account for the temporary placement of funds. When using a bank guarantee, a bank's assurance for the payment of customs duties and taxes is required. When utilizing a surety, a guarantee from a third party (other than a bank) is necessary. The use of a pledge of property provides for the transfer of property as collateral to the customs authority before the fulfillment of the obligation. When employing an insurance contract, the customs authority accepts contracts issued by insurance organizations included in the register of insurance organizations licensed for insurance activities.Amount of the security is determined based on the amounts of customs duties and taxes that would be payable in the Republic of Kazakhstan if goods were placed under the customs procedure of release for domestic consumption without applying tariff preferences and benefits.The Customs authorities, for their part, monitor the availability and sufficiency of the amount of the security. Kazakhstan and India deepen joint cooperation in economic sphere 15.10.2025
New Delhi, 6 October 2025 – Ambassador of Kazakhstan to India Azamat Yeskarayev met with members of the Federation of Indian Chambers of Commerce and Industry (FICCI) to discuss prospects for joint cooperation. The meeting was held at the initiative of the Indian side and brought together around 30 leading companies from various sectors of the economy.For reference: The Federation of Indian Chambers of Commerce and Industry (FICCI) was established in 1927 and is India’s largest and oldest supreme business organization. FICCI includes both private and state-owned commercial companies, as well as international companies and regional chambers of commerce and industry from various Indian states, with a total of nearly 300,000 members.During his opening speech A. Yeskarayev briefed participants about current economic situation between two countries and presented the advantages of Kazakhstan’s favorable investment climate. Particular attention was paid to the implementation of new joint investment projects in the country.In addition, the head of the Kazakh diplomatic mission noted that at this period, the trade and economic potential has not been fully realized.
