Prospects for cooperation between Kazakhstan and Rwanda were discussed in Kigali 15.10.2025
Kigali, 9 october 2025 – the Ambassador of the Republic of Kazakhstan to the Republic of Kenya, Permanent Representative of the Republic of Kazakhstan to the UN Office in Nairobi Barlybay Sadykov met with the Speaker of the Chamber of Deputies of the Parliament of the Republic of Rwanda Ms. Gertrude Kazarwa, Minister of Defense Mr. Juvenal Marisamunda, Minister of Agriculture Mr. Mark Bagabe, Permanent Secretary of Foreign Affairs and International Cooperation Ms. Clementine Mukeka, Permanent Secretary of Trade and Industry Mr. Antoine Marie Kajangwe, Permanent Secretary of Information and Communication Technologies and Innovations Mr. Eraste Rurangwa, Chief Executive Officer of the Mining, Oil and Gas Council Ms. Alice Uwase, Chief Operating Officer of the National Agricultural Export Development Board Ms. Sandrine Urujeni, Chief Executive Officer of the Private Sector Federation of Rwanda Mr. Stephen Ruzibiza.During these meetings, the Ambassador informed the partners about the political and economic reforms being carried out in Kazakhstan, the strategic objectives outlined in the President Kassym-Jomart Tokayev’s State of the Nation Address to the People of Kazakhstan “Kazakhstan in the Era of Artificial Intelligence: Current Challenges and Solutions through Digital Transformation” and Kazakhstan's international initiatives.The parties discussed current issues of bilateral cooperation with the aim of implementing the agreements reached during the official visit of the President of the Republic of Rwanda P. Kagame to Astana in May 2025. Particular attention was paid to plans for developing cooperation in such areas as energy, agriculture, information technology and innovation, mining and space industries, and interparliamentary cooperation.The Rwandan side highly praised the political and economic reforms being carried out in Kazakhstan, as well as Kazakhstan's international initiatives, and confirmed its interest in developing long-term cooperation with Astana. Ensuring the fulfillment of the obligation to pay customs duties and taxes is the providing guarantees (property or other) to the customs authority, allowing the state to be confident of receiving the due amounts, even in the event of non-payment by the declarant or another person.The obligation to pay customs duties and taxes in the Republic of Kazakhstan is secured in specific cases provided for by the current customs legislation of the Republic of Kazakhstan (specifically, Articles 91, 194, 195, 196, 223, 257, 170, 387, 397 of the Code of the Republic of Kazakhstan "On Customs Regulation in the Republic of Kazakhstan" (hereinafter referred to as the Code)). The following ones are frequently used:- Specifics of the release of goods before the verification of customs, other documents and (or) information (Article 195 of the Code) is completed;- Specifics of the release of goods when a customs examination is ordered (Article 196 of the Code);- Conditions for placing goods under the customs procedure of customs transit (Articles 223 and 226 of the Code);- Placing goods for temporary storage in places at the request of a person with authority in respect of the goods, in accordance with Article 170 of the Code.The methods of ensuring the fulfillment of the obligation to pay customs duties and taxes are money, bank guarantee, surety, pledge of property, and an insurance contract (as stipulated in Articles 97–102 of the Code).The simplest and most common method is money, in which the amount of customs payments and taxes is deposited into the customs authority's account for the temporary placement of funds. When using a bank guarantee, a bank's assurance for the payment of customs duties and taxes is required. When utilizing a surety, a guarantee from a third party (other than a bank) is necessary. The use of a pledge of property provides for the transfer of property as collateral to the customs authority before the fulfillment of the obligation. When employing an insurance contract, the customs authority accepts contracts issued by insurance organizations included in the register of insurance organizations licensed for insurance activities.Amount of the security is determined based on the amounts of customs duties and taxes that would be payable in the Republic of Kazakhstan if goods were placed under the customs procedure of release for domestic consumption without applying tariff preferences and benefits.The Customs authorities, for their part, monitor the availability and sufficiency of the amount of the security. Kazakhstan and India deepen joint cooperation in economic sphere 15.10.2025
New Delhi, 6 October 2025 – Ambassador of Kazakhstan to India Azamat Yeskarayev met with members of the Federation of Indian Chambers of Commerce and Industry (FICCI) to discuss prospects for joint cooperation. The meeting was held at the initiative of the Indian side and brought together around 30 leading companies from various sectors of the economy.For reference: The Federation of Indian Chambers of Commerce and Industry (FICCI) was established in 1927 and is India’s largest and oldest supreme business organization. FICCI includes both private and state-owned commercial companies, as well as international companies and regional chambers of commerce and industry from various Indian states, with a total of nearly 300,000 members.During his opening speech A. Yeskarayev briefed participants about current economic situation between two countries and presented the advantages of Kazakhstan’s favorable investment climate. Particular attention was paid to the implementation of new joint investment projects in the country.In addition, the head of the Kazakh diplomatic mission noted that at this period, the trade and economic potential has not been fully realized. A bakery complex has opened in Kyzylorda 15.10.2025
The opening ceremony of the bakery complex of the «Kyzylorda-Nan» partnership took place. Representatives of the intelligentsia, elders, and city residents attended the ceremony.Regional Governor Nurlybek Nalibayev, noting the major investment projects implemented in the region, congratulated those gathered on the opening of the new facility.«Our President Kassym-Jomart Kemelevich said: «We must continue to diversify the economy with renewed impetus. Priority must be given to the production of highly processed products that are competitive in both domestic and foreign markets».Our region has a favorable investment climate, and large-scale projects are being implemented. From 2022 to 2024, approximately 1 trillion 600 billion tenge in investments were attracted to the region's economy.This year, efforts are underway to attract more than 631 billion 400 million tenge in investments. Over the past eight months, 408 billion 200 million tenge in investments have been attracted, and Kyzylorda Region has taken first place in the republic in terms of plan fulfillment. Astana, October 7, 2025 – From October 3 to 5, 2025, at the initiative of the Embassy of Kazakhstan in Spain, a delegation from the Community of Madrid headed by the Regional Minister of Digitalization, Mr. Miguel López-Valverde, took part in the international forum Digital Bridge 2025, held in Astana.During the visit, meetings were held with the Deputy Prime Minister – Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, Mr. Zhaslan Madiyev, as well as with the Chairman of the Board of JSC “National Information Technologies” (NITEC), Mr. Dauren Bekmanov. On October 8, 2025, Gulmira Sabralimova, Head of Office of Advocacy and the Contact Center of the State Revenue Department of East Kazakhstan Region spoke at the 1C-Rating platform to explain the key changes to Personal Income Tax (PIT) under the new Tax Code of the Republic of Kazakhstan, which takes effect on January 1, 2026.The republican seminar, conducted via live broadcast, attracted over 2,500 participants, including taxpayers, business representatives, accountants, and consultants. The main focus was on new approaches to personal income taxation and the expansion of the progressive tax scale.Starting in 2026, Kazakhstan will adopt a progressive PIT scale to establish a more equitable and transparent tax system. This change aims to encourage official income reporting and protect the interests of socially vulnerable groups..All income, except for income of individuals engaged in private practice, is taxed according to an appropriate progressive scale of tax rates.Thus, the income of individuals (except for individuals engaged in private practice, dividends, individual entrepreneurs, and peasant farms using the generally established procedure) is taxed according to the following progressive scale of tax rates:Up to 8 500 – old Monthly Calculation Index (MCI) per calendar year (33,4 million tenge) – 10 %;exceeding 8,500-fold MCI (over 35 million tenge): 10% of income up to the 8,500-fold MCI threshold, plus 15% on the amount exceeding this threshold.Income earned by individuals engaged in private practice (private notaries, lawyers, private bailiffs, professional mediators) will be taxed at a flat rate of 9%.The previous exemption for dividends (up to 30,000 MCI) is eliminated and replaced with a progressive scale: income up to 230,000-fold MCI (approximately 904.4 million tenge): 5% and income exceeding 230,000-fold MCI: 15% on the excess amount.All income for entrepreneurs and peasant farms (excluding income from private practice) will be subject to the following progressive tax rates:Up to 230,000 times the Minimum Remuneration per calendar year (904.4 million tenge): 10%;exceeding 230,000-fold MCI (over 904,4 million tenge) 10% of income up to the 230,000-fold Minimum Remuneration threshold, plus 15% on the amount exceeding this thresholdThe speaker concluded by affirming the Department's commitment to dialogue with taxpayers and encouraged all interested parties to actively follow the SRD of EKR official social media pages and participate in future explanatory seminars on the new Tax Code provisions.Source : https://www.gov.kz/memleket/entities/kgd-vko/press/news/details/1083620?lang=kk

Tuimebekova, Senior Manager of KazAID, took part in the 6th Dialogue Meeting of Development Cooperation Agencies of the IsDB member countries. The event was organized by the Islamic Development Bank (IsDB) in cooperation with the Indonesian Agency for International Development (Indonesian AID) and the Palestinian International Cooperation Agency (PICA).The purpose of the meeting was to strengthen partnerships among development cooperation agencies of IsDB member states. Taxation of individuals engaged in private practice in 2025 15.10.2025
According to the tax legislation, individuals engaged in private practice (hereinafter - the "IEPP") include private notaries, private bailiffs, lawyers, and professional mediators. ​Before commencing activities, these individuals must register with the state revenue authorities as IEPPs based on a notification, in accordance with the procedures defined by the legislation of the Republic of Kazakhstan on permits and notifications. ​Registration of IEPPs is carried out for the purposes of tax administration and covers individuals engaged in professional activities based on a license.Registration of IEPPs, changes to registration data, and deregistration are regulated by Articles 79-81 of the Tax Code. ​The taxable income of such individuals is determined in accordance with Articles 362-365 of the Tax Code. They are also entitled to professional deductions, which are specified in these same articles.​The Individual Income Tax (IIT) rate of 10% is applied to the income received, due at the end of the month. ​Thus, when determining the taxable income of a private practitioner, no adjustments or deductions are applied (as is the case with income from employment contracts, for example), except for professional deductions.Т This means that the entire amount of income earned from private practice is subject to IIT taxation. Neither the standard deduction nor other deductions, including the deduction for remuneration to the income of a notary, mediator, etc., are applied. ​Professional deductions can be applied if the following conditions are met:1) they are made in connection with the receipt of income from the activities of a private bailiff, mediator, notary, or lawyer; 2) they are documented; 3) they are reflected in the tax registers of a private bailiff, mediator, notary, or lawyer.The amount of CIT tax must be paid monthly by the 5th day of the month following the month in which the income was received.By Law of the Republic of Kazakhstan No. 208-VIII dated July 15, 2025, amendments and additions have been made to the current Tax Code, according to which Article 781 on "Transitional provisions on calculation, withholding, and payment of Individual Income Tax from January 1, 2025," requires IEPPs to pay individual income tax for the period from January 1, 2025, to the last day of the month in which the Law was enacted, no later than the 5th day following the month of enactment.The Declaration on Income and Property (form 270.00) must be submitted by September 15 of the year following the reporting year. Environmental Education in Zhezkazgan: Learning to Sort Waste 15.10.2025
Schools in Zhezkazgan continue an environmental initiative aimed at fostering a culture of waste separation. As part of the “Taza Qazaqstan” campaign and following the instruction of President Kassym-Jomart Tokayev to introduce a unified standard of environmental education, eco-boxes for separate collection of paper, plastic, and glass are being installed in educational institutions across the city.The project is implemented by Jasyl Damu JSC with the support of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan. One of the schools where the eco-boxes have been installed is School No. 5 named after Kabden Shyngysov. Here, students are already actively sorting waste and sending it for recycling through the EcoQolday automated system, which connects citizens, waste collectors, and recyclers.In addition to installing eco-boxes, schools in the city are carrying out extensive environmental education activities. Teachers and volunteers successfully explain to students — in an engaging and accessible way — why it is important to separate waste, save resources, and care for the environment. Eco-lessons, interactive games, quizzes, and paper and plastic collection campaigns have been held, helping children put their knowledge into practice. Students show particular interest in examples of how recycled materials gain a “second life” — turning into furniture, decorative items, and elements of urban landscaping.A competition among schools has also been announced for collecting waste through the EcoQolday system. The educational institution that collects and sends the largest amount of waste for recycling will receive valuable prizes. Organizers note that such initiatives not only strengthen environmental culture but also develop a sense of collective responsibility, instilling in children the habit of caring for nature.The “Taza Qazaqstan” campaign has become an important step in promoting environmental education in the country. The regional communications service of Pavlodar region held a press conference on the provision of public services by state revenue authorities. The event was attended by Nurbolat Nurakhmetov, Head of the Department of Public Services of the Department of State Revenue for the Pavlodar region. Opening the briefing, Nurbolat Nurakhmetov noted that one of the priorities in the work of the state revenue authorities is the active introduction of digital technologies. To date, more than 90% of the public services provided by the Department have been converted to electronic format. Argyn Kipshakov, Advisor to the Minister of Finance of the Republic of Kazakhstan, is on a working visit to the Department of State Revenue for the Pavlodar region 15.10.2025
During the visit, he held meetings with the labor collectives of the state revenue departments of Zhelezinsky and Uspensky districts. The topic of discussion was the organization and optimization of business processes. The participants of the meetings received clarifications on key aspects of their activities and discussed current tasks, exchanged views on strategic areas of work. In addition, Argyn Kipshakov visited the customs post "Pavlodar special economic zone" and got acquainted with its work. The progress of work on the repair of facades of apartment buildings in Kostanay 15.10.2025
Mayor of Kostanay Marat Zhundubayev held an off-site meeting at the facilities where work continues on repairing the facades of apartment buildings.Since 2019, the facades of 168 houses in Kostanay have been updated. This year, repairs are being carried out in 20 more houses, of which 12 are undergoing current and 8 are undergoing major repairs.As part of the overhaul, the facades, roofs and glazing of the balconies are being completely renovated.
