MAULEN ASHIMBAEV DISCUSSES THE MAIN MEANING OF THE DRAFT NEW CONSTITUTION WITH ACTIVE CITIZENS OF ALMATY 13.02.2026
The Chairman of the Senate of the Parliament, Maulen Ashimbayev, met with maslikhat deputies, the public, members of ethnocultural associations, and active youth in Almaty. During the events, the main points of the new draft Constitution and the priority tasks of joint work in the framework of the upcoming republican referendum were discussed. Maulen Ashimbayev, addressing the participants of the meeting, noted that the constitutional reform is a consistent continuation of the large-scale modernization initiated by the Head of State. He also noted that this political direction is based on such important principles as justice, the rule of law, and the responsibility of government to society. "On the initiative of our President Kassym-Jomart Tokayev, comprehensive modernization is being carried out in all areas. Constitutional reform is a legitimate and consistent continuation of those fundamental changes. By the Decree of the Head of State, the draft new Constitution was submitted to a republican referendum. Thus, on March 15, citizens will make their choice. This is an important step towards democratizing the country's political system. The new Constitution places great emphasis on strengthening statehood, strengthening independence, and improving the quality of life of citizens. Therefore, constitutional reform is based on the principles of law and order, protecting the rights and interests of citizens, caring for the environment, and a sustainable development path," said Maulen Ashimbayev. The Chairman of the Senate also drew attention to the fact that the new draft Constitution creates the legal basis for the implementation of the idea of "A Just Kazakhstan". The document contains priorities that are a solid guarantee for the development of the country's intellectual potential and strengthening the unity of the people. This clearly demonstrates the people-oriented nature of the new Constitution, the clarity of its content, and its role as a society-organizer. "The draft new Constitution is a conscious move away from the inertia of the past and towards a modern state model. One of the conceptual changes in the Constitution is clearly the affirmation of human rights and freedoms as the highest value of the state. In the new Constitution, this very principle becomes the foundation of the state structure system. This means implementing the idea of "A Just Kazakhstan" not at the level of a declaration, but through specific constitutional norms," said the Speaker of the Chamber. Maulen Ashimbayev called the new draft Constitution a historic document, noting that this decision is a transition to a new model of public agreement and a timely response to internal demands and external challenges. He emphasized the importance of advancing constitutional reform from an expert perspective, noting the need to effectively implement these ideas into concrete mechanisms, future laws, and law enforcement practice. "The new Constitution will serve as the basis for the formation of a state and political structure that will ensure the stable, secure and dynamic development of Kazakhstan in the coming years. This step paves the way for the creation of an effective system that can overcome current and future challenges. Now we must focus on strengthening sovereignty, strengthening independence, creating conditions for the powerful development of our country and improving the well-being of citizens. Only then can Kazakhstan take its rightful place in the world economy and politics," said the Chairman of the Senate. During the discussion, experts and representatives of think tanks expressed their suggestions and ideas regarding joint work in the context of the upcoming referendum and exchanged views on topical issues. During the visit, the Chairman of the Senate got acquainted with the material and technical base of the Republican School named after Abai, including the UN office and the activities of the museum in the educational institution. He also met with the staff of the city library and active youth of the metropolis. The event was attended by the university's management and faculty, and the essence of constitutional reforms, their impact on the development of society, and their role in strengthening national unity and social harmony were widely discussed. Candidate of Sociology Mukhamedkarim Ertayev emphasized the importance of modernizing the legal system in the context of current social transformation. – As society changes, legal norms must also be updated in line with the needs of the times. Today, political, social and cultural processes are developing rapidly. Digitization mechanisms are being introduced into the science and education system. Therefore, the issue of protecting citizens' rights and personal data in the digital space is becoming increasingly relevant. The definition of human rights as the highest value in the draft new Constitution is the need of the hour, - said M. Ertayev. Sadyk Tanirbergenuly, Candidate of Law, also spoke at the meeting, noting that the Preamble to the new draft Constitution reflects the historical path of our people, the values of independence, and the ideas of national unity and social harmony. A round table discussion on the interpretation of the new Constitution of the Republic of Kazakhstan was held at the South Kazakhstan Pedagogical University named after O. Zhanibekov on the topic "Constitutional Reform: Public Dialogue and New Initiatives of the President." The event was attended by the university's faculty and staff, who discussed in detail the constitutional changes that will directly affect the future of the country. The meeting was moderated by Barshagul Isabek, a member of the university's Board of Directors and Vice-Rector for Strategic Development and Social Affairs. In his speech, the moderator noted that the essence of the Constitutional reform is not limited to legal changes. According to him, this initiative is aimed at renewing public consciousness, increasing civic responsibility, and forming a new model of public administration. During the roundtable, participants emphasized that the new Constitution is based on protecting the rights and security of citizens, strengthening the balance between the branches of power, and developing democratic institutions. In addition, the fact that the draft Constitution was developed through open public discussion and took into account the proposals received from the people was assessed as one of the main advantages of the reform. According to scientists, the introduction of the directions "Education. Science. Innovation" into the draft Constitution is a strategically important step. This is a fundamental turning point that indicates that the development of the state should rely not on natural resources, but on human capital, an educated and competitive generation. In this regard, it was noted that one of the main tasks is to convey the content and meaning of the Constitution to young people in a broad and understandable manner. Another important direction of the new Constitution is digitalization. For the first time, the adoption of norms for the protection of citizens' rights in the digital environment was assessed as a solution that meets modern requirements. It is aimed at ensuring the security of personal data and strengthening legal protection in the digital space. Akmaral Baidlayeva, senior lecturer at the Department of History of Kazakhstan and Social Sciences, noted in her report that the main feature of the new version of the Constitution is its focus on human rights. – Human rights and freedoms are defined not only in the new Preamble, but also as the semantic core and main priority of the entire Constitution. This clarifies the country's value orientations and paves the way for strengthening the rule of law. In addition, the proposed changes include a number of institutional innovations. In particular, it is planned to move to a unicameral parliamentary model, introduce the position of vice president, as well as create a Constitutional People's Council to strengthen people's representation. These initiatives are aimed at improving the system of public administration and expanding the mechanisms for citizens' participation in power, - said the speaker. The participants emphasized the historical significance of the Constitutional Reform and assessed it as an important step that will usher in a new era in the country's development. At the end of the meeting, it was noted that the roundtable was an open dialogue platform that provided an opportunity to deeply explain the content of the Constitutional reform and discuss the common views of the scientific community. The meeting highlighted that the new Constitution is a solid foundation for building a just, modern, and people-oriented state. "The new Constitution of Kazakhstan is the culmination of these fundamental reforms. This is the fruit of our President's years of thought. All these decisions were based on the values of justice, equality and responsibility to future generations. It was noted that the new Basic Law was adopted in response to profound changes in society and the emergence of a new generation with a renewed worldview, which places high demands on the state. At the heart of these expectations is the demand for honesty, the rule of law, respect for human dignity and guarantees of human rights. The new Constitution provides a clear and concrete response to these public demands. It was also noted that the draft Basic Law was developed in the framework of an open and extensive dialogue with society. The work of the Constitutional Commission was carried out publicly, live on air, and with constant feedback. During this time, 10 thousand proposals and applications were received from citizens, experts, professional associations, and representatives of various industries. The National Fund for Children 13.02.2026
Topical Questions about the UAPF How can I verify that my child has become a participant in the "National Fund for Children" program? To verify, visit kids.enpf.kz and enter your child's IIN in the "Participant Search" section. Then click "Check." You will then receive information indicating the year your child became a participant in the program, as well as the total amount of their accumulated target requirements. What is the difference between target requirements and target savings?Target requirements are the Government's obligations to children who are citizens of Kazakhstan and under 18 years of age. Target requirements are formed annually from 50% of the National Fund's investment income. Target requirements are accrued and recorded in UAPF accounts, but the assets themselves continue to be invested as part of the National Fund's assets, and additional investment income is accrued on them annually.Targeted savings are previously accumulated amounts of target requirements that are credited to the target savings accounts of Kazakhstani recipients in the year they reach their 18thbirthday.Therefore, upon reaching age 18, target requirements become target savings. They are accrued and stored in each program participant's target savings account in the UAPF, denominated in US dollars. After target savings are transferred from the National Fund to the UAPF, will they accrue investment income?Target savings credited to target savings accounts in the UAPF are not invested in financial instruments. They are held in US dollars and are available for use by recipients of target savings or their heirs. Can children from the same family transfer their target savings to each other, such as by assigning lump-sum pension benefit payments for housing and medical treatment? The assignment of target savings payments for the purpose of improving housing conditions or paying for education in favor of close relatives is not provided for by current legislation. My child has already opened an account in the UAPF and his target savings have been transferred there. Who can use them? After reaching 18 years of age, your child will have the right to independently use their savings for two purposes: improving housing conditions or paying for education. To do this, they must submit an application to the Authorized Operators.Currently, the Authorized Operators are:Otbasy Bank JSC (for housing and education),Halyk Bank of Kazakhstan JSC (for education),Bank CenterCredit JSC (for education). Can parents check the savings?Parents or legal guardians of a minor can view their child's savings on the kids.enpf.kz website, in the eGov mobile app, and in the apps of some banks. When the child turns 18, a targeted savings account will be opened for them in the UAPF, which only they, as the recipient of the targeted savings, will have access to. A child's UAPF account was opened and thetargeted savings were transferred. However, one month before turning 18, the family changed their citizenship. What will happen to their targeted savings? If a participant in the targeted claims or recipient of targeted savings loses their citizenship of the Republic of Kazakhstan before or after turning 18, they lose the right to receive payment of their targeted savings. Their targeted claims and targeted savings will be distributed among other participants in the established manner, and their targeted savings account will be closed. In the event of the death of a participant in the target requirements or recipient of target savings, what documents and where should the heir receive them to receive the inherited target savings? In the event of the death of a participant in the "National Fund for Children" program, their target requirements or target savings are inherited in accordance with civil law. To receive them, the heirs must contact the UAPF. Funds are available only after the deceased's target savings have been credited to the target savings account. To receive payments, the heirs must open a US dollar bank account with an authorized bank. The heirs can use the funds for any purpose, meaning the mandatory requirement for their intended use is waived.A current list of required documents for processing payments in connection with the death of a person with target savings is posted on the UAPF website. Is it possible to use target savings in parts, rather than in full? Targeted savings in a target savings account can be used an unlimited number of times within the limits of the available target savings, as designated, provided the recipient is 18 years of age or older and holds Kazakh citizenship. What should I do if information is released indicating that my child is not a citizen of the Republic of Kazakhstan? If a child with the specified IIN, according to information in the State Database of Individuals, is not a citizen of the Republic of Kazakhstan, they are therefore not a participant in the "National Fund for Children" program and cannot have the target requirements. To update the information in the State Database of Individuals, we recommend contacting the migration service at their place of residence. After making the appropriate adjustments, the UAPF will add the child to the list of children eligible for target requirements or recipients of target savings, taking into account the missed period. In what currency will the accumulation and subsequent transfer of target savings to the recipient of the target savings be made? According to Kazakhstan law, target requirements and target savings are recorded in the UAPF in US dollars. Upon payment, target savings are transferred and credited to the recipients' bank accounts opened with authorized US dollar operators. In which banks can I open a bank account to receive payments from the National Fund? Are there any criteria or requirements for banks participating in the National Fund for Children project? The law does not impose any restrictions on second-tier banks, meaning any second-tier bank in Kazakhstan that has entered into a relevant agreement with the UAPF can participate in the program. Currently, the authorized operator banks are:Otbasy Bank JSC (for housing and education),Halyk Bank of Kazakhstan JSC (for education),Bank CenterCredit JSC (for education). We moved to our historical homeland of Kazakhstan and have "qandas" status. Can our child participate in the "National Fund for Children" project?A citizen of the Republic of Kazakhstan under 18 years of age is eligible to participate in the targeted requirements. After receiving Kazakhstan citizenship, your child will be eligible to participate in the "National Fund for Children" project.Source : https://www.gov.kz/memleket/entities/kostanai-rudnyi-kalasy-akimat/press/news/details/1170369?lang=kk

This decision marks a firm step forward in the country’s technological development. The Minister emphasized that artificial intelligence technologies are not merely technical tools but a strategic resource for modernizing social policy and public administration and for enhancing national competitiveness.“As a result of our systematic work, 100,000 teachers have completed specialized training and received certificates in using ChatGPT and other artificial intelligence tools in the educational process. In his view, artificial intelligence will free teachers from technical routine tasks such as grading, testing, and data processing, allowing them to strengthen their role as pedagogical mentors and creative leaders.According to the expert, one of the key directions for integrating artificial intelligence into secondary education is adapting educational content to each student’s cognitive characteristics and interests. For example, interdisciplinary approaches can link complex subjects with areas that engage students. Mathematical concepts can be taught by connecting them to a student’s interest in football, making learning more effective. The importance of interactive learning environments will continue to grow. Through animation technologies and artificial intelligence agents, it is possible to create dialogues with historical figures. This approach elevates learning from a purely academic level to an immersive experience. At the same time, in the context of rapid technological progress, soft skills such as creative thinking, communication, and empathy will become the most valuable assets in the labor market. The meeting also addressed the impact of artificial intelligence on the labor market and related ethical considerations. According to Dr. Lee’s forecast, artificial intelligence will optimize up to 60 percent of work processes, enabling professionals to shift toward more creative roles. The Ministry noted that it will strengthen public awareness initiatives and retraining programs, taking into account ethical concerns within society, particularly among parents and teachers. As a result of the meeting, the parties agreed to develop a joint action strategy for the education sector. State control in Zhetisu ensured a reduction in prices for SSFS 13.02.2026
In the Zhetysu region, following the intervention of the Department of Trade and Consumer Rights Protection, prices for socially significant food products, including eggs, have been reduced. Work to monitor compliance with legislation in the field of trade and price regulation is carried out here on a systematic basis. Another inspection showed that some entrepreneurs do not comply with established norms. During monitoring, it was revealed that one trading company purchased chicken eggs for 50 tenge per piece, and then sold them in more than twenty branded stores for 60–75 tenge. The trade markup reached 20–50%, which significantly exceeds the permissible limit. After applying administrative measures, the price of eggs was reduced and brought into compliance with legal requirements. Violations were also identified in the sale of other socially significant goods. As part of an unscheduled inspection, it was established that one LLP supplied butter to another partnership, which then sold the products through seven retail chains and "convenience" stores with a markup ranging from 40% to 61%. Such indicators substantially exceed the established limit. According to the Law of the Republic of Kazakhstan "On Regulation of Trade Activities," the maximum permissible trade markup on socially significant food products must not exceed 15% of the manufacturer's selling price. Violation entails liability under Article 204-4 of the Code of Administrative Offenses of the Republic of Kazakhstan, with fines having been toughened since 2025. Based on the inspection results, business entities have been held administratively liable and fined. Monitoring compliance with trade markups remains one of the priority areas of work, as it concerns price stability and the protection of consumer interests. Since the beginning of the year, the Department has reviewed 17 cases under Article 204-4 of the Code of Administrative Offenses of the Republic of Kazakhstan in the region. The total amount of fines imposed amounted to 185,975 tenge. The Department calls on entrepreneurs to strictly comply with legal requirements. If facts of overpricing for socially significant products or the absence of price tags are identified, citizens can file an official complaint through the E-Otinish platform.Source : https://www.gov.kz/memleket/entities/mti/press/news/details/1161068?lang=kk
