Kazakhstan reaffirms commitment to strengthening comprehensive partnership with UN ESCAP 14.10.2025
Bangkok, 2 October 2025 - Mr. Margulan Baimukhan, Permanent Representative to the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP), met with Professor Armida Salsiah Alisjahbana, United Nations Under-Secretary-General and Executive Secretary of UN ESCAP, at the headquarters in Bangkok.At the outset of the meeting, Ambassador Baimukhan conveyed, on behalf of the President of the Republic of Kazakhstan, Mr. Kassym-Jomart Tokayev, greetings and warm wishes to Ms. Armida Alisjahbana for continued success and well-being.Ambassador Baimukhan also took the opportunity to inform the Executive Secretary about the key messages delivered by President Tokayev at the anniversary 80th session of the United Nations General Assembly in New York, highlighting Kazakhstan’s vision and priorities on global peace, sustainable development, regional cooperation, domestic reforms, as well as the application of artificial intelligence and digital solutions.During the meeting, Ambassador Baimukhan reiterated Kazakhstan’s strong commitment to multilateral cooperation and highlighted the enduring and mutually beneficial partnership between Kazakhstan and UN ESCAP, which has steadily evolved over more than three decades.The parties also discussed issues of regional cooperation in Central Asia, emphasizing the pivotal role that Central Asia plays in the socio-economic development and integration of the broader Asia-Pacific region. Kazakhstan’s diplomat stressed the importance of coordinated efforts to harness Central Asia’s strategic position as a bridge between Europe and Asia, promoting connectivity, stability, and sustainable growth across the region.Furthermore, the discussion covered Kazakhstan’s strategic initiatives within the framework of UN ESCAP, with particular focus on the project for establishing the UN ESCAP Centre for Digital Solutions for Sustainable Development in Almaty. Military unit 5573 of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan was visited by a distinguished guest — renowned journalist, TV presenter, producer, and public figure Maiya Tolegenovna Bekbayeva. This visit was not just a meeting, but a deep and meaningful dialogue about civic duty, the power of law, and personal responsibility.It should be noted that the conscript soldiers of military unit 5573 guard the peace and security of the capital every day. В столице продолжаются разъяснительные встречи и мероприятия по обсуждению Послания Президента народу Казахстана. Так, на одной из таких встреч директор Института конституционных и политических исследований Maqsut Narikbayev University Алия Оразбаева рассказала студентам об основных задачах, обозначенных в программном документе, передает официальный сайт акимата Астаны.В обсуждении Послания Главы государства приняли участие заместитель акима Астаны Есет Байкен, заместитель ректора Maqsut Narikbayev University, доктор PHD Арман Пирзадаев, и.о. председателя правления НК «Kazakh Tourism» Даниэль Сержанов, профессорско-преподавательский состав, эксперты и студенты вуза. "Послание Президента, с которым страна ознакомилась 8 сентября, задаёт не просто стратегический курс, а фиксирует глубокие изменения в конституционном и правовом поле", - отметила Алия Оразбаева.Она обозначила основные акценты, которые напрямую будут связаны с конституционной реформой, трансформацией системы власти и развитием правовой системы."Первый ключевой акцент - новый формат Парламента. Президент поставил задачу обсудить возможность перехода к однопалатному парламенту. Сейчас функции по принятию законов распределены между двумя палатами, Мажилисом и Сенатом. Это создаёт определённый "буфер" - гражданам и экспертам сложно сразу понять, где именно возникла задержка по принятию проекта или кто несёт ответственность за конкретное решение. В однопалатной модели такого "двухуровневого фильтра" не будет. Все законопроекты обсуждаются и принимаются в одной палате, и процесс становится более понятным для общества", - пояснила директор института.В качестве примера она привели опыт таких стран, как Швеция, Дания, Эстония, которые имеют однопалатный парламент.Вторым ключевым акцентом спикер назвала финансовую самостоятельность регионов, что означает укрепление бюджетной децентрализации и перераспределение полномочий в пользу местных представительных и исполнительных органов. "В чем я вижу практическое последствие? Это то, что граждане смогут видеть, как расходуются их налоги на местах, и требовать отчётности в рамках конституционного права на обращение и участие в управлении делами государства. Это повышает не только эффективность власти, но и правовую защищённость общества", - разъяснила она.Третье, на что спикер обратила внимание студентов, - земельный кодекс и цифровой кадастр."Президент подчеркнул: "Земельные ресурсы должны распределяться открыто. Все конкурсы будут проводиться в электронном формате". Правовая ценность такой инициативы в прямом закреплении принципа гласности и равного доступа в земельных отношениях.Автоматизация процедур через цифровой кадастр исключает произвольное усмотрение должностных лиц и минимизирует коррупционные риски", - отметила Алия Оразбаева.В качестве четвертого акцента она обозначила новый Налоговый кодекс, который должен быть простым и понятным. Упрощение налоговых норм позволит снизить административное давление на предпринимателей, сделать обязательства предсказуемыми и прозрачными. Одновременно новый кодекс должен гарантировать достаточную доходную базу для местных бюджетов, чтобы регионы могли полноценно исполнять свои функции."Пятый Ключевой акцент. Президент заявил: "Прочную законодательную базу для устойчивого, прозрачного и безопасного развития отрасли должен заложить новый Строительный кодекс".Это значит, что новый Строительный кодекс введёт цифровое проектирование. Будет создана система прозрачного надзора за строительством. Во-первых, качество строительства повысится, сократятся сроки. Все процессы будут контролируемы на каждом этапе. Школы, дороги, больницы будут строиться под цифровым контролем", - перечислила глава исследовательского института.Также она выделила задачи, поставленные Президентом в части банковского законодательства и цифровых активов. По ее словам, Закон "О банках и банковской деятельности" изменят для поддержки кредитования реального сектора.  Будет принят закон о цифровых активах и цифровом тенге."Если Казахстан масштабирует цифровой тенге, как указал Президент, и создаст Государственный фонд цифровых активов, то у государства появится инструмент для целевого расходования бюджетных средств (например, стипендии, пособия, льготы). Повысится прозрачность и доверие граждан к госпрограммам, и немаловажно - привлечет инвестиции в цифровую экономику", - пояснила спикер. Упомянула она также о принципе "Закон и порядок", который Глава государства обозначил как незыблемую опору государственности. Еще одним акцентом, озвученным в Послании, спикер назвала цифровизацию и искусственный интеллект."Президент подчеркнул: новые технологии должны работать на благо общества. Преимуществ достаточно много: это и ускорение госуслуг, когда использование ИИ позволит быстрее обрабатывать документы и заявки; машинные алгоритмы исключат человеческий фактор. ИИ поможет прогнозировать социальные и экономические процессы на местах. И, конечно же, современные технологии делают страну привлекательной для бизнеса. Наш курс на цифровизацию и регулирование искусственного интеллекта соответствует лучшим мировым практикам", - отметила Алия Оразбаева в своем выступлении.В заключение она отметила, что сегодняшние студенты - будущие специалисты, которым предстоит реализовывать реформы во благо страны."Послание Президента – это дорожная карта реформ, которые меняют Конституцию, бюджетные и налоговые нормы, земельные отношения, вводят новые цифровые стандарты. Investment portfolios managed by the NBRK and IPM: Results as of September 1, 2025 14.10.2025
“UAPF” JSC (hereinafter referred to as the UAPF) presents a report on the management of pension assets by the National Bank of the Republic of Kazakhstan (hereinafter referred to as the NBRK) and investment portfolio managers (hereinafter referred to as the IPM) on the enpf.kz website in the section “Indicators - Investment Activity”. The total volume of pension assets as of September 1, 2025 managed by the NBRK and the IPM amounted to 25,083.08 billion KZT. As of this date, the pension assets of the UAPF held in trust by the NBRK, formed at the expense of mandatory pension contributions (hereinafter referred to as MPC), mandatory professional pension contributions (hereinafter referred to as MPPC), voluntary pension contributions (hereinafter referred to as VPC), amounted to about 24,463.47 billion KZT[1]. The volume of pension assets formed at the expense of mandatory pension contributions of the employer (hereinafter referred to as the MPCE), which are in trust management of the NBRK, is 551.25 billion KZT.Pension assets managed by the IPM amounted to more than 68.36 billion KZT. Investment portfolio of pension assets managed by the NBRK The National Bank, as a trustee of UAPF pension assets, pursues a balanced investment policy: it invests in various types of financial instruments by currency, country, sector and issuer.As of September 1, 2025, the main areas of investment of pension assets formed at the expense of MPC, MPPC, VPC are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan – 42.58%, bonds of quasi-public companies – 8.85%, bonds of second-tier banks of the Republic of Kazakhstan – 2.78%, deposits of the NBRK – 2.14%, shares and depositary receipts of issuers of the Republic of Kazakhstan – 1.77%, MFIs – 1.20%.As of September 1, 2025, the investment portfolio in terms of currencies in which financial instruments purchased at the expense of MPC, MPPC, APC are denominated is as follows: investments in the national currency – 57.33%, in US dollars – 42.67% of the portfolio of pension assets.From the analysis of the structure of income received, it follows that income in the form of interest on securities, including placed deposits and reverse repo transactions, amounted to 1,277.10 billion KZT, income from revaluation of foreign currency, except for assets under external management, amounted to 139.12 billion KZT, income from assets under external management, including taking into account exchange rate revaluation, amounted to 456.19 billion KZT,  other income - 5.16 billion KZT. The market revaluation of securities was negative.The amount of accrued investment income for the last 12 months from September 2024 to August 2025 amounted to about 2.74 trillion KZT, the yield for this period was 12.60% with inflation of 12.20%. As of September 1, 2025, the directions of investment of the MPCE are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan - 97.58%, deposits of the NBRK - 2.22%, cash on investment accounts - 0.20%.The investment portfolio at the expense of the MPCE includes only financial instruments denominated in the national currency.As of September 1, 2025, the yield on compulsory pension insurance over the past 12 months was 7.64%.Recall that pension savings are long-term investments. Therefore, it is advisable to analyze the amount of investment income for a period of at least one year. In some periods, there may be a decrease in profitability due to the volatility of foreign exchange rates, changes in the market value of financial instruments, as well as the impact of inflation. Diversification of the investment portfolio, when the income on some instruments covers temporary losses on others, ensures the safety and sustainable profitability of pension savings in the long term. Thus, investment income in dynamics over the past 3 years shows stable growth, the return on pension assets exceeds the inflation rate.A detailed structure of the investment portfolio of financial instruments managed by the NBRK with an indication of issuers and an overview of investment activities are posted on the official website of the UAPF. Also on the website enpf.kz is information on the structure of the portfolio for pension assets formed at the expense of the MPCE.Investment Portfolio Managers The total volume of pension assets managed by the IPM is more than 68.36 billion KZT.  As of 01.09.2025, pension assets held in trust by “Alatau City Invest” JSC amounted to 12.74 billion KZT.            The main investments of the company are: government securities of the Ministry of Finance of the Republic of Kazakhstan – 18.59%, Exchange Traded Funds (ETF) units – 16.76%, bonds of second-tier banks of the Republic of Kazakhstan – 16.29%, REPO – 16.14%, bonds of quasi-public organizations of the Republic of Kazakhstan – 11.33%, corporate bonds of foreign issuers – 6.17%, MFOs – 5.90%, corporate bonds of issuers of the Republic of Kazakhstan – 5.82%, government securities of foreign states – 2.77%. It should be noted that 75.09% of the portfolio is represented in KZT, 23.47% in US dollars, 1.43% in other currencies.As of September 1, 2025, the return on pension assets of the UAPF over the past 12 months, distributed to the accounts of contributors (recipients), amounted to 10.94%.A detailed structure of the investment portfolio of financial instruments managed by “Alatau City Invest” JSC with an indication of issuers is presented on the UAPF website. As of 01.09.2025, pension assets held in trust by “Halyk Global Markets” JSC amounted to 6.42 billion KZT.The main investments in the portfolio structure are as follows: REPO (no more than 90 calendar days) – 44.31%, government securities of the Ministry of Finance of the Republic of Kazakhstan – 10.41%, corporate bonds of foreign issuers – 9.54%, bonds of second-tier banks of the Republic of Kazakhstan – 8.73%, equity instruments of foreign issuers (ETF Units) – 7.49%, corporate bonds of organizations of the Republic of Kazakhstan – 5.25%, bonds of quasi-public organizations of the Republic of Kazakhstan – 4.99%, securities with the status of government issued by central foreign governments – 3.84%.Investments in national currency accounted for 76.27% of the portfolio, in US dollars - 25.88%.  As of September 1, 2025, the return on pension assets of the UAPF over the past 12 months, distributed to the accounts of contributors (recipients), amounted to 12.85%. A detailed structure of the investment portfolio of financial instruments managed by “BCC Invest” JSC with an indication of issuers is presented on the UAPF website. As of 01.09.2025, the pension assets of the UAPF held in trust by “Centras Securities” JSC amounted to 2.98 billion KZT.  17.81% were invested in bonds of quasi-public organizations of the Republic of Kazakhstan, bonds of second-tier banks of the Republic of Kazakhstan – 17.48%, corporate bonds of issuers of the Republic of Kazakhstan – 16.33%, government securities of the Ministry of Finance of the Republic of Kazakhstan – 16.05%, REPO – 9.30%, US government bonds – 5.40%, shares and depositary receipts of foreign issuers – 3.83%, shares and depositary receipts of issuers-residents of the Republic of Kazakhstan – 3.42%.Investments in national currency accounted for 69.03% of the portfolio, in US dollars - 30.97%.As of September 1, 2025, the return on pension assets of the UAPF over the past 12 months, distributed to the accounts of contributors (recipients), amounted to 16.14%.A detailed structure of the investment portfolio of financial instruments managed by “Centras Securities” JSC with an indication of issuers is presented on the UAPF website. As of 01.09.2025, pension assets held in trust by “Halyk Finance” Subsidiary Halyk Bank of Kazakhstan” JSC amounted to 38.55 billion KZT.The main investments in the portfolio structure are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan – 23.31%, REPO – 16.96%, bonds of second-tier banks of the Republic of Kazakhstan – 9.78%, corporate bonds of foreign issuers – 9.52%, government securities of foreign countries – 8.59%, MFOs – 8.47%, Exchange Traded Funds (ETF) units – 6.51%, corporate bonds of issuers of the Republic of Kazakhstan – 5.62%, bonds of quasi-public organizations of the Republic of Kazakhstan – 3.14%, shares and depositary receipts of foreign issuers – 2.79%, shares and depositary receipts of issuers of the Republic of Kazakhstan – 2.70%.59.33% of the portfolio was invested in instruments in the national currency, and 40.67% in US dollars.As of September 1, 2025, the return on pension assets of the UAPF over the past 12 months, distributed to the accounts of contributors (recipients), amounted to 13.25%. A detailed structure of the investment portfolio of financial instruments managed by “Halyk Finance” Subsidiary Halyk Bank of Kazakhstan” JSC with an indication of issuers is presented on the UAPF website.As a reminder, from July 1, 2023, depositors can transfer no more than 50% of pension savings to trust management at the expense of mandatory pension contributions (MPC) and mandatory professional pension contributions (MPPC) without taking into account the minimum sufficiency threshold by the investment portfolio manager (IPM), choosing such a company on their own. Depositors who have voluntary pension savings can transfer them to their IPM in the amount of 100%. The UAPF was established on August 22, 2013 on the basis of NPF “GNPF” JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution “State Property and Privatization Committee” of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts mandatory pension contributions, mandatory pension contributions of the employer, mandatory professional pension contributions, voluntary pension contributions, as well as crediting and accounting for voluntary pension contributions formed at the expense of the unclaimed amount of guarantee compensation for the guaranteed deposit, transferred by the organization carrying out mandatory deposit insurance, in accordance with the Law of the Republic of Kazakhstan “Concerning Compulsory Insurance of Deposits Placed in Second-Tier Banks of the Republic of Kazakhstan” ensures the implementation of pension payments. Pension savings of Kazakhstanis exceeded 25.11 trillion tenge As of 01.09.2025, the volume of pension savings of Kazakhstanis exceeded 25.11 trillion tenge, showing an increase of 4.22 trillion tenge or 20.2% over the year. Pension savings due to mandatory pension contributions (OPV) as of September 1, 2025 reached 23.84 trillion tenge, having increased by 18.6% in 12 months.  The amount of pension savings due to mandatory occupational pension contributions amounted to 710.63 billion tenge, showing an increase of 13.3% in 12 months. The maximum annual increase was demonstrated by accumulations on voluntary pension contributions (DPV) - by 31.00%, as of 01.09.2025, their volume amounted to 9.21 billion tenge. As of September 1, 2025, the amount of pension savings due to mandatory pension contributions from the employer (OPVR), received from January 1, 2024 to the pension accounts of depositors (recipients), amounted to 552.11 billion tenge. Receipts The growth of savings is provided by pension contributions, as well as investment income. Over the year, 2,104.98 billion tenge of contributions were received into individual and conditional pension accounts of depositors, which is 18.2% (or 324.17 billion tenge) more than in the same period last year. Since the beginning of the year, as of 01.09.2025, 1,725.25 billion tenge has been received into individual pension accounts (IPS) for accounting for OPV (compared to the same period last year, the volume of OPV increased by 10.3%), OPV – 89.92 billion tenge (an increase of 19.9%), DPV – 1.65 billion tenge. Contributions from the OPVR for the first 8 months of 2025 amounted to 288.15 billion tenge. Payments and transfers Payments for all types of contributions and transfers to insurance organizations from the UAPF for 8 months of 2025 amounted to 1,157.29 billion tenge, which exceeds the volume of payments last year by 56.4% or 417.31 billion tenge. Most of the payments are lump sum pension payments (EPO) for housing improvement and medical treatment – 684.71 billion tenge. At the same time, the volume of payments for alternative purposes has more than doubled compared to last year's figure. Payments by age as of 01.09.2025 increased by 22.86% in 12 months and amounted to 160.43 billion tenge. It should be noted that the amount of the average monthly payment according to the schedule from the UAPF in connection with reaching retirement age amounted to 35,691 tenge. From the beginning of the year to 09/01/2025, inheritance payments were also made – 46.47 billion tenge, payments in connection with permanent residence outside the Republic of Kazakhstan – 28.62 billion tenge, payments to persons with disabilities – 2.08 billion tenge, payments for burial – 7.19 billion tenge. An amount of 227.79 billion tenge was transferred to insurance companies.   Number of IPS The total number of pension accounts in the UAPF as of September 1, 2025 amounted to 17.88 million units (an increase of 1.22 million units or 7.3% in 12 months). At the same time, the number of IPS of depositors (recipients) in the UAPF as of September 1, 2025 amounted to 12.63 million units, of which: 11.23 million for OPV, 748.20 thousand for OPV, 458.30 thousand for DPV. On the field of the 42nd Session of the Assembly of the International Civil Aviation Organization (ICAO), a Memorandum of Understanding and Cooperation on the Investigation of Transport Accidents and Incidents was signed between the Ministry of Transport of the Republic of Kazakhstan and the Transport Safety Investigation Bureau of the Republic of Singapore.The signatories were Mr. Timur Tlegenov, Permanent Representative of the Republic of Kazakhstan to ICAO, and Mr. Bernard Lim, Senior Director of the International Relations and Security Division of the Ministry of Transport of the Republic of Singapore.The document provides for cooperation and exchange of expertise and information in the field of investigation of accidents and incidents in air, rail, and maritime transport, as well as training of personnel.During the signing ceremony, a meeting was held between the Heads of delegations of the Republic of Kazakhstan and the Republic of Singapore to the 42nd ICAO Assembly – Ms. Saltanat Tompieva, Chairwoman of the Civil Aviation Committee of the Ministry of Transport of Kazakhstan, and Mr. Loh Pit Meng, Permanent Secretary for Transport of Singapore. The delegation of the Republic of Kazakhstan, led by Ms. Saltanat Tompieva, Chairwoman of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan, participated in the 42nd Session of the Assembly of the International Civil Aviation Organization (ICAO).The event brought together more than 3,200 delegates from 193 ICAO Member States, ICAO Leadership, Ministers of Transport, International Relations and Francophonie of the Province of Quebec (Canada), representatives of Montreal, as well as the international aviation sector.The Assembly was opened by Mr. Salvatore Sciacchitano, President of the ICAO Council, and Mr. Juan Carlos Salazar, Secretary General of ICAO.
