Mexico City, February 10, 2026 – Following the agreements reached after the first online meeting of the “Kazakhstan-Mexico” parliamentary friendship groups in November 2025, a working meeting was held between the Ambassador of the Republic of Kazakhstan to Mexico, Almurat Turganbekov, and the Chair of the Mexican friendship group, Deputy Maribel Martinez Ruiz.During the talks, the current level of Kazakh-Mexican cooperation was discussed and a plan of joint activities for 2026 was agreed upon. Kazakhstan Wins the UAE SWAT Challenge 2026 12.02.2026
The international tournament UAE SWAT Challenge 2026 has concluded in Dubai, bringing together the world’s best special units. Over the course of five competitive days, 109 teams from 48 countries demonstrated their skills, speed, tactical thinking, and teamwork in scenarios максимально close to real-life conditions.Kazakhstan was represented by five teams — “Kazakhstan A,” “Kazakhstan B,” “Kazakhstan C,” “Kazakhstan D,” and the women’s team “Kazakhstan Tomiris,” formed from the country’s law-enforcement agencies. It is worth noting that, on the instructions of the Minister of Internal Affairs, Deputy Minister of Internal Affairs — Commander-in-Chief of the National Guard, Major General Ansagan Baltabekov, was present in Dubai, where he supported the servicemen and shared his experience and guidance.On the fifth day of the competition, participants completed one of the most dynamic stages — the Obstacle Course. Berlin, February 11, 2026 – Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev participated in the Economic Forum held in the C5+1 format with the participation of the heads of foreign ministries of the Central Asian states and Germany. A meeting with representatives of the sports sector dedicated to the Constitutional reform was held in Shymkent. The event was attended by heads of sports schools, coaches, methodologists, and industry specialists. At the meeting, Erdaulet Tastanbek made a report and touched upon the main directions of the new draft Constitution. Digital breakthrough in public services: during the year, Kazakhstanis provided about 15 million services through self-service zones 11.02.2026
By the end of 2025, residents of Kazakhstan are increasingly using the opportunity to independently receive public services in digital format, the Government for Citizens State Corporation reported. The analysis showed that in the self-service sector, the number of requests increased by more than 6.6 million over the year and reached about 14.8 million, while in 2024 this figure was about 8.2 million.In terms of the number of requests through self–service zones, Almaty is the leader - more than 2.3 million services were received here during the year. This is followed by the Almaty region with over 1 million and the Turkestan region with about 1 million, respectively. In the Abai region, residents received more than 430,000 services through the self-service sector in 2025, which also demonstrates the growing popularity of the digital format in the region.Five services have become the most in demand in the self-service sector: obtaining EDS, filing archival certificates, registering at the place of residence, issuing a certificate of non-criminal record, as well as certificates of the presence or absence of real estate."Everything we do is aimed at the convenience of citizens: everyone should have equal opportunities to access and choose the most comfortable way to receive services. For some, these are mobile applications, an e-government portal, or online platforms, while others prefer to receive payments through banking applications, and others through PSCs. Our priority is the convenience and comfort of service recipients," said Arman Kenzhegaliev, Chairman of the Management Board of the State Corporation.It should be noted that in 2025, more than 13 million services were provided through PSC operators, while in 2024 there were over 15 million of them. Shymkent: Automotive industry representatives support the new Constitution 11.02.2026
In the city of Shymkent, road transport workers – from bus drivers to directors and dispatchers of transport companies – participated in an open public meeting to discuss the draft of the new Constitution of the Republic of Kazakhstan. The Tax Code, effective from January 1, 2026, does not provide for similar provisions.Thus, starting from January 1, 2026, there is no exemption from VAT on the sale of veterinary products, respectively, the turnover on their sale is subject to VAT in accordance with the generally established procedure at the VAT rate of 16%. 2) Question: the sale of medicines under the GOBMP is exempt from VAT, but in practice the buyer has the right to purchase medicines at a co-payment at a higher price with a refund of part of the cost of such medicines under the GOBMP from the budget. Is this co-payment amount subject to VAT?Answer: Starting from January 1, 2026, the sale of medicines within the guaranteed volume of free medical care (GOBMP), as well as for the treatment of orphan and socially significant diseases included in the List of Medicines, is exempt from VAT (Resolution of the Government of the Republic of Kazakhstan, approved on December 31, 2025 No. 1203).The provisions of the Code of the Republic of Kazakhstan "On the Health of the People and the Healthcare System" (the Health Code) provide that the GOBMP represents the amount of medical care provided at the expense of budgetary funds. At the same time, the financing of the GOBMP is carried out at the expense of the budget, and can also be carried out at the expense of citizens with a voluntary co-payment.Thus, based on the concept established by the Health Code, the GOBMP provides for the amount of medical care provided at the expense of budgetary funds, and the co-payment is the payment of the difference in the cost of the drug and the GOMBP at the expense of budgetary funds, carried out by the buyer on a paid basis on a voluntary basis.Accordingly, a co-payment made voluntarily by the buyer for the difference in the cost of the medicinal product and the amount of compensation under the GOBMP is subject to VAT in accordance with the generally established procedure without the use of exemptions. 3) Question: One of the conditions for granting VAT exemption is the availability of a contract for the supply of medicines under the GOBMP and CSHI, issued in accordance with the Order of the Minister of Health of the Republic of Kazakhstan dated June 7, 2023 No. 110.In practice, government purchases of medicines are made after the actual import of goods, and therefore, the importer cannot apply VAT exemption directly when importing medicines subsequently sold under the GOBMP and CSHI.Answer: Starting from January 1, 2026, the import of medicines under the GOBMP and CSHI, as well as for the treatment of orphan and socially significant diseases, is exempt from import VAT. At the same time, the List of medicines (the List), as well as the procedure for applying VAT exemption when importing medicines (the Rules), were approved by Decree of the Government of the Republic of Kazakhstan dated December 31, 2025 No. 1203.One of the conditions for granting VAT exemption according to the Rules is the availability of a contract for the supply of medicines under the GOBMP and CSHI.
