How the Abay region is combating rising food prices: real violations and fines 21.11.2025
In the Abay region, intensive efforts to identify unjustified price increases on socially important food products are ongoing. Monitoring groups are documenting cases of entrepreneurs artificially inflating prices, violating legal requirements and misleading consumers.Recent inspections have once again confirmed instances of unjustified markups. In Semey, an individual entrepreneur purchased Barskie salt for 108 tenge per kilogram but sold it for 150 tenge. This difference resulted in a markup of 39 percent, more than twice the established norm.Another case was uncovered at one of the city's social pavilions. There, buckwheat was purchased for 175 tenge and Akmarzhan rice for 350 tenge per kilogram. They were sold for 220 and 440 tenge, respectively. The trade markup was 25.8 percent, a direct violation of the law. Following an inspection, the entrepreneurs were fined.In the city of Kurchatov, Department specialists discovered a repeat violation. An entrepreneur purchased Barakat rice for 480 tenge and sold it for 580 tenge per kilogram, allowing for a 20.9 percent markup. A fine of 19,660 tenge was imposed for the violation.The Department also reminds that every retailer is obligated to ensure accurate and up-to-date price tags on store shelves. Violations of these requirements are regularly recorded. Since the beginning of the year, 17 administrative fines have been issued for missing price tags, incorrectly indicating prices, or indicating prices in currencies other than tenge. The total fines amounted to 480,000 tenge.Monitoring is not limited to retail outlets. Electronic invoices are also being analyzed in conjunction with the State Revenue Committee. This mechanism allows for tracking the movement of socially important goods, identifying unnecessary intermediaries and unjustified price increases.Containing prices for essential goods is a priority of state policy. According to Article 9 of the Law "On the Regulation of Trade Activities," the trade markup on socially important food products must not exceed 15 percent. Violations are punishable by administrative penalties under Article 204-4 of the Code of Administrative Offenses of the Republic of Kazakhstan. For small businesses, the fine is 5 MCI, for medium-sized businesses 35 MCI, and for large businesses 150 MCI. For repeat violations, the fine doubles.Since the beginning of the year, the Department of Trade and Consumer Protection of Abay Region has issued 119 administrative decisions totaling 856,000 tenge for exceeding the trade markup by 15 percent. A Kazakhstan trade and economic mission is underway in Minsk. The main topic was the launch of work on the establishment of the Kazakhstan Trade House. Currently, 12 joint projects are being implemented, worth a total of $204 million, creating approximately 1,700 jobs. Sellers fined 50.8 million tenge for rising prices on social goods 18.11.2025
The Ministry of Trade and Integration of the Republic of Kazakhstan continues its systematic work to prevent violations in trade activities and curb price increases for socially important food products. Regional commissions operate nationwide to investigate intermediary schemes and analyze price chains, enabling the prompt identification of unproductive intermediaries and instances of unjustified food price increases.Since the beginning of this year, local executive bodies have held 960 meetings of regional commissions. During this work, 2,727 unproductive intermediaries and instances of exceeding trade markups have been identified. Administrative protocols were drawn up for 2,342 cases, and 385 intermediaries were excluded from supply chains. The effectiveness of the commissions has been enhanced by the participation of representatives of the Association of Food Industry and Trade of the Republic of Kazakhstan, the State Revenue Committee, and other government agencies. Manufacturers and entrepreneurs are invited to the meetings, where they are briefed on legal requirements, including compliance with trade markup standards.In parallel, a joint analysis of electronic invoices is ongoing as part of a pilot project to trace socially significant food products. This tool enables the rapid identification of unjustified price increases and unnecessary intermediaries. Since the beginning of the year, over 10 million supply chains have been analyzed, identifying 914 potential trade law violations.As a result of this work, territorial departments issued 2,438 administrative orders for exceeding trade markups by over 15 percent under Article 204-4 of the Code of Administrative Offenses of the Republic of Kazakhstan. These orders included 1,267 fines totaling over 50.8 million tenge and 1,171 warnings. The analysis of electronic invoices also identified specific cases of unjustified price increases on socially significant products.For example, in the West Kazakhstan region, the individual entrepreneur "Zhuldyz" purchased "Iletskaya" salt for 55 tenge per kg and sold it for 90 tenge. The trade markup was 63.6%. In the Ulytau region, the individual entrepreneur Z.M. Baikenzhinova purchased "Shedevr" sunflower oil (1 liter) from Eurasian Foods Corporation JSC and sold it for 1,100 tenge, a 22.22% markup. In the Kostanay region, the individual entrepreneur I.L. Kazakhstan expands agricultural exports to 14.5 million tons to deepen cooperation with Uzbekistan 14.11.2025

Currently, over 2,400 enterprises with Uzbek capital operate in Kazakhstan, including nearly 500 joint ventures. The bilateral cooperation portfolio comprises 78 projects worth over $1.7 billion, of which 13 projects worth $220.9 million have already been successfully implemented.Particular attention was paid to the development of the agro-industrial complex. Kazakhstan proposed the development of complete production chains, including feedlots, meat and milk processing, the development of the oil and fat industry, and the creation of cross-border agro-clusters. Kazakhstan also expressed its readiness to expand its export basket of agricultural products to approximately 14.5 million tons, including grains, legumes, oilseeds, flour, and vegetable oil. The implementation of such initiatives will strengthen food security and expand joint production to markets in China, the Middle East, and South Asia.Transport and logistics projects were identified as an important area of cooperation. Kazakhstan and Uzbekistan view the development of transit corridors as a strategic factor in growing regional trade. Last year, the volume of cargo transported along the Trans-Caspian International Transport Route through Kazakhstan amounted to approximately 2.8 million tons, a 35% increase compared to the previous year. Kazakhstan proposed strengthening tariff policy coordination, accelerating the digitalization of logistics processes, modernizing infrastructure, and implementing paperless trade mechanisms to reduce business costs and increase corridor capacity.Special emphasis was placed on digital transformation. Kazakhstan is a leader in the region in terms of IT industry development: IT services exports increased from $50 million in 2020 to $600 million in 2024. The international startup tech park, Astana Hub, which unites over 1,300 IT companies from 30 countries, makes a significant contribution to the development of the tech ecosystem. The country is actively developing artificial intelligence: the national Alem.AI cluster has been created, biometric digital identification systems have been implemented, and Kazakh technology companies Biometric.Vision and Alaqan Technologies are entering international markets with biometric and digital identification solutions. On November 11–12, the 21st Kazakhstan-Russia Interregional Cooperation Forum was held in Uralsk. National standards regulating the achievement of carbon neutrality in Kazakhstan have been adopted 10.11.2025
The Republic of Kazakhstan has taken an important step in sustainable development: its national standardization system has been expanded to include documents on climate change management and achieving carbon neutrality.KazStandard under the Ministry of Trade and Integration of the Republic of Kazakhstan has developed two new national standards:- ST RK ISO 14068-1 "Climate Change Management. Transition to Net Zero. Part 1. Carbon Neutrality"- ST RK IWA 42 "Guidance on Carbon Neutrality."Both standards are identical to the international standards ISO 14068-1:2023 and IWA 42:2022. Their adoption marks an important milestone in achieving the objectives outlined in Kazakhstan's Strategy for Achieving Carbon Neutrality by 2060. The adoption of these standards also strengthens Kazakhstan's role in global climate policy. They create a foundation for responsible emissions management and the implementation of science-based climate solutions.The new standards establish unified approaches and principles for all participants—environmental and analytical organizations, national and regional environmental monitoring centers, and environmental organizations. The results of a CART.IS study were presented in Astana, identifying areas where Kazakhstan needs to accelerate trade digitalization. The project is being implemented with the support of the European Union and the International Trade Centre.The meeting brought together representatives from the Ministry of Trade and Integration, QazTrade, government agencies, and international partners. The goal of the meeting was to determine how to make data exchange between agencies and countries faster, more transparent, and fully digital.The analysis covered 27 key services involved in foreign economic activity. Of these, 81% are already provided electronically, while only 19% remain paper-based. Furthermore, 15 government IT systems operate independently: only 11 services are connected to the interdepartmental electronic interaction system, while 14 still require integration.The study also found that 60% of cross-border procedures require digital integration with systems in other countries, primarily Russia, China, Azerbaijan, Uzbekistan, and Kyrgyzstan. The lack of such integration leads to document duplication and additional costs for businesses.Vice Minister of Trade and Integration Aidar Abildabekov noted that further simplification of trade procedures requires not just digitalization, but also the interoperability of government systems architectures. "The CART.IS initiative is not just an analytical exercise, but a practical tool that will help Kazakhstan make foreign trade faster, more transparent, and more predictable" he emphasized.The Ambassador of the European Union to the Republic of Kazakhstan, Aleska Simkic, noted that Kazakhstan has already established itself as a leader in digital transformation in the region. "The country is demonstrating impressive results in paperless trade and e-government development. This is a solid foundation for expanding economic ties with Europe" she said.The study also revealed that only five of the twelve participating institutions have their own digitalization departments. This finding highlights the need to strengthen institutional capacity and improve coordination between agencies. QazTrade Deputy Director General Nurlan Kulbatyrov added that the transition to completely paperless trade could increase Kazakhstan's trade turnover by 10-15% annually by reducing costs for businesses.The CART.IS analysis was conducted as part of the Ready4Trade: Fostering Prosperity through the Trans-Caspian Transport Corridor project, funded by the European Union and implemented by the International Trade Centre. Consumer protection remains a priority area of state policy in the trade sector. Regional trade and consumer protection departments in the Republic of Kazakhstan continue to actively respond to citizen complaints, ensuring the restoration of their legal rights and interests.The Shymkent Department of Trade and Consumer Protection of the Ministry of Trade and Integration of the Republic of Kazakhstan received a complaint from citizen A., who purchased gold jewelry online. After receiving the item, the buyer discovered a defect and contacted the seller, demanding a replacement or refund. However, the seller refused to honor this legal demand.The consumer submitted a written statement to the Department, enclosing photographs and videos, a cash register receipt, and a copy of the claim letter. Based on the complaint, an unscheduled inspection was conducted in accordance with the Entrepreneurship Code of the Republic of Kazakhstan.The inspection found that the seller violated the procedure and timeframe for reviewing complaints stipulated by the Law of the Republic of Kazakhstan "On the Protection of Consumer Rights." Administrative measures were taken against the business entity under Article 190, Part 5 of the Code of Administrative Offenses. Following the inspection, the seller acknowledged the violation and refunded the buyer 95,000 tenge, fully satisfying the consumer's demands.A similar incident was recorded at a branch of a large retail chain in Shymkent. The customer discovered a discrepancy between the price on display and the amount indicated on the receipt—1,990 tenge versus 2,990 tenge.
