More than 1,200 facilities have been adapted for people with disabilities in the Kyzylorda region 22.11.2024
In order to ensure the rights of persons with disabilities and create an accessible environment for them, 1248 social infrastructure facilities have been fully adapted in the Kyzylorda region.Currently, the National Plan to Ensure the Rights and Improve the Quality of Life of Persons with Disabilities in the Republic of Kazakhstan until 2025, the Roadmap of the Amanat Party for 2023-2027, as well as the Halykpen Birge project initiated on behalf of the Head of State are being implemented.According to the Roadmap of the Amanat party, it is planned to adapt more than 35 thousand objects included in the Interactive Accessibility Map (hereinafter referred to as the Map). 20% of the facilities are adapted annually:- in 2023 – 20%;- in 2024-40%;- in 2025 – 60%;- in 2026 – 80%;- in 2027 – 100%.To date, 20,849 facilities have been adapted across the country. It was planned to adapt 948 facilities in the Kyzylorda region in 2024, but the region exceeded the plan: accessibility was provided for 1248 facilities. Of these, all categories of persons with disabilities are accessible:- healthcare facilities – 128;- educational facilities – 586;- cultural objects – 117;- state and quasi–state organizations - 250;- objects of trade and services – 31;- sports facilities – 19;- transport infrastructure facilities – 11;- catering, trade, and services organizations – 92;- social protection facilities – 8;- other – 6."I visit various socially significant institutions in Kyzylorda every day: shops, pharmacies, hospitals and others. It is important for me that they are available. Now many facilities are equipped with lifts for people in wheelchairs, special service areas. New buildings are being built taking into account the needs of low-mobility groups of the population, equipped with ramps, handrails, elevators and tactile markings. Separately, I would like to note that the owners of existing facilities are also making changes to make them accessible. We also make suggestions to entrepreneurs. For example, a lifting device has been installed in the branch of Otbasy Bank JSC, which allows me to move around without assistance. The community service centers that I frequent have guide strips, signs, and staff to help. This makes the visit as comfortable as possible," said Sagatbek Siyuov, a disabled person of the first group.In addition, this year, within the framework of state control, the Department of the Committee for Regulation and Control in the Field of Social Protection of the Population of the Ministry of Health of the Republic of Kazakhstan conducted 104 inspections of social infrastructure facilities in the Kyzylorda region. Of these: 39 – as part of preventive control, 6 – unscheduled inspections and 59 – at the request of the prosecutor's office.According to the results of the inspections, 31 orders were issued to eliminate violations and 53 administrative fines were imposed in the amount of over 6.4 million tenge.It is important to note that during preventive control, the owners of facilities are given only instructions on their elimination without bringing to administrative responsibility upon initial detection of violations. Astana, November 20, 2024 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Roman Vassilenko met with newly appointed Ambassador of the Republic of Finland to the Republic of Kazakhstan Janne Heiskanen.The parties noted the significant impulse to bilateral relations provided by the recent meeting between the heads of two states Kassym-Jomart Tokayev and Alexander Stubb in Baku and the invitation to the Finnish leader to visit Kazakhstan next year.Welcoming productive work of the Intergovernmental Commission on Trade and Economic Cooperation, the parties expressed their shared interest in further strengthening Kazakh-Finnish partnership.The Deputy Foreign Minister stressed the importance of increasing business ties and broadening the legal framework of bilateral relations, as well as close cooperation with Finland within the multilateral framework, including the UN, EU and the OSCE.The Kazakh side wished Finland success in an important task chairing the OSCE in 2025. Shymkent-Turkestan, 16–19 November 2024 – The Ministry of Foreign Affairs of the Republic of Kazakhstan, in collaboration with the National Commission of the Republic of Kazakhstan for UNESCO and ICESCO and the International Institute of Central Asian Studies, conducted annual training courses, aimed at enhancing the capacity-building of Kazakh diplomats in the field of cultural and natural heritage preservation.Since its launch in 2022, the program has provided both theoretical and practical knowledge on the application of international tools for the preservation of world heritage, in order to improve diplomats’ professional training and promote cultural and natural values on the global stage.These courses were organized within the territory of Kazakhstan for the first time. Together with leading regional and international experts, the course participants visited key UNESCO World Heritage Sites – the Mausoleum of Khoja Ahmed Yasawi and the Aksu-Zhabagly Nature Reserve, as well as potential monuments of the transnational nomination “Great Silk Road,” including the ancient settlements of Turkestan, Otrar, Sauran and Kultobe.This program demonstrates Kazakhstan’s commitment to preserve its unique heritage in accordance with high international standards.In total, seventeen sites from Kazakhstan have been inscribed in the UNESCO World Heritage List under the framework of six nominations to ensure their safety being in line with the UNESCO Convention on the Protection of World Cultural and Natural Heritage. 403 thousand people received targeted social assistance on November 1, 2024 22.11.2024
As of November 1, 2024, 403 thousand people from 76 thousand families have been assigned targeted social assistance (hereinafter referred to as TSA). This year, 54.7 billion tenge has been allocated from the budget for these purposes.As previously reported, the main goal of the TSA is to get the family out of a difficult life situation by providing support in the form of cash payments and involving able–bodied family members in active measures to promote employment.The TSA provides for:- quarterly assignment of social assistance to citizens whose income does not exceed 70% of the regional subsistence level;- provision of monthly additional payments to children from low-income families aged 1 to 6 years inclusive in the amount of 1.5 MCI (5,538 tenge) per child. Working visit of the Speaker of the Senate to Kostanay region: development of mechanical engineering and support of socio-economic initiatives 18.11.2024
Today, on November 18, Speaker of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbayev arrived in Kostanay region on a working visit. He was met by the head of the region, Kumar Aksakalov. During the visit, key areas of development of the region were discussed, among which the most important issues were industry, agriculture, social infrastructure and improving living conditions for residents.Development of mechanical engineering and support of investment projectsAs Kumar Aksakalov noted, Kostanay region continues to actively develop mechanical engineering, which is one of the drivers of industrial growth in the region. Currently, more than 60% of all manufactured vehicles in the country are assembled at the factories of the region. In particular, the company "SaryarkaAvtoProm" LLP produced more than 66 thousand cars in 10 months of this year. This sector continues to grow actively, and in the near future there are plans to increase production by 270%.In addition, major investment projects in the automotive industry are being implemented in the region, including the construction of a KIA car manufacturing plant. The launch of the enterprise is expected in 2025, and it will create 1.5 thousand jobs. Kumar Aksakalov stressed that such projects are important not only for the economy of the region, but also for the training of highly qualified specialists. In cooperation with the South Korean Dong-Eui University, exchange education and training programs in the field of mechanical engineering are being developed for students of Kostanay Regional University."The development of industry, in particular mechanical engineering, is not only an economic benefit for the region, but also an important contribution to the implementation of the strategic task set by the Head of State: economic diversification and the creation of new jobs for young people and local residents," said Maulen Ashimbayev.Infrastructure development and rural supportOne of the main topics raised during the visit was the development of infrastructure, including the creation of comfortable living conditions for the rural population. Kumar Aksakalov noted that significant steps have been taken in the field of water supply in the region this year: 21 billion tenge has been allocated for the implementation of 81 water supply and sanitation projects. By the end of the year, 15 rural settlements will be connected to a centralized water supply system, which will increase the availability of drinking water in rural areas to 90%.In addition, housing construction is actively developing in the region. Special attention is paid to the construction of housing for young people within the framework of the "Kostanay Zhastary" program, thanks to which about 140 families will be able to improve their living conditions. The Hague, November 15, 2024 – The Ambassador of Kazakhstan to the Netherlands and Permanent Representative of Kazakhstan to the Organization for the Prohibition of Chemical Weapons (OPCW), Kairat Abdrakhmanov, presented his credentials to the Director-General of the OPCW, Fernando Arias.Following the formal ceremony at the Organization’s headquarters, a meeting was held with the head of this esteemed international body. During the meeting, an in-depth exchange of views took place on the state and prospects of cooperation between Kazakhstan and the OPCW. Ambassador Abdrakhmanov emphasized Kazakhstan’s unwavering commitment to strengthening international security, fostering intergovernmental cooperation, and enhancing the role of international organizations in addressing global challenges and conflicts.Kazakhstan remains a consistent supporter of the Chemical Weapons Convention (CWC) and holds a firm and steadfast position against the use of any type of weapons of mass destruction in the context of global efforts to combat the use of chemical weapons. Within the OPCW, Kazakhstan maintains a constructive role and is ready to collaborate on various programs, including the establishment of a Chemistry and Technology Centre.The Director-General was also briefed on the implementation of significant reforms initiated by the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev. He noted that the OPCW could serve as a “role model” for the formation of this new agency.In furthering the dissemination of expertise and knowledge in the field of chemical disarmament, Kazakhstan expressed its interest in enhancing the qualifications of its specialists through OPCW programs, particularly at the Chemistry and Technology Centre. The Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan has developed draft Rules for the interaction of labor mobility centers with private employment agencies (hereinafter – CHAZ) on the organization of labor activities of citizens of Kazakhstan abroad. More than 256 thousand people received payments from the State Pension Fund in connection with job loss 18.11.2024
As of November 1, 2024, the number of recipients of social benefits in case of job loss from the State Social Insurance Fund (hereinafter referred to as the State Social Insurance Fund) amounted to 256.6 thousand people, while 212.9 thousand citizens were paid this year. The total amount of payments amounted to 70.6 billion tenge.In accordance with current legislation, dismissed employees receive social benefits for job loss from 1 to 6 months, depending on the length of service in the compulsory social insurance system and income for the last 24 months. The payment is made at the expense of the State Pension Fund in the amount of up to 45% of the lost income.To assign a payment to a dismissed employee, it is necessary:- log in to the portal eGov.kz;- in the "Employment and employment" section, select the "Registration of job seekers" service;- order the service online by filling in all fields, and send an application by signing its EDS;- within one day, the career center (hereinafter referred to as the CC) at the applicant's place of residence will offer vacancies;- if a job is not found, the status of unemployed will be assigned remotely within 3 working days (if necessary, an employee of the CC will contact the applicant to collect additional information).This online service can also be obtained through the Electronic Labor Exchange (enbek.kz ).If there is information about registration as an unemployed person, the MTSZN information system will send an SMS message to the mobile phone for consent to provide services for the purpose of payment from the State Social Insurance Fund in a proactive format. The Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan has developed a draft order of the head of the department "On amendments and additions to some orders". The document is aimed at increasing the availability of technical means of rehabilitation for persons with disabilities (hereinafter referred to as LSI), which will have a positive impact on their quality of life and socialization into society. The draft order is posted on the Open NPAs portal for public discussion until November 29, 2024.Thus, the document provides for a reduction in the time needed to replace wheelchairs. To a large extent, these amendments will affect children's wheelchairs. So, for children under 7 years old, all types of wheelchairs are planned to be replaced after three years. For children over the age of 7: indoor – after 5 years, universal – after 4 years. Also, the replacement period for indoor wheelchairs for adults will be reduced by one year, they will be changed every 6 years.By the way, today, in accordance with current legislation, uniform replacement periods have been established for children and adults traveling in wheelchairs: 7 years for indoor wheelchairs, 4 years for strollers.Also among the significant changes is the provision of prosthetic and orthopedic shoes for all groups of people with disabilities, shoes for devices (prostheses), therapeutic and preventive means at the expense of budgetary funds.To date, these LSI services are provided depending on the disability group with payment at their own expense of 50% or 100% of the cost.In addition, the adoption of the draft order will eliminate restrictions on providing laptops with a webcam, as well as screen access software and speech synthesis, portable typhoid computers with speech synthesis, with built-in Braille input/output, for persons with disabilities who have reached retirement age. To date, the above-mentioned technical means is provided exclusively to people of working age.
