From Bureaucracy to Convenience: How Digitalization Improves Public Services 14.02.2025
“Government to citizens”, that is, the sphere of providing services to citizens, is also one of the important priorities. With the help of digital technologies, we intend to make the daily life of citizens as easy as possible and achieve equal opportunities for all,” - President of the Republic of Kazakhstan Kassym-Jomart Tokayev. In 2024, Kazakhstan achieved significant results in implementing the task of the Head of State. The normative and methodological foundations of digital transformation were developed, an expert base was formed, and large-scale reforms were launched in various areas. One of the main tools of digital transformation was the reorganization of business processes. As a result of the revision of more than 1,200 state processes, 468 business processes were optimized in 23 state bodies, which made it possible to reduce their execution time by an average of 45%.In particular, the reengineering of 98 processes in the Ministry of Agriculture led to a reduction in service time by 55%. In the Ministry of Internal Affairs and the Ministry of National Economy, this indicator was 55% and 85%, respectively. The main achievement of the year was to increase the level of digitalization of public services. According to UN data, Kazakhstan entered the top 10 countries in the online services index and took 24th place out of 193 countries in terms of digitalization.Today, more than 93% of the population can access electronic services through the eGov portal. 90.8% of public services are available via smartphones. The introduction of biometric identification and QR-signatures has simplified the process of obtaining electronic services - over the year, Kazakhstanis signed more than 23 million documents using QR codes. Digital transformation in Kazakhstan is aimed at making public services more convenient, accessible and efficient. We would like to highlight several digital solutions that have shown real benefits for Kazakhstanis.Examples of digital solutions that have improved the lives of citizens:• The digital military ID card has completely replaced paper documents.• Online registration for kindergartens has made the process more transparent thanks to the voucher financing system.• The introduction of the "European Protocol" has reduced the period for receiving insurance payments from 40 to 5 days and made it possible to issue a CCA without the participation of the police.• Automation of enforcement proceedings has eliminated the involvement of private bailiffs, reducing the financial burden on citizens.• Digitization has simplified admission to kindergartens, schools, universities and hostels, as well as optimized processes in healthcare, social protection and registration services.By 2025, it is planned to reduce the term of 44 public services, transfer 20 public services to a proactive format It is planned to replace, as well as transform 35 public services. The results of digital transformation are already visible to millions of Kazakhstanis. Each project is aimed at increasing the convenience, transparency and accessibility of public services. Increasing the level of digitization improves access to education, healthcare and social services, making them more convenient and fair. Many public services are now available online, without queues and additional bureaucratic procedures. Source : https://www.gov.kz/memleket/entities/mdai/press/news/details/933097

Made in the East Kazakhstan Region: "UKa Trubtech" began to develop a new direction 09.02.2025
The scope of the enterprise, which began operating last fall, is expanding. Today, another workshop was launched at the production site specializing in the production of polyethylene pipes.Let us recall that initially it was planned to produce only water and heating pipes from this enterprise. However, over time, the management of the enterprise, convinced that it would be possible to produce products for other purposes, took a new direction.According to the management of the enterprise, the additional workshop will produce three-layer pipes aimed at protecting cable systems in the energy sector.- We produce pipes with a diameter of up to 400 millimeters. For example, when it comes to water pipes, we are able to produce about 3,500 meters of pipes per day. Today we are starting work in another direction. The main advantage of our pipes for the energy sector is that they are made of fire-resistant materials. That is, such pipes do not burn. In addition, the outer layer of the pipe is designed to withstand various physical influences and high pressure. In general, we can produce 1,100 meters of such pipes per day, - says Tursynbek Musakhanov, Deputy General Director of UKa Trubtech LLP.According to the management of the enterprise, the plant is able to satisfy the demand not only of East Kazakhstan, but also of neighboring regions. The products are of high quality, and only modern technologies are used in production. It is worth noting that there are practically no other enterprises in our region working in this direction. In fact, there are only a handful of factories producing polyethylene pipes in our republic. The new enterprise will produce about 3,600 tons of products per year. In the future, it is planned to increase this figure to five thousand.- We have the capacity to fully cover our region with the necessary products. And in the future, we also intend to enter the markets of other regions of our republic. For this, it will be necessary to increase the volume of production. We are ready for such a step. In general, we plan to open additional workshops in the future and increase the number of our employees, - he says.At the same time, it should be noted that currently 25 people are employed at the production site.Source : https://www.gov.kz/memleket/entities/akimvko/press/news/details/930904

"Kazakhstan has a similar work culture to Silicon Valley" - experts discussed the challenges and opportunities of AI at Digital Almaty 2025 09.02.2025
Grants for project development, residency in the best hubs, access to large investors and unique business resources – Digital Almaty 2025 became a connecting bridge between IT specialists, startups, investors, business representatives and government agencies. The main topic of the forum was the impact of artificial intelligence on industry, economy and public administration. Its integration into the fields of finance, public administration, ESG, medicine, education and cybersecurity were discussed. The Prime Minister of Kazakhstan Olzhas Bektenov announced the creation of the Alem.AI International Center for Artificial Intelligence in Astana, which will unite startups and IT companies. He also invited the EAEU countries to join the project. Also during the plenary session, the winners of the Digital Awards for the best IT solutions and innovative projects were awarded.37 panel sessions were held as part of the forum's business program, which was attended by 200 speakers, 60 of whom were foreign. In one of the panel discussions, “AI-led: government, business, society,” participants emphasized the importance of government-business collaboration in AI, as well as the need to invest in infrastructure and training for a successful digital transformation.Experts agreed that artificial intelligence should be a companion to everyone in all areas of life. “The faster we embrace AI, the faster we can become better teachers, better doctors, better business owners,” says Kaan Tercioglu, CEO of Veon Group.Richard Stirling, founder and CEO of Oxford Insights, noted that AI is increasingly taking over functions that were previously performed by humans. For example, AI can analyze medical data and recommend diagnoses. However, in his opinion, the most effective model today is cooperation between humans and AI.“The labor market is changing. I’m not talking about unemployment, but everyone needs to adapt and learn to work with artificial intelligence, gaining valuable experience,” Stirling noted. I do not think that artificial intelligence will have a negative impact on the labor market. On the contrary, I think that it will contribute to the growth of the labor market, the growth of industries. “Maybe a few professions will disappear, but there will be overall growth,” - shared his opinion Sol Campbell.Nick Davydov, founder of Gagarin Capital and Davidovs VK, which has been investing exclusively in AI startups for the past 12 years, assessed the investment fund for the IT sector of Kazakhstan. He noted that Kazakhstan has a work culture similar to that of Silicon Valley“Excellent education, great talent, people are smart and resilient. The work culture is very good and corresponds to the culture of Silicon Valley. People are ready to work 100 hours a week and do what is necessary,” says Nick Davydov.Freedom Holding Corp. CEO. Timur Turlov is confident that despite the high costs of AI, its implementation will bring much more benefits due to increased productivity and business efficiency. “The implementation of artificial intelligence will bring much more benefits than creating AI. Even if tens and hundreds of millions of dollars are spent, its value will be for end users,” Turlov said. The Minister of Digital Development of the Republic of Kazakhstan Zhaslan Madiev shared plans for the introduction of AI in Kazakhstan. The relevant department plans to develop educational platforms such as AI Movement and LMS, as well as launch a republican Olympiad on AI among schoolchildren. These measures will help form a professional community of AI specialists.“We plan to provide computing power for the development of a national AI platform. This will serve as the basis for creating AI agents for state bodies and developing national language models, including KazLLM. The national AI platform will be available for work in a closed loop of state bodies, ensuring data security and confidentiality,” Madiev said.A draft law regulating work in the field of AI is planned to be adopted in 2025. This year, the development of the National Strategy for the Development of AI will also begin - a comprehensive document that defines the priorities, goals and objectives of the development of AI technologies in KazakhstanAn important object of AI infrastructure will be the Alem.AI International Center in Astana. As Madiev explained, the goal of its creation is to introduce artificial intelligence into both the country's economy and the everyday lives of Kazakhstanis.By 2030, it is planned to train 1 million Kazakhstanis, including 500 thousand schoolchildren, 300 thousand students and 90 thousand civil servants, to work with artificial intelligence. The implementation of educational programs will allow forming a generation of specialists ready for digital transformation. At the same time, the head of the Ministry of Information and Communication Technologies met with Tigran Sargsyan, Deputy Chairman of the State Bank of Kazakhstan, and discussed cooperation on projects of the Digital Initiatives Fund, including the National Digital Investment Platform, the Astana Transport Model, and the risk management system in the field of television and radio broadcasting.
