Deputy Prime Minister Serik Zhumangarin listened to the proposals of the Ministry of Agriculture on improving the effectiveness of the phytosanitary control system in Kazakhstan.Specialists, equipment, laboratory equipment and the Internet at the posts are key elements of the proposed reform of the phytosanitary system in Kazakhstan. The system of phytosanitary inspection in the regions is divided into two main areas: plant protection (control of locusts and other dangerous pests, plant diseases) and plant quarantine (control of export-import quarantined products). Territorial inspectors are responsible for plant protection, and quarantine inspectors are responsible for phytosanitary control at the border. With an annual increase in the volume of work, the number of quarantine and territorial inspectors is not growing. Moreover, there is an acute shortage of phytosanitary specialists on the ground. "Currently, out of 77 existing phytosanitary quarantine posts, five are not monitored at all due to the lack of specialists, and 22 posts do not have attached inspectors, inspectors from district or regional inspections are sent there. The shortage of full–time quarantine inspectors is more than 150 people, and more than a hundred territorial plant protection inspectors. Also, for effective work, it is necessary to create modular or stationary laboratories at border checkpoints," Vice Minister of Agriculture Yermek Kenzhehanuly said.More than half of the fleet of equipment in territorial inspections, which is necessary for timely detection of locust outbreaks and control, is worn out. At least 86 pieces of equipment are needed to upgrade. There are not enough quarantine laboratories. In particular, there are only 18 laboratories operating on the basis of the Republican Plant Quarantine Center, while the number of examinations conducted is growing annually: 27 thousand in 2022, 28 thousand in 2023, and already 30 thousand in 9 months of 2024."Due to the lack of Internet at 32 phytosanitary quarantine posts, documents are issued in paper form. Thus, the costs of social benefits for 2025 are provided in the amount of 6 trillion tenge, taking into account the indexation of social benefits and an increase in the number of recipients of payments.The second priority is the development of education. In 2025, expenses in this area will amount to over 1 trillion tenge with an increase of 73 billion tenge to the level.The third priority is healthcare. An increase in the coverage of the population with medical care within the framework of GOBMP and MSHI, taking into account the growth of the population and the increase in the number of patients. The expenses of the republican budget for the development of tourism and sports in 2025 are planned in the amount of 141 billion tenge, for culture and information - 165 billion tenge.In 2025, 7.5 trillion tenge will be allocated to the regions at the expense of the republican budget, taking into account the amendments of deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan, with an increase of 405 billion tenge.It is planned to allocate 568 billion tenge for the development of the transport industry, where 423 billion tenge is provided for the development of the road industry.137 billion tenge is provided for effective water resources management (an increase of 51 billion tenge or 59% compared to the current year), 68 billion tenge will be allocated to this area in 2026, 54 billion tenge in 2027.Expenditures of law enforcement agencies for 2025 are planned in the amount of 2.7 trillion tenge with an increase of 109 billion tenge. "2.1 trillion tenge is provided to support the development of the real sector of the economy in 2025. Of these, in accordance with the instructions of the Head of State, the development of the agro-industrial complex has been strengthened. 635 billion tenge will be allocated for this area next year, with an increase of 30% compared to the current year. The draft law was widely discussed in the Mazhilis. The document was reviewed at 22 meetings of Working Groups and Committees of the Parliament. The answers to more than 250 questions of deputies are presented. A lot of work has been done with all factions. An extended meeting of the AMANAT faction was held. The issues raised by the deputies, in particular the needs of the regions, were taken into account as much as possible. Warsaw, October 22, 2024 – The Polish capital hosted regular political consultations with the participation of Kazakhstan’s Deputy Foreign Minister Roman Vassilenko and Poland’s First Deputy Foreign Minister Wladyslaw Bartoszewski.The parties discussed the status and prospects for expanding bilateral cooperation in the political, trade and economic, cultural and humanitarian spheres, exchanged views on the regional and international agenda.The issues of implementation of the agreements reached at the meeting of Foreign Ministers of Kazakhstan and Poland Murat Nurtleu and Radoslaw Sikorski in September this year in New York were discussed in detail.The head of the Kazakh delegation noted that “Kazakhstan attaches great importance to the strengthening of multifaceted cooperation with the Republic of Poland. For the first 8 months of 2024, the trade volume was 758.6 million US dollars (exports – 328 million, imports – 430.6 million).
