On 17 April 2026, President of the Republic of Kazakhstan Kassym-Jomart Tokayev took part in the opening ceremony of the Antalya Diplomatic Forum held in Antalya. Leaders and heads of delegations from a number of countries also participated in the event. The Forum has traditionally served as a high-level international platform for political dialogue, bilateral and multilateral contacts, as well as informal diplomacy.As part of the Forum, the Head of State spoke at the panel session titled “Mapping Tomorrow, Managing Uncertainties,” where he shared his vision of the key international challenges. Kazakhstan calls for de-escalation and diplomatic resolution of the situation in the Middle East at the UN 18.04.2026
New York, 16 April 2026 – A meeting of the United Nations General Assembly on the situation in the Middle East and maritime security in the Strait of Hormuz was held at the UN Headquarters in New York. During the debate, Permanent Representative of the Republic of Kazakhstan to the United Nations Kairat Umarov presented Kazakhstan’s position on the current developments.Kazakhstan expressed concern over the rising tensions in the region and emphasized the need to find a balanced and mutually acceptable solution. It was underscored that all disputes must be resolved exclusively through dialogue and diplomacy, in full accordance with the purposes and principles of the UN Charter. In this context, reference was made to the position of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, that diplomacy and constructive dialogue remain the only reliable means of achieving lasting peace and stability.Kazakhstan welcomed the ceasefire agreement and expressed hope for its preservation and further strengthening. Kazakhstan and KU Leuven Strengthen Cooperation in Critical Raw Materials and Sustainable Metallurgy 17.04.2026
Leuven, 17 April 2026 – Ambassador of Kazakhstan to Belgium Roman Vassilenko visited the Institute for Sustainable Metals and Minerals of KU Leuven (SIM²), where he held a meeting with its Director, Professor Peter Tom Jones, and got acquainted with the activities of the SOLVOMET Research & Innovation Centre.The parties discussed prospects for developing cooperation in the fields of critical raw materials, sustainable metallurgy, circular economy, and resource processing. Particular attention was paid to the implementation of the Memorandum of Understanding between Kazakhstan and the European Union on a Strategic Partnership in Sustainable Raw Materials, Batteries and Renewable Hydrogen, signed in 2022, as well as the corresponding Roadmap for 2025-2026.The Ambassador noted that Kazakhstan plays a key role in ensuring global resource security, producing 21 out of the 34 critical raw materials identified by the European Union. It was emphasized that the country possesses more than 9,000 deposits of 103 types of mineral resources and already supplies copper, chromium, titanium, phosphorus, beryllium, tantalum, and manganese to the European market.In this regard, special attention was given to the EU Critical Raw Materials Value Chains Facility (CRM Facility), implemented with the support of the European Commission. It was noted that Kazakhstan’s participation in this initiative will open additional opportunities for attracting investment, introducing advanced processing technologies, and integrating into global supply chains, including cooperation with European industry.Vassilenko emphasized the importance of introducing modern raw material processing technologies, including the extraction of rare elements, as well as the recycling of mining and metallurgical waste and tailings. The Kazakh side also expressed interest in attracting advanced European technologies and expertise, including developments from KU Leuven and the SOLVOMET Centre.During the visit, the Ambassador was introduced to the research infrastructure of SIM² and SOLVOMET, including hydrometallurgy laboratories, solvent extraction facilities, and pilot-scale metal processing units. Central Asian and Russian Foreign Ministers Reviewed Positions and Future Cooperation Plans 17.04.2026
Moscow, 17 April 2026 – Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev took part in the regular meeting of Foreign Ministers in the “Central Asia - Russia” format.During the meeting, the parties reviewed progress in implementing the agreements reached following the Second Central Asia – Russia Summit held in October 2025 in Dushanbe. The agenda covered key areas of cooperation in trade, energy, transport and logistics. Antalya, TürkiyePresident of the Republic of Kazakhstan Kassym-Jomart Tokayev took part in the panel session “Mapping Tomorrow, Managing Uncertainties” held as part of the Antalya Diplomacy Forum.The session was moderated by Member of the Parliament of the Republic of Türkiye and former Minister of Foreign Affairs Mevlüt Çavuşoğlu.At the outset of his remarks, the Head of State highlighted the role of President Recep Tayyip Erdoğan, under whose leadership Türkiye continues to strengthen its standing as an influential actor in international affairs.– First of all, I would like to note the leading role played by Türkiye in this part of the world under the leadership of an outstanding statesman, President Recep Tayyip Erdoğan. I believe that our countries can play a very positive, indeed significant role in addressing the most pressing challenges that, unfortunately, arise periodically in our region. Taking this opportunity, I would also like to note that we look forward to the state visit of President Erdoğan to Kazakhstan next month,” said Kassym-Jomart Tokayev.The President Tokayev then shared his vision of the key trends and challenges facing the global community in 2026, which are shaping the international agenda in the near term.– Diplomats, as well as politicians used to say that humanity stands at a crossroads. I recall that former Secretary-General of the United Nations Kofi Annan frequently stated: ‘Yes, we are stull at a crossroads.’ And this will not change when it comes to reducing international tensions. Today, regional conflicts are extending far beyond their original boundaries and have already taken on a global dimension. Of course, the United Nations remains an indispensable and universal organisation, and every state bears a certain responsibility. There is broad consensus on the need to support the UN. This is a fact. At the same time, there is also agreement that the Organisation must not only be supported but also reformed. This is true. However, we must be frank. Few believe that such reforms will take place in the near future. For many years, we have spoken about reform, transformation and restructuring of the UN, yet little progress has been achieved. We must honestly acknowledge that the Security Council is the central element in the reform of the United Nations, – the President noted.Responding to a question from the moderator, Kassym-Jomart Tokayev outlined the key qualities that should define modern leadership.– Global leaders, as well as heads of state across different regions, must, above all, approach issues of international peace and security with a strong sense of responsibility. In today’s world, strategic restraint plays an exceptionally important role. In my view, the way out of the current situation in this highly complex and even paradoxical world is simple: we must act more responsibly and exercise restraint, – the President of Kazakhstan emphasised.The President also shared his assessment of the situation in the Middle East, noting that it is essential to focus on the key issues of the negotiation process.– I would advise a more responsible and measured approach to developments in the world. In particular, much attention is currently focused on Iran. The situation there is indeed serious, and it is difficult to provide any definitive assessment. Kazakhstan has expressed its solidarity with the Gulf states and has called on all countries to exercise strategic restraint and cease hostilities. The negative consequences of this conflict have been felt globally, with the economy being particularly affected. Today, considerable attention is being given to the freedom of navigation through the Strait of Hormuz. However, it should be borne in mind that prior to the conflict, this maritime corridor was open to free trade. Therefore, the focus should remain on the core issue. The core issue is the proliferation of nuclear technologies and nuclear weapons. This must remain the central subject of negotiations in the context of the situation surrounding Iran. At present, however, attention has shifted to discussions on global trade. Despite current challenges, global trade continues to grow, having increased by 2.5 percent last year. Thus, the overall situation in global trade is not entirely negative. At the same time, the quality and structure of trade remain a significant concern, – said Kassym-Jomart Tokayev.The President called for a responsible approach to UN reform, noting that the positions of the permanent members of the Security Council constitute one of the key factors behind the Organization’s current challenges.– In my view, we must adopt a highly pragmatic approach to the issue of UN reform. Otherwise, we will continue indefinitely to speak about crossroads, strategic values and other related matters. We hold numerous global and regional meetings, conferences and other events, yet tangible progress remains limited. I would also like to emphasise the important and positive role of the so-called middle powers, including Kazakhstan, Türkiye and other countries. Of course, I am not claiming that we are the best in the world. However, we demonstrate a high level of responsibility in addressing global processes, both in practice and in diplomacy. Therefore, it would not be an exaggeration to say that today middle powers often demonstrate a greater degree of responsibility than major powers represented in the Security Council, which, regrettably, often obstruct the resolution of key global issues, – said the President.Preceding his next question, Mevlüt Çavuşoğlu noted the vast diplomatic experience of Kassym-Jomart Tokayev.– President Kassym-Jomart Tokayev is one of the global leaders who has a deep understanding of the international system, and in particular the United Nations. As you know, he previously served as Deputy Secretary-General of the United Nations. At that time, I was serving as President of the Parliamentary Assembly of the Council of Europe. Through his tireless work for the benefit of the brotherly people of Kazakhstan, he is also making every effort to enhance the effectiveness and relevance of the international system, – the moderator noted.The Head of State further outlined his vision for the future of the United Nations and other international institutions.– We speak about regional and global conflicts, yet at the same time, you, as a former Minister of Foreign Affairs of Türkiye, may have already observed that most key negotiations are taking place outside the framework of the United Nations and other major international organisations. Meetings are held in various capitals, in separate conference rooms, but not within the UN. We do not see senior UN officials acting as mediators in these conflicts. This is a serious concern, as it points to a declining role of the United Nations. I am deeply concerned by this trend, particularly given my own experience working within the UN system and other international organisations. At present, much discussion is focused on who will become the next Secretary-General of the United Nations. In my view, this is not the most important issue. The key question is whether the system as a whole will endure in its current form, – the President said.Kassym-Jomart Tokayev called for an assessment of the impact of artificial intelligence on the activities of international organizations and emphasized the need for fundamental reform of the United Nations.– I have just mentioned that this may seem rather strange and perhaps even absurd, but it is precisely the Security Council that is preventing the resolution of the most pressing international issues. As a result, diplomats and politicians are forced to conduct negotiations on other platforms. Incidentally, this problem was addressed quite eloquently by President Donald Trump at the session of the United Nations General Assembly in September last year, and I fully agree with him. He criticised the malfunctioning teleprompter and escalator at the UN Headquarters, saying that everything at the United Nations was broken. But the most serious problem is that the entire peace process has been disrupted, both in the United Nations and in other institutions. I am a strong supporter of multilateral diplomacy and I still believe in a bright future for humanity united around the idea of justice as the central element of strengthening peace, – he said.In his view, the UN must move away from outdated concepts and approaches that no longer correspond to present-day realities.– The Organisation was established 80 years ago, and those who argue that it has become outdated and even fallen into decline are not without reason. We need to pay close attention to the content of the UN Charter, which still contains references to the so-called ‘enemy states’. Eighty years ago, the situation was entirely clear. Today, however, these so-called ‘enemy states’ play an extremely important role in supporting and financing the Organisation, as well as in contributing to peace efforts. The most important task is to enhance the effectiveness and authority of the United Nations, – the President said.Kassym-Jomart Tokayev then highlighted the important role of preventive diplomacy in averting conflicts.– This issue has been discussed for many years, at least over the past three decades. However, these discussions have produced little beyond statements, declarations and so on. In my view, we need to focus on measures aimed at anticipating regional and global conflicts – this is what preventive diplomacy is about. At the same time, we must join efforts to support effective multilateral diplomacy, – the Head of State concluded.During the discussion, President of North Macedonia Gordana Siljanovska-Davkova supported the call by Kassym-Jomart Tokayev to place greater emphasis on preventive diplomacy in the work of the United Nations.– Let me once again emphasise that both the United Nations and the European Union were created as peace projects. In a certain sense, both have proved ineffective in the face of war. Why? Because there was no preventive diplomacy. President Kassym-Jomart Tokayev referred to both preventive and proactive diplomacy.       On April 17, 2026, a conference titled “Tax Administration in Accordance with the New Tax Code” was held in Astana, organized by the Taxpayers Association of New Kazakhstan in conjunction with the Ministry of Finance of the Republic of Kazakhstan and the State Revenue Committee.     The event served as a platform for open dialogue between government agencies, the expert community, and business representatives on the implementation of new approaches in the tax sphere. Participants were briefed on key legislative changes and their practical application, and were introduced to tools designed to simplify interactions with tax authorities.       Opening remarks were delivered by Zhandos Duisembiev, Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, and Zhannat Yertlesova, Chairwoman of the Governing Council of the New Kazakhstan Taxpayers Association. In their speeches, they emphasized the importance of establishing a transparent, understandable, and taxpayer-oriented system.      During the conference, Zhandos Duisembiev and the heads of the Committee’s departments presented key areas for the development of tax administration. These include improving its principles, digitizing processes and developing online services, introducing a pre-filled VAT return service, applying international tax instruments, including the Multilateral Instrument (MLI), as well as updated approaches to desk audits.      In his report, Zhandos Duisembiev provided a detailed overview of the five principles of tax administration: proactive support rather than control (44 types of push notifications, a “clean slate” program that has written off 7.7 billion tenge in penalties and fines), predictability (30% reduction in reporting forms, VAT refunds within 15 days for all), technological maturity (SDF: 78 data sources, pre-filled tax returns), risk-based approach (horizontal monitoring of 109.7 billion tenge without audits, the “KEDEN” IS 12 electronic customs services) and a level playing field (the shadow economy decreased from 23.7% to 16.7% of GDP).      Particular attention was paid to digitalization, which reduces the administrative burden, minimizes errors in reporting, and makes tax procedures more convenient and understandable.      Specifically, certain procedures are being simplified; for example, failure to file reports is now treated as a zero return, and the deadlines for filing notifications have been extended. A service-oriented administration model is also being developed, which includes pre-filled tax returns, horizontal monitoring, and digital tools for self-assessment of tax risks.      Anuar Suleimenov, Deputy Chairman of the State Tax Committee of the Ministry of Finance of the Republic of Kazakhstan, presented the digitalization architecture (ISNA, KEDEN IS). Muratbek Musin, Director of the State Tax Committee Department of the Ministry of Finance of the Republic of Kazakhstan, demonstrated the VAT return pre-filling service in action. Sanzhar Moldabekov, Head of the Department at the State Tax Committee, explained the application of the Multilateral Convention (MLI) against base erosion. Kazakhstan and Spain Hold Online Meeting on Healthcare Cooperation 17.04.2026

An online meeting was held between the Ministry of Health of the Republic of Kazakhstan and the Ministry of Health of the Kingdom of Spain, organized within the framework of the agreements reached following the visit of Vice Minister of Health A. Rustemova to Spain.During the meeting, the parties discussed prospects for bilateral cooperation in preventive medicine, family support, and the strengthening of primary health care (PHC). Moscow, April 17, 2026 – Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev attended the meeting of the Council of Foreign Ministers of the Commonwealth of Independent States.“This year marks the 35th anniversary of the establishment of the CIS and the signing of the Almaty Declaration. Today, it can be confidently stated that thanks to the adoption of the Almaty Agreement, a fundamentally new paradigm of peace, cooperation and good-neighbourliness was formed in our region,” said the Kazakh Foreign Minister.The Minister also stressed that despite the complex geopolitical environment, an atmosphere of stability and cooperation continues to prevail across the CIS area. The steady expansion of trade, development of industrial cooperation, and growing transport connectivity help mitigate external shocks and create new sources of growth.“Further strengthening coordination and cooperation within the CIS meets our fundamental interests and remains an important factor in ensuring the sustainable development of the Commonwealth states,” he added.Minister Kosherbayev presented Kazakhstan’s position on various aspects of cooperation within the CIS and put forward a number of proposals aimed at the further development of the Organization.During the meeting, participants discussed current regional and international issues, as well as the state and prospects of cooperation among CIS member states. Working visit of the Head of DSR to Arshaly district 17.04.2026
The head of the Department of State Revenues Dulat Nurmuldin made a working trip to Arshaly district. At a meeting with the personnel of the territorial administration, priority areas of work of state revenue bodies were outlined and current changes in tax legislation were explained. The employees are assigned specific tasks for the qualitative implementation of KPIs and the achievement of the reported indicators. Nurmuldin focused on strict observance of the norms of official ethics and the suppression of any corruption risks, stressed that the trust of citizens in the state body directly depends on the honesty and transparency of the work of each employee.Along with working issues, the head got acquainted in detail with the state of the administrative building after the repair. He noted that universities must rethink their impact, focusing not only on academic performance but also on their real contribution to society and the environment. Professor McCowan highlighted the dual nature of internationalization: on the one hand, international mobility generates a significant carbon footprint; on the other hand, it enables the dissemination of knowledge and solutions necessary to address the climate crisis. He stressed that universities’ greatest impact comes through their graduates, who transform industries and societies. In this regard, he called for a rethinking of existing evaluation systems, noting that traditional rankings do not reflect universities’ real contribution to sustainable development and social change.The practical dimension of universities’ role was presented by Elmira Karmanova, Chief Project Manager at the Almaty City Development Center, co-founder of the “COMMUNITYPLUS” Foundation, and CEO of “Community” LLP (Almaty, Kazakhstan). She shared cases of collaboration between universities and urban communities. Attention was given to project-based learning focused on solving real regional challenges and building sustainable partnerships between universities, government, and society. According to Karmanova, educational projects become truly effective only when there is a real client and a clearly defined task; otherwise, they remain formal academic exercises. She also emphasized the importance of trust within communities as a key factor for the successful implementation of joint initiatives and sustainable local change.Pavel Luksha, an expert in the future of education, founder of Global Education Futures, associate researcher at the Learning Planet Institute (France), and member of the World Academy of Art and Science (USA), outlined systemic challenges associated with the development of artificial intelligence. He emphasized that the traditional model of higher education is rapidly losing relevance, and universities must shift toward developing practical competencies, flexible thinking, and the ability to operate in conditions of uncertainty. He also highlighted the growing role of universities as spaces for shaping new models of interaction between humans and technology.Luksha noted that 40–80% of professional tasks are already within the potential scope of automation, especially for entry-level specialists and office-based roles. In this context, traditional higher education faces a crisis: educational programs become outdated faster than they can be updated, as new technological solutions emerge every few months. According to the expert, there is a fundamental shift from knowledge accumulation to the demonstration of practical competencies. Employers are increasingly less concerned with diplomas and more focused on the ability to solve real-world problems. Therefore, universities must transition to new educational models based on project-based learning, interdisciplinarity, and the development of adaptability skills in a rapidly changing environment. He also emphasized that amid global challenges—including underfunding sustainable development goals and growing geopolitical uncertainty—universities are becoming key centers for generating solutions and preparing future professionals.The speakers’ presentations demonstrated that universities in Central Asia are at a point of major transformation—from traditional educational institutions to active drivers of technological, social, and environmental change.During the foresight session, rectors of Central Asian universities discussed the prospects of integrating artificial intelligence into educational processes and its potential for achieving sustainable development goals. Participants agreed on the need to strengthen inter-university cooperation, exchange experience, and develop joint initiatives.The meeting concluded with the recognition that universities in the region must become active participants in societal transformation, combining educational, research, and social missions. В целях ознакомления с ремонтными работами железнодорожного вокзала был организован выезд постоянной комисси районного маслихата.В работе комиссии приняли участие председатель маслихата К.Ермекбаев, заместитель акима района М.Нурмаков, депутаты областного и районного маслихата, директор железнодорожного вокзала «Казахстан» Б.Темиргалиева. Депутаты встретились с начальником участка ТОО «Альтаир», которая ведет работы и ознакомились с ходом работ.В настоящее время ремонтные работы железнодорожного вокзала «Казахстан» ведутся полным ходом. Ведется реконструкция наружной и внутренней части здания, зала ожидания, места продажи билетов, замена крыши и наружное благоустройство. Improving the Quality of Public Services — A Priority of the Civil Service 17.04.2026
On April 17, 2026, with the participation of representatives of the Department for Civil Service Affairs of the region, a seminar-meeting was held on improving the quality of public service delivery. The event brought together responsible employees of government agencies, where key directions for increasing the efficiency of services provided to the population were comprehensively discussed.During the meeting, particular attention was paid to the provisions of the Law “On Public Services.” Participants discussed the importance of complying with legal requirements in the delivery of services, ensuring the protection of service recipients’ rights, and strictly observing service timelines and quality standards.In addition, актуальные issues related to improving public service processes, reducing administrative barriers, and increasing the accessibility and transparency of services were addressed. Republican methodical intensive "Rural school – a source of new opportunities" 17.04.2026
On April 16, 2026, with the support of the Ministry of Education of the Republic of Kazakhstan, the Education Department of the East Kazakhstan Region, and the Education Department of the Tarbagatay District, a republican methodological intensive on the topic "Rural School – A Source of New Opportunities" was held.The main objectives of the event were to improve the quality of education, exchange advanced pedagogical experience between hub and small-class schools, as well as to enhance pedagogical approaches and teaching methods.As part of the program, to implement the project "Enhancing the Potential of Hub Schools in Rural Areas," aimed at developing rural education in the Republic of Kazakhstan, seven sectional meetings and a plenary session were organized at the hub school KGU "Abai Secondary School" of the Tarbagatay District Education Department.The work of the sections focused on addressing current issues of education quality management, implementing effective educational technologies and innovative solutions, digital transformation, developing leadership and professional collaboration, improving teacher qualifications, including specialists from the "Children's Art School," as well as implementing innovative initiatives.During the work, participants presented practical cases and developed proposals aimed at reducing the digital divide in rural schools, implementing artificial intelligence tools, developing STEM education, adapting modern management models, and creating a comfortable and safe educational environment.Following the methodological intensive, proposals focused on ensuring the sustainable development of rural schools, enhancing the professional potential of teaching staff, and expanding students' access to quality education were summarized and systematized.The event was attended by heads of educational organizations, deputy directors for academic and educational work, as well as teachers from all regions of the country.
