Prague, 26 June 2026 – Ambassador of the Republic of Kazakhstan to the Czech Republic Kairat Abdrakhmanov visited the Czech University of Life Sciences Prague, where he met with Rector Michal Lošťák and members of the University's academic leadership. The meeting provided an opportunity for an in-depth exchange of views on the current state of cooperation between higher education institutions of Kazakhstan and the Czech Republic, as well as on avenues for further expanding academic and research partnerships.Rector Michal Lošťák outlined the University's core areas of expertise, which include agricultural sciences, crop production, seed technology, animal husbandry, forestry, agricultural economics, environmental protection, and related disciplines. These partnerships have already resulted in several successful joint research projects. In addition, more than 700 students from Kazakhstan are currently enrolled at the University, while plans are being developed to expand cooperation in doctoral education and research training.During the meeting, Ambassador Abdrakhmanov briefed his Czech counterparts on Kazakhstan's ongoing constitutional reforms and the broad transformation agenda aimed at strengthening the national education system and developing a highly skilled workforce across key sectors of the economy, including agriculture. Rules for the import of goods for personal use: important information for citizens 12.07.2026
The Department of State Revenue for the Mangystau region continues explanatory work on customs regulation issues. Due to frequent requests from citizens regarding the procedure for moving goods across the customs border of the Eurasian Economic Union, we bring to your attention up-to-date information about goods for personal use.Goods for personal use include items that are intended for personal, family, or household needs and are not related to business activities. When determining the destination of goods, customs authorities pay attention to their nature, quantity, frequency of movement across the border, and information provided by the citizen himself.Goods for personal use, depending on the classification criteria and the method of transportation of such goods, transported by individuals through the customs territory of the Eurasian Economic Union, are regulated by the Decision of the Council of the Eurasian Economic Commission dated December 20, 2017 No. 107 "On certain issues related to goods for personal use", as well as in accordance with the Order of the Minister of Finance No. 250 of the Republic of Kazakhstan dated March 31, 2015 "Criteria for the classification of goods transported by Individuals across the Customs Border of the Customs Union, to goods for personal use."Thus, the above–mentioned norms established by law indicate that individuals can import duty-free goods for personal use by air transport worth no more than 10,000 euros and weighing no more than 50 kg, by other means of transport and on foot - worth no more than 500 euros and 25 kg. In case of exceeding the established norms, it is required to pay customs duties at the rate of 30% of the cost, but not less than 4 euros per kilogram of weight in terms of exceeding the cost and/or weight norms.Goods for personal use sent in international mail and delivered by the carrier costing no more than 200 euros and weighing no more than 31 kg, and in case of exceeding the established norm, payment is required in the form of a cumulative customs payment at the rate of 15% of the cost, but not less than 2 euros per kilogram of weight in excess of the cost and/or weight standards.In other words, when importing goods to Kazakhstan, it is important to comply with the established limits on value, weight and quantity, as well as to be ready to confirm that the goods are intended specifically for personal use. Otherwise, they may be recognized as goods for business and processed according to the general customs rules.A passenger customs declaration is used to process goods for personal use. The Kazakhstan-Turkmenistan Business Forum, which brought together representatives of government agencies, business circles, and industry organizations from both countries, was held in Astana as part of the 14th meeting of the Intergovernmental Kazakh-Turkmen Commission. Participants discussed prospects for expanding trade, economic, and investment cooperation, as well as specific measures to increase mutual trade.Kazakhstan and Turkmenistan have demonstrated steady positive momentum in their trade and economic relations. Over the past five years, mutual trade has more than doubled to exceed $530 million. This growth is driven by both sides. Kazakh exports to Turkmenistan increased by almost 50% to $316.3 million, while Turkmen imports to Kazakhstan increased fivefold to $215.8 million.This positive momentum continues this year. Between January and April 2026, trade turnover between the two countries amounted to $180 million, a 7% increase compared to the same period last year. Exports from Kazakhstan to Turkmenistan increased by 18.9%, reaching $114.8 million."To expand trade cooperation, Kazakhstan has prepared a list of 178 non-commodity commodities with a combined export potential of over $200 million. The greatest prospects for increasing exports lie in the metallurgy, mechanical engineering, food, chemical and petrochemical industries, vehicle manufacturing, pharmaceuticals, and construction materials sectors," noted First Deputy Minister of Trade and Integration Aizhan Bizhanova.The meeting focused on the implementation of joint initiatives aimed at developing business ties and creating a favorable business environment. Specifically, the discussion focused on the creation of mutual trading houses, the development of digital trade, the approval of a roadmap for increasing trade turnover, and the implementation of trade finance mechanisms.The importance of developing an effective system of support for entrepreneurs through trading houses was particularly emphasized, including support for investment projects, development of industrial cooperation, and the elimination of trade barriers.Following the discussion, the parties confirmed their readiness to further deepen trade and economic cooperation and implement joint projects aimed at increasing mutual trade and expanding business contacts between Kazakhstan and Turkmenistan."We see good prospects in the agro-industrial complex, textile industry, energy, transport, and logistics. The Trans-Caspian International Transport Route is of particular importance. Kazakhstan and Turkmenistan are important links in this route, connecting the markets of Asia and Europe. The Department of State Revenue for the Mangystau region explains the new rules for taxation of income from property appreciation. Now the tax is paid only on the actual profit, and not on the full amount of the sale. This is an important change aimed at fairer taxation. A new Tax Code has been in force in Kazakhstan since January 1, 2026. If the property was purchased before 2026, the old rule remains: if owned for more than 1 year, no tax is paid.Tax rates from 2026 are progressive:The base rate remains 10%, but for profits over 8,500 MCI (about 36.7 million tenge), a rate of 15% is applied for the excess amount.The increased rate is calculated only from the amount exceeding the threshold, and not from the entire profit on the transaction.Example: Bought for 30 million, sold for 35 million → profit of 5 million tenge → tax will be 500,000 tenge (10% of 5 million). CAR and other movable propertyThe rules are different here. Property income from the increase in value upon sale of a car arises if the vehicle was owned for less than 1 year from the date of registration to the date of sale. The bid is 10% of the difference between the sale and purchase price.Have you owned a car for more than a year? There is no tax. Declaration: do not forget to submit!The seller is required to file a tax return on form 270.00 before September 15 of the year following the year of sale. A new-format Smart Point Digital Public Service Center (PSC) has officially opened in Turkistan, aimed at improving the digital literacy of residents and enabling them to access government services independently. The modern center is designed to make interaction with public services more convenient, faster, and more accessible.The opening ceremony was attended by Arman Kenzhegaliyev, Chairman of the Board of the State Corporation Government for Citizens, and Nurbol Turashbekov, Deputy Akim of Turkistan Region. The Smart Point Digital PSC is a modern space where citizens can independently obtain government services while developing their digital skills. In accordance with the Civil Service Development Concept of the Republic of Kazakhstan for 2024–2029, one of the key areas for improving the state apparatus is enhancing the efficiency, timeliness, and transparency of HR processes. The concept includes measures to reduce recruitment timelines, simplify competitive procedures, digitalize processes, and create conditions for attracting qualified specialists to the civil service.As part of these objectives, a new selection procedure for Corps B administrative government positions was introduced in Kazakhstan on April 1, 2026. The reform aims to improve HR processes, reduce the timeframe for competitive procedures, and create more convenient conditions for citizens wishing to enter the civil service.This approach significantly simplifies citizen participation in competitive selection and creates conditions for the formation of a stable pool of candidates ready to quickly apply for vacant civil service positions.The initial results of the new mechanism's implementation already demonstrate its relevance and effectiveness. In April of this year, 79 vacancies for administrative government positions were announced in the Kostanay region, accounting for 25% of the total number of available positions.The largest number of vacancies were in the E-R-4 categories (26 vacancies (33%)) and E-G-3 (19 vacancies (25%)), demonstrating the demand for executive-level specialists and the active implementation of competitive procedures for staffing government agencies.A total of 99 candidates participated in the competitive procedures. Of these, 31 were new to government service, 42 were former government employees, and 26 were current government employees. This confirms the high interest in government service from both new applicants and specialists with public sector experience.High activity in posting competitive advertisements was observed in the Zhitikarinsky, Karabalyksky, Mendykarinsky, Fyodorovsky, and Sarykolsky districts, demonstrating the consistent efforts of government agencies to attract personnel and fill vacant positions.The introduction of the new selection procedure is an important stage in the implementation of the Civil Service Development Concept of the Republic of Kazakhstan for 2024–2029 and is aimed at developing a professional, open, and customer-oriented government apparatus.The new selection process already allows for faster filling of vacant positions, expanding the pool of potential candidates, and ensuring equal access for citizens to civil service. By decree of the Akim of Almaty, Zhanat Aitpayeva has been appointed as the Head of the City Department for the Protection of Children's Rights.Zhanat Aitpayeva was born on February 23, 1968, in the East Kazakhstan Region.She holds a higher pedagogical and economic education, is a Candidate of Pedagogical Sciences (Ph.D. equivalent), and holds a Master's degree in Economics and Business.Her total work experience in the fields of education and public administration exceeds 35 years. Tehran, June 28, 2026 – Pursuant to the instructions of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, a ceremonial signing of the BOT (Build-Operate-Transfer) Agreement on the granting of a land plot at Shahid Rajaee Port (Bandar Abbas) for the construction of a Kazakh transport and logistics terminal took place on June 28, 2026, at the Ports and Maritime Organization of the Islamic Republic of Iran.The Agreement was signed on behalf of the Kazakh side by Aman Malgazhdarov, General Director of the QazExportPromotion Corporate Foundation under the QazTrade Trade Policy Development Center JSC of the Ministry of Trade and Integration of the Republic of Kazakhstan. On behalf of the Iranian side, the Agreement was signed by Hossein Abbas Nejad, Head of the Ports and Maritime Organization of Hormozgan Province and Director of the Shahid Rajaee Port Special Economic Zone.The signing ceremony was attended by Ontalap Onalbayev, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Islamic Republic of Iran, representatives of the Ministry of Foreign Affairs and the Ministry of Roads and Urban Development of the Islamic Republic of Iran, as well as representatives of the business community and the media.The Agreement has been concluded for a period of 27 years, including a two-year construction phase followed by a 25-year operational period. The terminal is expected to commence commercial operations in the third year of the project.The implementation of the project will become an important milestone in advancing transport and logistics cooperation between Kazakhstan and Iran. The establishment of a Kazakh terminal at Iran's largest seaport will strengthen the transit potential of the International North–South Transport Corridor (INSTC), enhance the resilience of logistics routes, and expand Kazakhstan's export opportunities by ensuring efficient access for Kazakh products to the markets of the Gulf countries, South and Southeast Asia, as well as East Africa.Addressing the ceremony, Ambassador Onalbayev noted that the project represents a practical implementation of President Kassym-Jomart Tokayev's policy aimed at developing modern transport and logistics infrastructure, diversifying international transport routes and strengthening Kazakhstan's position as one of Eurasia's leading logistics hubs. He emphasized that the construction of the terminal would further promote trade and economic cooperation between Kazakhstan and Iran.For his part, Mohammad Shakibinsab, Head of the Ports and Maritime Organization of the Islamic Republic of Iran, congratulated the Kazakh side on the signing of the Agreement and underscored the strategic importance of the project for the further development of bilateral cooperation. 100 Unique Artifacts of Kazakhstan's Cultural Heritage from Almaty Showcased in Shanghai 12.07.2026
Shanghai, June 26, 2026  An exhibition showcasing the rich cultural heritage of the Kazakh people officially opened today at the Shanghai History Museum.The exhibition is organized by the Almaty Museum Association with the support of the Consulate General of the Republic of Kazakhstan in Shanghai, the Akimat of Almaty, and the Shanghai Municipal People's Government. Initiatives of this kind form an important part of Kazakhstan's cultural diplomacy and its ongoing efforts to promote it's historical and cultural heritage on the international stage.The exhibition is being held at the Shanghai History Museum, one of China's leading museum institutions, which welcomes hundreds of thousands of visitors from around the world each year. Through a carefully curated collection of unique museum artifacts, the exhibition offers visitors an opportunity to explore Kazakhstan's centuries-old traditions, spiritual values, and distinctive cultural identity, highlighting the enduring legacy of the Great Steppe.The exhibition was made possible following the establishment of sister-city relations between Almaty and Shanghai in June 2025. An important milestone in strengthening bilateral cooperation was the official visit of Almaty Akim Darkhan Satybaldy to Shanghai in November 2025, followed by the reciprocal visit of Shanghai Mayor Gong Zheng to Almaty in April 2026.Building on this momentum, the Almaty Museum Association and the Shanghai History Museum signed a Memorandum of Cooperation, under which this exhibition was organized. "Minimum adequacy thresholds – are their calculations transparent and is it still possible to use them?" 12.07.2026
Does the age of the contributor affect the threshold amounts and how is MAT determined according to the adopted Methodology? Minimum adequacy thresholds (MAT) depend on the age of the contributor. The older the contributor and the closer they are to retirement age, the higher the requirements for the future pension benefit, ensuring that after retirement, citizens can receive an income level close to international standards.The MAT is determined using the classic formula for calculating the present value of a future pension benefit. In other words, the new formula determines the minimum amount of savings, i.e., the MAT amount that must already be in the contributor's individual pension account (IPA) to ensure the recipient receives the target pension.The use of the present value of benefits formula is based on international practice for calculating the savings required for lifetime benefits. How has the calculation methodology for Minimum Adequacy Thresholds changed?Changes to the Minimum Adequacy Thresholds (MAT) Calculation Methodology are aimed at increasing the minimum pension savings requirements to ensure the adequacy of future funded pensions and are designed for higher pension benefit levels.Now, MAT amounts are determined for each contributor's age using a standard present value formula based on target future pension benefits. Essentially, the new methodology answers the question: what is the minimum amount that must remain in a pension account today to ensure an adequate level of retirement income in the future?The formula takes into account long-term demographic (national demographic tables) and financial (interest rates and indexation of payments) factors to achieve stability and predictability in future payment amounts for citizens, as well as socioeconomic indicators such as the minimum old-age pension and the minimum wage, determined annually by the law on the national budget.Meanwhile, the MAT calculation no longer takes into account future pension contributions from the time of withdrawal until reaching retirement age. After all, contributions may be incomplete or absent during certain periods due to various life circumstances. This approach reduces the risk that a citizen will receive a low funded pension in the future after using part of their savings. Why has the Methodology for Calculating Minimum Adequacy Thresholds changed?                 Since 2021, UAPF contributors have been granted the right to withdraw a portion of their pension savings early before reaching retirement age for strictly defined alternative purposes, such as improving housing conditions and paying for medical treatment. State authorities developed, and the Government of the Republic of Kazakhstan subsequently approved, a Methodology for Determining the Minimum Adequacy Threshold for Pension Savings.[1].However, frequent withdrawals of pension savings above the minimum adequacy threshold (MAT) from individual pension savings accounts by contributors reduce the amount of their future pension benefits from the UAPF. Therefore, a decision was made to change the minimum adequacy thresholds. This is due to the need to gradually achieve the adequacy of pension payments in accordance with the recommendations of international organizations. Therefore, the requirements for the amount of pension savings necessary to provide for a future funded pension and to increase the replacement rate of a contributor's labor income through pension benefits at retirement age have been increased.The implementation of the new model is aimed at increasing the sustainability of the pension system and ensuring an adequate level of pension provision for citizens.               Is it still possible to use pension savings for alternative purposes? The ability to use a portion of pension savings for alternative purposes, as provided by law, remains available to contributors whose savings exceed the minimum sufficiency threshold. Pensioners whose pensions constitute at least 40% of their lost income, citizens with a pension annuity agreement, and pensioners with years of service—that is, those categories of beneficiaries who have already secured a certain level of pension benefits—can also continue to access their savings.However, approaches to using pension savings are being refined to address the need to ensure citizens have adequate and stable pension payments in the future. How fair is it to calculate MAT based on future pensions if many citizens do not live to retirement age? The average life expectancy of Kazakhstanis has approached 76 years (in 2025), a record high since the country's independence. An analysis of demographic data from 1991 to the present demonstrates changes in the nation's quality of life and health. For example, in 1991, the average life expectancy was 67.6 years (in 2001 it was 65.6, in 2011 it was 68.98, and in 2021 it was 70.23). Thus, over three and a half decades, the average life expectancy of Kazakhstani citizens has increased by more than 8 years. Increased life expectancy means that Kazakhstanis will enjoy a longer retirement period than previously. Under these circumstances, it is especially important to accumulate sufficient pension savings to maintain a familiar standard of living after retirement.
