April 10 is the deadline for submitting Form 493.00. 08.04.2026
Starting in 2026, organizations are required to provide information about services provided to third parties.Since January 1, 2026, a new requirement has been introduced for certain categories of organizations providing services to the public and businesses.In accordance with paragraph 6 of Article 56 of the Tax Code of the Republic of Kazakhstan (Code No. 214-VIII SAM dated July 18, 2025, effective January 1, 2026), a number of organizations are required to submit information to the tax authorities on services rendered to third parties.Who is concerned about the requirement.The obligation applies to organizations that provide services in the following areas:water supply and sanitation,sewerage,gas supply,electricity,heat supply, waste collection (waste disposal),elevator maintenance,transportation services.In what form the information is presented.The tax reporting form 493.00 "Information on services rendered to third parties" has been approved. The form and rules for its submission were approved by the Order of the Minister of Finance of the Republic of Kazakhstan dated September 30, 2025 No. 554.Tax reporting is aimed at increasing transparency between service providers and consumers. Today, a ceremonial reception was held under the chairmanship of Acting Akim of the district Shyngys Sydykov, dedicated to the 75th anniversary of Shgebai Kundakbayev, an Honorary Citizen of the district.Shgebai Kundakbayev began his career in education, later serving as a school principal, an education methodologist, head of the district internal policy department, and editor of the district newspaper. In all these responsible positions, he worked with dedication, making a significant contribution to the social and spiritual development of the district. He was also actively involved in public and political life, holding various responsible positions over the years and earning the trust of the people. Baku, April 8, 2026 – As part of an official visit to the Republic of Azerbaijan the Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev held talks with the Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov.“Thanks to the political will of our heads of state over the past three years Kazakh-Azerbaijani relations have been elevated to a qualitatively new level of engagement”, Minister Kosherbayev emphasized.During the meeting, the parties discussed a wide range of issues of bilateral cooperation with particular focus on priority areas, such as political, trade, economic, energy, transit, transport as well as cultural and humanitarian interaction between the two countries.Special attention in bilateral relations is given to the development of trade and economic cooperation. In this regard, the increasing role of the Kazakh-Azerbaijani Direct Investment Fund was emphasized.The interlocutors also expressed satisfaction with the development of cultural and humanitarian ties, noting the successful holding of the Culture Days of Azerbaijan in Kazakhstan and Kazakhstan in Azerbaijan. 10 лет Госкорпорации «Правительство для граждан»: как изменилась система госуслуг в Казахстане7 апреля Госкорпорации «Правительство для граждан» исполняется 10 лет. За это время она стала ключевым звеном между государством и гражданами - сегодня через её сервисы ежегодно проходят десятки миллионов обращений, а большинство госуслуг доступны казахстанцам по принуиципу «одного окна».За эти годы удалось выстроить единую инфраструктуру предоставления государственных услуг по всей стране, сделав их более удобными и доступными для граждан. В работу внедрены терминалы самообслуживания, видеоЦОН, биометрическая идентификация, а ключевые процессы переведены в цифровой формат.Масштаб изменений отражают цифры: ежегодно через центры обслуживания населения оказывается в среднем более 23 млн услуг, ещё миллионы обращений обрабатываются через цифровые каналы, включая мобильные приложения и онлайн-сервисы.Цифровизация стала ключевым фактором этих изменений. Сегодня большинство государственных услуг доступно онлайн, а взаимодействие с ними всё чаще происходит через цифровые каналы. Приложение «ЦОН» фактически стало «ЦОНом в кармане»: только за 2025 год его установили более 2 миллионов пользователей. Через него граждане могут записаться на приём, получить электронный талон, отслеживать статус заявок и пользоваться сервисом по полученю госуслуг без посещения фронт-офисов.Единый контакт-центр 1414, который в этом году отмечает 15-летие, остаётся важным каналом поддержки и работает 24/7. С 2021 года он входит в состав Госкорпорации и в среднем обрабатывает от 20 до 25 миллионов обращений в год. Центр активно внедряет цифровые решения: уже сегодня каждый десятый звонок обрабатывается с участием ИИ-ассистента, который помогает уточнить запрос и направить пользователя к нужной услуге. Наряду с развитием цифровых сервисов Госкорпорация активно развивает и цифровую грамотность населения, организуя обучение по всей стране. Занятия проходят во всех регионах Казахстана в центрах обслуживания населения в формате практических занятий. Только за март по всей стране около 700 казахстанцев повысили уровень цифровой грамотности.«Миссия Госкорпорации - быть ключевым драйвером трансформации системы государственных услуг. За эти годы нам удалось выстроить сервис, ориентированный на реальные потребности граждан: сделать услуги доступными, качественными и удобными на каждом этапе жизни. Training of civil servants in evidence-based urban development management launched in Almaty 07.04.2026
At Almaty Management University (AlmaU), an intensive training and retraining program for civil servants from all regions of Kazakhstan has been launched. The program brings together professionals working in architecture, urban planning, construction, and land relations.The program is being implemented under the instructions of First Deputy Prime Minister of the Republic of Kazakhstan Roman Sklyar and is aimed at developing modern professional competencies in the field of urban studies and urban planning. The course covers key areas of urban development, including modern approaches to spatial planning, urban environment analysis, public space development, sustainable mobility, infrastructure financing mechanisms, and the application of digital technologies in urban planning. Participants study both international and local case studies and take part in practical sessions aimed at integrating acquired knowledge into management practice.A distinctive feature of the program is its practice-oriented and interdisciplinary nature. It combines tools from urbanism, strategic and spatial planning, and project management. Special emphasis is placed on the evidence-based approach — the use of data and comprehensive research in decision-making related to urban development. In addition to lectures, the program includes field sessions at urban facilities, including the Almaty City Center for Labor Mobility and the Almaty Transport Holding ONAY!. Here, participants analyze real-life cases of transport planning and participatory design.The program is organized and hosted by the AlmaU Institute of Urban Studies, a research and educational center specializing in training professionals in urban planning and urban environment management. The university provides the academic and methodological foundation of the program and engages expert practitioners with international experience.“The quality of the urban environment is primarily determined by the quality of management decisions. Our goal is to equip civil servants with modern tools and an understanding of international standards so they can apply best practices in their daily work,” noted program coordinators Zarina Dauletkan and Ainur Zhubanova.The second cohort is scheduled for April 20–24, 2026. Upon completion, participants will receive certificates of professional retraining.Founded in 2020, the AlmaU Institute of Urban Studies is one of Kazakhstan’s leading educational centers in urbanism and city management. Its programs have received international recognition, including the Smart City Award (Shanghai). Since 2024, the institute has been a member of AESOP (Association of European Schools of Planning).

Modernization of the energy and utility sectors is an important step 07.04.2026
On the eve of the heating season's end, Akim of the Kostanay Region, Kumar Aksakalov, inspected the condition of the heating networks in an apartment building in the city of Kostanay.«The Head of State has repeatedly instructed to ensure the uninterrupted progress of the heating season. In our region, the heating season is proceeding normally. No major accidents have been recorded. Even when they occurred, they did not affect the quality of heat supply. This is undoubtedly the result of repair work carried out in advance. Considering that last heating season there were emergency situations related to boiler equipment and ruptures in main networks, this indicates that we have drawn the right conclusions», – noted the head of the region.The Head of State particularly emphasizes the importance of modernizing the energy and utilities sectors. The task is set to reduce the wear and tear of heating networks to 42% by the end of 2029.Significant financial resources are allocated annually for the modernization of heat supply facilities and engineering infrastructure. As a result:the number of heating network damages has decreased by 84%: from 830 cases in the 2022–2023 heating season to 134 in the current season;the wear and tear level has been reduced from 50% in 2022 to 43% in 2025.The work will continue within the framework of the National Project for the Modernization of the Energy and Utilities Sectors. Even at the stage of completing the current season, it is important to plan the necessary steps in advance for a successful start of the next heating period.«The next issue I would like to address is the tariff. People should pay for the heat, water, and electricity they actually consume. This is only possible with the installation of 'smart' metering devices. While the level of stationary meter equipment is high, we are only at the initial stage regarding automated systems. Today, the installation of such devices in the region is progressing dynamically: if in 2023 they were installed in 433 houses, then in 2025 – already in 1,132 houses, an increase of almost three times. Meters allow residents to save on heating services. However, this potential is not fully utilized. For example, with the onset of warm spring days, many open windows and essentially 'heat the street,' while continuing to pay in full. This is wrong», – emphasized Kumar Aksakalov.The population should have both individual apartment meters and building-wide meters. Furthermore, they should be automated so that readings are transmitted remotely, without human involvement. This eliminates data distortion, discrepancies with actual consumption, and, consequently, overcharging for services. Such situations cause distrust and dissatisfaction among the population, as well as reluctance to pay for heating services.«Our task is to install as many heat metering units as possible. Enterprises and local manufacturers already operating in the region should participate in this work. All these measures are aimed at saving. In the current heating period, savings amounted to more than 890 thousand tenge from one apartment building. These are funds that remain in the pockets of our citizens», – noted the Akim of the region.Furthermore, heat-generating enterprises will also incur lower costs. With an increase in the number of meters, fuel consumption and heat losses decrease. The term of the extrajudicial bankruptcy procedure has been reduced 07.04.2026
One of the mechanisms for getting rid of the debt burden is the out-of-court bankruptcy procedure, the duration of which is 6 (six) months (Law "On the Restoration of Solvency and Bankruptcy of Citizens of the Republic of Kazakhstan").     On January 16, 2026, amendments were signed (effective from March 19, 2026), providing for a reduction in this period for certain categories of citizens.     So, since March 19, 2026, in relation to a citizen whose total debt does not exceed 1,600 MCI (6 million 920 thousand tenge), and whose term of default exceeds 5 (five) years, the out-of-court bankruptcy procedure is carried out for 1 (one) month.    These changes are another step aimed at optimizing the procedure for out-of-court bankruptcy and demonstrate the openness and flexibility of the state apparatus in response to public requests.Source : https://www.gov.kz/memleket/entities/kgd-akmola/press/news/details/1195147?lang=kk
