       The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan informs on the procedure for applying the provisions of an international treaty on the avoidance of double taxation upon payment of income to non-resident.      In accordance with paragraph 2 of Article 698 of the Tax Code of the Republic of Kazakhstan, the application of the provisions of an international treaty shall be carried out in the manner prescribed by the Tax Code and the relevant international treaty.      The procedure for applying the international treaty regarding exemption from taxation or application of a reduced tax rate to the income of a non-resident, depending on the type of income, is defined in Articles 705, 706, 707, 712, 713, and 714 of the Tax Code.      These articles also provide the tax agent with the right to independently apply the provisions of the international treaty.      That one of the conditions for applying the provisions of the international treaty is the submission by the non-resident to the tax agent of a document confirming the non-resident’s tax residency, which meets the requirements established by Article 702 of the Tax Code.      At the same time, pursuant to paragraph 3 of Article 705 of the Tax Code, the document confirming tax residency shall be submitted by the non-resident to the tax agent no later than the earliest of the following dates:      1)    March 31 of the year following the tax period for corporate income tax in which the payment of income to the non-resident occurred, or the non-paid income of the non-resident was recorded as deductions;     2)    No later than five working days prior to the completion of a tax audit regarding the fulfillment of income tax obligations withheld at source for the relevant tax period.     Additionally, please be informed that if the partner state is a party to the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents (The Hague, 5 October 1961) (hereinafter – the Hague Convention), legalization of official documents may be replaced by the formal procedure of affixing an apostille.     In accordance with Article 5 of the Hague Convention, an apostille certifies the authenticity of the signature, the capacity in which the person signing the document has acted and, where appropriate, the authenticity of the seal or stamp with which the document is executed.     Thus, the application of an international treaty shall be carried out in accordance with the procedure established by the Tax Code, provided that the non-resident submits to the tax agent a document confirming tax residency that complies with the requirements of Article 702 of the Tax Code and within the time limits established by paragraph 3 of Article 705 of the Tax Code. Source : https://www.gov.kz/memleket/entities/kgd/press/news/details/1193656?lang=kk

A meeting of the Kostanay Region Digital Headquarters was held under the chairmanship of the regional head, Kumar Aksakalov. The Head of State declared 2026 the Year of Digitalization and Artificial Intelligence.Within the agenda, the issue of implementing the Strategy for building "smart cities" in the Kostanay Region was considered.A report was presented by the head of the Department of Informatization, Provision of Public Services and Archives of the Kostanay Region Akimat, Azamat Kashiev. Within the current year, the launch of a number of projects to introduce advanced technologies, including solutions in the field of artificial intelligence, is envisaged. However, not only the technologies themselves are important, but also their quality, as well as their real contribution to the region's economy. More than 900 industrial enterprises operate in the region; 117 industrial 'smart' robots have been introduced at the KIA and KamlitKZ plants (in 2023, there were only 3). 28 robots are also used in the mining industry. In agriculture, 100% of arable land, 90% of pastures, and 95% of hayfields have been digitized. In livestock farming, 7 modern 'smart' dairy farms are operational, and precision farming technologies have been introduced in crop production. Сегодня Бюро национальной статистики опубликовало индекс реальных доходов населения по предварительным итогам 2025 года. На фоне разных обсуждений и трактований причин снижения реальных доходов населения Министерство национальной экономики представляет детальный разбор статистических показателей и методологии их формирования, а также меры по повышению доходов населения.По данным БНС, индекс реальных доходов населения по итогам января-декабря 2025 года составил 98,9% к уровню предыдущего года. Средний доход на душу населения составил 238 070 тенге. Номинальный рост доходов составил +10,2%, а реальный (с учетом инфляции): -1,1%.Снижение реальных доходов указывает на то, что рост экономики пока не полностью отражается на благосостоянии населения, то есть имеет место вопрос перераспределения прибыли. Такая ситуация подчеркивает актуальность мер по расширению занятости, созданию устойчивых рабочих мест, а также повышению заработных плат, которые уже предусмотрены в обновленной Программе повышения доходов населения.Годовая динамика и точечные значенияСразу отметим, что объективную картину о ситуации с реальными доходами дает только годовой показатель. Он сглаживает сезонные колебания и разовые инфляционные всплески, показывая реальный долгосрочный тренд. Активно обсуждаемый в декабре тезис о снижении реальных доходов населения на уровне -6% был основан на оперативных данных и по принципу «декабрь к декабрю», то есть отражает изменение показателя в рамках одного месяца, а не совокупную динамику за год. Использование данных одного месяца (в частности, оперативных данных за декабрь) в качестве характеристики всего года с экономической точки зрения необоснованно и методологически неверно.Почему реальные доходы не растут одновременно с ВВПОдна из причин снижения индекса реальных доходов населения в том, что зарплаты растут более медленными темпами, чем прибыль бизнеса. По оценкам экспертов, почти 50% компаний повышают зарплаты не более чем на 10% в виду экономии, а некоторые и вовсе оставили их на прежнем уровне. Это и создает разрыв: ВВП растет за счет промышленности, услуг и экспорта, но до зарплат конкретных работников эти деньги доходят с задержкой.Почему темпы роста зарплат остаются сдержаннымиФонд оплаты труда относится к постоянным издержкам компаний. При формировании бюджета предприятия, в большинстве крупные, закладывают в расходы возможные риски, которые сегодня в основном носят внешний характер. Среди них – разрывы логистических цепочек, нестабильная геополитическая ситуация, санкционные ограничения, волатильность мировых цен и валютных курсов и другие. Все эти факторы, на которые бизнес не может оказать влияния, ограничивают возможности для более активного увеличения заработных плат.Системная проблема: в Казахстане доля зарплат в общем пироге экономики (ВВП) составляет около 31% (по итогам 2024 года). Для сравнения: в развитых странах этот показатель выше 40%. Задача правительства — сделать так, чтобы доходы распределялись справедливее, и бизнес направлял больше прибыли именно на оплату труда, а не только на дивиденды.Кроме того, доходы населения формируются не только за счет заработной платы, но и с учетом социальных трансфертов и прочих доходов, динамика которых может отличаться от темпов роста экономики.По итогам 4 квартала 2025 года на доходы от работы не по найму пришлось 8,3% доходов населения, пенсии – 17,9%, пособия – 3,3% и др.Приоритеты и планы правительства по повышению реальных доходов населенияОбеспечение роста реальных доходов наших граждан является ключевым приоритетом государственной политики. Уже реализуется совместный план действий Правительства, Национального Банка и АРРФР до 2028 года, цель которого - обеспечить рост реальных доходов на уровне +2–3%. Это планируется достигнуть посредством комплекса мер, направленных на снижение уровня инфляции до 9-11% в 2026 году, 5,5-7,5 % - в 2027 году, 5-7% - в 2028 году. Когда цены растут медленнее, зарплата «весит» больше.Для этого реализуется ряд комплексных мер.1. Сбалансированная тарифная политика.Мораторий на повышение тарифов на коммунальные услуги и ГСМ, который Правительство вводило в октябре прошлого года, свою задачу выполнил — Правительство стабилизировало инфляцию, она замедляется шестой месяц подряд, снизившись с 12.9% в сентябре прошлого года до 11.0% в марте этого. В части регулируемых услуг это было реализовано за счет оптимизации операционных расходов субъектов естественных монополий.За время моратория КРЕМ МНЭ провело перерасчеты в рамках Национального проекта «Модернизация энергетического и коммунального секторов».С 1 апреля тарифная политика будет проводиться сдержанно, финансовая нагрузка на граждан останется минимальной. Для сдерживания цен на социально значимые продукты питания для производителей СЗПТ, а их в расширенном списке 31 вид (это 23.4% продуктовой корзины) будут снижены тарифов на электроэнергию и ж/д перевозки до 70%. Для социально уязвимых граждан сохраняются меры адресной поддержки через компенсацию расходов на коммунальные услуги.Nota bene: Вклад в инфляцию от повышения тарифов на регулируемые услуги и цен на ГСМ в текущем году не превысит 0,35 процентных пунктов.2. Ужесточение бюджетных расходовВ рамках контрцикличной бюджетной политики будет обеспечено строгое соблюдение предусмотренных Бюджетным кодексом фискальных правил по ограничению роста расходов республиканского бюджета и трансфертов из Национального фонда.За счет сдержанного роста расходов республиканского бюджета и повышения их эффективности их доля к ВВП сократится до 15,1% в 2026 году.Будет продолжена системная политика сокращения объемов трансфертов из Национального фонда. В 2026 году впервые за последние 5 лет республиканский бюджет исполняется без привлечения целевых трансфертов из Нацфонда. Для сравнения: в 2025 году целевой трансферт составил 3 трлн 250 млрд тенге. Таким образом, в текущем году данные средства не оказывают дополнительного инфляционного давления на экономику через фискальный канал. При этом гарантированный трансферт из Нацфонда определен в размере 2 770 млрд тенге.Дефицит республиканского бюджета будет снижен с 2,5% к ВВП в 2026 до 0,9% к ВВП в 2028 году.Все эти показатели оптимизации бюджетных расходов будут обеспечены за счет реализации мер, направленных на повышение эффективности бюджетной политики и расширения доходной базы бюджета. В частности, за счет комплекса мер по противодействию теневой экономике, ревизии действующих и неэффективных налоговых льгот, повышения запаса прочности банковского сектора и недопущения избыточной долговой нагрузки домохозяйств, усиления мер адресной поддержки социально уязвимых слоев населения с применением цифровых технологий.Комплексная программа повышения доходов населенияСейчас Правительство формирует комплексную программу повышения доходов населения до 2029 года, которая включает меры по стимулированию занятости, росту заработных плат, развитию предпринимательства и созданию устойчивых рабочих мест. Это такие меры как:− увеличение заработной платы работников коммунальной сферы, гражданских служащих и сельского хозяйства,− рост доли фонда оплаты труда,− создание новых рабочих мест в обрабатывающей промышленности,− поддержка экспортоориентированных предприятий,− снижение финансового бремени населения через комиссии и платежи,− реализация социальных проектов крупных предприятий и другие.2026 год станет определяющим в части формирования тренда роста доходов наших граждан. An "Open Day" event was held at institution No. 74 of the Department of the Penal Enforcement System in the West Kazakhstan region for relatives of convicts held in the economic service unit.The purpose of the event was to strengthen socially useful ties between convicts and their loved ones, increase the level of openness of the institution, as well as familiarize relatives with the conditions of detention and the organization of everyday life.During the meeting, the relatives had the opportunity to get acquainted with the living conditions of the convicts, visit the facilities of the economic service unit, and also ask questions of the administration of the institution.Such events contribute to the social adaptation of convicts and the formation of trusting relationships between the institution and society. Trainings for convicts are an important part of educational and psychological work. They help to improve the relationships between the participants, reduce the level of conflict and create a more peaceful and safe atmosphere.In institution #74, people often experience tension in isolation, which can lead to aggression and misunderstanding.
