New standard for business: new KKM data transmission protocol introduced in Almaty 28.11.2025
The Department of State Revenue for the city of Almaty announces the launch of the updated KKM Data Transmission Protocol version 2.0.3, published by the State Revenue Committee.The new version of the protocol provides for:automatic connection of cash registers to the National Catalog of Goods;determination of KKM geolocation through a fiscal data operator with high accuracy;improved integration and increased transparency of tax administration.The transition to the new protocol is completed by November 15, 2025. The disconnection of fiscal data operators from the previous version began on November 17, 2025.The KKM software update will be performed automatically. Kazakhstan and the EU share a long-term interest in stable, resilient and predictable supply chains that underpin economic growth and deliver the technologies needed for a cleaner future, Foreign Affairs Minister Yermek Kosherbayev writes in an opinion article for Euronews.This December marks 10 years since Kazakhstan and the European Union signed the Enhanced Partnership and Cooperation Agreement (EPCA), a milestone that confirmed our shared commitment to a broad and forward-looking partnership.Over the past decade, cooperation has expanded across political dialogue, security, investment, education, and connectivity. With more than €200 billion invested since 2005, the EU is now Kazakhstan’s largest trade and investment partner.Today, as ever, our relationship is shaped by a shared commitment to the UN Charter and its principles, and a shared understanding that many of the global challenges can only be addressed through deeper collaboration between Europe and its close and reliable partners.One such challenge sits at the core of Europe’s long-term growth: securing the materials and technologies essential for the green and digital transitions. Europe’s dependence on a small group of suppliers for critical raw materials has become a defining question for its competitiveness.Ensuring stable access to these inputs is no longer simply an industrial issue, it is a strategic one. It is in this context that Kazakhstan can play a meaningful role.Kazakhstan is already part of the answerThe European Commission has emphasised that Europe must diversify its sources of critical raw materials. The question facing European policymakers today is how to mitigate the risk while maintaining momentum on the Green Deal.Kazakhstan is already part of the answer. In 2024, bilateral trade with the EU reached $48.8 billion, and more than 80% of Kazakhstan’s oil exports are directed to European markets.Looking ahead, we see an opportunity to build more secure and diversified critical minerals supply chains for Europe, an area where our resources and experience are directly relevant.The past decade has shown what this partnership can achieve. The decade ahead must be defined by implementation: strategic projects, stronger value chains, modernised infrastructure and deeper technological cooperation.The EU’s Critical Raw Materials Act highlights the scale of the challenge. By 2030, Europe aims to extract, process, and recycle far more of its needs while limiting dependence on any single external supplier. Recent disruptions have shown how easily supply chains can be strained by geopolitical tensions or logistical shocks. Demand for copper, graphite, rare earth elements, manganese, titanium and other transition minerals continues to grow at a pace far exceeding global supply. Kazakhstan is one of the few countries that can contribute to filling this gap. According to the EU’s own assessments, Kazakhstan can supply 21 of the 34 raw materials the EU considers critical, including several categorised as strategic. Our Sarytogan graphite project is included on the EU’s official list of Strategic Projects under the Critical Raw Materials Act.The basis for this work is strong. More than 4,000 European companies operate in Kazakhstan today. Our 2022 Strategic Partnership MoU with the EU on critical raw materials, batteries, and renewable hydrogen has strengthened the EPCA’s economic pillar. The joint 2025–2026 Roadmap now sets clear priorities – from geological exploration to value-chain development and green hydrogen.The task now is to turn this strong basis into practical results.Turning shared challenges into shared strengths togetherA first step is focusing jointly on a select number of high-impact projects. Expanding cooperation in key areas such as copper, manganese, titanium, rare earth elements and other essential minerals would help build a more diversified supply base for Europe and provide investors with clearer long-term visibility.Building resilience also means moving beyond raw materials alone. Europe’s processing and refining goals will require trusted partners with both capacity and geographic reach. Kazakhstan has the resources to support this shift, and expanding cooperation in selected areas of processing would help create a more diversified and predictable supply base for Europe.Transport and logistics matter, too. Critical materials need sustainable and secure routes, and the Trans-Caspian International Transport Route – known as the Middle Corridor – has already become an important link between Central Asia and Europe.With more than €10 billion in commitments from the European Commission and international financial institutions, the route is gaining efficiency and cutting transit times. Continued investment in infrastructure, rail capacity and digital systems will further strengthen this corridor and help de-risk Europe’s clean-energy supply chains.Innovation and skills must advance in step. Secure supply chains depend on technology and expertise, not just raw materials. Kazakhstan already participates in Horizon Europe and Erasmus+, and with the visa facilitation for Kazakh citizens expected in the foreseeable future, deeper cooperation in geological surveying, battery recycling, low-impact extraction and green hydrogen would support Europe’s climate goals while accelerating Kazakhstan’s industrial upgrade.As we mark 10 years since the Enhanced Partnership and Cooperation Agreement, the direction is clear: Kazakhstan and the EU share a long-term interest in stable, resilient and predictable supply chains that underpin economic growth and deliver the technologies needed for a cleaner future.The past decade has shown what this partnership can achieve. За последние годы наблюдается положительная динамика развития МСБ. За первое полугодие 2025 года доля МСБ в ВВП составила 39,8%. Об этом в ходе пресс-конференции в СЦК сообщил вице-министр национальной экономики РК Ерлан Сагнаев.По словам вице-министра, наибольший вклад МСБ в ВРП отмечается в Алматы, Астане, Шымкенте, а также в Алматинской, Западно-Казахстанской и Мангистауской областях. Общая численность занятых в секторе предпринимательства по итогам второго квартала 2025 года выросла на 3,9% и достигла 4,4 млн человек.«По итогам второго квартала 2025 года 91,2% зарегистрированных субъектов МСБ являются действующими, что указывает на устойчивость сектора. Объем выпуска продукции субъектами МСБ за первое полугодие 2025 года увеличился на 25% и составил 42,7 трлн тенге», — сообщил Ерлан Сагнаев. Рост выпуска продукции продемонстрировали 5 ключевых отраслей: торговля, промышленность (в том числе обрабатывающая), строительство, транспорт и складирование, а также сельское, лесное и рыбное хозяйство.Также, по словам Ерлана Сагнаева, Министерство национальной экономики совместно с ЕБРР в рамках программы «Повышение инвестиционной привлекательности предприятий среднего бизнеса» в этом году ведет работу над планом, который позволит предприятиям увеличить производство в 2–3 раза. В рамках программы предприятиям предоставляется поддержка в виде диагностики и подготовки индивидуальных планов развития. «Средний бизнес сегодня в основном сконцентрирован в обрабатывающей промышленности – на нее приходится около 12% от общего выпуска продукции МСП. Сохраняется значительный потенциал для дальнейшего роста. Mangystau Region Celebrates the 20th Anniversary of Public Service Centers 28.11.2025
The Mangystau regional branch of the State Corporation “Government for Citizens” organized a ceremonial event dedicated to the 20th anniversary of the establishment of Public Service Centers (PSC). The anniversary gathering took place at the House of Friendship and was attended by industry veterans, representatives of government agencies and invited guests.During the event, a detailed presentation was given on the 20-year development path of the PSC system, new opportunities for providing services to citizens, as well as the digitalization projects that have been implemented. Special attention was paid to the contribution of PSC employees to improving the accessibility and quality of public services.The first Public Service Centers in Kazakhstan were opened in 2005 in the cities of Almaty and Astana. In the Mangystau Region, the first PSC began operating in March 2007 in the city of Aktau. That same year, PSC branches were opened in Beineu, Munaily, Zhanaozen, Tupkaragan, Karakiya and Mangystau districts.Today, more than 500 professional employees work in the Mangystau regional branch of the State Corporation “Government for Citizens.” The branch includes 9 divisions and 4 sectors.The branch director, Aibek Muzbayev, noted: “For twenty years, Public Service Centers have been providing high-quality services to millions of citizens, raising service standards to a new level. Kazakhstan could boost its GDP by up to 14% by 2050 through stronger investment in children’s education, health, and social well-being, according to a new UNICEF regional report Generation 2050: Central Asia, presented in Almaty on Nov. 26.The analysis highlights that Kazakhstan’s favorable demographic structure with a dependency ratio of 62 non-working individuals per 100 working adults provides a unique opportunity to accelerate long-term economic growth.UNICEF experts note that a large and growing youth population positions the country to build a highly competitive next-generation economy.Education quality and opportunity for growthAccording to the report, improving the quality of education is among the most effective strategies for increasing human capital. Despite high enrollment rates, the PISA-2022 assessment found that only 36% of Kazakh 15-year-olds reached the basic reading proficiency level.The report recommends prioritizing improvements in learning outcomes, expanding access to early childhood education and further investing in teacher development. These measures, experts note, would significantly enhance the long-term economic contribution of future generations.Strong labor marketKazakhstan’s labor market indicators remain stable. Official unemployment stands at 3.8%, one of the lowest in Central Asia, and the proportion of young people not in education, employment, or training is 6.5%.UNICEF notes that expanding youth employment programs, entrepreneurship opportunities, and innovation-focused skills training will enable Kazakhstan to leverage its demographic strengths even more effectively.Health system and areas for improvementKazakhstan continues to maintain low levels of maternal and child mortality, placing the country among the regional leaders. However, UNICEF stresses the need to strengthen primary health care quality, particularly in the area of child nutrition.Rates of stunting (8%) and wasting (3.1%) require additional attention amid evolving climate and social challenges.Strategy for national growthAccording to the UNICEF Representative in Kazakhstan Rashed Mustafa Sarwar, Kazakhstan has significant opportunities to strengthen its human capital.“The progress provides a solid foundation, and further steps will help fully unlock the country’s demographic potential. The No Violence Film Festival opened in Kazakhstan’s capital with a screening of “Bauyryna Salu,” marking the start of the global campaign titled 16 Days of Activism Against Gender-Based Violence, which launches each year on Nov. 25, the International Day for the Elimination of Violence Against Women.The event is organized by the UN Office in Kazakhstan, in partnership with inDrive and the Alternativa project. Organizers opted for cinema rather than speeches or formal presentations as their language to ensure that audiences not only learn but also feel.This year, the festival is taking place in Astana and Shymkent, with four days of screenings in each city. The program features films from Kazakhstan, the Kyrgyz Republic and Nepal, united by a call to end gender-based violence.“We are opening with a powerful Kazakh film, ‘Bauyryna Salu’ [Adoption]. Through the eyes of one boy, we see how silence shapes fate and how compassion can change it. The film reminds us that violence is not just physical harm. It is emotional distance, pressure, fear, and lack of choice,” said UN Resident Coordinator in Kazakhstan Sarangoo Radnaaragchaa.The movie, directed by Askhat Kuchincherekov, follows Yersultan, a boy entrusted to his grandmother for raising according to an ancient nomadic tradition. His return to his parents after her death leaves him struggling with resentment and disconnection. The story reflects a centuries-old custom in which grandparents or childless relatives often raise a firstborn – a practice that, according to psychologists, can leave lasting emotional scars.Digital dangerAccording to the UN, one in three women worldwide experiences violence at least once in her life, with an estimated 1.3 billion women globally. Fewer than 40% of countries have laws protecting women from online harassment, leaving 1.8 billion women and girls without legal safeguards.This year’s global theme focuses on ending digital violence against women and girls. Dina Amrisheva, UN Women Kazakhstan Country Program Manager, noted that online spaces should be safe for everyone.“For millions of women and girls worldwide, the digital space has become unsafe due to harassment, unethical behavior and control. What may start as small signals, such as messages, comments, or posts, can escalate into threats and real-life violence. Personal photos are stolen, false information spreads instantly, locations are tracked, and artificial intelligence is used to create deepfakes designed to intimidate and silence women. Behind every statistic is a real woman or girl,” Amrisheva said.She emphasized the need to strengthen legislation that protects digital rights and urged technology companies to involve more women in creating safer online platforms, to remove harmful content quickly, and to respond to reports of violence.UN Resident Coordinator Sarangoo Radnaaragchaa said the scale of online abuse is growing with technology.“We must work together to make both our streets and our digital spaces safe. On November 26, 2025, the library hosted the children’s creativity festival «On the Wings of a Dream». Аn event was organized for children with special needs. It was conceived and organized as a communicative platform for children, where each participant had the opportunity to show their abilities, learn something new, make friends, and receive emotional support. The festival’s activities unfolded across several improvised areas of the library, each with its own friendly and welcoming atmosphere. Together with the ‘Blue Tractor,’ all participants embarked on an immersive journey to meet the literary characters featured in the book exhibition. The collage workshop using natural materials was attended by children with a keen interest in applied arts.  Excitement filled the air in the play area. Opportunities to explore craft games don’t come around every day. he most heartfelt emotions were experienced by participants in the hall, where heartfelt poems and songs were performed on an improvised stage, where the entire audience warmly applauded dancers and actors, and where each performer was sincerely thanked for their act. Launch of the NOMAD Monitoring and Audio Control System at the Nur Zholy customs post 28.11.2025
       In the Message "Kazakhstan in the era of artificial Intelligence", Head of State Kassym-Jomart Tokayev stressed: "The State Revenue Committee is obliged to become the flagship of digitalization among government agencies, effectively using the potential of artificial intelligence in the interests of taxpayers." These systemic steps are aimed at creating a fundamentally new, service-based model of government-business relations."       Following this strategy, a pilot project "NOMAD Monitoring and Audio Control System" was launched at the Nur Zholy customs post of the Zhetisu Department of State Revenue.       The initiative has become an important step towards the introduction of advanced solutions aimed at increasing the transparency of processes and the quality of service to participants in foreign economic activity. The innovative system is a comprehensive solution that minimizes the human factor.       As part of the project, key work stages have been automated: QR registration, intelligent queue allocation, audio monitoring and transcription of dialogues have been implemented, a rating assessment of the work of specialists and participants in foreign economic activity is being formed, the possibility of choosing a specialist or an extraordinary client pass is excluded.       Special attention is paid to service quality control and ethics: audio recording of dialogues is carried out, which are analyzed by artificial intelligence. Special algorithms evaluate the correctness of formulations, politeness and the emotional background of communication, forming automatic notifications when violations are detected.       Since its launch, the system has demonstrated high efficiency. From october 2025 to the present, 11 000 coupons have been issued through the platform and the average standard service time has been set. Artificial intelligence processed 6,000 audio recordings, revealing 18% of cases of incorrect phrases being used.       Based on the objective data obtained, appropriate ethics measures were carried out with the staff of the post. Объем выпуска продукции субъектами МСБ за первое полугодие т.г. увеличился на 25% 28.11.2025
По словам вице-министра национальной экономики РК Ерлана Сагнаева, за последние годы наблюдается положительная динамика развития МСБ. За первые 6 мес. т.г. доля МСБ в ВВП составила 39,8%, что на 1,6 п.п. больше аналогичного периода 2024 года. Общая численность занятых в секторе предпринимательства по итогам 2 квартала 2025 года увеличилась на 3,8% и достигла 4,4 млн человек. «По итогам 2 квартала т.г. 91,2% зарегистрированных субъектов МСБ являются действующими», - сказал спикер на пресс-конференции в СЦК.По данным Миннацэкономики, объем выпуска продукции субъектами МСБ за первое полугодие 2025 года увеличился на 25% и составил 42,7 трлн тенге. The event as part of the national campaign «16 Days of Activism against Gender-Based Violence» 28.11.2025
A thematic meeting «Let's Make the World a Kinder Place» was held at the East Kazakhstan Region Museum-Reserve as part of the national campaign «16 Days of Activism against Gender-Based Violence» for soldiers and officers of Military Unit 6699 of the Shygys Regional Command of the National Guard of the Republic of Kazakhstan and museum staff. Specialists from the «Ulba» Crisis Center, the Zhanuya Family Support Center, the Women's Protection from Violence Department of the Ust-Kamenogorsk Regional Police Department, the «Ana Uyi» Public Foundation, and representatives of the Mothers' Council at the Regional Friendship House – a center for public harmony  were invited to the event. Participants discussed the prevention of domestic violence, the protection of motherhood and childhood, and strengthening the role of the family in society, thematic videos were shown. Interaction of Global Marketplaces with the State Revenue Committee 28.11.2025
        From November 17 to 21, 2025, an international conference dedicated to the development of e-commerce, digital integration, and the improvement of tax and customs administration in the context of global transformation was held in the People’s Republic of China. The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan participated in the conference on behalf of Kazakhstan, led by Deputy Chairman Seilzhan Akhmetov.      As part of the programme, negotiations were held with the world’s largest e-commerce platforms, including 1688, Alibaba International Digital Commerce Group, Pinduoduo, and TEMU. During the meetings, the Kazakh side presented the key provisions of the new Tax Code of the Republic of Kazakhstan, which will enter into force in 2026. Particular attention was paid to the rules that directly affect the activities of foreign online platforms, including:increasing the VAT rate to 16%,rules for the conditional registration of foreign internet platforms,mechanisms for VAT administration,requirements for data exchange.      The representatives of the Committee provided detailed explanations of Kazakhstan’s approaches to ensuring the transparency of electronic transactions, compliance with legislation, and the mitigation of tax risks.     A separate part of the discussions was devoted to the prospects for the development of foreign online platforms in the Kazakhstani market, as well as to expanding the participation of Kazakhstani sellers in international e-commerce. The global companies expressed their interest in strengthening cooperation and involving domestic suppliers in their ecosystems.     Based on the results of 11 months of 2025, foreign internet platforms ensured VAT and other budget receipts in the amount of 55.7 billion tenge, which is 23 billion tenge higher than the corresponding figure for 2024 (32 billion tenge). This growth demonstrates increased transparency, improved tax administration, and the development of cross-border digital trade.      Particular attention during the negotiations was paid to issues of advance cargo information and the data requirements necessary for the accelerated processing of postal consignments and optimisation of logistics processes.      The delegation also included the subordinate organisation of the Committee — Digital Silk Road Company      The working visit made it possible to strengthen cooperation with leading global internet platforms, exchange up-to-date information, and agree on further steps for the development of digital trade.
