In the city of Petropavlovsk, an employee of Institution No. 52 demonstrated civic responsibility and did not remain indifferent to the fate of a child who found herself in a dangerous situation.While off duty on a day off, Lieutenant of Justice Ruslan Timirov noticed a young girl standing alone on the roadway at the intersection of Toksan Bi and Almatinskaya streets. Assessing the situation and realizing that the child could be in danger, the officer immediately took action. The girl explained that she was lost and could not remember her home address or her parents’ details.Without hesitation, Ruslan Timirov took the child to the city police department, where, through joint efforts, measures were organized to establish her identity and locate her parents.“I have a son of about the same age myself. In such a situation, it is impossible to stay aside. Republican seminar on inclusive education started in Ust-Kamenogorsk 22.04.2026
On April 22–23, 2026, the East Kazakhstan Regional Scientific and Methodological Center for Informatization and Development of Education "Örken" of the Education Department of the East Kazakhstan Region held the first day of the republican seminar on the topic: "A Comprehensive Approach to Supporting Children with Special Educational Needs: Experience, Problems, Prospects." The plenary session of the seminar's first day, April 22, was organized on the basis of the S. Amanzholov East Kazakhstan University.The seminar was attended by Deputy Akim of the region Yerbol Zholdaspekovich Nurgaliyev, as well as a representative of the Ministry of Education of the Republic of Kazakhstan — leading researcher of the I. Altynsarin National Academy of Education Gulbarshin Askenovna Nogaybayeva.More than 300 delegates from all regions of the country participated in the work of the republican seminar: specialists and methodologists in special and inclusive education from education departments, heads of Psychological-Medical-Pedagogical Commissions (PMPC) and autism centers, directors of general education schools, special educators, and industry experts. Leading specialists from the fields of education, healthcare, and social protection of the region, as well as representatives of the parent community, were also present.A special exhibition organized as part of the seminar aroused particular interest among guests and participants, where practical results of the development of an inclusive environment were demonstrated.During the seminar, Deputy Head of the Education Department of the East Kazakhstan Region, Bulbul Zhomartovna Kozybayeva, presented an analysis of the current state of inclusive education in the region, noting the effectiveness of the support system for children with special educational needs and outlining priority tasks for the upcoming period.As part of the seminar, the head of the "Asyl Miras" autism center in Astana, Nuriya Gainullovna Nurova, presented the experience of implementing the social project "Asyl Miras," emphasizing the application of advanced international methods in supporting children with autism spectrum disorders. The head of the "Inclusive and Special Education" department of the methodological center of the Education Department of the Atyrau Region, Gulzhanar Mendygerievna Kubiyeva, shared experience in forming an inclusive environment through ensuring accessible and quality education for all.At the plenary session, together with leading specialists and the parent community, current issues of creating a comprehensive system for the quality integration of children with special needs into an inclusive environment were discussed, focusing on staff professional development, early diagnosis, and close cooperation with parents.In the afternoon, the seminar program continued in a practical format. Participants familiarized themselves with the activities of specialized educational organizations and visited several practical sites, including: Special School-Kindergarten No. 14, the "Ak Niyet" Boarding School, the "Dana bala" Center for Continuing and Inclusive Education at S. Amanzholov EKU, the Regional Psychological-Medical-Pedagogical Consultation, the "Asyl Miras" Center for Supporting Children with Autism, the Office of Psychological-Pedagogical Correction in Ust-Kamenogorsk, and the "Ulba" City Territorial Center for Social Services.The first day of the republican seminar became a productive platform for exchanging experience. Dear Heads of State and Government,Distinguished participants,Ladies and gentlemen! It is a great honour and privilege for me to welcome you all at the Regional Ecological Summit and to have here Heads of State of Central Asian countries and Caucasus.Thank you, my dear colleagues, your attendance at this Forum held in cooperation with the United Nations gives an added value to this extremely important event.Indeed, today, on Earth Day, we gather in Astana to reaffirm our shared responsibility to protect our planet.It means that the states of our region clearly understand the urgency and extreme significance of having shared vision for a resilient future.Ecology today is not limited to climate alone.It is the very foundation of human livelihood.It is about clean air and safe water, healthy soils and secure food systems.It is about stability of communities and dignity of future generations.It is also about clarity of thought, harmony of our societies and their happiness.In broad sense, ecology is a way of living responsibly on our shared planet.Therefore, our today’s Summit is timely and necessary.Once again, I sincerely thank the leaders of brotherly states: President of Uzbekistan Shavkat Mirziyoyev, President of Kyrgyz Republic Sadyr Japarov; President of Tajikistan Emomali Rahmon, President of Turkmenistan Serdar Berdimuhamedov; President of Mongolia Ukhnaagiin Khürelsükh, who is also paying a state visit to Kazakhstan; President of Armenia Vahagn Khachaturyan, who is celebrating his birthday today; President of Georgia Mikheil Kavelashvili and high representatives of Russia, Azerbaijan, Belarus, Serbia, Pakistan and many other countries for their participation in this Summit.I welcome the heads and representatives of the United Nations agencies, Environmental Conventions, financial institutions, NGOs, as well as our international partners, experts, scholars, academic community.I also extend my sincere gratitude to organizers, volunteers, technical and logistical team and all those who worked tirelessly behind the scenes to make this Summit happen. Dear Participants, We meet here at a time of growing uncertainties and unpredictabilities.Needless to elaborate how deeply and harmfully they affect global and regional stability and life’s quality of millions of people.They undermine development efforts and divert resources away from solving urgent environmental challenges.In this context, the role of the international community does really matter.The United Nations, created eighty years ago, remains indispensable as the only universal platform for dialogue.Yet, since then, the world has changed drastically and fundamentally.The artificial intelligence has gained the upper hand in the mindsets of people around the world and their daily lives.Many words are being said about the sanctity of the UN Charter, which remains a cornerstone of international law.However, the UN Charter is not of Haute Cuisine and cannot serve as a cherry-picking platform.Rather, UN Charter must be accepted and perceived as the single, comprehensive document and recognized as such with all its provisions.Therefore, there is a strong need to ensure that UN and other major international institutions fully comply with the realities of the current world, which has entered an era of transformation of such a nature and scale that make it totally unprecedented and therefore unpredictable.We should avoid selective applying of the principles of UN Charter to the international military conflicts.At the same time, our trust in multilateral institutions should be kept unwavering, although they unfortunately lack credibility in addressing major international issues.From my perspective, selective approaches cannot be tolerated either on ecological matters.In many cases, environmental agendas are drafted and shaped without considering to the full extent the development needs of different regions and countries, especially of emerging states that are still building up their economic capacities.Meanwhile, developed nations reached their current environmental standards through long periods of the industrialization.Therefore, the global transition to cleaner models must be fair, balanced and stimulating.Our common approach should be well-grounded, pragmatic, thoroughly considered to allow countries to move forward sustainably without compromising their opportunities for economic growth and progress.Environmental cooperation must serve as a reliable instrument of unity and should not divide us.It should be based on partnership, trust and shared responsibility – with no naming, no shaming and no blaming.As partners we must work pragmatically and responsibly in support of peace and sustainable development. Dear participants, Nature can exist without geopolitics, and the latter cannot exist without nature.Our countries share ecosystems.We share rivers, landscapes and climate risks.And most importantly, we share responsibility.Central Asia and neighbouring regions face common ecological challenges. Among them are as follows:water scarcity and its poor management;desertification;glacier retreat;air pollution;biodiversity’s vulnerability.I intentionally name all major problems and challenges and uncover their essence because I strongly believe that this precisely how we can collectively achieve positive results in addressing them.The time for indicating successes is over, the time for making solutions has come.Kazakhstan places special importance to ecological responsibility on the highest juridical level.Our new Constitution clearly reflects environmental protection as a fundamental priority of state policy and public responsibility.It confirms that ecological safety and prosperity are not a technical issue. It is a real value that must be embedded in our national DNA and our long-term vision of progress.To be clear, Kazakhstan is implementing policies aimed at:transitioning to cleaner energy;protecting biodiversity;restoring degraded lands;modernizing water management systems;launching water saving policy;and, definitely, strengthening regional environmental cooperation.We acknowledge that no country can succeed alone, major emphasis must be put on joint efforts on the regional and global levels.We are pursuing this agenda through practical action, new technologies and long-term investment in resilience.Central priority is just and fair energy transition.Renewables now provide over 7 percent of Kazakhstan’s electricity and are expected to exceed 15 percent by 2030.While maintaining strong oil and gas capacity, my country remains committed to sustainable energy objectives.As the world’s leading uranium exporter, providing about 40 percent of global supply, we also support carbon-free electricity generation.We are advancing our first nuclear power plant project, while modernizing coal-based power generation using clean coal technologies.Therefore, emissions from major energy facilities are expected to decline by nearly 35 percent.Water security is a matter of extreme importance for Kazakhstan as well as for the whole Central Asia. Our future depends on managing this vital resource wisely and fairly.The Aral Sea remains a stark reminder of the consequences of unsustainable policies, but also of what determined, science-based action can achieve.So far, we restored about 36 percent of the Northern Aral Sea, improving water quality, fish stocks and enhancing living conditions.This afternoon, together with my colleagues, at the high-level meeting of the International Fund for Saving the Aral Sea, Kazakhstan will conclude its three-year chairmanship in the Organization.Another pressing concern for my country is the Caspian Sea. Its protection is essential for ecological balance, biodiversity and regional sustainability.Kazakhstan has therefore initiated an Interstate program to prevent further degradation of the Caspian Sea and established Scientific Research Institute of the Caspian Sea to advance regional scientific cooperation.We call on all international stakeholders to support these efforts to safeguard this unique natural treasure.Therefore, any use of military arms in the Caspian region must be excluded and banned.Alongside our regional efforts, global water cooperation remains a key priority.Last December in Ashgabat city I proposed to establish International Water Organization as an agency of United Nations.This initiative is particularly timely, as the UN is currently reviewing thousands of mandates, offering an opportunity to strengthen coherence and effectiveness in global governance.I am pleased to note that this Summit will host the first round of international consultations on this proposal.Biodiversity conservation also remains a central pillar of our environmental policy.Sustained efforts have delivered tangible results: the saiga population has rebounded.Snow leopard numbers in Kazakhstan have more than doubled to around 190 animals.In collaboration with international partners, we are also reintroducing and restoring other rare species, including falcons, the Turan tiger and Przewalski’s horse.Large-scale reforestation is a core priority of Kazakhstan’s ecological agenda.Over the past five years, we have planted more than 1.5 billion trees across more than one million hectares, including saxaul trees planting alongside with Uzbek experts on the dried Aral Sea bed to slow down its desertification.Kazakhstan invites all partners to join the International Fund for Rare Species and Biodiversity Conservation – a platform for cross-border cooperation, research and effective ecosystem protection.Besides, we have launched the nationwide movement “Таза Қазақстан” or “Clean Kazakhstan,” a broad public campaign promoting environmental awareness and civic responsibility.This movement brings together nearly a million volunteers, who I would rather say, are true patriots of Kazakhstan, whose selfless service show how much they care about their country and its future.In this spirit, we welcome and fully support the UN’s designation of 2026 as the International Year of Volunteers for Sustainable Development.And in our new Constitution the Volunteer’s movement has gained appropriate status and now it is the duty of State to embrace volunteers.This year has been announced the Year of Digitalization and Artificial Intelligence.It is evident that handling successfully ecological matter is impossible without AI.Artificial intelligence will create new opportunities for protecting natural resources and improving environmental governance. Hence, we are ready to support the creation of a Regional Digital Ecosystem. Distinguished guests, This Summit reminds us that protecting our planet is a shared responsibility of all humanity.It is about a future of the humankind and of our younger generation.It is not only an environmental task, it is a highly moral duty.It is an economic necessity. At the meeting, deputies heard reports from N.O. Bazhirov, Deputy Akim of the Mendykarinsky District, on "On the Execution of the Mendykarinsky District Budget for 2025," and from A.K. Akhmetbekova, Acting Head of Finance of the Mendykarinsky District, on "On the Execution of the Budgets of Villages and Rural Districts of the Mendykarinsky District for 2025."Deputies noted that the district's budget revenue for 2025 was fulfilled by 102.8%, with revenues totaling 8,133,000 tenge (an excess of 219.9 million tenge) against the planned target of 7,913,100,000 tenge.The local budget's revenue plan for taxes, non-tax revenues, and proceeds from the sale of fixed assets was fulfilled by 106.8%, with 1 billion 984.7 million tenge actually received against the planned 1 billion 859.1 million tenge, which is 125.6 million tenge more than planned (the largest overfulfillment included: 101,111 corporate income tax from legal entities - 55.5 million tenge, or 127.1%; 101,201 individual entrepreneur income tax - 42.3 million tenge, or 105.1%; 103,101 social tax - 19.8 million tenge, or 103.3%).The revenue part of the local government budget for 2025 was fulfilled by 103.4%, with a plan of 1 billion 357.6 million tenge, revenues amounted to 1 billion 403.3 million tenge (exceeded by 45.7 million tenge, including: Mikhailovsky rural district 2.7 million tenge, Krasnopresnensky rural district 0.6 million tenge, Aleshinsky rural district 5.4 million tenge, Lomonosovsky rural district 1.0 million tenge, Borovskoye 15.6 million tenge, Vvedensky rural district 4.5 million tenge, Pervomaysky rural district 9.0 million tenge, Tenizovskoye village 4.0 million tenge, Budyonnovsky rural district 0.7 million tenge, Sosnovsky rural district 0.4 million. Social payments in the Abay region exceeded 56 billion tenge 22.04.2026
The branch of NAO "State Corporation "Government for Citizens" in Abay region reports that since the beginning of 2026, more than 56.6 billion tenge have been sent to the residents of the region in the form of pensions and state benefits. More than 279 thousand people receive social support.Thus, state payments cover a significant part of the population of the region and remain one of the key measures of social support.Most of the funds went to pension payments - more than 50.5 billion tenge, while more than 6.1 billion tenge were allocated to state benefits.About 21.4 billion tenge are directed monthly to ensure payments, which confirms the sustainability and systematicity of the implemented social policy.Since the beginning of the year, more than 16,000 applications for the appointment of pension and social benefits have been received in the TSO region, which indicates the high demand for these services among the population."Work on the appointment of pensions and state allowances is carried out as usual. Regional Ecological Summit 2026 opens in Astana 22.04.2026
The Regional Ecological Summit 2026 (hereinafter – RES), under the theme “A Shared Vision for a Sustainable Future,” is commencing its work in the capital of Kazakhstan. The event is aimed at developing a comprehensive policy framework and practical instruments for the protection, restoration and shared use of ecosystems, water and land resources, as well as for the conservation of biodiversity in the countries of Central Asia.The RES is organized by the Ministry of Ecology and Natural Resources of Kazakhstan in cooperation with the United Nations and a number of international organizations. From April 8 to 18, 2026, the Training and Methodology Center of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan conducted a series of specialized training courses at the "Altynkol-Zhol" customs post of the State Revenue Department for Zhetysu Region. From April 8 to 10, 2026, a course titled "Identification, Profiling and Inspection Methods" was delivered for officers of the Temirzhol, Nur-Zhol, Altynkol-Zhol, ICBC "Khorgos," Alakol, Kalzhat, and Kegen customs posts.The course aimed to enhance the professional competence of customs officers in risk identification and the effective application of profiling techniques during customs control. Particular emphasis was placed on developing practical skills in identifying suspicious indicators, analyzing behavioral patterns, and making informed decisions during inspections. Additionally, the course contributed to improving interdepartmental cooperation, strengthening the detection of customs-related offenses, and ensuring a unified and standardized approach to control procedures. These efforts support increased border security and overall efficiency of state revenue authorities. From April 13 to 15, 2026, a course titled "Updating and Conducting Specialized Training for Operators of Inspection and Screening Complexes" was held for officers of the Temirzhol, Nur-Zhol, Altynkol-Zhol, ICBC "Khorgos," Alakol, Kalzhat, Kegen customs posts, as well as representatives of the State Revenue Department for Zhambyl Region.The purpose of the training was to improve the professional level of personnel responsible for the inspection of vehicles, goods, and individuals, as well as operators of inspection and screening complexes (ISC). The program focused on developing skills in accurate interpretation of X-ray images obtained through ISC systems. Participants studied the fundamentals of radiography, image analysis techniques, and gained hands-on experience with equipment such as Rapiscan and Smiths Heimann systems. Training sessions were conducted in both theoretical and practical formats directly at operational border crossing points. Participants also completed pre- and post-training assessments on the Moodle educational platform, which enabled evaluation of their knowledge acquisition.As a result of the training, participants acquired modern methods for detecting and identifying smuggled goods and substances, as well as knowledge of technical solutions that ensure effective inspection procedures, detection of concealment methods, and compliance with safety requirements. From April 16 to 18, 2026, a course titled "Training on the Operation of Scanning Equipment and Analysis of X-ray Images" was conducted for officers of the Temirzhol, Nur-Zhol, Altynkol-Zhol, ICBC "Khorgos," Alakol, Kalzhat, Kegen customs posts, as well as personnel of the Border Service of the National Security Committee. The main objective of the course was to enhance the quality of control at border crossing points by strengthening the integrated system of equipment and personnel, and by developing operators' ability to professionally analyze scanned images and verify information contained in submitted documents.The training program covered the operation of X-ray systems such as Rapiscan, Rapiscan DV, Smiths Heimann, and Heimann Container; visual recognition exercises aimed at improving detection of prohibited items; profiling techniques; and methods for identifying concealed weapons, explosives, and other prohibited goods. The Simfox simulation software was used as part of the training, significantly improving participants' skills in detecting weapons, explosives, and narcotic substances. To reinforce the acquired knowledge, practical sessions were conducted using training samples (mock-ups) of narcotics, explosives, prohibited items, various currencies, and jewelry (gold and silver of different standards). The practical component included detailed analysis of X-ray images using Rapiscan equipment. Starting from 01.01.2025, the requirements for submitting an individual income tax return (Form 240.00) have been abolished for persons engaged in private practice (hereinafter referred to as HRPS) (lawyers, notaries, private bailiffs, professional mediators). Now, for income received from private practice, this category is required to report annually on income declarations and property (form 270.00), in the current year for 2024. Sanitary cleaning and maintenance works continue in Bostandyk district 22.04.2026
In Almaty’s Bostandyk District, scheduled daily works are ongoing to ensure sanitary cleaning, landscaping, and proper maintenance of the road network, green areas, and public infrastructure facilities. These activities are carried out by contracted organizations in accordance with the approved plan.Currently, KGP “Almaty Tazalyk” is conducting road surface cleaning works at six transport interchanges and along twelve main streets. In addition, painting of road barriers with a total length of 1,500 meters is underway, as well as sanitary pruning of approximately 60 green plant units. A total of 130 road workers and 33 units of specialized equipment are involved.At the same time, LLP “Zhasyl-Zher Almaty” is performing cleaning works on streets and pedestrian crossings, along with mechanized and manual cleaning of sidewalks. Additional works include sanitary cleaning of stormwater drainage channels with a total length of 3,000 meters. The activities involve 60 road workers and 20 units of specialized machinery.Maintenance and cleaning of parks, public gardens, central medians, public areas, as well as the embankments of the Bolshaya Almatinka and Esentai rivers are carried out by LLP “Stamp Service”. The works include sanitary pruning of approximately 60 green plant units, cleaning of drainage channels, and automated irrigation operations. A total of 130 road workers and 33 units of specialized equipment are engaged.The maintenance of seven aboveground and twelve underground pedestrian crossings is carried out by LLP “EurasiaKazInvest”.
