Exhibition “The Song Dombyras of Zhetysu” 19.11.2025
This year marks the 190th anniversary of the birth of Bakhtybai Zholbarysulу. In this regard, with the support of the akimat of the Zhetisu region, the regional department of culture, archives and documentation, Aitys akynov was held at the Taldykorgan Drama Theater named after Biken Rimova. The Mukhamedzhan Tynyshbayuly Regional Museum of Local Lore organized a traveling exhibition "Zhetisudyn zhyr dombyralary". Приоритетом является стабилизация цен на продукты питания, особенно на которые сегодня наблюдается высокая импортозависимость, через активное использование стабфондов, форвардных договоров, субсидий и соглашений с торговыми сетями. Министерству торговли совместно с акимами необходимо выявлять непродуктивных посредников, а центральные и местные органы – обеспечивать своевременное исполнение мер по контролю инфляции. Особое внимание должно уделяться реализации инвестпроектов и производству продукции глубокой переработки в АПК.Министерствам торговли, сельского хозяйства, промышленности совместно с заинтересованными госорганами поручено выработать комплексные меры стимулирования экспортеров несырьевой продукции и сосредоточить усилия на расширении рынков сбыта. Кроме того, даны поручения по ускорению реализации приоритетных инвестиционных проектов с вовлечением в кредитование реального сектора банков второго уровня, повышению роли институтов развития, в том числе холдинга «Байтерек» и Kazakh Invest, а также обеспечению информационной поддержки реализуемых мер. Nepal’s Third Trade Policy Review Took Place Under Kazakhstan’s Chairmanship at the WTO 19.11.2025
Geneva, 19 November 2025 – On 17 and 19 November, the Third Trade Policy Review of Nepal was held at the headquarters of the World Trade Organization under the chairmanship of H.E. Ambassador Kairat Torebayev, Permanent Representative of the Republic of Kazakhstan to the WTO and Chair of the Trade Policy Review Body.The delegation of Nepal, led by Mr. Ram Prasad Ghimire, Secretary of the Ministry of Industry, Commerce and Supplies, presented updates on the country’s economic reform agenda. Despite global challenges, Nepal has sustained economic growth, continued to reduce poverty and updated key strategic documents, including the Trade Policy 2025 and the National Trade Integration Strategy 2023.Progress was noted in customs digitalization through ASYCUDA World and the National Single Window, improvement of the investment climate, and modernization of transport infrastructure. Particular attention was given to advances in the hydropower sector, including the 2024 trilateral agreement with India and Bangladesh on electricity exports, as well as the ratification of the WTO Agreement on Fisheries Subsidies.WTO Members praised Nepal’s strong commitment to the multilateral trading system and its efforts to enhance transparency and facilitate trade. At the same time, they highlighted continuing challenges such as limited export diversification, high logistical costs and structural constraints linked to the country’s landlocked geography. Department of State Revenue in the area of Zhetisu informs about the imminent entry into force of the Resolution of the Government of the Republic of Kazakhstan dated November 14, 2025 № 970 "On approval of the list of activities for which it is prohibited to apply a special tax regime based on a simplified declaration. This legal act is enacted from January 1, 2026 in accordance with subparagraph 2) of paragraph 1 of Article 723 of the new Tax Code of the Republic of Kazakhstan.All business entities engaged in the activities listed in this document should prepare in advance for the transition to the generally established procedure of taxation.Below is the list of the most significant types of activities (out of 44 approved categories), which are excluded from the application of the simplified declaration from 2026:- Production and (or) wholesale sale of excisable products. This includes distillation and mixing of alcoholic beverages, production of wine and beer, production of tobacco products (OKED: 11010, 11021, 12002 and others).- Sale of certain types of petroleum products (gasoline, diesel fuel and fuel oil)5. Includes wholesale of crude oil (OKED: 46711) , wholesale of gasoline and diesel fuel (OKED: 46716, 46717) , as well as retail sale of motor fuel in specialized stores (OKED: 47301, 47303) 8, except for retail sale of liquefied gas.- Subsoil use (except for activities carried out on the basis of a license for prospecting). "Current questions about the UAPF" Please explain the concept of “adequacy of pension” In the context of a changing demographic structure, an aging population, and a transforming labor market, ensuring a dignified retirement is becoming a key objective of the state's social policy. Therefore, the issue of pension adequacy is becoming increasingly important in Kazakhstan, especially given the declining share of the pay-as-you-go component of pensions and the growing role of the funded pension system.An adequate pension income is the amount of benefits that allows a person to maintain their usual quality of life after retirement without experiencing significant financial constraints. The International Labor Organization (ILO) recommends that the income replacement rate be at least 40%. The replacement rate is the ratio of pension benefits to pre-retirement earnings, i.e., the extent to which pension income replaces earned income. In Kazakhstan, this figure is currently around 41%. How can a person independently increase the adequacy of their retirement income? The adequacy of your pension income can be increased by:regular transfer of compulsory and additional voluntary contributions;transfer of pension funds to the management of a private investment portfolio manager (IPM) for more active and potentially profitable investing.Furthermore, regular compulsory pension contributions not only positively impact the total amount of pension savings and subsequent pension benefits, but also influence the amount of the basic pension paid from the state budget, which depends on total work experience. Since 1998, work experience has been confirmed exclusively by these compulsory pension contributions. Currently, the minimum basic pension is 70% of the subsistence minimum (for a total work experience of 0 to 10 years), and the maximum is 110% of the subsistence minimum (for 30 years or more of work experience). By 2027, the maximum basic pension will be increased to 120% of the subsistence minimum.All these measures not only ensure financial stability but also maintain a familiar level of consumption, leisure, and quality of life in retirement.Please tell me how I can make voluntary pension contributions? Can my employer do this? Voluntary pension contributions (VPC) can be made by both individuals and legal entities. Individuals make contributions for themselves and/or their dependents from their income, while legal entities make contributions for their employees and/or third parties.VPCs can be transferred through second-tier banks or by submitting an application to the employer, which will transfer the contributions to the UAPF for the declared individual.To sign an agreement and open an Individual Pension Savings Account (IPSA) for VPC, there is no need to visit a UAPF office. An IPSA for VPC is opened automatically upon receipt of the first contribution. Opening an IPSA for VPC is done without an application based on:- lists of individuals submitted by agents to UAPF when transferring VPC;- an initial contribution received by UAPF from an individual for their own benefit or for the benefit of a third party when transferring VPC. Budapest, 17 November 2025 - Ambassador of the Republic of Kazakhstan to Hungary, Abzal Saparbekuly, held a meeting with members of the Friendship Group of the National Assembly of Hungary, where the sides discussed the state and future prospects of bilateral political relations, including Kazakh-Hungarian interparliamentary cooperation.The meeting was chaired by Deputy Speaker of the National Assembly and Head of the Interparliamentary Group, Sándor Fazekas. The discussion was also attended by Deputy Head of the Group Sándor F. Kovács and MPs Attila Barca, Zsolt Kovács, Kristóf Szatmáry, and Attila Tilki.In his remarks, the Ambassador provided a brief overview of the current dynamics of Kazakh-Hungarian cooperation and the agreements achieved during this year’s high-level visits, underlining the importance of the strategic partnership. He noted that President Kassym-Jomart Tokayev’s state visit to Hungary on 20 November 2024 and his participation in the Informal Summit of the Organization of Turkic States held in Budapest on 20 May elevated the partnership to a new level and created important momentum for expanding trade and economic cooperation.Ambassador Saparbekuly also emphasized that the visits of Speaker of the National Assembly László Kövér (24 September) and President of Hungary Tamás Sulyok (2-3 October) to Astana served as a continuation of this constructive dialogue. The Department of State Revenue for the Mangystau region informs that from January 1, 2026, a new electronic invoice statement control mechanism (ESF) will be introduced in Kazakhstan. Automated control of the discharge of the ESF Automated control of the ECF statement based on the balance calculated by the e-Tamga service. It will allow you to issue an ESF only if there are confirmed expenses within the available balance.Automated control provides for the possibility of issuing an ESF only if there are confirmed legal expenses, that is, within the available VAT balance.The balance is calculated by the e-Tamga service in real time and replenished by transferring money to the treasury account of the State Revenue Committee, without charging an advance tax. Suppliers can additionally replenish the balance at the buyer's expense, and unused funds are refunded upon request.The control applies only to risky taxpayers who have confirmed the actual turnover in the sale of goods, performance of works and provision of services by revoking the ESF. At the same time, control will not be applied to taxpayers who have independently revoked the ESF (for example, those who were mistakenly discharged or for other reasons).The control period is 12 months. Early withdrawal is possible after 6 months, subject to the following conditions:- regular monthly replenishment of the balance;- the amount of money used to issue the ESF is at least 50 (fifty) percent of the VAT amount indicated in the issued ESF.The introduction of the e-Tamga service is aimed at increasing transparency and efficiency of tax administration, as well as reducing the shadow economy. Comparative control of the discharge of the ESF Comparative control of electronic invoice statements will be carried out by the tax authority in order to identify taxpayers engaged in fictitious supplies of goods, works, and services, in order to further suspend their payment statements, and only in relation to a certain insignificant category of taxpayers who have signs of issuing fictitious payments.The purpose of the comparative control notification is to inform about alleged violations and provide an opportunity to eliminate them with consent or explain their absence.The taxpayer is given ten working days to execute the notification.If you agree, you need to withdraw the ESF.;In case of disagreement, an explanation of the absence of violations.Late execution entails restrictions, such as suspension of the statement of cash and transactions on bank accounts.The new Tax Code is aimed at reducing the shadow economy and increasing transparency of financial flows.(unofficial translation)Source : https://www.gov.kz/memleket/entities/kgd-mangistau/press/news/details/1108012?lang=kk

Today, a reception dedicated to the professional holiday “Day of Financiers” was held in the conference hall of the district administration. The event was opened by Acting Akim of the district, Shyngys Sydykov, who congratulated the employees of the financial sector on their holiday.In his speech, Shyngys Abdilamituly noted that this year marks 32 years since the introduction of the national currency — the Tenge — and emphasized the significant role the financial sector has played in the development of the country’s economy over these years.He also highlighted the positive dynamics of the district’s socio-economic and budgetary indicators. In particular, the district budget for 2025 amounts to 21 billion 537 million tenge, which is 6 billion 918 million tenge more than the approved plan for 2024. Construction of the “Rukhaniyat” Center and Residential Houses Under Supervision 19.11.2025
Today, Acting Akim of the district, Shyngys Sydykov, inspected the operations of the “Rukhaniyat” Center during his working visit and reviewed its current capabilities.The complex, built as part of the “Year of Spirituality,” includes a wedding hall, library, museum, archive, youth center, veterans’ house, and special associations for mothers. Currently, the center provides a wide range of cultural, educational, and public services to district residents and visitors.He also examined the progress of residential construction in the Tauelsizdik microdistrict. Construction of fifty two-apartment houses intended for socially vulnerable families is nearing completion.
