Shymkent: Meeting with members of the Public Council held 19.02.2026
Deputy Mayor of Shymkent Sarsen Kuranbek held a special meeting with members of the Public Council. During the meeting, the national interest, the role of the state language in society, current issues in the field of religion, as well as changes and additions within the framework of the new Constitutional reform, were widely discussed. A meeting to explain the new Constitution was held at Shymkent School-Gymnasium No. 1. During the meeting, teachers and invited experts discussed innovations in the field of education, the introduction of new state institutions, and social guarantees that will become the basis of the updated Constitution of Kazakhstan. The Preamble to the draft new Constitution for the first time declared human rights and freedoms as a top priority. Unity and solidarity, interethnic and interfaith harmony were defined as the foundations of Kazakhstan's statehood. "We will first explain these changes to the staff, teachers will convey them to parents, and then to students. Everyone should know that they can exercise their rights, but they should also not forget about their responsibilities. In my opinion, the most important feature of the new Constitution is that all norms are directed towards the interests of the person. The person is the main capital of our state," said Anar Amankulova, director of the educational institution. The meeting was attended by experts - Master of Laws, Senior Researcher at Miras University Makpal Mamayeva and Chairman of the Baitak Party Branch Altai Ordabekov. Makpal Mamayeva touched upon the structure of the new Constitution and gave a detailed explanation. According to her, 84 percent of the previous Constitution adopted in 1995 has been amended. Among the main innovations are the reflection of the principles of "Just Kazakhstan", "Law and Order" in the Preamble, as well as the introduction of the "Miranda Principle". It was also noted that special attention was paid to education and science, culture and innovation, which became the core of the Basic Law. Altay Ordabekov, referring to Articles 7 and 8 of the new Constitution, drew attention to the issue of environmental protection. According to him, this is a direct duty of the state and its responsibility to future generations. The institution of the family has also been strengthened, and the social bloc has been strengthened. The philosophy of the state has also changed, and a transition from the principle of "State and Man" to the principle of "Man - Law - State" is being implemented. One of the most important political steps in the history of Kazakhstan was the development of the New Constitution. The reorganization of the Constitutional Court based on the new Constitution was also discussed. – Citizens have the opportunity to directly appeal to the Constitutional Court regarding violations of their rights. This is a clear manifestation of the strengthening of the principle of a legal state, – said Sabyr Imanberdiev. During the meeting, participants asked questions that concerned them and received comprehensive information about the content of the new norms. The goal of the event is to increase the legal literacy of the population and broadly explain the essence and significance of the Constitutional reforms. In general, the New Constitution is a solid legal foundation for the formation of a Just Kazakhstan. It is an important document aimed at protecting the rights of citizens, increasing the efficiency of state institutions, and strengthening social harmony in the country. Field meeting on the issue of meltwater drainage in the Narrow Gauge area 19.02.2026
An off-site meeting was held in the Narrow Gauge area on the issue of melt water discharge from a snow landfill. The reason was the appeal of the owner of a nearby business facility, who expressed concern about the possible risks of flooding.Following the meeting, the following instructions were given:— The Emergency Management Department of Kostanay to establish a hydraulic station with constant monitoring of the meltwater level;— GKP "Kostanay-Su" to clean up hydraulic structures;— The Housing and Communal Services Department should ensure the strengthening of the territory and access to power transmission lines.There are five snow training grounds in the city. Since the beginning of the year, about 216 thousand tons of snow have been removed. How to obtain a permit to cut down green spaces To obtain a permit to cut down trees, you must submit an application through the e-government portal www.gov.kz, www.elicense.kz. List of documents required to obtain a permit to cut down trees: 1) when ensuring the conditions for carrying out construction activities, construction and installation work provided for by the approved and agreed urban planning documentation: an electronic application signed with the service recipient's digital signature, according to the form in Appendix 2 to these Rules; an electronic copy of the title deed for the land plot (if not registered in the state database "Real Estate Register"); a report on a comprehensive non-departmental expert examination (state environmental expert examination report) (information form); inventory and forest pathology survey materials of green spaces growing on the site of the facility, indicating existing trees, their species and quantitative composition, and their condition; a compensatory tree planting plan; A letter of guarantee for compensatory tree planting, indicating the completion date of seedling planting; an agreement with a (specialized) organization for compensatory landscaping.2) For maintenance of utility infrastructure, reconstruction, and installation of utility networks, underground and overhead communications: an electronic application signed with the service recipient's digital signature, in accordance with the form in Appendix 2 to these Rules; a report from a comprehensive external expert review (state environmental review report); inventory and forest pathology survey materials for green spaces growing on the construction (reconstruction) site, indicating existing trees, their species and quantity, and their condition; a compensatory planting plan; a letter of guarantee for compensatory planting, indicating the completion date of seedling planting; an agreement with a (specialized) organization for compensatory landscaping.3) for landscaping existing properties and bringing them into aesthetic appearance, or where there is a need to improve the quality and species composition of green spaces: an electronic application signed by the service recipient's digital signature, in accordance with the form set out in Appendix 2 to these Rules; an electronic copy of the title deed for the land plot (if not registered in the state database "Real Estate Register"); inventory and forest pathology survey materials of green spaces growing on the property's territory, indicating existing trees, their species and quantity, and their condition; a compensatory tree planting plan; a letter of guarantee for compensatory planting indicating the completion date of seedling planting; an agreement with a (specialized) organization for compensatory landscaping.4) for trees and shrubs growing on public lands: an electronic application signed by the service recipient's digital signature, in accordance with the form set out in Appendix 2 to these Rules; a compensatory tree planting plan; A letter of guarantee for compensatory planting, indicating the completion date of seedling planting. Press releaseAn attempt to illegally export non-ferrous metal scrap was stopped at the Ayat checkpoint.On February 16, a RENAULT truck was stopped at the Ayat automobile checkpoint while leaving Kazakhstan for Russia.According to the carrier's documents, the car was traveling without cargo. However, during an inspection conducted by the DTSG border patrol together with an employee of the Department of Internal Affairs in Kostanay region, hidden waste of non-ferrous metals and brass radiators with a total weight of 3,770 kg (almost 4 tons) were found in the vehicle.According to preliminary estimates, the cost of the cargo is about 15 million tenge.As it was established, the metal was hidden using the design features of the car — an additional lid was welded in front of the tank, behind which the goods were placed.Currently, the seized cargo has been sent for examination. A pilot project for booking electronic queue tickets is being launched in the city of Kurchatov 19.02.2026
The Branch of the State Corporation “Government for Citizens” for the Abai Region announces the launch of a pilot project for advance booking of electronic queue tickets. The project will start operating on February 20, 2026.The project will be implemented at the Public Service Center of Kurchatov city in the Abai Region. The pilot phase will begin on February 20 and will last for three months.The new service allows citizens to select their preferred date and time for a visit in advance. This can be done through the “CSC” mobile application, the e-Government portal, or the unified contact center at 1414. After booking, the applicant receives an SMS notification confirming the appointment.In addition, the issuance of ready documents and services provided in the self-service sector will continue to be available without prior appointment.It should be noted that in exceptional cases and when advance booking is not possible, one dedicated workstation will be available for elderly citizens, WWII veterans, persons with special needs, as well as foreign nationals.Please note that access to the “CSC” mobile application is provided after authorization using the IIN and phone number (available in the App Store and Google Play).The implementation of the pilot project will make it possible to evaluate the convenience and efficiency of the new system and, if necessary, introduce improvements before a possible expansion of the functionality.Within the pilot mode, the demand and effectiveness of the advance booking system will be assessed.
