Current Issues in the Healthcare Sector Discussed in Zhanaozen 29.05.2025
On May 21, an official meeting was held under the chairmanship of the Akim of Zhanaozen city, Janseit Kainarbayev. The meeting addressed several important issues in the healthcare sector. Heads of city medical institutions and representatives of relevant agencies participated in the event.During the presentations, the results of the work carried out in the first four months of 2025 and plans until the end of the year were presented by institutions such as City Polyclinics No.1 and No.3, the Multidisciplinary City Hospital, the Emergency Medical Assistance Station, the Department of Sanitary and Epidemiological Control, and the Higher Medical College.The Akim of the city instructed that the major renovation of the City Polyclinic No.3 be completed on time and with high quality. Anti-corruption volunteerism as a tool to strengthen the rule of law on the ground 29.05.2025
The Anti-Corruption Service of Almaty held a training seminar for students participating in the Anti—Corruption Volunteering project. The event is aimed at developing practical skills of civic control among young people and involving them in real work to prevent corruption.The head of the Anti-Corruption Service of Almaty, Arman Rakhimov, addressed the participants with a welcoming speech. He stressed the importance of youth participation in public initiatives and the importance of creating a culture of legality in everyday life. The provisions of the Concept for the promotion of the ideology of Law and Order in society for 2025-2030 were also presented.In addition, the speakers and experts at the meeting told the participants in detail what corruption is, how it manifests itself in different spheres of life and how to recognize its signs in everyday situations.The Anti—Corruption Volunteering project in Almaty unites more than 260 activists, most of whom are students. As part of their work, volunteers monitor the quality of landscaping of residential areas, playgrounds and sports grounds, highways and other social infrastructure facilities.Thanks to their efforts, facts of misuse of budget funds, planning violations and construction defects were revealed. Since the beginning of the project, the risks of overcharging for public procurement in the amount of more than 2.5 billion tenge have been prevented. In total, about 70 public monitoring sessions were conducted.Also, the volunteers are actively engaged in educational activities. The project creates an active civil society and develops a sense of responsibility for the future of the country among young people."Today's youth are tomorrow's leaders. Through such projects, we do not just teach, we form a new culture — a culture of zero tolerance for corruption. A new service has been launched on the eGov.kz portal that allows guardians and trustees to obtain permission to manage the property and social benefits of their wards. This service is intended for the legal representatives of adult citizens who have been declared legally incompetent or have limited legal capacity by a court. The service is provided free-of-charge and allows to obtain official permission to dispose of the wards' assets.Thanks to integration with government agencies' information systems, the electronic application process has become easier. The policy of President Kassym-Jomart Tokayev on sustainable development and "green" transformation of the economy is being actively implemented in the Kostanay region.Last week, the Prime Minister of the Republic of Kazakhstan paid a working visit to the Kostanay region. One of the key topics on the agenda was the development of renewable energy sources (RES) - a strategic direction designated by the Head of State Kassym-Jomart Tokayev as a priority within the framework of the country's environmental and economic policy.According to Olzhas Bektenov, the Kostanay region demonstrates an example of the effective implementation of renewable energy technologies.The Kostanay region demonstrates success. In 2022, a wind power plant with a capacity of 50 MW was commissioned in the Kostanay district.In 2023, the construction of another wind power plant with a capacity of 48 MW was completed in the city of Arkalyk. The project cost 20.3 billion tenge.Large-scale investments in the future of the regionIn the period 2025-2026, the region plans to implement six large investment projects in the field of renewable energy sources with a total capacity of 1.2 GW. The volume of attracted investments is about 580 billion tenge.Among the projects are solar and gas piston power plants in the Beimbet Maylin area, as well as wind power plants in Arkalyk and Kostanay district.A special project is a wind power plant with a capacity of 1 GW, within the framework of which it is planned to build 165 wind generators.Energy leap: 10-fold increase in productionThe implementation of all projects will increase the volume of electricity production in the Kostanay region by 10 times - from the current 0.12 GW to 1.27 GW. The delegation of the Green Climate Fund visited Karaganda region 29.05.2025
The delegation of the GCF (Green Climate Fund), headed by Executive Director Mafalda Duarte, visited the Karaganda region. The International Financial Institute, in partnership with the European Bank for Reconstruction and Development, has invested in a program for the development of renewable energy sources in Kazakhstan. One of the largest projects is the Sarani solar power plant with a capacity of 100 MW, which has been successfully operating since 2019.The head of GCF, together with the Minister of Ecology and Natural Resources of the Republic of Kazakhstan Yerlan Nysanbayev, Akim of the Karaganda region Ermaganbet Bulekpayev and representatives of the EBRD visited the facility and assessed the work of the solar station.The area of the solar park is 160 hectares, where more than 300,000 photovoltaic modules are installed. He noted the role of the state and local executive bodies.– The Law on the Green Economy has become the basic document regarding the investment decision. In real time, according to the principle of an open window, we received support for all our initiatives related to the allocation of this land plot, the development of a feasibility study, and the receipt of all necessary materials," the head of the enterprise emphasized.He added that the contract with the financial settlement center is strict and is not subject to change, which gives the investor guarantees.The Saran Solar Power Plant is a successful example of introducing clean technologies and attracting international investment in sustainable energy.It has an environmental impact, helping to reduce carbon dioxide emissions – CO2.– This is my first visit to Kazakhstan. We are here because we have invested large sums together with the EBRD in pilot projects such as this station. I came to visit the facilities and see their development. I would like to discuss with the Government of Kazakhstan what priorities to set in future projects. Dialogue between Kazakhstan–China: Steps Toward Effective Customs Administration 29.05.2025
On May 21, 2025, a bilateral meeting of the heads of the customs authorities of Kazakhstan and China took place in Almaty under the chairmanship of Mr. Zh. Zh. Duisembiyev, Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan. The event served as a continuation of regional dialogue aimed at developing coordinated solutions to enhance cross-border trade and effective customs administration. During the comprehensive meeting, the parties discussed pressing issues related to the digitalization of customs procedures, harmonization of requirements, information exchange, and the elimination of administrative barriers in order to improve the efficiency of logistics chains and increase throughput capacity. Special attention was given to ensuring stable and predictable clearance of goods through adjacent checkpoints along the Kazakhstan-China border. In the context of steadily growing trade volumes and transit shipments, a key topic was the synchronization of throughput capacity limits on both sides of the border. The Kazakh side emphasized that the Republic of Kazakhstan’s checkpoints are operating as normal and have the necessary capacity to handle the increasing flow of goods. In April of this year, during a joint inspection of the “Nur Zholy” (RK) – “Khorgos” (PRC) checkpoints, representatives of the customs services of Kazakhstan and China identified bottlenecks and challenges affecting throughput capacity on the Chinese side. In this regard, the Chairman of the State Revenue Committee of the Ministry of Finance of Kazakhstan highlighted the importance of developing joint solutions for synchronizing work schedules, improving infrastructure, and further advancing digital platforms for automated data exchange. During the negotiations, the parties reached key agreements to simplify goods clearance procedures and increase throughput capacity between Kazakhstan and China. At the conclusion of the meeting, both sides reaffirmed their interest in continuing dialogue in a multilateral format and agreed to step up efforts to implement joint initiatives aimed at simplifying cross-border procedures, accelerating the movement of goods, and strengthening regional cooperation. Prospects for Cooperation between Kazakhstan and the International Telecommunication Union Discussed 29.05.2025
Geneva, 22 May 2025 – Kairat Torebayev, Permanent Representative of the Republic of Kazakhstan to the WTO and International Economic Organizations, met with Doreen Bogdan-Martin, Secretary-General of the International Telecommunication Union (ITU).During the meeting, the parties discussed the current state and future prospects of cooperation between Kazakhstan and the ITU. Mr. Torebayev highlighted that since joining the ITU in 1993, Kazakhstan has actively contributed to the work of all three sectors of the organization – telecommunications, radiocommunication, and development. Kazakhstan regularly participates in global and regional ITU conferences, including the World Telecommunication Development Conference (WTDC), the World Radiocommunication Conference (WRC), and the World Telecommunication Standardization Assembly (WTSA).Special attention was given to Kazakhstan’s key achievements, such as the registration and coordination of the national geostationary satellite system “KazSat” within ITU frameworks, as well as the successful auctioning of 5G frequencies, which generated approximately USD 330 million in revenue in 2023, significantly contributing to the country’s digital infrastructure development.The Permanent Representative emphasized Kazakhstan’s commitment to the GovStack initiative. In November 2023, a joint declaration was signed with the ITU, followed by a trilateral grant agreement in August 2024 between the ITU, the Eurasian Development Bank, and National Information Technologies JSC, totaling USD 100,000. The project aims to create a regional platform to standardize digital public services and promote knowledge sharing among countries in Central Asia and the Caucasus.Secretary-General Bogdan-Martin commended the high level of digitalization in Kazakhstan, noting that the country could serve as a model not only for the region but also for many developed nations. She proposed leveraging the ITU platform to showcase Kazakhstan’s best practices, including participation in key international events such as the WSIS+20 High-Level Event, which will take place in Geneva from 7 to 11 July 2025. The Kazakh delegation will be led by Minister of Digital Development, Innovation and Aerospace Industry Zhaslan Madiev and Advisor of the President Kuanyshbek Yesekeyev.At the conclusion of the meeting, the Kazakh side invited the Secretary-General to attend the upcoming Digital Bridge 2025 forum, scheduled for 2–4 October 2025 in Astana under the theme “Generative Nation.” Kazakhstan also confirmed its interest in hosting future regional ITU events and technical trainings. A heartfelt memorial evening dedicated to the legendary musician and People’s Artist of Kazakhstan, Batyrkhan Shukenov, took place in Astana. The event was organized by the Song and Dance Ensemble of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan.This was more than just a concert — it became a deeply emotional and touching gathering that united hundreds of Batyrkhan’s admirers. The hall was filled with an atmosphere of light nostalgia, pride, and grateful remembrance. Each performance evoked sincere emotions in the audience, with many moments met by tears and standing ovations.Accompanied by live music from the Ensemble, iconic songs such as “Otan Ana,” “Saǵym dúnie,” “Julia,” and others were performed. In the interpretation of military artists, these beloved hits gained new life — delivered with deep emotion, respect, and inspiration.
