A NEW 200-BED PERINATAL CENTER WILL BE BUILT 30.01.2026
The construction of a new 200-bed city perinatal center No. 2 has officially begun in Shymkent. A capsule-laying ceremony was held at the construction site of the future facility in Akzhaiyk microdistrict. The event was attended by Shymkent city mayor Gabit Syzdykbekov. During the ceremony, the head of the metropolis noted the social importance of the project and its role in the development of the city's healthcare system. "The construction of a modern perinatal center is an investment in the health of future generations. Our main task is to create comfortable and safe conditions for mothers and newborns, ensuring access to high-quality and high-tech medical care," said Gabit Syzdykbekov. It is worth noting that the project is being implemented within the framework of the instructions of the Head of State and is aimed at strengthening the maternal and child protection system. The need to build a new medical facility is associated with the constant growth of the city's population. Shymkent is a consistently high-birth-rate region in the country. Currently, the city's population exceeds 1.29 million people. Over the past three years, the number of children has increased by about 10%, reaching 500 thousand people. According to forecasts, by 2035 the population of the metropolis may exceed 1.85 million people. Currently, four specialized medical institutions in the city, with a total of 508 obstetric beds, are operating at an overload rate. The average load exceeds the regulatory rate and is 106 percent. Taking into account the demographic growth of the population, a decision was made to build a Level III perinatal center that will provide medical care in accordance with international standards. The new center will be equipped with modern high-tech medical equipment and will significantly expand the possibilities of specialized care for pregnant women and newborns. The implementation of the project will reduce the burden on existing medical institutions, increase the availability of perinatal care, and reduce maternal and infant mortality. The new perinatal center will be one of the main social projects in the healthcare sector of Shymkent and an important step towards the formation of a modern medical infrastructure. THE PEOPLE'S COUNCIL IS THE HIGHEST CONSULTATIVE BODY REPRESENTING THE INTERESTS OF THE PEOPLE OF KAZAKHSTAN 30.01.2026
The new draft Constitution of the Republic of Kazakhstan includes provisions on the unicameral Parliament model and the updated system of state bodies in several sections. This was announced by Deputy Chairman of the Constitutional Court Bakhyt Nurmukhanov at a regular meeting of the Constitutional Commission. According to him, the norms for the unicameral parliamentary model are summarized in the fourth part - the section called "Kuryltai". This section establishes the powers of the legislative body, and also updates all articles related to the organization of the sessions of the Kuryltai and its activities. "The number of subjects with the right to initiate legislation has been clearly defined. The Constituent Assembly establishes a list of the most important public relations regulated by the adoption of laws. The procedures for considering and adopting draft laws are provided for. Issues related to the position of the Chairman of the Constituent Assembly are regulated in a separate article," said Bakhyt Nurmukhanov. The fifth part is dedicated to the "Government". "Many provisions related to the transition to a unicameral Kurultai have been clarified. They concern the responsibility and reporting of the Government and its members to the Kurultai, the expression of a vote of no confidence, the introduction of draft laws to the Kurultai, and reporting on the republican budget and its implementation," the speaker noted. The sixth part consists of two articles and regulates issues related to the People's Council of Kazakhstan. "This high consultative body, which includes citizens of the country, represents the interests of the people of Kazakhstan. It has established the powers to introduce draft laws to the Kurultai, make proposals on the appointment of a republican referendum, and other important powers," said Bakhyt Nurmukhanov. The seventh section contains the norms related to the "Constitutional Court". According to the Speaker, the norms related to the composition of the Constitutional Court, the terms of office of judges and the competence of the court have been largely preserved. In addition, the Constitutional Court carries out its mission as an independent state body that exercises constitutional control and ensures the supremacy of the Constitution throughout the country.
VOLUNTEERING IS THE BASIS FOR FORMING AN ECOLOGICAL CULTURE AND A JUST SOCIETY 30.01.2026

According to the President, environmental culture is a very important value inherent in a civilized society, and volunteers are doing concrete work in this direction. THE VOLUNTEER MOVEMENT IN KAZAKHSTAN HAS ENTERED A NEW STAGE 30.01.2026

Председателем Комитета по правовой статистике и специальным учетам Генеральной прокуратуры в г.Алматы проведено межведомственное совещание по вопросам противодействия киберпреступности.В мероприятии приняли участие начальник Службы по надзору за законностью досудебного расследования и уголовного преследования Генеральной прокуратуры Елдос Сагиев, Прокурор г.Алматы Серик Карипбеков, а также руководители и ответственные сотрудники Министерства внутренних дел, Агентства Республики Казахстан по финансовому мониторингу, Национального банка, Национальной платежной корпорации, Ассоциации финансистов Казахстан и банков второго уровня.Выступая на совещании Сабит Нурлыбай отметил, что на текущий период каждое третье зарегистрированное преступление в стране относится к мошенничеству, а каждое четвертое интернет-мошенничество. Масштабы и ущерб от мошенничеств указывают на необходимость совершенствования действующих механизмов реагирования на шаг вперед.По поручению Генерального Прокурора для повышения эффективности противодействия интернет-мошенничествам Комитетом совместно с Национальным Банком реализована интеграция информационной системы «Единый реестр досудебных расследований» и «Антифрод центр». On the instruction of the Head of State, a large-scale modernization of the system for combating natural fires and updating the material and technical base of the forestry sector is being carried out.The Akim (Governor) of the Kostanay region, Kumar Aksakalov, handed over specialized firefighting equipment in the amount of 79 units to the region's forestry institutions. Thirty-six forest fire complexes, 17 tractors, and 26 patrol cars have been transferred to the disposal of the forestry institutions. The received equipment will significantly increase the speed of response to fire outbreaks and strengthen preventive work during the fire-dangerous period."Over the past three years, 8 billion tenge has been allocated for equipping forestry institutions. During this period, 26 fire trucks, 86 tractors, 39 small forest fire complexes, and 78 units of motor vehicles were purchased. This year, the delivery of another 25 fire trucks and 9 tractors is expected, which will further strengthen the material and technical base of the industry," noted the Akim of the Kostanay region.Along with the renewal of equipment, work is underway in the region to strengthen personnel potential.
