As of January 1, 2026, major changes to tax administration have come into force. The main objectives are to digitalize tax control, reduce the administrative burden on compliant businesses, and strengthen measures against tax evasion.The new Tax Code provides for a significant simplification of tax administration. The volume of tax reporting has been reduced by 30%, tax incentives have been optimized, and the procedures for collecting tax debts, as well as granting tax deferrals and installment plans, have been simplified.Tax administration now also includes control over the issuance of Electronic Invoices (E-Invoices).Control over the issuance of Electronic Invoices is carried out in the following forms:1) Automated control of Electronic Invoice issuance;2) Comparative control of Electronic Invoice issuance.An automated Electronic Invoice control system has been introduced. It operates through the special information service "e-Tamga" by calculating the taxpayer's current VAT balance.If an Electronic Invoice is not supported by legitimate VAT-related expenses (such as purchases from suppliers, imported goods, or services provided by non-residents), the system will allow the invoice to be issued only after the VAT balance has been replenished, that is, after the VAT has been paid.The approaches to the risk management system have also been revised. The classification of taxpayers according to risk levels has been abolished.The distinction between scheduled and unscheduled tax audits has been eliminated. Tax audits are now initiated based on the taxpayer's tax burden coefficient.The methods of securing tax obligations have been expanded. In addition to penalties, suspension of bank account debit transactions, and restrictions on the disposal of property, new enforcement measures include:suspension of the issuance of Electronic Invoices;restriction of access to the online platform of a foreign company.Desk (cameral) tax control is preventive in nature. One of the key areas of activity of the State Revenue Authorities of the East Kazakhstan Region is ensuring control over the timely and complete fulfillment of taxpayers' obligations related to the calculation and payment of special payments and taxes by subsoil users.The Mineral Extraction Tax (MET) is one of the principal taxes contributed by subsoil users of the East Kazakhstan Region to the Republican Budget of the Republic of Kazakhstan.The administration of the Mineral Extraction Tax is carried out through desk audits of Tax Reporting Form 590.00, "Mineral Extraction Tax Declaration" (hereinafter referred to as the MET Declaration), including the use of information obtained from authorized government agencies.Desk audits of the MET Declaration are conducted in the following areas:-verification of the completeness of reported mineral extraction volumes in the MET Declaration by comparing them with information provided by authorized government agencies;-verification of the correct application of MET rates in the calculation of the tax reported in the MET Declaration;-verification of the timely submission of the MET Declaration where mineral extraction volumes have been identified based on information from authorized government agencies;-verification of the completeness of reported mineral extraction volumes by comparing extraction volumes declared in the MET Declaration with mineral sales volumes reflected in the MET Declaration and Electronic Invoices (E-Invoices), as well as through other control measures.As a result of the work carried out during 2025 to eliminate violations identified in the above areas, additional Mineral Extraction Tax assessments exceeding KZT 55.0 million were made. The assessed amounts have been paid to the budget in full.At the same time, the analysis covers the entire statutory limitation period of five years, in accordance with Article 45 of the Tax Code of the Republic of Kazakhstan.It should be noted that the identified violations result in an additional financial burden on taxpayers due to the accrual of late payment interest (penalties), which adversely affects the financial and economic activities of business entities. As is known, yesterday the Head of State, at the joint session of the Chambers of Parliament, outlined the objectives for a new stage of political and economic reforms and large-scale transformations. Head of the Regional Department of Construction, Architecture and Urban Planning Yerlan Turaliyev noted that the President’s instruction to transform Kazakhstan into a major construction hub will have a positive impact on the further development of the region’s construction sector. It should be noted that KZT 24.3 billion was allocated from the state budget for construction projects in 2022, while in 2025 this amount increased to KZT 138.3 billion, representing a sixfold increase in financing. During this period, a total of 272 social facilities and 1,016 residential buildings were commissioned. By the end of the current year, the completion of 3,685 apartments will provide housing for approximately 15,000 residents. Head of the Regional Department of Education Askarbek Yeszhanov emphasized that, in implementing the priorities set by the Head of State, the Government, and the regional Akimat, special attention is being given to improving the quality of education at all levels—from preschool and general secondary education to technical and vocational education. The main objectives include aligning students’ academic achievements with international standards, reducing disparities in the quality of education between rural and urban schools, and developing functional literacy alongside subject-specific knowledge. During the current academic year, 29 students from the region became prize winners at international Olympiads, while 143 students achieved top results in national Olympiads and scientific project competitions. Based on the results of the National Olympiad in General Education Subjects in the Social Sciences and Humanities category, the regional team received the “Best Olympiad Team” award. It is worth noting that the Kyzylorda Region consistently ranks among the top three regions in the country in this area. The Head of the Department also highlighted ongoing efforts to accelerate digital transformation, adapt the technical and vocational education system to the needs of the labor market, and strengthen educational and character-building activities through updated approaches. Head of the Regional Department of Entrepreneurship and Industry Moldir Tauipbayeva reported that over the past four years, nearly KZT 2.4 trillion in investments have been attracted to the regional economy.The total value of 72 implemented industrial projects exceeds KZT 400 billion. As a result, the share of the manufacturing industry in the region’s industrial output has increased to 38%, while the region’s dependence on the extractive sector has decreased by 12.4% compared to 2022. Over the next three years, 48 investment projects worth KZT 1.9 trillion will be implemented, creating more than 10,000 new jobs. At present, 14 major projects are underway, including four projects currently under construction and two for which foundation works have been completed. Construction of an additional eight projects will commence by the end of the year, while 21 more projects with a total value of KZT 100 billion are planned. All heads of regional departments who delivered reports at the meeting presented a detailed analysis of the key performance indicators and development plans for the upcoming period in their respective sectors. The meeting also reviewed preparations for the upcoming heating season. The Akim of the region emphasized that this issue remains under the constant supervision of the Head of State and the Government and assigned specific tasks to the responsible institutions. The Kyzylorda Electric Distribution Networks company was instructed to conduct a comprehensive assessment of the technical condition of the region’s power grids, strengthen material and technical preparedness, and enhance emergency prevention measures. It was also tasked with ensuring the stable and uninterrupted operation of backup power plants at all heat supply facilities. Coal reserves must be secured in advance for the forthcoming heating season. In this regard, city and district akims were instructed to organize coordinated work with supply operators and Kazakhstan Temir Zholy to ensure the timely provision of solid fuel to the population. In addition, city and district akims were instructed to maintain continuous oversight of the condition of social facilities, residential buildings, roads, and road signs commissioned in recent years, as well as the sanitary condition of district centers, and to conduct systematic monitoring. A total of KZT 5.5 billion is planned to be allocated for preparations for the upcoming heating season, including KZT 3.6 billion from the republican budget, KZT 1.5 billion from the regional budget, and KZT 350 million from the own funds of the Combined Heat and Power Plant (CHP). The planned works include completion of the modernization of 8.7 km of heating networks, major overhauls of Gas Turbine Units No. 1 and No. 2, repairs of 1.3 km of heating pipelines, one boiler house, one turbine, ten autonomous boiler houses, as well as key and auxiliary equipment. In accordance with the instruction of the Head of State, the Turkish company Aksa Energy has constructed a new combined heat and power plant. The facility has already been commissioned and is currently generating electricity in line with its design capacity. It will be fully operational by the upcoming heating season, ensuring residents receive reliable, uninterrupted heating and electricity. The region requires 80,000 tonnes of coal for the heating season. Of this amount, 68.3 thousand tonnes are designated for household consumption, while 11.7 thousand tonnes are allocated to social facilities. Coal stockpiles are being accumulated in accordance with the approved schedule. The depreciation rate of the region’s electricity networks and electrical infrastructure currently stands at 60.8%. This year, KZT 10.5 billion has been allocated for their reconstruction. Upon completion of the planned works, the depreciation level of the networks is expected to decrease to 59%. Does the age of the contributor affect the threshold amounts and how is MAT determined according to the adopted Methodology? Minimum adequacy thresholds (MAT) depend on the age of the contributor. The older the contributor and the closer they are to retirement age, the higher the requirements for the future pension benefit, ensuring that after retirement, citizens can receive an income level close to international standards.The MAT is determined using the classic formula for calculating the present value of a future pension benefit. In other words, the new formula determines the minimum amount of savings, i.e., the MAT amount that must already be in the contributor's individual pension account (IPA) to ensure the recipient receives the target pension.The use of the present value of benefits formula is based on international practice for calculating the savings required for lifetime benefits. How has the calculation methodology for Minimum Adequacy Thresholds changed?Changes to the Minimum Adequacy Thresholds (MAT) Calculation Methodology are aimed at increasing the minimum pension savings requirements to ensure the adequacy of future funded pensions and are designed for higher pension benefit levels.Now, MAT amounts are determined for each contributor's age using a standard present value formula based on target future pension benefits. Essentially, the new methodology answers the question: what is the minimum amount that must remain in a pension account today to ensure an adequate level of retirement income in the future?The formula takes into account long-term demographic (national demographic tables) and financial (interest rates and indexation of payments) factors to achieve stability and predictability in future payment amounts for citizens, as well as socioeconomic indicators such as the minimum old-age pension and the minimum wage, determined annually by the law on the national budget.Meanwhile, the MAT calculation no longer takes into account future pension contributions from the time of withdrawal until reaching retirement age. After all, contributions may be incomplete or absent during certain periods due to various life circumstances. This approach reduces the risk that a citizen will receive a low funded pension in the future after using part of their savings. Why has the Methodology for Calculating Minimum Adequacy Thresholds changed?                 Since 2021, UAPF contributors have been granted the right to withdraw a portion of their pension savings early before reaching retirement age for strictly defined alternative purposes, such as improving housing conditions and paying for medical treatment. State authorities developed, and the Government of the Republic of Kazakhstan subsequently approved, a Methodology for Determining the Minimum Adequacy Threshold for Pension Savings.[1].However, frequent withdrawals of pension savings above the minimum adequacy threshold (MAT) from individual pension savings accounts by contributors reduce the amount of their future pension benefits from the UAPF. Therefore, a decision was made to change the minimum adequacy thresholds. This is due to the need to gradually achieve the adequacy of pension payments in accordance with the recommendations of international organizations. Therefore, the requirements for the amount of pension savings necessary to provide for a future funded pension and to increase the replacement rate of a contributor's labor income through pension benefits at retirement age have been increased.The implementation of the new model is aimed at increasing the sustainability of the pension system and ensuring an adequate level of pension provision for citizens.              Is it still possible to use pension savings for alternative purposes? The ability to use a portion of pension savings for alternative purposes, as provided by law, remains available to contributors whose savings exceed the minimum sufficiency threshold. Pensioners whose pensions constitute at least 40% of their lost income, citizens with a pension annuity agreement, and pensioners with years of service—that is, those categories of beneficiaries who have already secured a certain level of pension benefits—can also continue to access their savings.However, approaches to using pension savings are being refined to address the need to ensure citizens have adequate and stable pension payments in the future. How fair is it to calculate MAT based on future pensions if many citizens do not live to retirement age? The average life expectancy of Kazakhstanis has approached 76 years (in 2025), a record high since the country's independence. An analysis of demographic data from 1991 to the present demonstrates changes in the nation's quality of life and health. For example, in 1991, the average life expectancy was 67.6 years (in 2001 it was 65.6, in 2011 it was 68.98, and in 2021 it was 70.23). Thus, over three and a half decades, the average life expectancy of Kazakhstani citizens has increased by more than 8 years. Increased life expectancy means that Kazakhstanis will enjoy a longer retirement period than previously. Under these circumstances, it is especially important to accumulate sufficient pension savings to maintain a familiar standard of living after retirement.
