The XXV session of the regional maslikhat was held with the participation of Nurlybek Nalibayev, the akim of the region. The meeting was attended by heads of law enforcement agencies, regional administrations and departments, city and district akims, and maslikhat deputies. Of this, 477 billion 600 million tenge (58%) is allocated to the social sphere.The development budget increased from 62 billion tenge in 2022 to 214 billion tenge (3.5 times). These funds are aimed at addressing the region's most pressing issues, improving the quality of life, and implementing large-scale infrastructure projects.Today, the region has a favorable investment climate, and major projects are underway. While this year's planned investment target was over 631 billion 400 million tenge, the launch of new projects will exceed this target to 716 billion tenge. Currently, 408 billion 200 million tenge of investment has been attracted. This year, 27 projects worth 302 billion 500 million tenge will be launched. Ninety-six projects worth 166 billion 800 million tenge are under construction in the region.Over the past three years, 2.5 million square meters of housing have been commissioned using all funding sources. 623 apartment buildings in the city are provided with hot water. By the end of the year, the gasification rate will reach 83 percent.This year, the area under agricultural crops amounted to 189,600 hectares, of which 80,900 hectares were under rice. The new Banking Law will create conditions for further development of the fintech sector and regulation of digital financial assets.Madina Abylkassymova, Chairperson of the Agency for Regulation and Development of the Financial Market, during a presentation to the Majilis made this statement at a presentation to the Majilis of Parliament of the draft laws ‘Banks and Banking Activities in the Republic of Kazakhstan’ and ‘Changes and Amendments to Certain Legislative Acts of the Republic of Kazakhstan on the Regulation and Development of the Financial Market.’ The draft laws were developed for the purpose to implement the 2024 and 2025 Addresses of the Head of State.Today, new models for provision of financial services undergo active development, including financial services through marketplaces and various forms of interaction between banks and fintech companies."The Banking Law provides for expanded opportunities for banks to invest in capital of fintech companies operating in digital technologies, e-commerce, cybersecurity, biometrics, artificial intelligence, and telecommunications. "Along with that, limits will be set on the size and stake of banks in the capital of these companies for such investments," the Agency Chairperson stated.According to her, when a bank provides its technological infrastructure to another organization, the bank will bear on its own responsibility to clients of that organization for proper provision of the banking services."Key innovation of the draft law is introduction of regulation of digital financial assets (DFA) as a new asset class. The draft law envisages three types of DFA: the first are digital assets certifying claims to money – stablecoins; the second are digital financial assets backed by an underlying asset; and the third are financial instruments issued in digital form," emphasized Madina Abylkasymova.The National Bank will regulate issue and circulation of stablecoins. The Agency is authorized to fix requirements for issue and circulation of digital assets backed by an underlying asset and financial instruments issued in digital form."Issue of digital financial assets will be carried out by digital platform operators. These are new financial market participants activities of which will be licensed by the National Bank," Chief of the financial regulator added.Digital financial assets will be subject to requirements comparable to those established for traditional financial instruments, including risk management, disclosure, and investor protection. This will ensure transparency and reliability of their circulation."A significant block of amendments to the Draft Law is designed to upgrade the national financial infrastructure. Status of the digital tenge as a new form of national currency is legally fixed. The procedure for circulation and use of the digital tenge will be determined by the National Bank," the ARDFM Head stated.Moreover, it envisages stricter regulation of payment organizations. In accordance with the instructions of the Head of State, the implementation of the new regulatory policy in the field of entrepreneurship continues.On April 6, 2024, a Law on doing business was adopted, which ensured the improvement of state control and the abolition of more than 10 thousand redundant and unreasonable requirements. According to the General Prosecutor's Office, in 2024, the control burden on business decreased by 58% compared to 2019.In order to protect investors, on December 30, 2024, the Law on exchange trading and entrepreneurship introduced the «prosecutor's filter» mechanism. It provides for the mandatory coordination of restrictive and prohibitive measures with prosecutors.Reporting obligations have been significantly reduced. Of the 381 information instruments, 192, or 49% of all types of reporting, have been canceled.The system of licensing and permits continues to be improved. By the end of the year, it is planned to review the qualification requirements, as well as to optimize the procedures and terms for issuing permits.In parallel, initiatives to develop medium-sized businesses are being implemented. Jointly with the European Bank for Reconstruction and Development, a program of service support for enterprises in the manufacturing industries has been launched. It provides for consultations with the involvement of local and international experts, as well as the development of individual company development plans.One of the key directions was the development of financial support mechanisms. Thus, to expand access to credit, a portfolio subsidization tool is in effect. Small and micro-enterprises can receive subsidies on loans up to 200 million tenge with a rate of 12,3% and a term of up to 3 years. The consideration of projects is carried out directly by second-tier banks, which speeds up the process and makes financing more accessible. As of September 1, 2025, 2 238 projects for a loan amount of 309,8 billion tenge have been subsidized, and subsidies worth 120 billion tenge have been paid.Two guarantee funds have also been created on the basis of the «Damu» Fund: for small and medium-sized businesses (projects up to 7 billion tenge) and for large investment projects (from 7 billion tenge). Their features were irrevocable and unconditional guarantees, as well as accelerated procedures for considering applications. To date, 1 346 SME projects worth 228,1 billion tenge and one large project for 7,1 billion tenge have been supported.To activate economic growth, a new concessional financing program «Orleu» has been launched. It provides for a fixed rate of 12,6% per annum and a limit of up to 7 billion tenge per borrower. Financing is carried out on a co-financing basis: 60% – bank funds, 40% – «Damu» Fund. The priority is the manufacturing industry, agro-processing, logistics, education, and healthcare. Within the framework of the program, 630 projects for 284 billion tenge have already been financed.Separate attention is paid to rural areas. Since 2023, the «One village – one product» project has been implemented, aimed at unlocking the potential of the regions and creating local brands. The finalists actively participate in republican and international exhibitions, including «FOODEX JAPAN 2025» in Tokyo with the support of JICA. Astana, September 17, 2025 – Chairman of the Investment Committee of the Ministry of Foreign Affairs of the Republic of Kazakhstan Gabidulla Ospankulov held a meeting with Chairman of the Board of the Chinese company “Cheng Tian Run Kang Medical Limited,” Li Shu-he.The investor expressed an intention to implement a project in Kazakhstan on the cultivation and processing of industrial hemp with a permissible tetrahydrocannabinol content (not exceeding 0.3%), which complies with international standards and excludes psychoactive properties of the plant. The resulting raw materials are planned to be used for the production of pharmaceuticals, dietary supplements, as well as textile industry products. In addition, the investor showed interest in implementing a project in the field of meat processing.Chairman Ospankulov noted that the development of projects in pharmaceuticals and deep processing of agricultural raw materials corresponds to the priorities of Kazakhstan’s investment policy.
