Starting from January 1, 2026, the new Tax Code has changed the procedure for transitioning to the Special Tax Regime based on a Simplified Declaration.If a taxpayer applied the Special Tax Regime based on a Simplified Declaration before January 1, 2026, and switched to the General Tax Regime from January 1, 2026, they are entitled to return to the Simplified Declaration regime by submitting a notification on the applicable tax regime.For taxpayers who applied the Simplified Declaration regime during 2026 and subsequently switched to the General Tax Regime, a return to the Simplified Declaration regime is permitted only if two conditions are met simultaneously.First, the General Tax Regime must be applied for at least one calendar year.Second, the aggregate annual income for the last calendar year during which the General Tax Regime was applied must not exceed the income threshold established for the application of the Special Tax Regime based on a Simplified Declaration. Today, Regional Akim Murat Ergeshbayev and Chairman of the Regional Maslikhat Murat Tleumbetov visited the Karmakshy District and reviewed the operations of the Shakizada Farm located in Akzhar Village.The farm was established in 2005. Currently, it cultivates 50 hectares of rice, 77 hectares of established alfalfa, 0.5 hectares of melons and gourds, and 70 hectares of grain corn. The farm provides permanent employment for five people.This year, agricultural crops in Karmakshy District have been planted on a total area of 25,130 hectares. To support spring fieldwork, 1,611.5 tons of subsidized diesel fuel were allocated to 21 agricultural enterprises.Water-saving technologies are being implemented on 600 hectares of farmland, including drip irrigation on 19 hectares and sprinkler irrigation on 581 hectares of fodder crops.Under the collective gardening project, it is planned to allocate 420 hectares of land to 960 families. In compliance with the requirements of Government Resolution No. 422 of the Republic of Kazakhstan dated May 21, 2026, the UAPF published minimum adequacy thresholds (MAT) for pension savings calculated for 2026, taking into account changes to the Calculation Methodology, in the media and on its own website.According to the new Methodology, MAT amounts are determined based on target indicators for future pension benefits and are calculated for each age of the contributor using a standard formula for calculating the present value of monthly benefits.The formula takes into account long-term demographic (national demographic tables) and financial (interest rates and indexation of benefits) factors to achieve stability and predictability in the amount of future payments for citizens.The present value formula for benefits is based on international practice for calculating the savings required for targeted benefits. The calculation results are less susceptible to change when macroeconomic forecasts are revised. However, the calculations still use socioeconomic indicators such as the minimum old-age pension and minimum wage, which are determined annually by the law on the republican budget. However, the formula does not take into account future pension contributions from the moment of withdrawal until reaching retirement age. This minimizes the risk that, after using part of the savings, the contributor will receive a low funded pension in the future.However, the right to use part of the pension savings for alternative purposes (housing and medical treatment) is retained. Pensioners whose pension is at least 40% of their lost income can use their savings; they can withdraw up to 50% of their savings for housing and medical treatment. Citizens who have entered into a pension annuity agreement, as well as pensioners who receive a state pension based on length of service, can fully use the remaining funds in their pension account.The ability to use savings above the minimum adequacy threshold remains, but approaches to determining the amount of funds available for withdrawal are being refined, taking into account the need to ensure citizens have adequate and stable pension benefits in the future.MATs have increased by 79% or more depending on the contributor's age: the closer to retirement, the higher the requirements for the future pension benefit, and the larger the amount required in the pension account. Therefore, MATs for people approaching retirement age more than double. This means that pension savings will remain in their accounts, will be further invested, and pension benefits will increase significantly. Under the previous Methodology, benefits after withdrawal would have amounted to approximately 15% of the median salary; under the new Methodology, they will be approximately 40% of the median salary.Thus, the new methodology for determining MAT is transparent and more predictable for contributors and is aimed at ensuring a stable pension income for citizens at retirement age in accordance with international standards.UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. This year, 5.7 billion tenge has been allocated for the repair of the road network and urban improvement projects. To facilitate implementation and ensure convenience for participants, the amendments are being introduced in stages.Accordingly, amendments entering into force on March 19, 2026, provide for:granting bankruptcy administrators additional powers, including with respect to the calculation of additional remuneration and filing applications with the court to invalidate the re-registration of a legal entity;introducing a mechanism for the removal of a temporary administrator;expanding the methods of notifying creditors about meetings of the creditors’ assembly and creditors’ committee;establishing a waiting period before a debtor may reapply for bankruptcy following a previous refusal by the court;preventing the application of rehabilitation procedures where there are no creditors other than those with claims for taxes and other mandatory payments;determining the quorum requirements and decision-making authority of creditors’ meetings in cases involving the direct sale of a bankrupt debtor’s property.These amendments are expected to reduce attempts to misuse rehabilitation and bankruptcy procedures and to increase their transparency and effectiveness.At the same time, legislative work in this area continues. Over the past three years, the National Institute of Bankruptcy has undergone a massive digital transformation.      Previously, all processes within the framework of rehabilitation and bankruptcy procedures were carried out exclusively on paper, but today a significant part of the work has been transferred to electronic format in the Integrated Tax Administration Information System (IAS).      More than 6 thousand cases have been digitized in ISNA, over 30 thousand documents have been accepted and processed electronically, which has significantly accelerated the review processes and increased their transparency.       An important step was the development of digital services for external users. On the Committee's new portal (portal.kgd.gov.kz ) implemented open API services that provide access to:     - lists of debtors in respect of whom court decisions on declaring them bankrupt, applying rehabilitation procedures, or liquidating them without initiating bankruptcy proceedings have entered into legal force;    - lists of individual entrepreneurs and legal entities in respect of which court rulings on termination of the rehabilitation procedure have entered into force;   - announcements on the initiation of bankruptcy proceedings and the procedure for creditors to file claims;   - announcements on the initiation of rehabilitation proceedings and the procedure for creditors to file claims;   - declarations on declaring the debtor bankrupt and its liquidation with the initiation of bankruptcy proceedings;   - declarations of liquidation of the debtor without initiation of bankruptcy proceedings;  - notifications on holding a creditors' meeting in the bankruptcy procedure;  - notifications of the creditors' meeting in the rehabilitation procedure;   -the register of creditors' claims in bankruptcy and rehabilitation procedures.       To connect to the API services, click on the link: https://portal.kgd.gov.kz/ru/pages/api-services .      It should be noted that the transition to electronic document management not only reduces the administrative burden, but also minimizes the risks of errors related to the human factor.      In turn, the introduction of open APIs helps to increase the transparency of procedures and the development of a digital ecosystem around the institution of bankruptcy.     In addition, digitization of debtors' files and automation of the interaction of participants in bankruptcy procedures in the future will automate the administration and detection of signs of intentional bankruptcy.      Currently, this task is a priority for us.      Thus, in a short period of time, the bankruptcy institute has moved from a paper bureaucracy to modern digital solutions that meet the requirements of the time and the expectations of users – administrators, creditors and other participants in the procedures.Source : https://www.gov.kz/memleket/entities/kgd-zhetysu/press/news/details/1285753?lang=ru
