APPEAL TO PARENTS 06.08.2025
Dear Parents,The National Commission on Women and Family and Demographic Policy under the President of the Republic of Kazakhstan expresses deep concern over the increasing number of cases involving minors being present in public places during the evening and nighttime hours without adult supervision.According to official data from the Ministry of Internal Affairs, during the preventive raid campaign "Children in the Night City" conducted from July 27 to 29 of this year, 8,000 administrative offenses were identified, including:705 parents held accountable for failing to fulfill their parental duties in raising their children;176 cases of petty hooliganism;6,800 parents and 170 business owners held accountable for allowing minors to be in entertainment venues and on the streets at night. These incidents could have resulted in offenses being committed against children. The police have taken preventive measures to avoid such occurrences. We appeal to all parents and legal guardians of minors with a strong call to action: take personal responsibility for knowing where your children are during high-risk hours.According to the legislation of the Republic of Kazakhstan, minors are strictly prohibited from being outside their homes after 10:00 p.m. without being accompanied by parents or legal guardians.Violation of this regulation entails administrative liability and, in some cases, may lead to irreversible consequences — both for the child and the family.Children who are on the streets late at night, especially under the influence of negative environments, face serious risks: unlawful actions, involvement in antisocial groups, accidents, and violence. We strongly urge you to:Check daily where and with whom your child is;Do not allow them to be outside after dark without supervision;Discuss with them the importance of personal safety, responsibility, and respect for the law.The family is the first and most important institution for upbringing.Only through the active involvement of parents can we instill in the younger generation a sense of discipline, social responsibility, and respect for public order. The responsibility for children's safety begins with us, the adults.Only through joint efforts of society, the state, and families can we ensure a safe and healthy future for the children of Kazakhstan.Sincerely,A.G. Balaeva,Chairwoman of the National Commission on Women and Family and Demographic Policy under the President of the Republic of KazakhstanSource : https://www.gov.kz/memleket/entities/vko-ulken-naryn/press/news/details/1046884?lang=kk
