National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan celebrates Nauryz 27.04.2026
In the city of Astana, military units of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan celebrated the Nauryz holiday with great solemnity and scale. As part of the event, organized on the initiative of the Main Command, yurts of the Astana garrison were set up on the территории of a capital brigade, along with thematic compositions reflecting the national spirit.Each yurt installed at the celebration site was dedicated to promoting the rich culture and traditions of the Kazakh people.Servicemen prepared national dishes, treated guests, and demonstrated traditional hospitality. In addition, various rituals and national games were held in each yurt, creating a special festive atmosphere.As part of the event, winners were determined among the yurts in several special categories. The Initiative of Kazakhstan to Establish an International Water Organization was Discussed at RES2026 27.04.2026
The first round of international consultations on the establishment of an International Water Organization (IWO) under the auspices of the United Nations was held on the margins of the Regional Ecological Summit.The event brought together high-level representatives of states, international organizations, as well as members of the scientific and expert communities.At the opening of the consultations, Didar Temenov, Director of the Department of Multilateral Cooperation, delivered remarks on behalf of Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev. Nine intermediaries were identified at the Almaty wholesale market during an inspection 27.04.2026
In execution of the instruction of Prime Minister Olzhas Bektenov, in order to ensure state control and prevent unjustified price increases for socially significant food products and to eliminate unproductive intermediaries, the Department, on April 25 of the current year, together with the Entrepreneurship and Investment Department of Almaty, the State Revenue Department of Almaty, the Department of Economic Investigations of Almaty, and the offices of the district akims of the city, conducted another monitoring at the city's largest wholesale market "Barys-4". Within the framework of the monitoring conducted, the Department of Trade and Consumer Rights Protection of Almaty analyzed the wholesale intermediaries of the market. As a result of comprehensive measures, 9 intermediaries have been identified to date. Also, within the framework of the regional commission, the State Revenue Department of Almaty is conducting chronometric surveys of business entities. Lessons of the law: how legal culture is formed among schoolchildren and students in Kostanay region 27.04.2026
In the Kostanay region, as part of the "Law and Order" concept, a program of educational sessions aimed at shaping the legal consciousness of youth is being implemented in stages. The initiative is designed to enhance the legal culture of the younger generation, prevent offenses, and create a safe educational environment.Schools and colleges in the region are covered under the project. Employees of the prosecutor's office and police, as well as veterans of law enforcement agencies, are actively involved in its implementation as mentors. This allows for the transfer of practical knowledge to young people and the explanation of legal issues using specific examples.The program includes sessions aimed at improving the legal literacy of students. Particular attention is paid to the prevention of bullying and cyberbullying, drug addiction and gaming addiction, as well as the prevention of deviant behavior among minors. The sessions are conducted in an interactive format using trainings and practical tasks, which promotes student engagement.Another event took place at Secondary School No. 8 in the city of Kostanay. “Unified Accumulative Pension Fund” Joint Stock Company (UAPF, the Fund) presents a report on the management of pension assets by the National Bank of the Republic of Kazakhstan (NBRK) and investment portfolio managers (IPMs) on its website enpf.kz in the section “Statistics and Analytics – Investment Management of Pension Assets”. The total volume of pension assets under the management of the NBRK and IPMs as of April 1, 2026 amounted to KZT 26,811.26 billion. As of that date, the pension assets of the UAPF under the trust management of the NBRK, formed from mandatory pension contributions (MPC), mandatory occupational pension contributions (MOPC), and voluntary pension contributions (VPC), amounted to approximately KZT 25,760.59 billion[1]. The volume of pension assets formed from employer mandatory pension contributions (EMPC) under the trust management of the NBRK amounted to KZT 948.86 billion.Pension assets under the management of IPMs amounted to KZT 101.81 billion. Investment Portfolio of Pension Assets under the Management of the NBRK The National Bank, acting as the trustee manager of UAPF pension assets, implements a balanced investment policy by investing in various types of financial instruments and diversifying the portfolio by currencies, countries, sectors, and issuers.According to the information provided by the National Bank, the main investment allocations of pension assets formed from mandatory pension contributions, mandatory occupational pension contributions, and voluntary pension contributions as of April 1, 2026 are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan – 42.74%, bonds of quasi-governmental companies – 9.26%, bonds of second-tier banks of the Republic of Kazakhstan – 2.58%, equities and depositary receipts of Kazakhstani issuers – 2.42%, deposits with the NBRK – 2.09%, government securities of foreign countries – 1.42%, and international financial organizations (IFOs) – 1.14%.A total of 35.23% of assets is invested within the framework of index management. This approach involves constructing an investment portfolio aligned with a benchmark portfolio, which represents a set of securities reflecting the strategic objectives of the investor. The return on the benchmark portfolio serves as a measure for evaluating management performance. Benchmark portfolios are based on indices developed and tracked by leading global financial institutions or by the NBRK. Index-based asset management is carried out by the NBRK both independently and with the involvement of foreign asset management companies in specific areas, including sub-portfolios of bonds from developed and emerging markets, as well as corporate bonds and equities.The investment portfolio by currency denomination of financial instruments acquired using MPC, MOPC, and VPC as of April 1, 2026 is as follows: investments in the national currency account for 61.09%, while investments in US dollars account for 38.91% of the pension assets portfolio.As a result of investment activities, income in the form of interest on securities, including income from placed deposits and reverse repo transactions, amounted to KZT 549.32 billion, income from market revaluation of securities amounted to KZT 94.12 billion, and other income amounted to KZT 0.48 billion. The market revaluation of securities invested in foreign currency, as well as assets under external management, including exchange rate revaluation effects, resulted in a negative value.The accrued investment income for the last 12 months from April 2025 to March 2026 amounted to approximately KZT 2.49 trillion, with a return of 10.74% over this period.The investment directions of Employer Mandatory Pension Contributions (EMPC) as of April 1, 2026 are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan – 93.84%, deposits with the NBRK – 6.15%, and cash on investment accounts – 0.01%.The investment portfolio formed from EMPC includes only financial instruments denominated in the national currency. Income in the form of interest on securities, including income from placed deposits and reverse repo transactions, amounted to KZT 30.65 billion. Market revaluation of securities contributed KZT 3.45 billion to contributors’ returns.The accrued investment income for the last 12 months from April 2025 to March 2026 amounted to approximately KZT 104.22 billion, with a return of 18.52% over the period.A detailed structure of the investment portfolio of financial instruments under the management of the NBRK, including issuers, as well as an overview of investment activities, is available on the official website of UAPF. Investment Portfolio Managers (IPMs) amounts to KZT 101.81 billion.As of April 1, 2026, pension assets under the trust management of “Alatau City Invest” JSC amounted to KZT 16.33 billion.The company’s main investments include: units of Exchange Traded Funds (ETF) – 24.63%, shares and depositary receipts of Kazakhstani issuers – 16.80%, bonds of second-tier banks of the Republic of Kazakhstan – 12.49%, bonds of quasi-governmental organizations of the Republic of Kazakhstan – 10.00%, corporate bonds of Kazakhstani issuers – 9.64%, repo transactions – 6.48%, corporate bonds of foreign issuers – 5.29%, international financial organizations (IFO) – 3.33%, and government securities of foreign countries – 1.90%.It should be noted that 56.12% of the portfolio is denominated in tenge, 42.86% in US dollars, and 1.02% in other currencies.The return on pension assets for the last 12 months from April 2025 to March 2026 amounted to 10.62%.A detailed structure of the investment portfolio of financial instruments under the management of “Alatau City Invest” JSC, including issuers, is available on the official website of UAPF. As of April 1, 2026, pension assets of the UAPF savings formed from mandatory pension contributions and mandatory occupational pension contributions to trust management with investment portfolio managers (IPMs), without taking into account the minimum sufficiency threshold, by independently selecting such a management company. Contributors who have voluntary pension savings may transfer up to 100% of these savings to IPMs.Since January 1, 2026, a system for evaluating the performance of Investment Portfolio Managers (IPMs) based on composite indices (Ki) has been implemented. A composite index is a type of benchmark that includes indices of national and global stock markets, ensuring an objective assessment of IPM performance while taking into account global economic trends and capital market conditions. Starting from 2026, IPMs carry out trust management of pension assets under a new approach that provides for the selection of one of three investment portfolios differing in risk level, return, and investment horizon. If the return on pension assets falls below the established minimum (composite benchmark), the IPM is required to compensate for the negative difference using its own capital. Thus, private asset managers are responsible for ensuring the preservation of savings through their own capital. It should be noted that since 2021, when the option to transfer pension savings to IPMs was introduced, all management companies have complied with the established regulatory requirements; therefore, no cases of compensation of the established difference have arisen.Pension savings under the trust management of the National Bank of the Republic of Kazakhstan are protected by a state guarantee of preservation not lower than the inflation rate at the time of eligibility for pension benefits. It should also be noted that the UAPF has launched a unified information online platform for the investment management of citizens’ pension assets – invest.enpf.kz. The platform consolidates all key information on Investment Portfolio Managers (IPMs) in a single digital space and ensures a systematic approach to providing data on investment activities.  The Unified Accumulative Pension Fund (UAPF) was established on August 22, 2013 on the basis of JSC “NPF “GNPF” JSC. The founder and sole shareholder of the UAPF is the Government of the Republic of Kazakhstan, represented by the State Institution “Committee of State Property and Privatization” of the Ministry of Finance of the Republic of Kazakhstan. Trust management of the UAPF’s pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with pension legislation, the UAPF is responsible for the collection of mandatory pension contributions, employer mandatory pension contributions, mandatory occupational pension contributions, and voluntary pension contributions, as well as the recording and accounting of voluntary pension contributions formed from unclaimed amounts of guarantee compensation on guaranteed deposits transferred by the organization responsible for mandatory deposit insurance in accordance with the Law of the Republic of Kazakhstan “On Mandatory Guaranteeing of Deposits Placed in Second-Tier Banks of the Republic of Kazakhstan.” The Fund also ensures the implementation of pension benefit payments. With the support of the Permanent Representation of the Republic of Kazakhstan to the International Civil Aviation Organization (ICAO) in Montreal, Mr. Tetsuya Tanaka, Chief of ICAO’s Climate Change, spoke online as a panelist at the session “Regional Knowledge Exchange on Carbon Pricing and ETS Reform”, held within the Regional Ecological Summit (22-24 April 2026).In his remarks, Mr. Tanaka provided an overview of ICAO’s strategic objectives and ongoing work towards achieving carbon neutrality in aviation by 2050.He highlighted the importance of the environmental agenda and ecological protection issues. Mangystau Poets Win at the Republican National Arts Competition “Bes Asyl” 26.04.2026
Today, on April 26, the city of Zhanaozen hosted the republican team-based national arts competition “Bes Asyl,” featuring performers from Mangystau Region and the city of Shymkent. The cultural event was attended by the First Deputy Akim of Mangystau Region, Askhat Oralov.This large-scale cultural event was organized at the initiative of the International Union of Aitys Akyns and Zhyrshy-Termeshi, with the support of the Mangystau Region Akimat and the AMANAT Party.The competition was held to promote national values outlined in the addresses of the President of Kazakhstan, Kassym-Jomart Tokayev, to foster the development of traditional arts, and to strengthen interregional cultural ties.The main objective of the event was to enhance the creative potential of aitys akyns and representatives of traditional arts, create opportunities for their professional development, and engage young people in national culture.As part of the competition, participants performed in various traditional aitys genres, including sure aitys, ture aitys, qaiym aitys, and aitys between young men and women. Additional performances included kyui, zhyr, terme, and traditional songs.In the team competition format, each team consisted of a team leader, four aitys akyns, as well as a termeshi, zhyrshy, traditional singer, kuishi, and presenter. Participants were evaluated based on their improvisational skills, depth of content, preservation of national traditions, and stage culture.The performances were judged by a distinguished panel of cultural and artistic figures, including Chairman of the International Union of Aitys Akyns and Zhyrshy-Termeshi Zhursin Erman, zhyrshy researcher Berik Zhusipov, poet Kalkaman Sarin, kuishi researcher Murat Abugazy, singer Serik Ospanov, poet-journalist Zhanarbek Ashimzhanov, and poet-expert Kopbosyn Omirzhan. More than 100 thousand Kostanay residents took part in the republican environmental campaign "Taza Kazakhstan" 26.04.2026
The Kostanay region has joined a large-scale nationwide environmental campaign, held in the format of a teleconference with the participation of President Kassym-Jomart Tokayev. The initiative is being implemented as part of the nationwide program "Taza Kazakhstan" and is considered one of the key tools for shaping the country's modern environmental agenda.During the live broadcast, the Head of State outlined the strategic significance of the project, emphasizing its dual focus — practical improvement of territories and the formation of an environmental culture in society. According to the President, greening settlements is a long-term investment in the nation's health and a sustainable future.The central venue for the campaign in the region was the Triathlon Park in Kostanay — one of the focal points of the urban environment, where the environmental initiative gained the broadest public reach. Here, representatives of authorities, businesses, the volunteer movement, and city residents took part in tree planting. The work was led by the region's akim, Kumar Aksakalov. Among the participants were representatives of the industrial sector, including enterprises from the automotive industry and light industry, as well as agricultural producers."On the President's instructions, we in the region are not just holding campaigns, but building systematic work. 'Taza Kazakhstan' for us is about real results: clean streets, new trees, improved courtyards. We want the residents of the Kostanay region to see these changes every day and become part of these changes themselves," noted the head of the region.Residents of the region support environmental initiatives and note real changes."The city is indeed becoming cleaner and more comfortable. It's clear that the work is ongoing, not one-off: new trees are appearing, courtyards are being improved. In 2024–2025, 40.3 billion tenge has been allocated for the implementation of specialized projects. During this period, over 400 public spaces have been improved, more than 250 children's and sports grounds have been created, about 600 unauthorized landfills have been eliminated, and over 1,250 dilapidated structures have been demolished. Concurrently, approximately 277 thousand trees have been planted, 1.3 thousand hectares of territories have been cleaned, and about 50 thousand tons of waste have been removed.Special emphasis has been placed on the development of public spaces as an element of a quality urban environment. The region has already established 80 such facilities, and in 2026, the implementation of another 25 projects is planned. Over the past three years, an additional 94 parks and squares have been created, significantly expanding the infrastructure for recreation and leisure.The comprehensive renewal also affects the housing stock. In the region, roof and facade repairs have been carried out on 180 apartment buildings. Plans include further planting of 77 thousand seedlings, roof and facade repairs for another 63 buildings, installation of 31 new children's and sports grounds, and continuation of work on demolishing dilapidated housing.The high involvement of the population and businesses confirms the sustainability of the emerging environmental culture: more than 105 thousand people and about 1.9 thousand enterprises participated in the sanitary measures.Thus, the implementation of the "Taza Kazakhstan" initiative in the Kostanay region goes beyond individual campaigns, forming a systematic approach to territorial development. Instances of price gouging for vegetables have been uncovered at the Ust-Kamenogorsk wholesale market 26.04.2026
Based on the results of comprehensive monitoring of the "Dina" wholesale market, facts of significant price inflation for socially important products by one of the individual entrepreneurs have been identified. Analysis of electronic invoices showed that trade markups on carrots, potatoes, and cabbage repeatedly exceeded permissible norms.Carrots: with a purchase price from farms in the Pavlodar region at 170 tenge/kg, the goods were resold with a markup of up to 35% (up to 230 tenge/kg).Potatoes: in February, a batch of over 30 tons was purchased in the Abai region at 150 tenge/kg. In March, these potatoes were sold in Ust-Kamenogorsk at prices ranging from 250 to 280 tenge/kg. The actual markup ranged from 70% to 86%.Cabbage: with a purchase from agricultural producers at 130 tenge/kg, sales were conducted at prices of 200–220 tenge/kg. The markup varied from 53% to 69%.These vegetables were subsequently sold to the public in "convenience" stores with an additional trade markup.Materials on these facts have already been reviewed at a meeting of the Regional Commission. Currently, materials are being prepared to register an unscheduled inspection regarding the individual entrepreneur.
