The results of the referendum on the adoption of the new Constitution of Kazakhstan were announced at the OSCE meeting in Vienna 20.03.2026
Vienna, March 19, 2026 – During the meeting of the Permanent Council of the Organization for Security and Co-operation in Europe (OSCE), at which the OSCE ODIHR Director Maria Telalian made an annual report, the Permanent Mission of the Republic of Kazakhstan announced the results of the republican referendum held on March 15 this year. The delegation of Kazakhstan expressed gratitude to the ODIHR Director for sending a Referendum Assessment Mission.It was noted that, according to the Central Referendum Commission of Kazakhstan, more than 9 million citizens participated in the referendum, and the adoption of the new Basic Law of the country was supported by 87.15 percent of the voting participants. Thus, the referendum was recognized as having taken place, and the new Constitution was adopted as a result of the free expression of the will of the people of Kazakhstan.It was emphasized that the results of the vote indicate broad public support for the constitutional reform and confirm the successful implementation of the democratic process in the country. The new, truly People’s Constitution will officially enter into force on July 1, 2026.During the speech, it was also noted that the implementation of the provisions of the new Constitution will become the basis for a large-scale update of national legislation. In the coming period, five new constitutional laws are planned to be submitted to Parliament, including acts regulating the institution of the President, the Kurultai (Parliament), the People's Council, as well as the status of the capital and the administrative-territorial structure of the country. At the same time, a systematic review of eight more constitutional laws and more than 60 regulatory legal acts, including key codes, will be required.It was emphasized that this legislative process will be synchronized with the upcoming parliamentary elections, which are scheduled to be held before September 1 of this year.Special attention was paid to the international assessment of the referendum. International observers from the CIS, the IPA CIS, the SCO, the Organization of Turkic States, the TURKPA, the CSTO PA, the OIC and the CICA unanimously noted the open and transparent nature of voting, broad participation of citizens, respect for the rights of all participants in the process and the provision of opportunities for free, informed and independent choice. Kazakhstan’s Permanent Representative Participates in Event Marking World Water Day 20.03.2026
New York, March 19, 2026 – Kairat Umarov, Permanent Representative of the Republic of Kazakhstan to the United Nations, took part in an event dedicated to World Water Day 2026 on the theme “Water and Gender Equality.”In his remarks, he underscored that water is fundamental to public health, food security, and sustainable development, and that ensuring equal access to water resources is directly linked to justice and inclusion. Particular attention was drawn to the fact that women and girls in many countries are the ones most acutely affected by water scarcity, while their participation in water resource management processes remains insufficient.The Kazakh side also noted the growing pressure on global water resources as a result of climate change, ecosystem degradation, unsustainable consumption, and disruptions to the hydrological cycle. It was emphasized that, amid the continuing lack of access to safe drinking water and sanitation, strengthening international cooperation and improving global water governance are especially important.In this context, participants were informed about the initiative of President of the Republic of Kazakhstan Kassym-Jomart Tokayev to establish, under the auspices of the United Nations, a dedicated international water organization as part of the UN80 reform process. This initiative is aimed at increasing institutional efficiency, reducing duplication of functions, and giving the water agenda the political prominence it deserves.The first international consultations on this issue were also announced for April of this year in Astana, on the margins of the Regional Environmental Summit. Nauryz Celebration Held at the United Nations Headquarters 20.03.2026

Prospects for Kazakh–Slovak Cooperation in Agriculture Were Discussed in Bratislava 20.03.2026
Bratislava, 18 March, 2026 – The Ambassador of the Republic of Kazakhstan to the Slovak Republic, Zhanna Saginova, held a meeting with the State Secretary of the Ministry of Agriculture and Rural Development of the Slovak Republic, Vladimír Vnuk.During the talks, the parties discussed a wide range of issues related to bilateral cooperation in the agricultural sector, including livestock breeding, seed production, and forestry. Particular attention was given to the procurement of breeding livestock from Slovakia, as well as to expanding the range of agricultural products exported from Kazakhstan to the Slovak market.The importance of implementing the joint Memorandum of Understanding in the field of forestry was emphasized, along with the work of the relevant working group operating within the framework of the Intergovernmental Commission on Trade, Economic and Scientific-Technical Cooperation. In follow-up to the agreements reached during the working group’s online meeting in February 2025, the Ambassador proposed considering the organization of training internships for Kazakh forestry specialists at specialized educational institutions in the Slovak Republic, as well as strengthening cooperation between the Forestry Committee of the Ministry of Agriculture of Kazakhstan and the National Forestry Centre of Slovakia.Special attention was also paid to the prospects for joint projects in the fields of biotechnology, soil science, plant breeding and genetics, livestock production, and veterinary science. The Ambassador introduced the activities of the National Agrarian Scientific and Educational Center of Kazakhstan and expressed support for establishing cooperation between the Center and the National Agricultural and Food Centre of Slovakia, as well as the Central Control and Testing Institute of Agriculture in Bratislava.The recognition of falconry by UNESCO as an element of the intangible cultural heritage of both Kazakhstan and Slovakia opens new opportunities for bilateral cooperation. Kazakhstan Presents Candidate to UN Committee on the Rights of Persons with Disabilities in Geneva 20.03.2026
Geneva, 19 March 2026 – On the margins of the Human Rights Council session in Geneva, the Permanent Mission of the Republic of Kazakhstan to the UN Office in Geneva hosted a side event at the Palais des Nations to present the candidacy of Ms. Lyazzat Kaltayeva for membership in the United Nations Committee on the Rights of Persons with Disabilities (CRPD). The event brought together ambassadors, representatives of international organizations, and human rights experts.Opening the event, Permanent Representative of Kazakhstan, Ambassador Erzhan Kazykhan noted the symbolic importance of the year, marking the 20th anniversary of the Convention on the Rights of Persons with Disabilities. Prague, 18 March 2026 – Participants of the business seminar entitled “Prospects for Trade and Economic Cooperation between the Czech Republic and the Republic of Kazakhstan” were among the first representatives of the Czech public to be briefed on the outcome of the national referendum and the adoption of Kazakhstan’s new Constitution. Veterans of the Karmakshy District familiarized themselves with new facilities in the regional center 19.03.2026
Today, a delegation of veterans from the Karmakshy District visited the city of Kyzylorda and ознакомилась with the operation of newly built facilities in the region.First, the delegation visited the Family Center (“Otbasу Ortalygy”). The center was officially opened in 2023 with the participation of the regional akim as part of the 85th anniversary of the region and City Day celebrations. A total of 1.6 billion tenge was allocated from the regional budget for its construction. The center provides comprehensive services for youth, including family planning, social support, and marriage registration ceremonies.Next, the delegation was introduced to the construction progress of the new “House of Friendship.” With a total cost exceeding 3.7 billion tenge, this facility is set to become a modern center aimed at strengthening interethnic harmony.The delegation then visited the new terminal of Korkyt Ata Airport, commissioned in 2024. The project cost amounts to 20.9 billion tenge, and the terminal has a capacity of serving up to 250 passengers per hour. It is fully equipped to handle both domestic and international flights.During the trip, the delegation also ознакомилась with the work of the “Syr Zhuldizdary” Academy. Today, large-scale projects implemented in recent years in the city of Kyzylorda have become a clear reflection of the region’s development. $62.6 million in one day: Kazakhstan increases exports to Mongolia 19.03.2026
Kazakh companies, during a business mission in Ulaanbaatar, signed export contracts with Mongolia totaling $62.6 million. The Kazakh delegation was led by First Vice Minister of Trade and Integration of the Republic of Kazakhstan, Aizhan Bizhanova. "We view Mongolia as a promising direction for expanding non-resource exports. The high share of finished products in supplies and the interest of businesses confirm that we are no longer dealing with a trial market, but with an emerging, stable trade direction," noted Aizhan Bizhanova during the business forum in Ulaanbaatar. By the end of 2025, trade turnover between the countries had tripled. Moreover, over 90% of supplies consist of non-resource finished goods, including food products and industrial goods. This export structure indicates a gradual shift from a raw materials model to supplying products with higher added value. According to the Vice Minister, an additional impetus for cooperation could be provided by the Interim Trade Agreement between the EAEU and Mongolia, covering approximately 367 commodity items. The document envisages reducing barriers and expanding market access, creating new conditions for exporters and launching joint projects. "Work is currently underway for it to enter into force, and we expect this to happen in the near future. For our companies, this means more opportunities for export and launching joint projects," she added. A logical continuation of the cooperation is the utilization of Kazakhstan's transit potential. This opens up opportunities for Mongolia to diversify export routes, reduce product delivery times, and expand access to the markets of the EAEU, the Caucasus, Turkey, and the European Union. Kazakhstan thus strengthens its position as a key transit hub for bringing products to external markets. The Agreement on Pension Provision for Workers of the Eurasian Economic Union Member States, dated December 20, 2019 (hereinafter referred to as the Agreement), has been in effect for six years now. It regulates relations in the area of pension provision for citizens of the EAEU member states[1].As a reminder, one of the main goals of the Agreement is to establish and implement pension rights for workers of the EAEU member states under the same conditions and in the same manner as for citizens of the state of employment.HistoryOn December 20, 2019, a meeting of the Supreme Eurasian Economic Council was held, at which the heads of states of the EAEU signed the Agreement. Starting January 1, 2021, after the ratification of the Agreement by all EAEU states, their citizens working in other EAEU countries will develop, maintain, and exercise their pension rights equally with citizens of the country in which they are employed. Each EAEU member state now pays pensions in accordance with its own legislation for the length of service acquired by workers in its territory after January 1, 2021. If an employee's length of service acquired in the territory of one member state is insufficient to establish pension entitlement (with the exception of funded pensions), then work experience acquired in other EAEU countries, including prior to the entry into force of the Agreement, is taken into account, unless such work experience overlaps in time. It is worth noting that citizens of EAEU countries must formalize employment relationships with employers in the countries of employment, that is, they must conclude employment or civil law contracts in a timely manner. Implementation of the Agreement in KazakhstanIn Kazakhstan, the Agreement applies to legal relationships regarding the payment of pension contributions to the UAPF and pension benefits from the UAPF under the laws of the Republic of Kazakhstan upon reaching retirement age or upon the establishment of permanent disability of groups 1 or 2.For example, if a citizen of Kazakhstan gains work experience (e.g., 3-5 years) in the territory of an EAEU member state after the Agreement enters into force, then upon the emergence of the right to a pension under the pension legislation of the country of employment (reaching retirement age, having a certain length of service), the country in which the migrant worked will assign a pension for the length of service completed in that country. In this case, the citizen of Kazakhstan will have the right to submit an application with documents for the appointment and payment of a pension to the competent authority of the EAEU country or to the UAPF, as the competent authority in the Republic of Kazakhstan.The list of documents required for the appointment and payment of a pension to an employee is regulated by the national legislation of each EAEU member state.Competent authoritiesThe competent authorities in the Republic of Kazakhstan for confirming the work experience of employees of EAEU member states are UAPF JSC, the Committee for Regulation and Control of Social Protection of the Population of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan, and their regional branches. UAPF provides information on work experience since January 1, 1998, based on data on the payment of compulsory pension contributions available in the information system. You can also contact UAPF with the following questions:receiving and processing information and documents,making decisions on the appointment or refusal of a pension,organizing pension benefit/delivery.Detailed information is available on the enpf.kz website in the "Services" section.To confirm work experience prior to 1998, please contact the Committee for Regulation and Control of Social Protection of the Population of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan.Agreement in numbersAs part of the implementation of the Agreement in Kazakhstan, as of January 1, 2026:Pension contributions to the UAPF were transferred to 105,029 workers who are citizens of EAEU member states and who work in Kazakhstan under employment and civil law contracts with employers.Moreover, according to Kazakhstani law, if there are no open UAPF accounts to record pension contributions, these UAPF accounts are opened automatically upon receipt of the first contribution, i.e., without an application;The UAPF accepted and processed applications for pension benefits from 291 citizens of EAEU member states, of which:266 workers were assigned pension benefits upon reaching retirement age under Kazakhstani law;25 heirs were assigned pension benefits upon the death of workers;The competent pension authorities of the Russian Federation and the Kyrgyz Republic have awarded:lifetime old-age/old-age/disability pensions to 26 citizens of Kazakhstan who worked in Kyrgyzstan and the Russian Federation under employment contracts and contributed to their pension systems;survivor's pensions to four citizens of Kazakhstan following the death of two other citizens of Kazakhstan.Statistics show that, despite the relatively short period of validity of the Agreement, citizens of EAEU member states have been given the opportunity to exercise their pension rights in EAEU countries, meaning that the primary objective of the adopted document has been achieved. UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. As part of the ten-day long Nauryznama program of thematic events, the Permanent Delegation of Kazakhstan to UNESCO organized a presentation of the country’s intangible cultural heritage at the Organization’s headquarters. The event, held on 18 March 2026 with the support of the Abai Cultural Centre under the Embassy of Kazakhstan in France, brought together heads of diplomatic missions of UNESCO Member States, Secretariat staff, friends of Kazakhstan, and representatives of the Kazakh diaspora.Opening the event, the Permanent Delegate of the Republic of Kazakhstan to UNESCO, Ambassador Askar Abdrakhmanov, reminded the audience that Nauryz is one of the oldest holidays in the world, symbolizing the renewal of nature, harmony, and unity among peoples. He noted that this year the spirit of spring renewal in Kazakhstan is also associated with comprehensive reforms in the country and the adoption of a new Constitution through a nationwide referendum held on 15 March.The Ambassador introduced the audience to the main content of the Nauryznama decade, emphasizing that it reflects the core values and traditions of the Kazakh people, including tolerance, friendship, care for others, and respect for nature. CycleLab: Ecology of the Future — finalists of the student competition presented environmental projects 19.03.2026
The final stage of the student project competition “CYCLELAB: Ecology of the Future” is taking place in Astana. The event is organized by the Association of Secondary Raw Materials Recyclers of Kazakhstan and JSC “Zhasyl Damu,” co-organized by L.N. Gumilyov Eurasian National University, with the support of the general sponsor, Bank CenterCredit. Following the first stage, 10 best projects were selected by an expert commission out of 31 submitted applications.Students aged 16 to 30 from colleges and universities of Astana, Akmola, and Karaganda regions participated in the competition. Participants presented projects in key areas of sustainable development, including waste recycling technologies, solutions for separate waste collection, smart sorting systems, eco-design of packaging, digital logistics tools, and environmental education.Based on the evaluation of the expert jury, three winners will be selected from among the 10 finalists — the authors of the most promising and well-developed projects.
