Procedure for the issuance of certificates to recipients of ASA through the portal of "Electronic Government" was simplified 11.04.2025
In order to simplify the process and reduce the terms of providing state address assistance to citizens, the Ministry of labor and social protection of the population, together with the Ministry of education and science and the Ministry of information and communications, implemented an optimized process of state services to obtain a certificate confirming the applicant's (family) affiliation to the recipients of the ASA, through one-time passwords and through the service of obtaining certificates by third parties on the web portal of "electronic government".Previously, citizens had to provide certificate confirming the status of the right to receive state address social assistance to CPS, local executive bodies or educational institutions in order to receive address assistance. Уровень пенсионного обеспечения женщин намного ниже, чем у мужчин, учитывая особенности их трудовой деятельности. Это и относительно непродолжительные периоды работы, и невысокие размеры заработной платы.Унификация пенсионного возраста – эта одна из мер, направленных на повышение уровня пенсионного обеспечения женщин. После изменений в пенсионное законодательство, внесенным в 2015 году, в Республике Казахстан, начиная с 2018 года, поэтапно каждые 6 месяцев повышается пенсионный возраст женщин. К 2027 году их возраст выхода на пенсию сравняется с пенсионным возрастом для мужчин и составит 63 года.На первом этапе в 2018 году возраст выхода на пенсию для женщин увеличился на 6 месяцев по сравнению с 2017 годом и составил 58,5 лет. Для мужчин  возраст выхода на пенсию, как и прежде, составляет 63 года. Соответственно, женщины, родившиеся в первой половине 1960 года, вышли на пенсию во второй половине 2018 года.С 1 января 2019 года возраст выхода на пенсию для женщин увеличился еще на 6 месяцев и составил 59 лет. В текущем году на пенсию выйдут женщины, родившиеся во второй половине 1960 года.Одновременно с этим с 1 июля 2018 года вводится новая методика назначения базовой пенсии. Она предусматривает дифференцированный подход к установлению размера базовой пенсии в зависимости от стажа участия в пенсионной системе. При этом учитывается трудовой стаж как до 1 января 1998 года, так и после этой даты на основе периодов уплаты обязательных пенсионных взносов.Также в стаж участия в пенсионной системе, учитываемого для назначения базовой пенсии, включаются периоды: нахождения матерей по уходу за ребенком до 3 лет (в общей сложности не более 12 лет), ухода за ребенком-инвалидом, проживания супругов военнослужащих (кроме военнослужащих срочной службы), сотрудников специальных государственных органов в местностях, где отсутствовала возможность их трудоустройства (не более 10 лет в общей сложности) и т.д.Кроме того, с 2014 года из республиканского бюджета введено субсидирование 10% обязательных пенсионных взносов работающим женщинам, находящимся в отпусках по уходу за ребенком до 1 года.С 2020 года вводится условно-накопительная компонента, направленная на увеличение объемов пенсионных накоплений за счет уплаты 5% обязательных пенсионных взносов, уплачиваемых работодателем в пользу своих работников за счет собственных средств.Все это позволяет женщинам увеличить как объем пенсионных накоплений, так и трудовой стаж, учитываемый при назначении базовой пенсии.   При этом сохранены все действующие льготы раннего выхода женщин на пенсию:во-первых, женщины, родившие пятерых детей и имеющие 20 лет трудового стажа, вправе выйти на пенсию в 53 года;во-вторых, женщины, проживавшие не менее 5 лет в зонах чрезвычайного и максимального радиационного риска Семипалатинского испытательного ядерного полигона, выходят на пенсию в возрасте 45 лет (при стаже работы 20 лет);в-третьих, для участниц накопительной пенсионной системы при достаточности пенсионных накоплений для приобретения пенсионного аннуитета возраст раннего выхода в 2019 году достиг 51 летнего возраста.График повышения пенсионного возраста женщин201858 лет 6 месяцевС 01.01.1960 по 30.06.1960 г.201959 летС 01.07.1960 по 31.12.1960 г.202059 лет 6 месяцевС 01.01.1961 по 30.06.1961 г.202160 летС 01.07.1961 по 31.12.1961 г.202260 лет 6 месяцевС 01.01.1962 по 30.06.1962 г.202361 летС 01.07.1962 по 31.12.1962 г.202461 лет 6 месяцевС 01.01.1963 по 30.06.1963 г.202562 летС 01.07.1963 по 31.12.1963 г.202662 лет 6 месяцевС 01.01.1964 по 30.06.1964 г.202763 годаС 01.07.1964 по 31.12.1964 г.По итогам 11 месяцев 2018 года средний размер совокупной пенсии из бюджета составил 81 159 тенге, что на 23% превышает средний размер пенсии за аналогичный период 2017 года (на 1 декабря 2017 года средний размер совокупной пенсии из бюджета составлял – 65 935 тенге).  Общая численность получателей пенсионных выплат по возрасту на 1 декабря 2018 года составила – 2 172,9 тыс. человек.Source : https://www.gov.kz/memleket/entities/enbek/press/news/details/19152?lang=kk

In order to optimize the process of providing state services, the Ministry of labor and social protection of population of RK (hereinafter – the Ministry) implements a Road map for the proactive provision of state services related to the establishment of disability in 2018. Road map provides for the provision of 8 state services in a proactive format:Appointment of the state social disability benefit;Appointment of social benefit in case of disability;Assignment of benefit to mother or father, adoptive parent (adopter), guardian (trustee), raising a disabled child; Registration of documents for the disabled to provide them with prosthetic and orthopedic care;Providing people with disabilities with surdo- tiflo-technical means and obligatory hygienic means;Registration of documents for the disabled to provide them with the services of an individual assistant for the disabled of the first group who have difficulty in moving and a sign language specialist for the hearing impaired;Provide disabled with wheelchair;Providing disabled with health resort treatment. According to the results of the medical and social examination, the service recipient proactively, that is, without an application, will be issued documents for the appointment of state disability benefits, social benefits for disability, benefits for raising a disabled child, as well as the provision of funds and rehabilitation services in accordance with the individual rehabilitation program, which will significantly reduce the route of a disabled person, eliminate the need to visit service providers to obtain appropriate services, reduce the paperwork.Within the framework of the implementation of the Road map, employees of the territorial departments of the Labor, social protection and migration committee of the Ministry, Departments of employment coordination and social programs of the regions, city/district departments of employment and social programs were trained to work in information systems with the functionality of the process of providing proactive state services related to the establishment of disability.Source : https://www.gov.kz/memleket/entities/enbek/press/news/details/19125?lang=kk

According to the Statistics Committee of the Ministry of National Economy of Kazakhstan, in the third quarter of 2018, the nominal wage index compared to the corresponding quarter of last year was 109.3%, real - 103.1%.The real wage index is determined by dividing the nominal wage index by the consumer price index for goods and services. 1.On the occasion of the International Day Against Nuclear Tests, we reaffirm our commitment to realizing a world free of nuclear testing and renew our resolve to achieve the entry into force of the Comprehensive Nuclear-Test-Ban Treaty (CTBT).2.A historic decision to close the Semipalatinsk testing site, which was made by the President of Kazakhstan Nursultan Nazarbayev on 29 August 1991, sent a strong political message and contributed to the international efforts that led to the adoption of the CTBT in 1996. Over the years, Kazakhstan has provided strong support for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) and demonstrated determination to achieve the elimination of nuclear weapons. In 2008, the CTBTO held the first large-scale on-site inspection (OSI) integrated field exercise in Semipalatinsk.3.In addition, during the past two years, Kazakhstan, as a Co-coordinator of the Article XIV process alongside Japan, has led the global efforts to facilitate the entry into force of the Treaty.4.Kazakhstan, as a non-permanent member of the UN Security Council for 2017-2018, is tirelessly supporting international efforts aimed at strengthening the global nuclear non-proliferation and disarmament regime, and highlighting the danger that nuclear weapons pose to global peace and stability.5.As we gather to observe this International Day Against Nuclear Tests, it is important to remind ourselves that much has been accomplished. As of today, the CTBT has already achieved near universal adherence, with 183 States Signatories and 166 ratifying States. Its verification regime is approaching completion. The regime has already proven its resilience and effectiveness. We reaffirm our commitment to supporting this regime, which is crucial for enhancing international security and confidence-building.6.While we are proud of the many successes we have achieved, the Treaty has yet to enter into force. We call on all States Signatories to spare no effort to ensure that the nuclear test ban becomes legally binding international law by achieving the entry into force of the CTBT. We also call on all States to continue the moratoria on nuclear test explosions.7.We urge those States that have not yet signed or ratified the Treaty to do so without delay.We especially call on the remaining eight CTBT Annex 2 States, whose ratifications are needed for the Treaty's entry into force, to demonstrate leadership by taking this important step.8.At a time of heightened concerns over nuclear proliferation and nuclear tests, Kazakhstan and the CTBTO invite all States to take part in commemorating the International Day Against Nuclear Tests and advance the much needed entry into force of the CTBT.9.It is high time to bring the Comprehensive Nuclear-Test-Ban Treaty into force.
