Astana, 15 November 2024 – Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu received Secretary General of the Conference on Interaction and Confidence Building Measures in Asia (CICA) Kairat Sarybai.During the meeting, Minister Nurtleu noted that Kazakhstan, as the founding country and the current chairman of the Conference, attaches great importance to the activities of the CICA and its transformation into a full-fledged international organization.Particular attention paid to the current state of implementation of the initiatives and priorities of the Kazakh chairmanship, as well as further prospects for the development of CICA.Following the meeting, the parties signed Protocol on Amendments to the Host Country Agreement regarding the terms and conditions of the Secretariat’s presence in Kazakhstan.The amendments to this Agreement are intended to strengthen the international status of the CICA Secretariat in accordance with the practice of the UN and other international organizations. The Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan has developed a draft order of the head of the department "On amendments and additions to some orders". The document is aimed at increasing the availability of technical means of rehabilitation for persons with disabilities (hereinafter referred to as LSI), which will have a positive impact on their quality of life and socialization into society. The draft order is posted on the Open NPAs portal for public discussion until November 29, 2024.Thus, the document provides for a reduction in the time needed to replace wheelchairs. To a large extent, these amendments will affect children's wheelchairs. So, for children under 7 years old, all types of wheelchairs are planned to be replaced after three years. For children over the age of 7: indoor – after 5 years, universal – after 4 years. Also, the replacement period for indoor wheelchairs for adults will be reduced by one year, they will be changed every 6 years.By the way, today, in accordance with current legislation, uniform replacement periods have been established for children and adults traveling in wheelchairs: 7 years for indoor wheelchairs, 4 years for strollers.Also among the significant changes is the provision of prosthetic and orthopedic shoes for all groups of people with disabilities, shoes for devices (prostheses), therapeutic and preventive means at the expense of budgetary funds.To date, these LSI services are provided depending on the disability group with payment at their own expense of 50% or 100% of the cost.In addition, the adoption of the draft order will eliminate restrictions on providing laptops with a webcam, as well as screen access software and speech synthesis, portable typhoid computers with speech synthesis, with built-in Braille input/output, for persons with disabilities who have reached retirement age. To date, the above-mentioned technical means is provided exclusively to people of working age. The XI Republican scientific and practical conference with international participation "Priority areas of rehabilitation and balneology" is being held in Astana. The event discusses the introduction of new methods of rehabilitation, diagnosis and rehabilitation of neurological disabling diseases, the use of innovative technical means of rehabilitation and many others. The Ministry, together with the expert community, taking into account the recommendations of the UN Committee on the Rights of Persons with Disabilities, has developed a draft Concept of an inclusive policy until 2030. Its main innovation is the creation of conditions for the transition from a medico-social to a socio-human rights model of disability. The document provides for the adoption of a set of effective measures aimed at creating the necessary conditions for the full-fledged social integration of people with special needs into society.Rehabilitation is one of the most important aspects in the process of improving the quality of life of people with disabilities. This is a complex of medical, psychological, pedagogical, socio-economic measures aimed at eliminating or fully compensating for the limitations of life caused by a health disorder," Svetlana Zhakupova said.The Minister noted that a multidisciplinary approach, including medical, social and pedagogical areas of work, is important in the rehabilitation of children.The head of the Ministry of Health also spoke about the ongoing work in the framework of the implementation of the Social Code."A project has been launched to send children with disabilities to sanatorium treatment in accordance with individual rehabilitation and habilitation programs.From 2025, the social security system will switch to per capita financing of special social services (hereinafter referred to as SSS) with the involvement of private business. This measure will expand the network of organizations providing special social services and bring them to remote rural settlements.In addition, licensing of organizations providing SSAS is being introduced from 2025. This will ensure their compliance with standards and protect the rights of people with special needs.A digital diary of rehabilitation of children with disabilities at home is also being introduced. This decision will make it possible to track the dynamics and the achieved effect of rehabilitation measures," Svetlana Zhakupova said. The Minister stressed that technical means of rehabilitation (hereinafter referred to as TSR) play a huge role in the complex of rehabilitation measures and in the daily life of people with special needs. Thanks to the Social Services Portal, LSI is given the opportunity to independently choose rehabilitation equipment and their suppliers. At the same time, control over the quality of the TSR provided has been strengthened. "This year, together with the Kazakhstan Khalkyna Public Foundation, we have launched pilot projects "Needs assessment and selection of TSR" and "Rehabilitation of children with disabilities at home." Within the framework of these projects, children with disabilities are provided with innovative TSR for rehabilitation activities at home. Since the beginning of the year, pensions in the amount of 3 trillion 118.2 billion tenge have been paid from the republican budget, of which 982.2 billion tenge has been allocated for the payment of a basic pension, and 2 trillion 136 billion tenge for a solidarity pension.As of November 1, 2024, the number of pensioners is 2 million 421 thousand people.The average amount of the total pension as of November 1, 2024 amounted to 131,730 tenge, including the amount of the solidarity pension – 89,122 tenge, the basic pension – 42,608 tenge.Starting from July 1, 2018, the state basic pension payment is assigned to each recipient individually, taking into account his experience of participation in the pension system.At the same time, the length of service in the pension system includes the length of service worked out in the solidarity system as of January 1, 1998, as well as the periods for which mandatory pension contributions were paid (hereinafter - OPV).So, if the length of service in the pension system is 10 years or less, and also in its absence, the amount of the basic pension is 65% of the subsistence minimum, then for each year over 10 years its size increases by 2%. For example, if you have 20 years of experience, the basic pension will amount to 85% of the subsistence minimum. Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Svetlana Zhakupova held a meeting with deputies of the Majilis of the Parliament of the Republic of Kazakhstan. The amounts of these types of benefits are set in a differentiated form, depending on the order of birth of the child.This sizing has influenced the change in the structure of benefit recipients. Thus, the share of recipients of benefits for the birth of 4 or more children increased from 12.7% in 2013 to 32.4% on November 1, 2024.Similarly, if in 2013 the share of recipients of benefits for caring for 4 or more children was 17.6%, then on November 1, 2024 it is up to 35%. Thus, almost every third child is born in a large family," Askar Aimagambetov said.Two types of social benefits from the State Social Insurance Fund are provided for working parents: in case of loss of income for pregnancy and childbirth, as well as for caring for a child up to one and a half years old.In addition, it provides for subsidizing mandatory pension contributions to women who take care of a child before the age of 1.5 years in the amount of 10% of the average monthly income.To support families raising children with disabilities, an allowance is provided for raising a child with disabilities until they reach adulthood (the amount of the allowance is 1.61 PM – 69,886 tenge). As of November 1, more than 109 thousand people received benefits in the amount of 77.3 billion tenge. In total, 91 billion tenge is provided for these purposes in 2024.Today, more than 585,000 families are recipients of benefits for large families, the amount of which is determined based on the number of children. The introduction of the current benefit payment mechanism is one of the reasons for the increase in the number of recipients by more than 2 times, from 252 thousand families in 2019 to 585 thousand families on November 1, 2024.Within the framework of the Social Code, the amount of benefits for mothers awarded the Altyn Alka pendant, who gave birth and raised 7 or more children, was increased. In October, activity on the Electronic Labor Exchange decreased and demand for seasonal professions increased 16.11.2024
In October, 123.7 thousand vacancies and 106 thousand resumes were posted on the Electronic Labor Exchange (hereinafter – EBT). Compared to the previous month, the activity of search and hiring decreased: the number of vacancies decreased by 9% (13 thousand), and resumes – by 13% (16.5 thousand). The decline in activity is explained by a decrease in supply and demand in the field of education, probably due to the completion of staffing in educational institutions.However, as in September, the transition to the heating season caused an increase in demand for workers in the maintenance and operation of thermal and boiler equipment.So, last month the number of vacancies for boiler room operators increased (+5,9 thousand), boiler room machinists (+1,1 thousand), and boilermakers (+969). High demand for such specialists was observed in West Kazakhstan (2.9 thousand vacancies), Aktobe (1.3 thousand) and Zhambyl (974) regions.A noticeable increase in demand was also recorded for such professions as livestock breeders and animal care workers, which is especially important at the stage of preparation for the winter period in animal husbandry.By region, employers from the Karaganda region (9.5 thousand vacancies, or 8% of the total), as well as from Almaty (9.3 thousand, or 7.5%), West Kazakhstan region (9.2 thousand, or 7.5%) and Astana (8.1 thousand, or 7%).At the same time, the total number of vacancies in October decreased in the following regions: Almaty (-44%, or -3.9 thousand), Zhetisu (-37%, or -1.6 thousand) and Astana (-34%, or -4.1 thousand).The imbalance between supply and demand remains an acute problem in some regions. Thus, 2.5 thousand resumes were registered in the East Kazakhstan region with 5.5 thousand vacancies, in North Kazakhstan - 2 thousand resumes for 4.1 thousand vacancies, and in Pavlodar – 3.4 thousand resumes with 6.5 thousand vacancies.There is still an excess of resumes in Shymkent, Kyzylorda and Turkestan regions, which exceeds the number of vacancies by 54%, 48% and 47%, respectively.High salaries in October were offered to chief builders (on average 679 thousand tenge), chief technical specialists (about 565 thousand tenge) and flight safety engineers (about 554 thousand tenge).At the same time, the highest salaries were expected by applicants applying for the position of director of investment projects (on average from 2 million tenge), head of the automated production management system department (about 1.8 million tenge) and combine harvester (1.2 million tenge).Overall, EBT activity decreased in October, especially in the field of education.
