The First Vice-Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan, Akmadi Sarbasov, held a meeting on the promotion of anti-corruption values among employees of the State Labor Inspection Committee and its territorial departments.The event was attended by Acting Chairman of the State Labor Inspection Committee (hereinafter – KGIT) Murat Muratbekov, officer for particularly important cases of the Prevention Service of the Anti-Corruption Agency of the Republic of Kazakhstan Zhazira Zhylkyshieva, Deputy Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Nurlan Uteshev, Ethics Commissioner of the Ministry of Health of the Republic of Kazakhstan Urken Alshynbayeva, 215 state labor inspectors from all regions and others.In his welcoming speech, Akmadi Sarbasov noted that the suppression and prevention of corruption offenses is one of the main areas of work of the Ministry of Labor."Within the framework of anti-corruption legislation, the Ministry annually conducts an internal analysis of corruption risks in the activities of structural divisions. This year, an external analysis of corruption risks was conducted jointly with the Anti-Corruption Agency. All employees of the territorial departments of the State Inspection Committee should be clearly aware of the anticorruption restrictions of a civil servant," he stressed.Murat Muratbekov spoke about the main tasks of the state labor Inspectorate, which are: ensuring state control over compliance with the labor legislation of the Republic of Kazakhstan, protecting the rights and freedoms of employees, including the right to safe working conditions, consideration of appeals, applications and complaints of employees and employers."As of November 1, 2024, 4,552 inspections were carried out (in 2023 – 5,834), 7,146 violations were detected (in 2023 – 8,936), of which 1,769 were related to occupational safety and health.2723 prescriptions were issued to employers (in 2023 – 3741), 3207 administrative fines were imposed (in 2023 – 2046) in the amount of more than 338.9 million tenge (in 2023 – 339.5 million tenge).There are no facts of bringing to justice heads of departments and their direct subordinates for committing corruption crimes in 2024," he informed.The acting Chairman of the KGIT also reported on the work carried out to prevent corruption offenses."One of the main tasks of the State Labor Inspectorate Committee for the Eradication of Corruption is the formation of intolerance to corruption, the exclusion of opportunities for corruption, and the improvement of measures to ensure the inevitability of responsibility.An internal analysis of corruption risks in relation to the activities of the State labor Inspectorate was conducted in 15 regions. According to its results, the causes contributing to the commission of corruption offenses have been identified. Seven innovative IT projects for people with disabilities have received grant funding 16.11.2024
The results of the startup projects competition aimed at developing innovative IT solutions to improve the quality of life of people with disabilities have been summed up in Almaty. Six winning teams received grants for the implementation of their ideas in the amount of 1 million tenge, another team - 500 thousand tenge. In the near future, they will start making prototypes of their projects.The event was organized within the framework of the ITMLab project, which is implemented by the ITeachMe Foundation in partnership with Chevron and with the support of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan.As previously reported, hackathons on the selection of startup projects to improve the quality of life of people with disabilities (hereinafter - LSI) were held in the cities of Almaty and Astana.During the final presentation, 18 teams presented their projects, the ideas of which they finalized during the month under the guidance of professional teachers.All projects are aimed at ensuring the availability of technology, improving communication, increasing mobility and creating conditions for an inclusive society, which contributes to a significant improvement in the quality of life of LSI.After completing the presentations, the jury selected 6 teams that received grants intended for the implementation of prototypes in the amount of 1 million tenge. Additionally, another team received an incentive award in the amount of 500 thousand tenge. Shaka is a glove equipped with vibration motors/sensors that allows people with visual impairment to navigate in everyday life;Fenix Recovery is an exoskeleton and compact locomotivated simulator for use both in special rehabilitation centers and at home;Bulan is an optimized electronic set–top box for wheelchairs;RiMs – an e-book based on Braille;NGO "Zhan" – production of tips for white canes with the shortest wear period;Technosila is a bionic prosthetic arm with neural algorithms;Procrastinators is a real–time translator application from sign language to text and vice versa.Within three months, all 7 teams will work on creating prototypes of their projects. As of November 1, 2024, state labor inspectors at 264 enterprises of the republic revealed wage arrears to 17.8 thousand employees in the amount of 3.9 billion tenge. In addition, during the inspections conducted in various organizations, more than 7.1 thousand violations of labor rights were revealed.The heads of enterprises where salary arrears were identified were issued 235 mandatory orders and fines in the amount of more than 46.5 million tenge were imposed.As a result of the measures taken, including the establishment of strict schedules and deadlines for repayment of wage arrears, the rights of more than 16.5 thousand employees are protected. At the same time, 202.4 thousand people took advantage of the opportunity to receive benefits or payments without any declaration.The digital family card is formed on the basis of data from all existing information systems of government agencies. To date, it has accumulated information about 20 million citizens of Kazakhstan, or more than 6 million families.The main goal of the CCS implementation is to ensure equal access of Kazakhstanis to the state support system. In this regard, in the Social Code of the Republic of Kazakhstan, the Digital Family Card is designated as a tool for determining medium- and long-term tasks and directions of social policy. As part of the pilot project on the use of taxi aggregators in the provision of invataxi services for people with special needs, initiated by the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan (hereinafter – MTSZN) last year, as of November 1, 2024, 157.9 thousand people received this service in Astana and Almaty.Recall that by the end of 2023, people with disabilities used invataxi services 53.9 thousand times.As previously reported, the Ministry of Health, together with the akimats, decided to change the mechanism for providing invataxi services in order to improve its quality and speed of delivery, since there are a number of conditions according to current standards. For example, citizens need to make an appointment by phone the day before receiving the service, which forces them to plan their trips in advance, wait for the delivery of invataxi, there is a shortage of vehicles to provide invataxi services, etc.To simplify the conditions, a pilot project was initiated to involve taxi aggregators in the provision of this service, who received a corresponding request for participation.An important condition was the absence of interest on the payment of trips, which are usually deducted in favor of aggregator platforms. Yandex has expressed a desire to participate in the pilot project free of charge.As part of the pilot, citizens can book trips in passenger cars as part of invataxi through the Yandex Go mobile app. This allows you to quickly select a car for the recipient of the service, track the status of the order online and monitor the trips made. The accessibility screen has been launched in this application so that people with disabilities can warn the driver about special wishes on the trip. More than 885 thousand services were provided to persons with disabilities through the Social Services Portal in 2024 16.11.2024
Since the beginning of 2024, through the Social Services Portal (hereinafter referred to as the Portal), persons with disabilities have received about 770.7 thousand technical means of rehabilitation (hereinafter referred to as TSR), 8.6 thousand – sign language services, 26.6 thousand – an individual assistant, 80 thousand – sanatorium treatment.The portal allows people with disabilities to independently choose the manufacturer and supplier of technical means and rehabilitation services. The order of the type of assistance is carried out by confirming the electronic digital signature of the service recipient. You can receive the ordered TSR by delivery or pickup.The provision of rehabilitation facilities for persons with disabilities (hereinafter referred to as LSI) includes the provision of prosthetic and orthopedic, sign language, typhlotechnical and hygienic means, as well as wheelchairs.To date, 900 centers for the provision of special social services (departments), 794 TSR providers, more than 30 thousand providers of individual assistant services, 760 sign language and 122 sanatorium-resort treatment have been registered on the Portal.The introduction of the automated information system "Social Services Portal" is envisaged within the framework of the National Plan to Ensure the Rights and improve the quality of Life of Persons with Disabilities.As previously reported, within the framework of the implementation of the Social Code of the Republic of Kazakhstan, the Portal commissions established under local executive bodies are endowed with new powers: receiving and reviewing within 5 days a LSI application for a low-quality product or service; sending an application to a supplier and monitoring its execution; making a decision to remove a supplier from the Portal and include it in the list of unscrupulous suppliers.Consultations on the use of the Portal can be obtained at the support contact center, which can be reached through a single number 1414.Source : https://www.gov.kz/memleket/entities/enbek/press/news/details/878643
