Euronews in Astana and the development of media literacy in Kazakhstan: key events in the information sphere 06.01.2025
The Ministry of Culture and Information of the Republic of Kazakhstan continues to summarize the results of 2024. This time we present the key points in the information sphere.A high-profile event not only in the media space of Kazakhstan, but also in the entire Central Asian region was the opening of the Euronews office in Astana, whose team will inform the international audience about the culture, economy and heritage of Kazakhstan. The office will become an important platform for dialogue between cultures, as well as for the promotion of new ideas and creative solutions.Currently, work is underway to create 20 projects. These include a show about culture, art and lifestyle – "Modern Nomads", a regional show about business and economics – "East-West Connect" and interviews with regional personalities – "Voices from Central Asia".A key element of the cooperation will be the implementation of the Euronews Academy project, which involves conducting training sessions and master classes to improve the skills of employees of domestic media.During this year, 580 radio and television stations of digital terrestrial television broadcasting were put into operation. Today, more than 95% of the country's population is covered by digital broadcasting.Kazakhstan is actively expanding international cooperation in the field of radio and television broadcasting.Memoranda have been signed with the General State Administration for Radio and Television Broadcasting of the People's Republic of China, the China Media Group Media Corporation, as well as with the Committee on Television and Radio under the Government of the Republic of Tajikistan. These agreements provide for the expansion of content exchange and the implementation of joint media projects.The Silk Way TV channel, which is part of the Presidential Television and Radio Complex, as well as the 24kz TV channel are included in the cable networks of Azerbaijan. Cooperation with colleagues from Kyrgyzstan and Uzbekistan is also being strengthened.Kazakhstan also adopted the Law "On Mass Media", which provides for a one-year statute of limitations, a 5-day deadline for reviewing media requests, grant funding, and 60% of the state language in the media. Positive dynamics are observed in the activity of NGOs in Kazakhstan 06.01.2025
Since 2008, the number of registered non-governmental organizations in Kazakhstan has increased by 2.5 times - from 8,502 to 22,227. Of these, 17,964 are actively working.
In 19 regions of Kazakhstan, there are councils for interaction and cooperation with NGOs, created to establish effective communication with state bodies, create conditions for the development of NGOs and involve them in solving important problems of society.
The Ministry of Culture and Information has established a strategic partnership within the framework of the project "HONEST CITIZEN - ACTIVE SOCIETY" and implemented it in 20 regions. In addition, the "Ustanym" discussion club was created to discuss important issues of the country with civil society.
As part of the project, consultation centers have been opened in 20 regions of Kazakhstan. Since August, lawyers, notaries and advocates have provided advice to 2,069 citizens.
A pool of 138 experts has been created on administrative justice, human rights in business, child rights protection and other draft laws.
The NGO Academy project has been implemented to improve the professional skills of NGOs. Since 2022, more than 3,400 NGO representatives from all regions of the country have been trained. More than 300 NGO leaders have been trained under the leadership program, and 90 trainers have been trained in the field of NGO development. In addition, 500 social entrepreneurs have been trained.
In order to study the state of civil society and develop recommendations for its development, the ministry organized social research. Public discussions were held in 6 regions with the participation of more than 500 NGOs and experts. According to the results of the study, the level of trust in NGOs is 56.3%. At the same time, 65.1% of respondents highly assessed the level of development of civil society, associating it with active participation in social and political life, support for civic initiatives, and positive perception of state policy.

The Ministry of Culture and Information completes summing up the results of the year. Theaters and museums continue to play a key role in preserving and promoting cultural heritage. This year, many significant events and initiatives have been implemented that contribute to the development of the cultural sphere. Let's take a closer look at the key points and achievements.Currently, 57 state theaters operate in Kazakhstan. This year, another state theater, Zhastar Theaters, was opened in Atyrau. About 9,000 specialists work in Russian theaters, 4,200 of them make up the creative team.The state theaters of Kazakhstan have staged more than 200 new productions, of which 107 are based on the works of domestic authors. Throughout 2024, theaters actively participated in international festivals.The Ministry continues large-scale work on the reconstruction and renovation of historical theaters: major repairs at the Mukhtar Auezov Kazakh National Drama Theater, internal repairs at the Abai Opera and Ballet Theater, and seven rooms have already been renovated. International awards, film festivals and the development of Kazakhstani cinema: results of 2024 06.01.2025

This year, 15 domestic films were released in wide release: "Alma and Man", "The Place Where the Wind Stopped", "Almaty, I Love You", "Life After", "The Final Judgment", "Zhambyl. New Era", "Baurina Salu", "Operation "Nabat", "Shulamah", "Rhinoceros" ("Steppe Wolf"), "Brothers", "Soldier of Love" ("Stop, Night"), "Divorce", "Mama, I'm Alive!", "Kazhimukan". All of these films were shot at the expense of state funds.
Seven films received 34 awards at the international level, and the film "Baurina Salu" was nominated for an Oscar.
Days of Kazakh cinema were held in Azerbaijan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. These measures contributed to the active promotion of Kazakhstani cinema.
One of the most important events in the cultural life of our country is the XVII International Eurasia Film Festival. This event was attended by many guests, including famous figures in the field of art and cinema.
Work continues to preserve the heritage of the Kazakhfilm film studio. 11 films stored in the State Film Fund of the Russian Federation and included in the golden fund of Kazakhstani cinema are being digitized. Meanwhile, 7 films shot at the Kazakhfilm film studio during the Soviet Union are being restored.

Amendments to the current legislation on easing the requirements for dubbing foreign films into Kazakh have been developed and submitted to Parliament. The Ministry plans to continue working to increase the share of films in the state language.
Currently, the Senate is considering amendments to the Law "On Cinematography". These amendments include issues of state support for "Kazakhfilm".

Campaign to submit data to the "NGO Database" 06.01.2025
The Ministry of Culture and Information of the Republic of Kazakhstan reminds that from January 1, 2025, the next deadline for submitting information on the activities of non-governmental organizations to the "NGO Database" for the past 2024 has begun.
In accordance with paragraph 5 of Article 41 of the Law of the Republic of Kazakhstan "On Non-Profit Organizations", information is submitted annually by March 31.
Inclusion in the "NGO Database" ensures the transparency of the activities of domestic and foreign NGOs in Kazakhstan, and also allows citizens, various organizations (donors) and state bodies to get acquainted with interesting and successful projects of non-governmental organizations.
Providing information to the "NGO Database" is a mandatory condition for implementing social programs and (or) social projects within the framework of state social orders and state grants, as well as for participating in competitions for receiving prizes for NGOs.
Information Non-governmental organizations must submit information on their activities and is presented in accordance with the Rules for the formation of a database on (Order of the Minister of Information and Social Development of the Republic of Kazakhstan dated September 21, 2022 No. 402. We need to open new production facilities, improve business conditions, continue building roads, and solve public utilities problems. It is necessary to expand the use of digital technologies, including artificial intelligence. Strengthen the support of our farmers. In all this work, the main goal is to increase the well–being of citizens.The state will pay increased attention to the development of education and healthcare, science and culture.We will continue to build new schools and hospitals, and raise the status of teachers, doctors, scientists, and cultural figures. We will hold the thirtieth anniversaries of the Constitution and the Assembly of People of Kazakhstan at a high level. Governor of the region Serik Shapkenov and Chairman of the Board of Kazakhtelecom JSC Bagdat Musin took part in the official opening ceremony of the project, the press service of the governor of the region reports."Nazar" is a pilot project aimed at improving the quality of education, developed jointly with Kazakhtelecom JSC. Within the framework of the project, 2,426 CCTV cameras were installed in 64 schools in the city. The project was developed in order to fairly assess the quality of teaching by teachers and provide them with methodological support.Monitoring of the educational process is carried out by the methodological Office of the Regional Department of Education. According to the order of the Ministry of education and science, the main criteria are recorded through the cameras. The assessment is carried out through the purpose of the lesson, teaching methods, interaction between teachers and students, the use of digital educational resources, the structure of the lesson and the aspect of the effective use of time.Employees of the methodological Center have the opportunity to track and analyze classes in real time. Feedback and methodological support for teachers "kundelik.kz" is transmitted through the platform.In the past, methodologists estimated about 1,500 classes a year, because it took a long time to get to and from each office. With the launch of the Nazar project, this process will become more efficient. That is, specialists can remotely analyze the entire lesson with one computer. One of the tools for solving the problem of excessive debt burden of the population is the Law "On Restoring solvency and Bankruptcy of citizens of the Republic of Kazakhstan," Deputy Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan Seilzhan Akhmetov said during a press conference at the Central Communications Service under the President of the Republic of Kazakhstan. The law proposes 3 types of procedures, depending on the type of debt and the amount owed (out-of-court bankruptcy, judicial bankruptcy and the procedure for restoring solvency). The most popular, as practice shows, is the out-of-court bankruptcy procedure. It can be applied to debts owed to banks, microfinance organizations, and collection agencies.
