Development of the hotel business in Almaty: conclusions and prospects 04.01.2025
Almaty is strengthening its position as one of the country's leading tourist centers. According to the results of the third quarter of 2024, 366 accommodation facilities operated in the city, the number of rooms amounted to 11.4 thousand. During a working trip to Shymkent, Minister of Ecology and Natural Resources of the Republic of Kazakhstan Ye.Nysanbayev visited EuroCrystal LLP.EuroCrystall LLP is a modern factory for the production of glass containers of a wide range of different shapes for the food industry and pharmaceutical industries from 150 ml to 2 liters of colorless and any color range, including glass bottles for food liquids and glass jars for preserving vegetables.The plant has modern automated equipment from the world's leading manufacturers from Germany, Russia and China. The production capacity of the enterprise allows to produce from 100 million standard bottles and cans per year.The EuroCrystall plant has its own laboratory to maintain the chemical and physical properties of the glass produced, as well as equipment unique in Kazakhstan for automatic inspection and laser scanning of finished products, which allows for high-quality glass products. During a working trip to Shymkent, Minister of Ecology and Natural Resources of the Republic of Kazakhstan Ye.Nysanbayev visited Eco Tire LLP.The company is the largest company in the Republic of Kazakhstan for the disposal/recycling of worn tires and rubber-containing waste. Working in the field of waste management, the company solves the issue of environmental safety in the region by eliminating accumulations of out-of-order car tires, and develops resource conservation through the use of recycled raw materials in the production of consumer goods.Using its own raw materials, Eco Tire LLP is engaged in the production of rubber floor coverings. The rubber crumb coating is a modern, comfortable coating that has firmly taken its place in modern construction and is best suited for outdoor and indoor sports and courtyard playgrounds.The main activity is the processing of non-metallic waste, the production of rubber products, the collection and processing of worn-out automobile tires and the production of RTI (rubber products).Specialized equipment was purchased and the production of rubber chips was established, followed by the production of regenerate (reconstituted rubber compound), from which the company began to produce railway rubber gaskets for KTZ (Kazakhstan Temir Zholy), as well as other RTI (plates, hoses, cords, etc.).The current productivity of the company is 6 thousand tons / year, it is planned to modernize the existing plant for processing rubber and technical products with the production of marketable products with a design capacity of up to 10 thousand tons/ year (recycling of worn tires), including crumbs - 6 thousand tons /year, fuel oil – 2 thousand tons / year, carbon black – 3 thousand tons/year, 38 million rings/year – 530 tons/year.Within the framework of the preferential financing mechanism, Ekoshina LLP was one of the first to finance about 500 million tenge from scrap payments. RESULTS OF THE YEAR: Modernization of heat and electricity supply infrastructure. Provision of high-quality water supply and sewerage 29.12.2024
The renovation of the municipal infrastructure of Almaty is one of the priorities. In 2024, 20 km of heat supply networks and more than 220 km of electricity supply networks were modernized, 85 boiler houses were reconstructed. In 2025, it is planned to modernize 40 km of heat supply networks and 240 km of electricity supply networks, as well as reconstruct 21 boiler houses. As a result, in 2024-2025, the wear of heat supply networks will be reduced by 3.8% to 54.1% and electricity supply by 1.7% to 63.3% by the end of 2025.For 2024, the share of heating networks with a service life of more than 25 years is 57.9% or 802.6 km, including: main heating networks 34.3% or 101.7 km, distribution 64.4% or 700.9 km.At the same time, a program has been approved to reduce the wear rate of heating, water supply and sanitation networks until 2029. As this program is implemented, reconstruction work will continue to further reduce network wear.The volume of investments in the modernization of the thermal infrastructure has been significantly increased, which makes it possible to ensure stable heat supply in the future. Although CHPP-1 and CHPP-2 consistently supply heat, the Almaty municipal district seeks to minimize the need for laying new backbone networks. Starting in 2025, local boiler houses will be developed, which will effectively cover the needs of neighborhoods and neighborhoods. According to the Mayor's office, this is more efficient and will significantly reduce maintenance costs, since repairing distribution networks is much more economical than replacing large-diameter main pipes.In total, 18.4 billion tenge will be allocated for the development of the megacity's thermal power complex in 2025-2027. In 2025, it is planned to build 11 main and distribution heating networks, for which 8.3 billion tenge will be allocated. At the same time, the budget for 2025 assumes an increase in financing for the modernization of engineering networks by 2.3 times – from 64.1 billion tenge in 2024 to 148 billion tenge in 2025.This year, 219 km of water and sewer networks worth 20 billion tenge have been built. In 2025, 260 km of new networks will be built, 87 km of existing water supply and sanitation networks will be upgraded, 123 km of electricity supply networks and 39 km of heat supply networks will be reconstructed. This will provide about 400,000 residents of the city with high-quality engineering infrastructure. 55.4 billion tenge is provided for these purposes in the budget of 2025.In 2025, at least 104 km of water supply networks, 73 km of wastewater disposal networks, 39 km of heat supply and 120 km of electricity supply are planned to be updated in Almaty. This will make it possible to reduce the level of deterioration of water supply and heat supply by 3% annually, and of other utility networks by 1.2%.In addition, Almaty is gradually solving long-term problems related to providing high-quality water supply. So, in May 2024, the new Balkash clean water reservoir was commissioned, a backup water supply scheme was built in July, the construction of the Kargaly reservoir was completed, and the Aksai reservoir will be commissioned in 2025. Мажилис Парламента РК на пленарном заседании принял во втором чтении закон «Об особом статусе города Туркестан».Основаниями для разработки закона послужили признание города Туркестан Организацией тюркских государств духовной столицей тюркского мира, а также необходимость сохранения исторического облика города и объектов историко-культурного наследия.Основными новеллами законопроекта являются создание резервата памятников археологии города Туркестан, возмещение части затрат из бюджета для мастеров в сфере национального ремесленничества и ограничение в строительстве вокруг мавзолея Ходжа Ахмеда Ясауи.Маслихат города Туркестан будет утверждать градостроительный регламент, дизайн-код города, правила формирования архитектурного облика и градостроительного планирования, порядок использования символики на территории Туркестана и др.Акимату города будут переданы 27 компетенций по 3 направлениям. New Building Rules, City Regulations and the Procedure for inspecting construction sites have been approved in Almaty. 27.12.2024
At the extraordinary XXVI session of the Maslikhat of Almaty, key documents aimed at regulating construction activities in the city were adopted — the Rules for the Development of the city's territories and the Urban Planning Regulations. These measures are aimed at creating a safe, sustainable and comfortable urban environment, preventing residential development and ensuring quality control of construction.Thus, the Building Regulations establish clear parameters for the design and construction of new facilities, as well as the reconstruction of existing ones. The number of floors for construction between Abaya and al-Farabi Avenues has been fixed: buildings of all types must not exceed 9 floors and 35 meters. The exception is unique objects. Special emphasis is placed on the preservation of historical architectural heritage and compliance with environmental requirements during construction in mountainous areas.The urban planning regulations will become the basis for the implementation of the Almaty Master Plan until 2040. The document includes measures for the zoning of territories, requirements for the placement of infrastructure facilities and parameters for the sustainable development of the urban environment. The regulation is aimed at improving the environmental situation and improving the quality of life of citizens, as well as simplifying and optimizing procedures for investors. Reducing administrative barriers and risks makes Almaty more attractive for business and stimulates the development of the construction industry. Thus, the introduction of new regulations is designed to reduce corruption risks and increase the transparency of urban planning processes.During the session, the deputies also approved the Procedure for visiting construction sites to inspect construction and installation work for compliance with the requirements for the construction and reconstruction of load-bearing and (or) enclosing structures, according to which the facts of construction and installation work without permits, deviations from the approved design estimates and the absence of notifications about the start of construction and installation work. Thus, the Procedure will make it possible to stop illegal construction at its initial stage. At the same time, the absence of a duly notified interested party at the facility is not an obstacle to conducting an inspection, unlike the norms for conducting an unscheduled inspection. The architectural and construction control and supervision authorities will continue to conduct unscheduled inspections in accordance with the Business Code of the Republic of Kazakhstan. However, the innovation in detecting violations during the inspection at the next stage will allow for a prompt inspection to take action based on a letter from the district akimat.In addition, the Maslikhat approved a minimum cost of 40 tenge per 1 m2 for the management of condominium facilities and maintenance of common property for 2025. Previously, the current tariff, established in 2010, was 25 tenge per 1 m2. However, over the past 14 years, economic conditions have changed significantly, including rising prices for building materials, higher wages for employees, and improved requirements for the quality of housing services. To calculate the new minimum tariff, an approved Methodology was used, which provides for annual adjustments to account for inflation. The deputies stressed that the updated minimum tariff will ensure proper maintenance of residential facilities, improve the quality of services provided and create comfortable conditions for residents of the metropolis.At the same time, systematic work continues in Almaty to provide the population with the necessary medicines and medical products both in inpatient and outpatient settings. However, due to the lack of a financing mechanism from the national budget for the treatment of six types of oncological and orphan diseases, an increase in the number of patients, as well as the identification of new cases of diseases, it became necessary to provide additional medicines from the local budget. This applies to 5 types of drugs that patients were previously forced to purchase at their own expense. With this in mind, at the session, the deputies amended the decision of the Maslikhat, expanding the list of guaranteed free medical care.
