The third Voluntary National Review on Sustainable Development Goals (SDGs) was presented at a meeting of the Coordinating Council for Sustainable Development, chaired by Deputy Prime Minister and Minister of National Economy Serik Zhumangarin.Stephen O'Malley, Acting Permanent Coordinator of the United Nations in Kazakhstan, noted that the presented document is not just a report, but a reflection of Kazakhstan's deep commitment to the UN 2030 Agenda and an opportunity to tell the world about the country's progress, lessons and ambitions.«Kazakhstan is one of the few countries that conducts this review every three years, which clearly demonstrates its leadership in monitoring progress on the SDGs and promoting transparency», - he stressed. - The recently opened United Nations Regional Center for Sustainable Development Goals for Central Asia and Afghanistan in Almaty is a demonstration of Kazakhstan's commitment to the implementation of the SDGs both in the country and in the region. Kazakhstan is one of the ten countries with the fastest decline in maternal mortality (according to WHO estimates). Progress is being made in the field of gender equality both at the State level and in the private sector, where large companies are implementing gender strategies and anti-harassment policies. In order to implement the state policy to stimulate entrepreneurial activity and ensure business access to financing, the Ministry of National Economy of the Republic of Kazakhstan, together with the «Damu» Entrepreneurship Development Fund, has supported 4 898 projects totaling 586 billion tenge since the beginning of 2025. As previously reported, in April of this year, the work of Guarantee Funds began on the basis of the «Damu» Fund. The first of them is aimed at supporting small and medium–sized businesses with financing up to 7 billion tenge, the second is for large projects with a volume of over 7 billion tenge.As of today, agreements have been concluded with 8 banks. The first contribution to the Guarantee Fund was made by Freedom Bank in the amount of 537 million tenge. At the same time, Halyk Bank, ForteBank and Bank CenterCredit confirmed their intention to contribute 2 billion, 1,8 billion and 1,6 billion tenge, respectively.Since the launch of the Guarantee Fund for SMEs, 230 projects have already been supported for a total amount of loans of 27,7 billion tenge, while the amount of guarantees provided amounted to 13,9 billion tenge. More than 70% of the projects are aimed at investment purposes, including the launch of new production facilities, the purchase of equipment and construction. The largest number of supported applications is in the manufacturing industry – about 40%. There is also a high level of demand in the fields of transport and logistics, healthcare and education.In total, since the beginning of 2025, the «Damu» Fund has supported 2 017 projects totaling 256 billion tenge, with a total amount of guarantees of 178 billion tenge.As part of the transition from the interest rate subsidy mechanism to concessional lending to SMEs, in 2025 it is planned to increase the volume of financing in this direction to 750 billion tenge, which is almost three times higher than in 2024. It is also expected to launch a new program providing a 12,6% annual interest rate for final borrowers. The program focuses on financing projects in priority sectors of the economy, such as manufacturing, tourism, education, healthcare, transport and logistics.As of today, 755 projects worth 53 billion tenge have been supported under existing concessional lending programs.At the same time, the mechanism of subsidizing part of the remuneration rate for micro and small businesses for loans of up to 200 million tenge remains in place. This approach will help small businesses operating in priority sectors of the economy.As of today, 2 126 projects totaling 276 billion tenge have received support under the remuneration rate subsidy instrument. Investment projects in the gas industry and investment development of Aktobe region were discussed at the regular meeting of the headquarters for ensuring economic growth, which was chaired by Deputy Prime Minister - Minister of National Economy Serik Zhumangarin. According to the information of "QazaqGaz" JSC, the construction of the main gas pipeline "Taldykorgan-Usharal" with a project deadline of 2026 is planned to be completed this year. This means that the project worth 123 billion tenge should contribute to the added value of the gas industry as early as 2025. In 2027, the construction of the new main gas pipeline "KS-14-Kostanai" will be completed. By 2029, two stages of the construction of a gas processing plant and the second line of the main gas pipeline "Beineu-Bozoi-Shymkent" will be completed at the Kashagan deposit. At the headquarters meeting, all problems of project development and the possibility of eliminating obstacles that prolong their implementation period were discussed.In Aktobe region, a significantly high rate of industrial and investment growth is observed. According to the results of last year, the volume of industrial production of the region increased by 4.5% and reached 2.6 trillion tenge (2.5 trillion in 2023). In 2024, investment in fixed capital amounted to 901.1 billion tenge. 78% of it is private, 22% is budget. 53% was invested in the mining industry, 42% in the manufacturing industry. In the 9 months of 2024, the volume of direct foreign investment amounted to $337.4 million. According to Abzal Abdikarimov, deputy akim of Aktobe region, 74 investment projects are being implemented in the region today. Among them, 1.2 thousand jobs were created in 2025 under 10 projects worth 460 billion tenge. Among them are rail welding enterprise of "PZTM Ltd" LLP, development of Limannoe field, second phase of "10th anniversary of Kazakhstan independence" mine, wool processing and production of non-woven materials by "KAZFELTEC" LLP, construction of wind power station "Khromtau 1". A comprehensive action plan for investment attraction consisting of 46 measures has been created. A niche project was identified for ordering investments, and 13 investment proposals were submitted for 265 billion tenge. Among them are mining equipment, sanitary ware, shoes, fish products, poultry farms, tower farms and others.Among the main projects planned for 2026-2028 are the construction of a processing plant for processing gold-containing ores of "AltynEx Company" LLP, a transport-logistics hub of "Kazposhta" JSC (25 billion tenge), a bitumen factory of "Batys Bitum" LLP. (111 billion tenge) and others. Ammonia and urea, production of glassware, processing projects of diatomite raw materials are being worked out.At the headquarters meeting, issues of gas and water supply to the region, restoration of educational facilities and highways within the framework of the ТЖ were discussed. Восемь триллионов тенге холдинга «Байтерек» для поддержки предпринимательства и реализации ключевых национальных и инвестиционных проектов уже в этом году дадут 1,3% дополнительного вклада в реальный рост ВВП Казахстана.На заседании штаба по обеспечению экономического роста Казахстана, прошедшем в Правительстве под председательством заместителя Премьер-министра – министра национальной экономики Серика Жумангарина, рассмотрели основные экономические показатели и инвестиционные проекты холдинга «Байтерек».Как известно, для форсированного развития реального сектора экономики Правительство увеличивает капитализацию холдинга «Байтерек» на 1 трлн тенге, что даст возможность холдингу направить порядка 8 трлн тенге на поддержку предпринимательства, развитие жилищного строительства и реализацию ключевых национальных и инвестиционных проектов. На заседании штаба заместитель председателя холдинга Жандос Шайхы проинформировал об итогах первого квартала освоения выделенных средств – 1,2 трлн тенге, что выше планового показателя в 1 трлн тенге. Кроме того, объем валовой добавленной стоимости от вводимых в строй в этом году проектов, получивших поддержку через Байтерек, ожидается на уровне 521,5 млрд тенге. Самый большой инвестиционный пул проектов сосредоточен в Банке развития Казахстана – 66 проектов на 2,2 трлн тенге финансирования в этом году. Основные отрасли вложений – транспорт, логистика и связь (34%), металлургия (19%), химпром (12%). От реализации всего пула проектов ожидается за весь срок финансирования получить вклад в экономику страны в виде новых производств, товаров и услуг в размере 37,8 трлн тенге. Инвестиции в основной капитал уже в этом году составят 1,6 трлн тенге. В числе топ инвестиционных проектов БРК, планируемых к финансированию в 2025 году – завод  по производству цианида натрия в Жамбылской области, сернокислотный завод в Туркестанской, крупнейшее казахстанское предприятие по производству горячебрикетированного железа в Костанайской области и другие.  181 инвестиционный проект на 1,5 трлн тенге этого года сформирован у Фонда развития промышленности (ФРП). Основные  отрасли – развитие инфраструктуры (27%), металлургия (21%) и химпром (13%).   Объем валовой добавленной стоимости за весь срок финансирования по всем проектам ФРП ожидается на уровне 19,4 трлн тенге. Инвестиции в основной капитал уже в этом году составят 1,44 трлн тенге. В числе топ инвестпроектов ФРП, планируемых к финансированию в 2025 году, строительство пограничного ж/д перехода ТОО «Глобал Транс Компани»,   реконструкция энергоблока АО «ЕЭК», модернизация производства АО «Qarmet», строительство электрометаллургического завода ТОО «Rail Way Steel». Qazaqstan Investment Corporation планирует вложить в 2025 г. порядка 500 млрд тенге в 10 инвестиционных проектов с ожидаемым  ВДС за весь срок финансирования на уровне  2,8 трлн тенге. Инвестиции в основной капитал составят 200 млрд тенге в этом году. ТОП-5 инвестиционных проектов QIC на этот год – развитие металлургического кластера в Карагандинской области, строительство заводов по производству кальцинированной соды ТОО «АралСода» и  битума ТОО «Batys Bitum», парогазовой электростанции ТОО «Актауская энергетическая компания». Фонд «Даму» в 2025 году запланировал увеличить объем льготного кредитования МСБ до 750 млрд тенге – практически в 3 раза больше, чем в 2024-м. В 1 квартале 2025 г. уже выдано 53 млрд тенге 755 предпринимателям. Объем гарантирования займов увеличен до 1,4 тыс. млрд тенге, в 1 квартале уже предоставлены гарантии на сумму 160 млрд тенге.В части поддержки агропромышленного комплекса по состоянию на 6 мая 2025 г. Аграрная кредитная корпорация профинансировала заявки порядка 6 тыс. фермеров на 363 млрд тенге по льготной программе финансирования весенне-полевых работ с охватом посевных площадей в 5,8 млн гектаров.По итогам заседания штаба вице-премьер отметил недостаточную представленность инвестпроектов по программе экономики простых вещей – производства востребованных на внутреннем рынке товаров, позволяющих заместить дорогие импортные и тем самым сдерживать инфляцию.«Когда мы инициировали программу поддержки реального сектора экономики, то наряду с крупными проектами объявили от минэкономики заказ на инвестиции по проектам преимущественно МСБ – налаживания производства товаров бытовой химии, гигиены, сыров, консервов, колбас и другой востребованной среди наших жителей продукции. Вижу, что хорошо продвинулись по производству мяса птицы, до конца года должны выйти на полную обеспеченность уровня потребления. Для расширения доступа бизнеса к льготному финансированию Министерство национальной экономики РК запустило два новых инструмента поддержки на базе Фонда «Даму». Они позволяют компаниям любого масштаба - от малого до крупного - привлекать финансирование даже при отсутствии достаточного залога.Первое направление рассчитано на масштабные проекты стоимостью от 7 млрд тенге. Охватывает ключевые отрасли экономики, включая промышленность, энергетику, инфраструктуру и экспорт. Государство предоставляет гарантию по займам, что снижает риски для банков и делает кредитование бизнеса более доступным.Второе направление нацелено на малые и средние предприятия. Распространяется на проекты стоимостью до 7 млрд тенге и помогает предпринимателям без залога получить необходимое финансирование. На сегодняшний день подписаны соглашения с пятью банками, еще два находятся в процессе. Работа по расширению перечня партнеров продолжается.Программа уже показала первые результаты: поддержано 34 проекта на общую сумму 3,3 млрд тенге. Гарантии оформляются всего за два рабочих дня по упрощенной процедуре. Получатели - представители различных сфер: от производства и транспорта до образования.До конца 2025 года планируется поддержать 10 тысяч проектов, а к 2028 году объем гарантийного портфеля достигнет 1,4 трлн тенге. Это обеспечит ежегодную поддержку более 50 тысяч бизнес-инициатив.На сегодняшний день партнерами фонда Даму являются банки Банк ЦентрКредит, Halyk Bank, Freedom Bank, Fortebank, Bank RBK, Bereke Bank и Казахстан–Зираат Интернешнл Банк. Предприниматели могут получить гарантию фонда до 85% от суммы кредита, что делает займы значительно доступнее.Новые механизмы - это вклад в развитие устойчивой финансовой инфраструктуры, снижение рисков для банков и расширение возможностей для роста отечественного бизнеса.Напомним, данные инициативы реализуются в рамках мер по ускорению экономического роста. In July 2025, Kazakhstan, among 39 countries, will present the third Voluntary National Review at the High-level political forum on Sustainable Development, which will be held at the UN Headquarters in New York. The Forum is one of the main international platforms where countries share their experiences and progress in implementing the UN 2030 Agenda.The review is being conducted by the Ministry of National Economy in cooperation with government agencies, civil society, business and international partners. The process is coordinated by the Coordinating Council for Sustainable Development Goals, which has approved the training plan.The draft review has already been discussed at regional seminars held with the support of UNDP and the Institute of Economic Research. Representatives of all key groups, including young people, participated in the dialogue.At the same time, the country continues to integrate the Sustainable Development Goals into the state planning system. In October 2024, an updated list of national indicators was approved: 69 out of 200 indicators were identified as priorities. As of today, 93% of them have already been taken into account in the documents of the state planning system, and at the regional level they are fully included in the regional development plans.Thus, Kazakhstan is consistently moving towards achieving sustainable and inclusive growth, improving the quality of public administration and strengthening its position in the international arena.This is the third review that Kazakhstan will present at the UN. In 2025-2027, the Diploma to the Countryside program will continue to be actively implemented in Kazakhstan, playing a key role in providing rural areas with qualified personnel.As part of the implementation of the Roadmap of the election program of the AMANAT party — «Halykpen Birge!» for 2023-2027, 25 billion tenge is provided for the provision of budget loans to specialists sent to rural areas in 2025. This will provide housing for about 2,8 thousand specialists.The state project «With a diploma to the village» has been implemented since 2009 and is aimed at solving the problem of personnel shortage in rural regions of the country. The main goal is to attract and consolidate qualified specialists in the fields of healthcare, education, social protection, culture, sports, the agro—industrial complex, as well as in local government bodies.Project participants are provided with social support measures:one-time lifting allowance of 100 MCI;budget loans for the purchase or construction of housing — up to 2 500 MCI in district centers and up to 2 000 MCI in other rural settlements.Loans are granted for a period of up to 15 years. A prerequisite for participation is to work in rural areas for at least three years.Since April 1, 2023, JSC «Otbasy Bank» has been acting as the project implementation agent. В Министерстве национальной экономики РК состоялось рабочее совещание, посвящённое вопросам противодействия коррупции. Организаторами мероприятия выступили Министерство совместно с Агентством РК по противодействию коррупции.Совещание прошло в рамках курса на повышение прозрачности и усиление внутреннего контроля в государственных органах. В дискуссии приняли участие представители Департамента Агентства РК по противодействию коррупции по области Жетісу, сотрудники Комитета по регулированию естественных монополий МНЭ РК, а также специалисты территориальных подразделений. Представитель антикоррупционного агентства по области Жетісу напомнил присутствующим о базовых понятиях коррупции, её формах и ответственности, предусмотренной законодательством. В городе Семей заместитель Премьер-министра Канат Бозумбаев провёл совещание по вопросам социально-экономического развития Абайской, Павлодарской и Восточно-Казахстанской областей. В мероприятии приняли участие акимы указанных регионов, представители профильных министерств и партии Amanat.Основной темой обсуждения стало внедрение новых подходов в реализации региональной политики. В рамках проекта завершён скрининг сёл с определением их специализации.По информации вице-министра, в 2023–2024 годах на реализацию проекта «Ауыл аманаты» из республиканского бюджета было выделено 104 млрд тенге: 2,1 млрд – области Абай, по 2,5 млрд - Восточно-Казахстанской и Павлодарской областям. В 2025 году предусмотрено дополнительное финансирование в объёме 50 млрд тенге, из которых 1 млрд направят в область Абай, 3 млрд - в ВКО и 2 млрд - в Павлодарскую.Дополнительно, в рамках программы «Ауыл – Ел бесігі» в 2022–2024 годах трём регионам было выделено порядка 60 млрд тенге на реализацию более 600 инфраструктурных проектов. В ходе визита казахстанской делегации в Кабул, глава делегации заместитель Премьер-министра – министр национальной экономики Серик Жумангарин передал афганской стороне вторую половину гуманитарной помощи от народа Казахстана народу Афганистана, состоящую из лекарственных средств, а также встретился с заместителем Премьер-министра этой страны Абдулом Гани Барадаром.Казахстан – крупнейший поставщик гуманитарной помощи для Афганистана в ЦАНачиная с 2021 года, Казахстан направил в Афганистан десятки тыс. тонн муки, продовольствия, лекарств, предметов быта и теплой одежды. Более того, в марте этого года в Алматы открылся региональный центр ООН по Целям устойчивого развития для стран Центральной Азии и Афганистана. Как отметил Серик Жумангарин на встрече с Абдулом Гани Барадаром, основная цель создания регионального центра – активизация социально-экономического и делового сотрудничества стран ЦА с Афганистаном. Страны Центральной Азии выразили поддержку казахстанской инициативе. Товарооборот в $3 млрд за счет диверсификации Казахстан входит в десятку основных торговых партнеров Афганистана. Традиционными казахстанскими товарами поставок являются зерно и мука. В 2024 г. отмечен значительный рост экспорта казахстанского сахара на рынок Афганистана – 143 тыс. тонн, что в разы больше чем в 2023 г. (19,1 тыс. тонн). Есть потенциал в наращивании поставок кондитерских и мучных изделий на афганский рынок. Казахстан также заинтересован в поставках ранних афганских овощей на рынки столицы.В конце прошлого года страны подписали дорожную карту по увеличению товарооборота до $3 млрд. Учитывая, что территория Афганистана имеет огромный потенциал по добыче различных полезных ископаемых, достичь заявленных объемов взаимных инвестиций планируется за счет разведки и добычи ресурсов месторождений Афганистана. Есть большой интерес казахстанского бизнеса вкладывать средства в поиск перспективных участков недр. 14 апреля в Афганистан прибыла группа специалистов-геологов, инженеров из Казахстана, которая, при поддержке Министерства горнодобывающей промышленности и нефти Афганистана, посетила ряд месторождений. Как отметил вице-министр промышленности и строительства РК Иран Шархан, специалисты отобрали 130 кг проб руды в провинции Нуристан с потенциальных месторождений с содержанием бериллия, свинца и цинка. Теперь для более детального анализа в лабораториях пробы будут направлены в Казахстан, и, после получения результатов, казахстанская сторона готова приступить к более глубокому формату переговоров для дальнейшей разработки месторождений.Новые торговые дома в Казахстане и АфганистанеДля активизации обозначенных в дорожной карте мероприятий Серик Жумангарин предложил заместителю Премьер-министра Афганистана открыть торговый дом Казахстана в Кабуле. Абдул Гани Барадар поддержал это предложение, отметив, что афганская сторона желала бы открыть свой торговый дом в Казахстане. Также с казахстанской стороны предложено рассмотреть возможность поставки казахстанских автобусов производства ТОО «QazTehna» в случае заинтересованности афганской стороны. Новые торговые дома будут способствовать активизации взаимных инвестиций по разным направлениям сотрудничества. В этот же день Серик Жумангарин встретился с министром связи и информационных технологий Афганистана Наджибуллой Хаккани. Он отметил, что казахстанские компании проявляют интерес к участию в строительстве инфраструктурных и телекоммуникационных проектов в Афганистане. The Ministry of National Economy of the RK has presented a draft Government Resolution, which includes the Concept of Regional Policy for 2025-2030. The document defines the key directions for the country's regional development, aimed at achieving balanced territorial growth and enhancing the quality of life for citizens.Regional development takes into account their specific features: large cities form economic growth centers, while small towns and rural territories require additional measures to improve infrastructure and create jobs. Access to quality education, healthcare, and transport varies across regions, which creates an additional burden on local budgets and requires support from republican funds.The draft Concept is aimed at stimulating the even development of infrastructure, supporting small and medium-sized businesses, raising the standard of living in the regions, and reducing the income gap between urban and rural areas. It is planned to modernize utility networks, roads, schools, and hospitals, as well as develop non-resource industries, attract investments, and delegate more powers to local authorities. An important place in the strategy is allocated to environmental issues, including increasing green areas in cities and improving water and air quality.By 2030, a significant improvement in access to clean water, modernization of the road network, construction of new schools and hospitals is planned. Хотя с момента ликвидации болезни прошло уже более двух лет. По итогам проведенных ГТУ инспекций животноводческих предприятий и аудита ветеринарной службы Казахстана мы просим снять действующие ограничения, в рамках принятого казахстанской стороной принципа регионализации болезней животных. The operational headquarters for ensuring the country's economic growth, chaired by Deputy Prime Minister and Minister of National Economy Serik Zhumangarin, reviewed the investment projects of the country's major energy and telecommunications operators - KEGOC JSC, Kazakhtelecom JSC and Samruk–Energo JSC – through the prism of their contribution to the gross value added (GVA) of the economy of Kazakhstan.KEGOC: large-scale infrastructure projects and domestic contentKEGOC JSC is currently implementing two key projects – strengthening the electric grid of the Southern zone of the EPS of Kazakhstan and the unification of the Western Zone with the EPS. Within the framework of these projects, 66,7 billion tenge is planned to be disbursed in 2025. The funds will be used for construction and installation work, purchase and supply of equipment, development of design estimates and other activities.Nabi Aitzhanov, Chairman of the Board of KEGOC, noted that 92% of supplies of materials and equipment are carried out by domestic manufacturers, and the share of local content in the construction of substations reaches 64%. This means a significant contribution of projects to the country's GVA.«KEGOC» JSC implements long-term projects for the sustainable development of the unified electric power system of Kazakhstan. These include the phased reconstruction of the existing 95 220-500 kV high–voltage lines with a total length of more than 8.5 thousand km, a project to increase the transit potential and capacity of the EPS of Kazakhstan, aimed at meeting the electricity needs of the south of Kazakhstan. Strengthening of Astana's electricity supply, construction of a substation in Karaganda and a 500 kV overhead line from Astana to Karaganda, a 500 kV overhead line Karaganda – Zhezkazgan - Kyzylorda – Shymkent, strengthening of the Western Energy Hub through the construction of 500 kV lines from Kabatan substation – Beineu substation – Mangystau substation with a length of 800 km.The final stage will be the project to merge the Western Zone with the EPS of Kazakhstan, designed until 2035. It will allow looping the energy system of Kazakhstan, and in the future, create conditions for the implementation of the Caucasus–Central Asia energy corridor. The project provides for the construction of a West-South direct current line. All projects are ahead of schedule.Kazakhtelecom: 5G and fiber in the regions«Kazakhtelecom» JSC implements four major investment projects:The construction of a data center in Astana worth more than 14,2 billion tenge is a key element of the infrastructure for artificial intelligence, e-government and digital business.FTTH (fiber optic construction) network deployment by 2028, covering 88 cities and 128 rural settlements. The total budget is 45,3 billion tenge.Expansion of the 5G network (Kcell project) worth 65 billion tenge. The project will become the basis for the implementation of IoT, telemedicine and the concept of smart cities.The construction of the FOCL for Rural Areas 2.0 at a cost of 175 billion tenge until 2028 inclusive, covering the connection of 1,5 thousand rural schools, 2,1 million government institutions and more than 60 thousand subscribers in the villages of the Republic of Kazakhstan.Samruk-Energy: construction of energy infrastructureSamruk-Energy JSC implements 32 investment projects, of which 14 are the largest. The company is also considering projects for the construction of infrastructure facilities in the Almaty region for the development of the cities of Konai, Alatau and agglomeration. Among the major projects that have already been launched are the modernization of Almaty CHPP–2, reconstruction of CHPP-3 in the Almaty region, construction of CHPPs in Kokshetau, Semey, Ust-Kamenogorsk, power plants in the Kyzylorda region, HPPs in the Abai region, expansion and reconstruction of Ekibastuz GRES-2 and others.Following the meeting, the Deputy Prime Minister instructed the Ministry of National Economy to prepare calculations on GVA and fixed capital investments from the projects of all three companies for 2025 with proposals to increase them, taking into account the scale of the initiatives being implemented. The structure of supplementing the city budget is unique. There are 185 thousand SMEs in the city. One third of the population works in the business sector. Incomes of SMEs make up 40% of the city's GDP, 60% of the budget is formed due to revenues from SMEs. The main position of the administration is to improve the quality of life in equal conditions for all residents of the district. In this regard, the city administration is taking measures for the maximum development of SMEs. For this, additional reserves and growth points have been identified. One of the main priorities of the "ALMATY - 2020" program is "A city for business and private capital". • "Almaty Invest"  investment attraction center was established; • "Qoldaý" business center with branches in 6 districts of the city was established; • "Almaty Finance" financial company and "Almaty" microcredit organization were established. They have a differentiated interest rate policy. 7% for SMEs in the central part of the city, 2% for the outskirts.
