Tie barriers are being tested in Kazakhstan 15.02.2025
This is a joint experiment of the Ministry of Transport and scientists. An intermediate test of an innovative type of road barrier, i.e. cable barriers, was successfully completed on one of the sections of the Astana-Karaganda (KAZ01) highway of republican significance in the Karaganda region with a high risk of snow accumulation. These tests were conducted on a 500-meter-long experimental section near the city of Temirtau. This cable equipment was installed along the road in the direction of Karaganda, specifically on the belt separating the lanes and on the right side of the road. As a result of the tests, this device showed high efficiency in adverse weather conditions (during a blizzard).Cable barriers have significant advantages over traditional metal barriers. They are especially effective in conditions of heavy snow and strong winds. They allow snow to pass freely through the cables. This prevents it from accumulating on the dividing strips and edges of the road. Also, such barriers help reduce the cost of mechanical cleaning of roads. The mentioned types of fences are actively used in the USA, Japan and Europe due to their economic efficiency. The project is being implemented under the scientific and technical guidance of specialists from the KazZhol Research Institute. They will conduct a two-year monitoring of the effectiveness of cable fences in various weather and operating conditions. If the experience gives positive results, cable fences can become an alternative to traditional metal barriers in areas with a high risk of snowfall. It is expected that these fences will ensure safe movement in the winter.Source : https://www.gov.kz/memleket/entities/transport/press/news/details/937493

Blocking illegal smartphones: how is IMEI verification carried out in Kazakhstan? 15.02.2025
From March 24, 2025, changes to the rules for registering subscriber mobile devices will come into force. The new rules apply only to new devices imported into the country after 03/24/2025. Phones that already exist in the territory of Kazakhstan and are included in the Identification Codes Database (ICD) will automatically be included in the "white list" and will continue to operate without any restrictions. These innovations are aimed at further improving the registration system and combating fraud, protecting consumer rights and increasing the security of using mobile devices.Today, about 3.7 million devices with duplicate IMEI codes are registered in Kazakhstan. Their illegal import poses a significant economic and social problem. Such a mobile device market makes it difficult to control the legal circulation of devices, contributes to the increase in phone theft and creates unfair competition. In order to address these issues, new rules have been introduced to ensure an open and secure mobile device market. The main innovation is the verification procedure for mobile devicesIn accordance with the new rules, a special system checks the following parameters during registration:The authenticity of the device's IMEI codeThe absence of the IMEI code in the GSMA international database of stolen, blocked or lost devicesThe device was legally imported into the territory of KazakhstanNote: The changes apply only to devices newly imported into the territory of Kazakhstan. Existing mobile phones that are already included in the ICD database will automatically be included in the “white list” and will continue to work without any restrictions. What lists will appear? As a result of verification, mobile devices are divided into three categories:White list - devices that have successfully passed verification, they will be registered without any restrictions.Gray list - temporarily allowed devices. Their owners must confirm that the device was imported legally within 30 days.Black list - illegally imported, counterfeit or stolen devices. They will be blocked. How will this affect users?Phones that are already in use in Kazakhstan will continue to work without any restrictions. No additional action is required.Buyers of new devices after March 24, 2025 can check the IMEI code on the imei.rfs.gov.kz website before purchasing the device. The website is currently being updated in accordance with the new rules.Owners of devices on the “gray list” can use the device for 30 days. During this time, operators will notify the device via SMS about the need to verify the device. The message will contain a link to a special questionnaire that must be filled out.Owners of devices imported from abroad must indicate the date of crossing the border. If the user does not pass verification within 30 days, they can complete the verification process at any time by filling out the questionnaire using the link in the message. These measures give consumers confidence that they are purchasing legal and high-quality devices. Open conditions for fair competition will be created for business, and the state will strictly control imports, reducing the number of illegal phones and reducing the level of fraud. When will they come into force? The new rules will come into force 60 days after the date of official publication - on March 24, 2025.Citizens have no reason to worry - owners of officially registered devices do not need to take any additional actions. The Ministry will continue information work on the introduction of new rules.Source: Official website of the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of KazakhstanBlocking illegal smartphones: How is IMEI verification carried out in Kazakhstan?Source : https://www.gov.kz/memleket/entities/zhetysu-oblysy/press/news/details/937485

Digitalization of the work of justice bodies: what work is being done in Astana 15.02.2025
President Kassym-Jomart Tokayev said, “Kazakhstan should become a territory of mass digitization and accelerated development of artificial intelligence. This is our strategic task,” and instructed the Government to fully develop digitization. Within the framework of these main tasks, the Ministry of Justice is implementing the “Digital Justice” project portfolio. It is aimed at improving the quality and accessibility of services, while saving citizens’ financial and time costs, including measures to use artificial intelligence. This was stated by Arman Akylbay, Head of the Department of Justice of Astana, at a briefing in the Communications Service, the official website of the city administration reports.Currently, a unified information system for legal aid is operating - “E-ZanKomegi”. This system is designed to provide qualified legal assistance to the population online. This system is aimed at ensuring and facilitating citizens’ access to qualified legal assistance with the participation of lawyers and legal consultants.“Currently, a consulting service has been launched, where operators provide advice around the clock. To get advice, you need to select the appropriate section on the “EGov.KZ” portal and leave a request for service. Also, the possibility of providing legal advice is being considered through the “Zan Komegi” information system. Such legal advice is provided by lawyers and legal advisors. In addition, a chat bot with artificial intelligence elements for providing legal advice has been developed and is being tested in the experimental environment of the “Zan Komegi” mobile application,” said Arman AkylbayIn order to introduce artificial intelligence, the ministry has created a working group together with IT organizations. ZAN BAR, IPRAV, QarMU, KazNTU, KazNU and other organizations are participating in it.In Astana, 102,142 notarial acts were executed in 2023-2024 without visiting a notary. Now citizens can receive these services online via video call without visiting a notary. All ready-made documents are displayed in the “Digital Documents” service on the “E.Gov.kz” portal.Client identification is carried out using biometric means, which made it possible to avoid the risks of misidentifying people with similar external signs. For information security purposes, additional two-factor authentication has been introduced - verification via SMS code and EDS (electronic digital signature). The Ministry of Justice, together with the Notary Chamber, has transferred a number of notarial services, such as powers of attorney, advice, spouses' agreements and applications for the absence of marriage, to the online format replaced. In August 2024, the Ministry of Justice of the Republic of Kazakhstan, together with the Republican Chamber of the Republic of Kazakhstan, launched the pilot project “Board of Justice Robot”.The “Digital Bailiff” has a number of advantages:- since all actions are performed automatically, it is exempt from the costs of paying for personal security services and their visits;- Up to 20 MCI after the initiation of proceedings, the Robot sends a message to the debtor with detailed information about the simplified proceedings through several channels (1. SMS message from 1414, 2. Push notification in the EGov Mobile application).- unlike the JSO, the robot blocks only 1 bank account within the amount of the debtor, while the JSO blocks all accounts;- for the convenience of citizens, there is an opportunity to pay the debt online. This includes the automatic lifting of all security measures (arrests). Thus, the human factor is completely eliminated;- this project does not require interaction with bailiffs. All actions are carried out online. It is not necessary to present receipts and other supporting documents to terminate proceedings and lift bans. In addition to digitizing the field of enforcement proceedings, the project has allowed citizens to save about 5 billion tenge annually."Previously, in case of failure to repay debts on time, citizens were forced to pay a private bailiff up to 25% for his services. According to statistics, from the moment the Digital Bailiff was launched to the present day, 1,555 simplified proceedings have been initiated in Astana based on court decisions for the amount of 73,080,358 tenge.23,780 simplified enforcement proceedings have been initiated based on decisions of authorized bodies for the amount of 466,139,097 tenge. "In total, 25,335 simplified enforcement proceedings were initiated for the amount of 539,219,455 tenge," the speaker concluded.Source : https://www.gov.kz/memleket/entities/astana/press/news/details/937189
A blizzard in Astana: rescuers made an appeal about safety rules 15.02.2025
The Minister of Finance of the Republic of Kazakhstan, Madi Takiev, and the Vice Minister of National Economy, Azamat Amrin, discussed with business representatives the Government's proposals on establishing differentiated VAT rates as part of the tax reform. The meeting was organized with the support of the Atameken NCE, and was attended by more than 150 representatives of business, associations, public and industry associations. Among them were representatives of the Kazakhstan Association of Tax Consultants, the Self-Regulating Public Catering Organization, members of the regional councils of the Astana Chamber of Entrepreneurs and the committees of the processing and pharmaceutical, medical industries, the Atameken NCE, the Alageum Electric group of companies, the Petro Mining Association, and others.“The Head of State, Kassym-Jomart Tokayev, emphasized that the tax system should be balanced. This was a clear instruction. It should take into account the interests of business and the state. Today we have gathered to discuss one of the main issues, which concerns value-added tax. We hold many meetings in the regions with the participation of representatives of the Ministries of Economy, Finance, and the Atameken Chamber. The work is extensive and comprehensive. All proposals received at our address are listened to. We will form a single position, because the Tax Code should be very simple, understandable, and specific,” Madi Takiev noted. VAT is one of the main sources of budget replenishment. Increasing and differentiating the VAT rate will reduce the budget’s dependence on variable oil revenues and finance priority state projects. In turn, Vice Minister of National Economy Azamat Amrin outlined the Government’s proposals for establishing differentiated VAT rates as part of the tax reform. “We propose to consider the following mechanism: a general fixed VAT rate of 16%, complete exemption of agricultural producers from VAT, and for a number of industries – an intermediate rate of 10%. Thus, the differentiation of rates proposed by the Government: 16%, 10%, 0% and exemption",— explained Azamat Amrin. It was noted that currently in the agricultural sector, farms do not pay VAT, and legal entities pay only 30% of the taxes due to the existing benefits to the budget. Under the new mechanisms, none of them will pay VAT. This will make Kazakhstani agricultural products (potatoes, tomatoes, onions, etc.) more competitive. The types of industries in which the 10% rate will apply are still being discussed with business. The meeting also made proposals for reviewing the simplified declaration and retail tax regime, the essence of which is to maintain the income threshold at 600 thousand MCI (2 billion 359 million tenge) per year. The main change is to implement this regime only in the B2C segment (retail trade). It was proposed to remove the restriction on the number of employees. If the entrepreneur's income from sales exceeds 100 million tenge per year, it is possible to reduce taxable income by the amount of the wage fund (wage payment fund). Thus, the limit of 100 million tenge will provide an incentive to justify wages. At the same time, the 4% retail tax rate (with the possibility of a 50% reduction by maslikhats) will be maintained. It is expected that tax revenues to the country's budget will increase by 4-5 trillion tenge annually during the implementation of the tax reform. These funds will help reduce dependence on the National Fund; reduce the level of state debt and direct additional resources to credit investment projects, strengthen development institutions, and modernize the housing and communal services, heat and energy systems of Astana city. According to the Kazhydromet RSE of the Astana city, a tornado will occur in Astana on February 13. The wind will blow from the southwest, with a force of 15-20, with a daytime gust of 23-28 m/s. In this regard, the capital's Emergency Situations Department has issued an appeal on safety rules, the city administration's official website reports.Due to adverse weather conditions, the Astana City Emergency Situations Department recommends that citizens follow safety measures to avoid injury during strong winds and storms:- Take precautions in the winter. Follow storm warnings and avoid long journeys in case of worsening weather conditions.- Do not travel by private vehicle. If necessary, use public transport and plan your route in advance.- Be careful on the street. Snowstorms and wind can make it difficult to see, and roads can be slippery. Wear warm clothes and non-slip shoes.- Check the heating system. Make sure that the heating in your home is working properly and there is enough fuel.- Do not stay on the street for a long time - frost and wind can cause frostbite. In case of emergency, call "101" and "112".Source : https://www.gov.kz/memleket/entities/astana/press/news/details/937283
"The level of the Winter Asian Games is completely different": athletes from the capital spoke about their impressions 15.02.2025
The first group of athletes who represented their country at the Asian Games in Harbin have returned home. They were greeted by a crowd of fans at the Astana International Airport, the official website of the capital's akimat reported.Among them are bronze medalists in the team sprint speed skating Nadezhda Morozova and the capital's athlete Daria Vazhenina."I'm participating in the World Cups. But the scale and level of organization of the Winter Asian Games are completely different. We fought for the prize as best we could. We had a plan for the team competition. As a result, we took third place. Our opponents are not weak either. South Korean representative Kim Min-sun and Chinese athlete Han Mei won silver medals at the World Championships last year," said Daria Vazhenina.14 medals were up for grabs in speed skating at the Harbin Games, and the Kazakh team won 1 silver and 1 bronze. The double prize is also of special importance. Because Yevgeny Koshkin won a silver medal in the 100-meter dash and the women's team event, she had never won a medal before."We have prepared thoroughly for the Asian Games. Our opponents are also familiar. My personal plan was to win 1 gold and 1 silver medal. However, I took 4th place at a distance of 3,000 meters. I was nervous at a distance of 1,500 meters and could not show myself at my full potential. As a result, I took 7th place. I will have to be content with a bronze medal. The competition will not stop there. A special bus for workers is waiting for us at the bus stop near our place of residence. Sometimes, if we go to clean the garbage, the next day we help remove snow or other debris with special equipment. After we finish work at 5 pm, the same bus takes us home. Our lunch is free. For example, wherever we are doing work today, such as clearing snow or carving ice, the institution delivers hot tea and food to that place,” says Zarina.According to Zarina, a bonus is added to the salary of workers who work on days with bad weather. They also provide regular medical care.“The salary is stable. They replace special work clothes and necessary equipment in a timely manner. In case of illness, funds are provided for rehabilitation. Labor days are also timely, and financial rewards are given on every public holiday, and special gifts are given to our children. We also participate in various sports competitions between cleaning institutions as a team,” she says. Source : https://www.gov.kz/memleket/entities/astana/press/news/details/937304
