MAULEN ASHIMBAEV ON THE IMPACTFUL PARLIAMENT: WHY KAZAKHSTAN NEEDS A NEW GOVERNMENT ARCHITECTURE 15.01.2026
The ultimate goal of the political reforms underway in Kazakhstan is to get rid of the overly centralized model of governance and create a balanced, open and competitive system between the authorities and society. The idea of creating a unicameral Parliament, proposed at the initiative of the Head of State Kassym-Jomart Tokayev, is a logical continuation of this modernization and the core of the concept of "Strong President - Influential Parliament - Accountable Government." The Parliament of Kazakhstan is celebrating its 30th anniversary this year. During this period, the legislative branch has made a decisive contribution to the country's transition to a market economy, strengthening statehood, and maintaining political stability. The bicameral Parliament, especially the Senate, has played a stabilizing role during the transition period, honorably fulfilling its mission of protecting the interests of the regions, ensuring the quality of legislation, and creating conditions for the evolutionary development of the political system. However, times have changed. The political culture of society has grown, citizens have begun to perceive themselves as full-fledged political subjects, not objects of power. This new public demand requires a revision of the architecture of power. The transition to a unicameral, influential Parliament is not a return to the past, but, on the contrary, a step into a new political era, befitting a mature society. The new Parliament should be formed on a party, proportional basis. This will strengthen multi-partyism and allow for the widest coverage of the interests of various social groups. The proportional system will increase political competition and encourage parties to work actively even in the inter-election period. It is impossible to create a Just Kazakhstan without strong parties and effective parliamentary debates. Another important aspect of parliamentary reform is digital transformation. Electronic Parliament, artificial intelligence and data-driven analytical tools will improve the quality of lawmaking and ensure transparency. Digital democracy will accelerate feedback between society and government, turning Parliament into a platform for “permanent dialogue”. Here, the role of the deputy is not limited to passing laws, but is defined as a political leader who establishes continuous communication with society. The transition to a unicameral Parliament also requires new mechanisms that take into account the interests of the regions. For this purpose, it is proposed to establish a Council of Regions under the Parliament and strengthen institutional ties with maslikhats. This will form a chain of "people - maslikhat - national Parliament" and pave the way for local issues to be heard at the national level. In general, parliamentary reform is not just a structural change. It is a renewal of the philosophy of the power system, bringing the voice of society to the center of decision-making. An influential, multi-party, technologically advanced Parliament should become a strong pillar of Kazakhstan's sovereignty and sustainable development. A new balance between the branches of power, open political competition, and a democracy based on digital capabilities are the path to a bright future for the country. A united and influential Parliament is a solid and responsible step towards that future.
In Kazakhstan, prices for socially important goods remain stable at last year's level 15.01.2026
On January 4 of this year, a temporarily expanded list of socially significant food products came into effect in Kazakhstan. While the list previously included 19 items, it has now been expanded to 31. The updated list includes products that had the greatest impact on food inflation, including cucumbers, tomatoes, apples, tea, sour cream, fish, beef (with and without bones), chicken, horse meat, and hard cheese.According to the Bureau of National Statistics, the price index for socially significant food products was 0.2 percent in the first week of this year. This indicator remained at the same level for the same period last year. It is important to note that this year's index was calculated taking into account the expanded list of products, indicating stable price dynamics for essential goods.Furthermore, a number of new items included in the expanded list have already seen price declines ranging from 0.1 to 0.5 percent. Despite the insignificant nature of this decline, these figures confirm that the process of price stabilization has already begun and the first results have been achieved very quickly. Specifically, among fruit and vegetable products, prices for apples fell by 0.5 percent, while cucumbers and tomatoes fell by 0.4 percent. In the grocery segment, prices for hard and semi-hard cheeses fell by 0.3 percent, while black tea fell by 0.2 percent. In the meat and fish product group, prices decreased by 0.1 percent. Among dairy products, sour cream also fell by 0.1 percent. To curb prices, active monitoring of retail outlets and outreach to businesses have been underway since the beginning of the year. On January 13, Daulen Kabdushev, Deputy Chairman of the Trade Committee of the Ministry of Trade and Integration of the Republic of Kazakhstan, together with representatives of the local akimat, conducted price monitoring and outreach to vendors at the capital's markets."Our colleagues in the regions are currently conducting similar work today. We are explaining to businesses that products previously not included in the SZPT list are now classified as socially significant food products. This means that the Trade Committee will exercise state oversight to ensure compliance with the maximum trade markup. I would like to point out that, in accordance with current legislation, the maximum trade markup on socially significant food products should not exceed 15 percent," noted Trade Committee Deputy Chairman Daulen Kabdushev.Source : https://www.gov.kz/memleket/entities/mti/press/news/details/1141505?lang=kk
