An Industrial Park to be Constructed in the Pavlodar Region 30.06.2026
Chairman of the Investment Committee of the Ministry of Foreign Affairs of Kazakhstan Gabidulla Ospankulov held a meeting with Deputy Chairman of the Board of Xinfa Group Zhao Tingyun.During the meeting, the parties discussed the implementation of a project to build an industrial park in the Pavlodar region. The planned investment volume is estimated at $15 billion, while the project is expected to create 10,000 jobs.During the talks, Gabidulla Ospankulov presented information on government support measures, tax incentives, and the advantages of the country's investment climate.Xinfa Group representatives noted that the industrial park will specialize in bauxite processing, aluminum production, electrolytic copper, soda ash, carbon materials, fluorochemicals, and environmentally friendly building materials. Under the chairmanship of the region's akim, Kumar Aksakalov, a meeting of the regional akimat was held, dedicated to the results of the socio-economic development of the region for January–April 2026 and the tasks for the remainder of the year.According to the results of the first four months of 2026, positive results have been achieved in all basic sectors of the region's economy."The volume of freight and passenger transportation increased by 11.1%, trade volume — by 8.5%, construction works — by 4.8%, industrial production — by 2.5%, agriculture — by 2.4%, investments — by 1.2%. In particular, the volume of private investments increased by 10.6%. The commissioning of housing has been maintained at last year's level," noted the region's akim, Kumar Aksakalov.Manufacturing enterprises are operating stably. The production volume in this sector increased by 7.9% compared to the same period in 2025.Within the framework of preferential lending for spring field work, 173 billion tenge will be allocated to the region, which is 1.4 times more than last year's figure.Agricultural producers in the region received preferential loans under the "Ken Dala 2" program amounting to 86.5 billion tenge. Compared to last year, the volume of financing has increased by 1.5 times.Under the forward purchase program of the Food Corporation, 16 billion tenge has been allocated, which is three times the level of last year."Representatives of the agricultural sector are especially pleased with the abundant precipitation that fell last week. In the territory of LLP 'Frunzenskoye' in Denisovsky district, 60 mm of precipitation fell; in LLP 'Grand' in Fedorovsky district — 44 mm; in LLP 'Olzha Ryazhskoye' in Uzunkolsky district — 20 mm; and in LLP 'PKF 'Kairat' in Kamystinsky district — 15 mm. It is expected that the moisture reserves will be sufficient for the next few weeks," emphasized the head of the region.The work of veterinary services has been strengthened. This year, 5.6 billion tenge has been allocated from the state budget for these purposes. With these funds, 122 veterinary points and 78 animal burial grounds will be built.Furthermore, this year, 1034 apartments will be purchased in 16 cities and districts of the region to provide to citizens from socially vulnerable categories who are on the housing waiting list. В Астане заместитель Премьер-министра – министр национальной экономики Республики Казахстан Серик Жумангарин провел встречу с представителями деловых кругов Гонконга и материкового Китая. В мероприятии приняли участие около 70 представителей бизнеса, включая 40 компаний из Гонконга и 30 компаний из материкового Китая, работающих в сферах финансов, логистики, технологий, энергетики, промышленности и профессиональных услуг.Открывая встречу, представители гонконгской делегации отметили, что целью визита является изучение перспектив партнерства между казахстанскими компаниями и бизнес-структурами Гонконга и материкового Китая, а также поиск новых направлений для трехстороннего сотрудничества в формате «Гонконг – материковый Китай – Казахстан».В ходе встречи был представлен проект развития Северного мегаполиса Гонконга (Northern Metropolis). Проект охватывает треть территории Гонконга и предусматривает создание более 3 тыс. га новых земель, включая около 800 гектаров промышленной зоны. Отмечено, что индустриальный парк может стать площадкой для выхода казахстанских и центральноазиатских компаний на рынок материкового Китая через Гонконг как международный финансовый и торговый хаб.Для инвесторов предлагаются различные механизмы сотрудничества, включая государственно-частное партнерство, создание совместных предприятий, аренду производственных площадок и соинвестирование. Дополнительными преимуществами являются развитая финансовая инфраструктура, применение английского общего права и комплексная экосистема поддержки бизнеса.Серик Жумангарин отметил, что благодаря уникальному опыту экономического развития Гонконг стал одним из ведущих финансовых, торговых и логистических центров мира.«Мы видим значительный потенциал для расширения участия гонконгских партнеров в реализации проектов в приоритетных секторах экономики Казахстана. Казахстан остается надежной и стабильной площадкой для инвестиций, обладая высокой кредитоспособностью и значительными международными резервами», — подчеркнул вице-премьер Казахстана.Он отметил, что институты развития Казахстана готовы активно привлекать иностранное финансирование для реализации крупных проектов. В частности, холдинг «Байтерек», имеющий кредитные рейтинги на уровне суверенного рейтинга страны, способен ежегодно обеспечивать инвестиционное финансирование в объеме до $15-20 млрд и при необходимости выступать финансовым соинвестором с долей участия до 49% в капитале проектов.По словам Серика Жумангарина, особый интерес представляет развитие сотрудничества с финансовыми институтами и инвестиционным сообществом Гонконга. Объем инвестиций из Гонконга в экономику Казахстана достиг почти $740 млн. ANNOUNCEMENT UAPF reminds people to apply for pension benefits in a timely manner 30.06.2026
The UAPF continuously conducts outreach efforts on the need for both beneficiaries and heirs of deceased individuals with UAPF savings to claim their pension benefis in a timely manner.Every year, the UAPF verifies with the State Corporation "Government for Citizens" the records of individuals who have reached retirement age and who have pension savings through compulsory pension contributions (CPCs) and compulsory occupational pension contributions (COPCs) to the UAPF and who have not applied to the UAPF for their benefit. These individuals are verified in the information system of the authorized body in the sphere of social protection of the population for pension benefits assigned from budgetary funds based on age, length of service, and the state basic pension benefit.Since March of this year, a no-application procedure for pension benefits through voluntary pension contributions (VPC) has been introduced for individuals who have reached retirement age and have pension savings in the UAPF through VPC, including those who have not applied to the UAPF for payment due to reaching the age of fifty or disability. This procedure also requires an annual reconciliation with the Government for Citizens State Corporation.Based on the results of the annual reconciliation, the UAPF makes pension benefit payments to beneficiaies proactively (without an application) through the State Corporation. This means that pensioners receiving a pension from the state budget begin receiving payments from the UAPF if they have pension savings formed through the CPC, COPC, and VPC.StatisticsAs of May 1, 2026, the total amount of unclaimed pension savings in individual pension savings accounts (IPSAs) for accounting for the compulsory pension contributions of 279,041 individuals who have reached the generally established retirement age is approximately 45 billion tenge. Of these, according to information obtained by UAPF from government information systems, the following are true:- 155,217 individuals are deceased and their pension savings can be claimed by their heirs;- 61,459 individuals have registered for permanent residence outside the Republic of Kazakhstan in accordance with the procedure established by law;- 62,365 individuals have not yet applied to the State Corporation (PSC at their place of residence) to apply for their old-age pensions.How to receive pension benefits?Let us remind you that pension savings are subject to accounting in the IPSA of contributors (beneficiaries) in the UAPF, continue to be invested and remain in the IPSA of contributors until they are claimed by the beneficiaries or their heirs (in the event of the death of the beneficiary).Upon reaching the generally established retirement ageTo claim pension benefits from the UAPF upon reaching retirement age, as well as basic and solidarity pensions from the state budget, beneficiaries must contact the State Corporation "Government for Citizens" (PSC) at their place of residence.If a beneficiary has VPC pension savings in the UAPF for which they have not previously applied (due to reaching age 50 or disability), they will also be assigned pension benefits from the UAPF through the VPC.When leaving for permanent residenceForeigners and stateless persons who have permanently resided outside the Republic of Kazakhstan and who have pension savings in the UAPF may exercise their right to pension benefits from the UAPF in connection with their departure for permanent residence outside the Republic of Kazakhstan, unless otherwise provided by the laws of the Republic of Kazakhstan and international treaties ratified by the Republic of Kazakhstan.In connection with the death of a person with pension savingsIn the event of the death of a person with pension savings in the UAPF, their UAPF family members are paid a one-time funeral payment from the deceased person's pension savings up to an amount equal to 94 times the monthly calculation index established for the relevant financial year by the law on the republican budget, but no more than the deceased person's available IPSA funds.Pension and targeted savings are also inherited in accordance with the procedures established by the legislation of the Republic of Kazakhstan. Within six months of the death of a person with savings, their heirs must contact a notary to register the deceased person's savings and obtain a certificate of inheritance. If the deadline is missed, they must apply to the courts to restore their inheritance rights.A list of required documents for receiving pension benefits, depending on the type of pension benefit and the method of application, is available on the enpf.kz website in the "Services - Pension Benefits" section. UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts compulsory pension contributions, employer’s compulsory pension contributions, compulsory occupational pension contributions, voluntary pension contributions, as well as carries out enrollment and accounting of voluntary pension contributions formed at the expense of the unclaimed amount of guaranteed compensation for the guaranteed deposit, transferred by the organization carrying out mandatory guarantee of deposits, in accordance with the Law of the Republic of Kazakhstan "On mandatory guarantee of deposits placed in second-tier banks of the Republic of Kazakhstan", ensures the implementation of pension benefits. The Akim of the region, Murat Ergeshbayev, met with representatives of "China State Construction Engineering Corporation". This is one of the world's leading construction and infrastructure companies.The meeting discussed the region's investment potential, the effective use of opportunities in special economic and industrial zones, as well as the implementation of new production projects.It is worth noting that the "Korkyt Ata" special economic zone was established in the region on an area of 550 hectares for the implementation of investment projects. Currently, 18 priority types of economic activity have been identified. In particular, there are areas such as the production of building materials, mechanical engineering, the production of electrical equipment, logistics and warehousing, the chemical industry, and the production of automotive and aviation equipment.Furthermore, specific work is underway in the Kyzylorda region to develop industrial infrastructure. На заседании первой сессии также выступили вице-министр экологии и природных ресурсов Республики Казахстан Мансур Ошурбаев, директор Центра устойчивого развития МГИМО Игорь Юргенс, председатель 72-й сессии Генеральной Ассамблеи ООН, министр иностранных дел Словацкой Республики в 2009-2010 и 2012-2020г.г. Мажилис одобрил в первом чтении проект Закона «О внесении изменений и дополнений в Кодекс «О таможенном регулировании в Республике Казахстан». Документ предусматривает введение отдельной категории товаров электронной торговли, нового вида декларации и оператора электронной торговли.Как сообщил первый вице-министр национальной экономики Азамат Амрин, поправки предполагают выделение товаров, пересылаемых в международных почтовых отправлениях от зарубежных интернет-площадок из третьих стран в адрес физических лиц, в отдельную категорию — «товары электронной торговли».Кроме того, в законодательство вводится понятие «оператор электронной торговли», а также новый вид таможенного документа - декларация электронной торговли.По словам Азамата Амрина, сейчас товары, приобретаемые на зарубежных интернет-площадках, относятся к товарам для личного пользования и декларируются только при превышении норм беспошлинного ввоза. «При этом товары электронной торговли предназначены исключительно для личного пользования физических лиц и не связаны с предпринимательской деятельностью. Сейчас указанные товары не включаются в официальную статистику, так как не относятся к торговому обороту. Atyrau plans to host the Naryn Fest extreme festival 30.06.2026
This is one of the large-scale events aimed at developing the region's tourism potential and increasing tourist flow. Active tourism development efforts continue in the Atyrau region, with a particular focus on promoting the region's natural and cultural attractions.This was announced at a briefing at the Regional Communications Service by Alima Ramazanova, Head of the Tourism Development Department of the Department of Physical Culture, Sports, and Tourism of Atyrau Region, and Kaisar Makhsutov, Director of the VisitAtyrau Tourist Information Center.Currently, 272 tourist attractions operate in the region, including roadside services, hotels, tour operators, and ethno-villages.This year, the VisitAtyrau Tourist Information Center participated in the KITF Almaty international exhibition, where it showcased Atyrau's tourism resources. Furthermore, over 130 tourists took part in an expedition along the Akkeregeshin-Imankara route. In addition, the region is hosting seminars for entrepreneurs on agritourism development, and rural tourism projects are being implemented. As part of the "Coffee with the Taste of Travel" initiative, coffee shops in the city now offer special cups featuring images of regional landmarks and QR codes with information about them.Last year, more than 187,000 tourists visited the Atyrau region. This is a 19.6% increase compared to the 2024 target. Of these, 166,000 were domestic tourists and 21,000 were international visitors. Furthermore, in the first four months of this year, investment in tourism amounted to 15.6 billion tenge, double the amount compared to the same period last year.Preparations for the summer tourist season were also discussed during the briefing. Seven beaches are planned to open in Atyrau this year – in the Balykshy, Geolog, and Zhilgorodok microdistricts, as well as in rural districts. Work is currently underway at these sites to improve the beaches, install lighting, and prepare sanitary and safety infrastructure. The opening is scheduled for July 1.Work is also ongoing on reconstructing roads to the region's tourist attractions, particularly the Akmeshit necropolis and the Akkeregeshin chalk mountain. DAIRY TOUR: 4 out of 13 dairy farms in the region are sold in Altynsara district 30.06.2026
During a working trip to Altynsarin district, Akim of Kostanay Region Kumar Aksakalov reviewed the progress of implementing major investment projects in the agro-industrial complex.During the visit, the head of the region inspected the facilities of investment projects in the dairy farming sector, reviewed the progress of spring field work, and met with agricultural producers of the district.«The Head of State has set a task to increase the share of processed products in the agro-industrial complex to 70 percent within three years. To ensure food security, we must increase our own production», – noted the regional akim.For this purpose, last year, 7 modern dairy farms with a total capacity of 46 thousand tons were commissioned. Currently, the construction of another 6 similar farms with a total capacity of 34 thousand tons is ongoing, 5 of which will be launched this year.The total investment in the projects amounted to 49.3 billion tenge. This has created more than 220 new jobs, with another 210 jobs planned to be opened in the near future.It should be noted that 4 out of the 13 dairy farms being implemented in the region are located precisely in Altynsarin district.To date, the farms of peasant farms «Tapayev T.B.» and «Akhmetov T.B.» have been commissioned. The dairy farms of the peasant farm «Kuanyshbayev K.M.» and LLP «Dukas» are under construction.The first site visited was the under-construction dairy farm of LLP «Dukas 2020» in the village of Obagan. The total project cost is 3 billion 270 million tenge. Of this, 300 million tenge are the enterprise's own funds, and 2 billion 970 million tenge are borrowed funds from JSC «SPK «Tobol». The project involves keeping 400 head of Simmental cattle. After commissioning, it is planned to produce 3,200 tons of milk annually and create 25 new jobs.The next site was the dairy farm of the peasant farm «Akhmetov T.B.», located near the village of Bolshaya Churakovka. The total project cost exceeds 3.6 billion tenge. Of this, 386 million tenge are the farm's own funds, 3 billion tenge are borrowed funds from JSC «SPK «Tobol», and another 232.8 million tenge were attracted through second-tier banks. The project involves creating a farm for 400 head of dairy herd with the purchase of Holstein-Friesian cattle. The planned production volume is 2,500 tons of milk per year. The enterprise will create 26 new jobs.Another major project is the construction of the dairy farm of the peasant farm «Kuanyshbayev K.M.» in the village of Novoalekseyevka. The total project cost exceeds 3.1 billion tenge. Of this, 311 million tenge are the farm's own funds, and 2.8 billion tenge are borrowed funds from JSC «SPK „Tobol“». The farm is designed for 400 head of Simmental cattle. The design capacity will allow producing up to 2,800 tons of milk per year. Additionally, 26 new jobs will be created. According to the head of the peasant farm, Gulnara Kuanyshbaeyeva, the completion of construction work is scheduled for early 2027.«After all 13 dairy farms in the region reach their design capacity, milk production in organized farms will increase almost twofold – from 85 thousand to 165 thousand tons. Furthermore, the load on milk processing enterprises will increase from 75 to 86 percent», – emphasized Kumar Aksakalov.In Altynsarin district, after the launch of all four dairy farms and their reaching design capacity, milk production volume will increase from 6.7 thousand to 19.3 thousand tons per year, or by 2.9 times. This will give an additional impetus to the development of agriculture, ensure stable food supply for the population, and strengthen the region's economy.During the working trip, the head of the region also visited the sown areas of LLP «Olzha Belyaevka», where he reviewed the progress of spring field work. Akim of Altynsarin district Arnur Sartov reported on the current situation in crop production, the provision of agricultural producers with material and technical resources, and the progress of the sowing campaign.Additionally, the regional akim was presented with information on the implementation of the republican environmental program «Taza Kazakhstan».Summing up the trip, Kumar Aksakalov noted that the development of dairy farming remains one of the priority areas of the region's agro-industrial complex.
