Astana, December 17, 2024 – Republic of Kazakhstan officially handed over the chairmanship in the Conference on Interaction and Confidence Building Measures in Asia (CICA) to the Republic of Azerbaijan at the Seventh meeting of the Council of Foreign Affairs Ministers.At the event Kazakh Deputy Prime Minister – Minister of Foreign Affairs Murat Nurtleu summarized the results of Kazakhstan’s four-year CICA chairmanship, noting the key achievements of the organization during this period.In particular, special attention was paid to the transformation process launched following the Sixth CICA Summit held in October 2022 in Astana. According to the Transformation Roadmap, adopted in September 2023, the Kazakh chairmanship has developed and launched the consideration process of the draft Charter of the Conference. On December 17, 2024, Vice Minister of Energy of the Republic of Kazakhstan Kudaibergen Arymbek held a meeting with the population of Kostanay region, during which he spoke about the current situation in the fuel and energy complex of the region."The issues of providing electricity and heat are one of the main tasks of the Ministry. In order to increase the reliability of operation in the current heating season, repairs were carried out in 2024 on boiler No. 4 and on 2 turbines No. 1,3 of the Rudnenskaya CHPP, on 4 boilers No. 1,2,4,5 and on turbines No. 1,2 of the Kostanay CHPP, as well as repairs on boiler No. 3 and turbines No. 1,2 of the Arkalyk CHPP,"- the Vice Minister noted.Rudnenskaya TPP is the main source of electric energy, with an installed electric capacity of 267 MW. At the same time, the missing amount of electricity is supplied to the region from the Ekibastuz-Pavlodar energy complex (JSC "EEC" Aksu) and Petropavlovsk (JSC "Sevkazenergo").The largest regional energy transmission company in the region is EPK-forfait LLP, which has 11.9 thousand km of cable and overhead power transmission lines and about 3.2 thousand substations in its assets. Network wear is 80%.This year, it is planned to build a 110 kV overhead line with a length of 21.1 km and the Shygys substation.The total cost of the project (excluding 10% MB) is 3.5 billion tenge. As a result of the project, about 26 thousand people in the city of Tobol and the village of Michurinskoye will be provided with high-quality and uninterrupted electricity supply.At the same time, the region also has 3 operating renewable energy facilities with a total capacity of 98.3 MW, including 2 wind power plants with a capacity of 98 MW, and 1 biogas plant with a capacity of 0.35 MW. Oil production by the end of 2024 will amount to 87.8 million tons of oil. The decrease in the forecast is due to a number of factors.From the report of the Minister of Energy of Kazakhstan Almasadam Satkaliyev at a government meeting:"During the specified period, the volume of oil and condensate production amounted to 80.5 million tons, or 98% compared to the same period last year (82.2 million tons), including for large companies in the oil and gas industry:During this period, Tengiz produced 25.9 million tons of oil, which is 97.9% compared to the same period last year (26.5 million tons).The volume of oil production at Kashagan amounted to 15.8 million tons, or 92.8% compared to the same period last year (17.1 million tons).The indicator of the Karachaganak project amounted to 11.1 million tons, or 100.9% compared to the same period last year (11 million tons).The decrease in production compared to last year was influenced by major repairs at large fields in 2024: at Tengiz, in connection with the planned launch of the Future Expansion Project, repairs lasting a total of 50 days were carried out in May and August, at Kashagan, repairs were carried out to replace the slug catcher with a full stop for 21 days (instead of the planned 39 days with full capacity starting on November 1 this year, which gives an increase of 50 thousand tons for each day saved, which is an average of 350 – 450 thousand tons).In addition, the decrease in production was affected by unscheduled shutdowns at the Karachaganak field and restrictions on gas intake by the Orenburg Gas Processing Plant, CPC shutdowns for scheduled maintenance work, as well as repair work at the second-generation Plant of the Tengiz field, due to internal steam leakage into the process stream from October 26 this year (until the end of the year).In this regard, by the end of this year, oil production is expected to reach 87.8 million tons.The failure to achieve the planned production target affected oil exports.Thus, 63.2 million tons of oil were exported during the reporting period, or 98.3% compared to the same period last year (64.3 million tons)."Kazakhstan is also committed to fulfilling its obligations under the agreement with OPEC+ countries.Source : https://www.gov.kz/memleket/entities/energo/press/news/details/904082
