Solving the problem of chronic underfunding of the industry, the state has significantly increased spending on agriculture this year. We have moved away from the complex and opaque scheme of providing loans through subsidizing interest rates. Now farmers receive preferential loans for spring field and harvesting work directly at a rate of 5%. For the first time, the volume of such loans exceeded half a trillion tenge (580 billion tenge, previously 180 billion tenge), subsequently it will be increased to one and a half trillion tenge. The yield of grain crops this year amounted to 16 quintals per hectare, which is significantly higher than the long-term average values. 40 or more quintals per hectare were harvested from some fields with a sufficiently high quality and gluten level (32%). This was made possible through the use of modern agricultural technologies, the use of high-quality seeds, fertilizers and pesticides, as well as the renovation of agricultural machinery. Now the task is to preserve the harvested crop and prevent a collapse in prices for it. I instruct the Government to organize, through the Food Corporation, the purchase of grain from farmers in volumes sufficient to maintain acceptable prices on the market. In order to free up storage capacity in grain-growing regions, the Ministries of Agriculture and Transport should promptly ensure the movement of grain to other areas. The coordinated work of the akims of the regions is necessary here. The key to a rich harvest is timely financing of sowing and harvesting operations. Every year, farmers experienced difficulties with sowing due to delays in payments. Therefore, on my instructions, preferential loans for spring field work will be available from December this year. As a result, farmers will be able to purchase fuel, spare parts, and other necessary goods and services in advance. In my Message, I spoke about the need to attract private investment into the industry. It is necessary to gradually reduce state subsidies to the agro-industrial complex and stimulate concessional lending to agriculture by banks. The Eurasian Economic Union (EAEU) has created the integrated information System of the EAEU (AIS) in order to effectively and efficiently interact member states and businesses with government agencies of the EAEU member states.This system provides transparent, convenient and prompt data exchange. The EAEU countries are striving to fully implement this project.The EAEU AIS allows solving a significant part of the issues arising during the movement of goods to the EAEU in the areas of veterinary, sanitary, phytosanitary, transport and customs control, which significantly reduces administrative and bureaucratic barriers.The aim of the EEU is to simplify export conditions, increase the volume of mutual trade, reduce administrative burdens on businesses, ensure control of goods being moved, as well as remove barriers in the internal market of the EEU, as well as avoid the emergence of new ones.Back in 2015, a list of common processes in 21 areas of cooperation within the EAEU was approved.Common processes are information exchange that begins on the territory of one state and ends on the territory of another. This process is provided using the EAEU AIS.In general, 77 common processes are planned to be launched in the EAEU. UNIFIED VOLUNTARY ACCUMULATIVE SYSTEM "KELESHEK" AND ITS IMPLEMENTATION In pursuance of the instruction of the Head of State dated September 1, 2023, announced in the address to the people of Kazakhstan "The Economic Course of a Just Kazakhstan", a unified voluntary accumulative system "Keleshek" (hereinafter – Keleshek) has been developed. The main model of Keleshek will be implemented within the framework of the current site of the State Educational Accumulative System (GONS). Since 2013, more than 77 thousand bank deposits and insurance contracts have been opened. In order to increase the attractiveness of Keleshek, it is planned to establish a starting educational capital from the state for children who turned 5 years old in the current calendar year 60 MCI (221,520 tenge) and 120 MCI for orphans (443,040 tenge), an annual payment of a state premium of 5% for all children, 7% for children from SUSN. Keleshek also provides for the participation of parents in building the trajectory of children's education and thereby forms a culture of money savings for them. Keleshek accounts can be opened in second-tier banks and insurance companies that are participants in child insurance. Currently, active partners in the field of GONS are: Otbasy Bank, Halyk Bank, Jusan Vapk, Nurbank and VTB Bank. In addition, Bank RBK, Eurasian Bank, Bereke Bank and the National Postal Operator Kazpost will also work with the introduction of Keleshek. In addition, cooperation with 5 insurance companies is carried out within the framework of the GONS. Cooperation is carried out only with existing stable financial institutions. In this regard, parents, after opening these accounts, must annually make a minimum contribution of 12 MCI for children with disabilities and 24 MCI for other children. The minimum amount of remuneration for banks is established on a legislative basis. So, not less than 200 basis points ( - 2%) for deposits concluded for up to 1 year inclusive (for example, if the base rate of the National Bank is 15%, then the annual effective rate should be at least 13%), not less than 300 basis points ( - 3%) for deposits concluded for more than a year (for example, if the base rate is 15% of the National Bank, then the annual effective rate should be at least 12%). At the same time, the money on these deposits is insured by the Kazakhstan Deposit Guarantee Fund, and the amount of insurance payments is insured by the Insurance Benefit Guarantee Fund. Upon completion of school, the accumulated funds can be used to study at colleges and universities in the country and abroad. In case of receiving a grant, the accumulated funds can be used to obtain another education, transfer funds to a third party, continue accumulating, use them for housing, and also receive the accumulated funds provided that a document on education is provided. Thus, the funds accumulated by parents, taking into account the initial educational capital from the state, the annual state premium, investment income (remuneration from banks), as well as savings generated within the framework of the National Fund for Children project, will provide an opportunity to receive high–quality education or improve living conditions.
