JUSTICE, LAW AND ORDER – THE CORE VALUES OF THE NEW CONSTITUTION 04.02.2026
The New Constitution, which will be adopted as part of the constitutional reform of 2026, will clearly and systematically enshrine modern values responsible for the development of society. The Basic Law defines justice, the rule of law, and public order as the main orientations of the state. The new Constitution places special emphasis on environmental protection and enshrines the principle of careful treatment of nature at the constitutional level for the first time. This is an important step towards strengthening responsibility towards future generations. At the same time, a norm for the protection of rights in the digital space will be introduced. The protection of citizens' personal data and rights in the digital environment is considered an integral part of the rule of law. Preservation of traditional values also remains an important aspect of the Constitution. Marriage is defined as a voluntary union of a man and a woman, and the protection of the institution of the family is established as the duty of the state. Thus, the New Constitution establishes a value framework aimed at creating a just, secure, and people-centered society.
Webinar with the Damu Fund on Clarification of the Provisions of the New Tax Code 04.02.2026
On February 3, 2026, an online webinar for entrepreneurs was held at the venue of JSC “Entrepreneurship Development Fund “Damu” in the East Kazakhstan Region as part of the implementation of state programs to support entrepreneurship. Change in the Budget Classification Code for Payments for Negative Environmental Impact 04.02.2026
Payments for negative environmental impact are classified as special revenues under the Budget Code.In order to ensure compliance, the Ministry of Finance has changed the budget classification code from 105316 to 401101.The update related to the allocation of payments based on Form 870.00 was implemented on 3 February 2026. New VAT and Excise Rules: What Has Changed for Importers of Medicines and Goods as of 2026 04.02.2026
From 1 January 2026, new VAT and excise tax rates come into force in Kazakhstan. This is important for all importers of medicinal products and excise goods.VAT on the Import of MedicinesThe VAT rate on the import of medicines will be:5% from 1 January 2026;10% from 1 January 2027.At the same time, VAT exemptions remain in place for medicines used within the framework of:free medical care;compulsory medical insurance;treatment of orphaned children and socially significant diseases.The exemption does not apply to medicines that do not fall under the above categories.The list of such medicines and the VAT exemption rules are established by Resolution of the Government of the Republic of Kazakhstan №1203 dated 31 December 2025 and paragraph 17 of Article 479 of the Tax Code of the Republic of Kazakhstan.VAT Payable by the Offset (Credit) Method on ImportsFor certain imported goods, VAT is paid using the offset (credit) method. The list of such goods and the rules for its formation are approved by Articles 508 and 509 of the Tax Code of the Republic of Kazakhstan and established by Government Resolution №1199 dated 31 December 2025.Excise Taxes: New Rates and Expanded List of GoodsFrom 1 January 2026, excise tax rates on major goods increase by 10%. The National Guard Opens the “Cyber Sarbaz” Class 04.02.2026
A ceremonial opening of the “Cyber Sarbaz” class of the Zhas Burkit patriotic club took place at Secondary School No. 115 in the city of Astana. Kazakhstan and the King Salman Academy are Expanding Cooperation 04.02.2026
Riyadh, February 3, 2026 – Ambassador of Kazakhstan to Saudi Arabia Madiyar Menilbekov met with the Secretary General of the King Salman Global Academy for Arabic Language, Abdullah Al-Washmi.During the talks, the parties discussed prospects for expanding cooperation in the fields of education and Arabic language studies. Seed phytoanalysis is the key to a healthy harvest 04.02.2026
High seed quality is one of the most important agronomic requirements. A large number of pathogenic microflora are concentrated on the surface of the grain. Therefore, phytopathological examination is essential during preparation for sowing.What is the most dangerous for agricultural producers? Pathogens that persist in seed material lead to significant yield losses and reduced grain quality. Fusarium-helminthosporium root rot, early blight, and bacterial blight affect both the grain itself and the plant's root system, leading to thinning of crops. Loose smut and common smut of cereal crops reduce the number of productive stems. Preparing the seed material and choosing the right seed treatment are essential for preventing disease development in the field and ensuring healthy seedlings.– All seed lots undergo phytoanalysis. The analysis is conducted in the laboratory during the winter. A certain number of seeds are placed in a moist environment in Petri dishes (transparent containers shaped like low, flat cylinders, covered with a transparent lid of a similar shape but slightly larger diameter) on filter paper. They are then kept in a thermostat at a temperature of 20 degrees Celsius for seven days. During this period, the plants awaken in the darkness, and, consequently, the microflora on the surface of the grain. After analyzing each seed, we determine which chemical should be used to treat a particular batch of seeds. Based on the phytosanitary analysis results, all farms receive a phytosanitary certificate. Specialists from the Republican State Institution "RMCFDIP" of the Committee for State Inspection of Agriculture in the Agro-Industrial Complex of the Ministry of Agriculture of the Republic of Kazakhstan, conducting phytosanitary examinations, can compare seed contamination data over several years. This helps decide on the need for seed treatment and the selection of a seed treatment with the appropriate spectrum of activity. – Seed phytosanitary analysis is necessary annually. Phytosanitary examination results vary widely. Everything depends on weather conditions during the growing season and harvest. The Department of State Revenue for the Mangystau region informs about the transition to an electronic format for conducting cases of administrative offenses.Since November 11, 2025, the state revenue authorities, in accordance with articles 737-1 and 743 of the Code of Administrative Offenses, have completely switched to electronic case management in the Unified Register of Administrative Proceedings (ERAP) information system. This has become part of the digitalization of the administrative and tort process.A new functionality has been implemented in the Integrated Tax Administration System (ISMS) for the convenience and timely informing taxpayers. Kazakhstan's exports to Pakistan increased fivefold in 2025 04.02.2026
Kazakhstan's exports to Pakistan demonstrated exponential growth in 2025 and became one of the most dynamic areas of foreign trade. From January to November 2025, trade turnover between the two countries reached $105.6 million, a 2.1-fold increase compared to the same period in 2024, when it stood at $48.7 million. The key driver of growth was the export component, which increased fivefold from $11.2 million to $56.4 million, significantly improving the trade balance.The increase in Kazakhstan's exports to Pakistan in 2025 is primarily due to the expansion of the product range and the commencement of shipments of a number of new items. Crude oil shipments, worth $52.9 million, contributed the most to this growth. Exports of agricultural and industrial products also increased significantly. Exports of legumes and vegetables reached $280,300, soldering equipment and machinery at $64,100, other office equipment at $48,100, plant-based weaving materials at $33,100, and auxiliary equipment for textile machinery at $22,500. Wheat shipments increased 4.6-fold to $55,100, reflecting the growing interest of the Pakistani market in Kazakhstan's agricultural products.Imports from Pakistan to Kazakhstan in January–November 2025 also showed positive dynamics, increasing by 19.9% to $44.9 million. The main growth was attributed to food products and light industry products. Potato imports increased almost 94-fold to $9.28 million. Knitwear shipments increased significantly: imports of other knitwear increased more than 125-fold to $663,000, women's knitwear by 45.8% to $1.45 million, and tank tops and sweatshirts by 43.2% to $1.18 million.The results of mutual trade for January–November 2025 clearly demonstrate a qualitative shift in trade and economic relations between Kazakhstan and Pakistan. Washington, D.C., February 3, 2026 – As part of his visit to the United States, Minister of Foreign Affairs of the Republic of Kazakhstan, Yermek Kosherbayev, held meetings with the Chairman of the U.S. House Foreign Affairs Committee, Brian Mast, and Senator Steve Daines.The parties discussed the current state and prospects of Kazakhstan-U.S. cooperation, with particular emphasis on strengthening trade and economic ties, advancing political dialogue, and expanding interparliamentary engagement in line with the key priorities of the bilateral agenda.The Minister emphasized the strategic nature of relations between the two countries and underscored the importance of intensifying contacts between legislative bodies as an effective mechanism for promoting joint initiatives.During the meeting with Chairman Mast, the parties positively assessed the dynamics of bilateral cooperation and agreed to continue joint efforts to ensure further support for initiatives aimed at deepening trade and economic cooperation, including projects in critical minerals. Particular attention was given to the upcoming visit of a delegation of U.S. congressmen to Kazakhstan scheduled for March this year.Senator Daines, for his part, noted Kazakhstan’s balanced and constructive foreign policy course and emphasized the importance of establishing favorable legislative conditions in the U.S. Congress for expanding bilateral business ties, including through the introduction of Permanent Normal Trade Relations. The Kazakhstan-Pakistan Business Forum has begun in Islamabad 04.02.2026
The Kazakhstan-Pakistan Business Forum has opened in Islamabad. The event is being held as part of the state visit of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, to the Islamic Republic of Pakistan. The business forum aims to deepen trade, economic, investment, and industrial cooperation between the business communities of the two countries. The forum will be a key business platform for the visit and will facilitate direct dialogue between representatives of government agencies, the quasi-public sector, and businesses from Kazakhstan and Pakistan.The forum program includes a plenary session with the participation of heads of relevant agencies, national companies, financial institutions, and large private companies, B2B and B2C meetings, and a ceremony to exchange folders containing signed commercial documents.A total of 143 representatives from Kazakhstan are participating in the business forum, 24 of whom are from the quasi-public sector and 119 from the business community.
