            In the medium security facility of the Department of the Penal Enforcement System in the Abai region, convicts receive vocational education in technical specialties on the basis of the Semey Polytechnic College.Currently, more than 70 convicts between the ages of 20 and 65 study at the college. Convicts serving sentences in medium-security institutions learn professions such as electric and gas welders, carpenters, tailors, plumbers, and car repair technicians. The training period is ten months.            - I am 64 years old. I have devoted almost my entire life to school and children — I have been teaching geography for more than thirty years. I was only a few months away from retirement, but fate decreed otherwise — I ended up here and was imprisoned for eight years.             Despite this, I firmly believe that it is never too late to learn. This year I started college and am learning the profession of an electric and gas welder. It gives me hope and a feeling that life hasn't stopped. After my release, I dream of opening my own small welding shop, being useful to society and passing on my knowledge to my children and grandchildren," the convict shared.              - Before my imprisonment, I lived in Almaty and worked as a loader in one of the LLP companies. My spouse and five minor children are waiting for me at home. When I was convicted, my family was left with virtually no means of livelihood — this is the hardest thing for me. Now there is a service station on the territory of the institution, and I got a job there in order to somehow help my loved ones. In order to be in demand as a specialist, I started my college studies as a car repair mechanic. I am sure that this profession will be a ticket to a new life for me — an honest and law-abiding one. I want to return to my children not broken, but as a person who knows how to work and provide for his family," the convict shared.            - Vocational training is a key element of resocialization. We are doing everything possible to ensure that convicts do not just serve their sentences, but are released with real skills and an understanding of their value to society. Getting a job is a chance to start a new, law—abiding life, find a job and provide for your families. A preventive measure to prevent drug addiction among students was held at Semey. 09.04.2026
         Employees of the secondary security institution of the Penitentiary in the Abai region, together with employees of the Department for combating Drug crime of the DP in the Abai region, within the framework of the Murager Fathers Club, conducted a preventive event among students of the Semey Higher Multidisciplinary College aimed at preventing drug addiction.             The main purpose of the meeting was to form a stable rejection of drug use among young people, as well as to increase legal and social responsibility. During the event, students were provided with information about the dangers of drugs, their devastating impact on human health, psyche and future.            Special attention was paid to the legal consequences of illicit trafficking and drug use.           The experts explained to the students the norms of current legislation and reminded them about criminal and administrative responsibility for drug crimes. The participants were also told about the importance of a healthy lifestyle, an active lifestyle and the ability to resist the negative effects of the environment.              - Drug addiction prevention is not a one—time action, but a systematic effort to form the right life orientations among young people. «Avicenna: Healthcare» Brings Central Asia Together: KazAID Organised a Tour of Astana for Students from Kyrgyzstan and Tajikistan 09.04.2026
On 8 April 2026, the Kazakh Agency of International Development «KazAID» organised a cultural and educational tour of Astana’s landmarks for students from Kyrgyzstan and Tajikistan as part of the «Avicenna: Healthcare» programme.The participants followed a packed itinerary: the Palace of Independence, the Palace of Peace and Reconciliation, the National Museum, the Triumphal Arch, the Central Mosque and the «Baiterek» monument, with visits to the latter two sites.          In the Abai region, a touching video meeting of a brother and sister separated by fate and mistakes of the past for a long thirteen years took place at the maximum security institution.           The 43-year-old convict is serving a sentence for distributing narcotic drugs. The only close person who stayed by his side all these years was his 46-year-old sister. In the first five years, she regularly visited him on dates, wrote letters and was morally supportive. However, one day he received a letter that was a real blow to him — it no longer came from his native home, but from places of detention. As it turned out, his sister ended up in a women's colony herself. After being released, she stumbled again and was sent to the maximum security facility in Shymkent.             Upon learning about this, the administration of the institution decided to help the convict and organized a video meeting with his sister for him.             "My sister and I grew up too soon."… After the death of our parents, we were left all alone and learned to live as best we could. I always believed that I should have been a support, an example, and a protection for her. But it turned out the opposite. Today, I realize with pain in my heart that if I had chosen an honest path twenty years ago, if I had not become involved in crime, perhaps her fate would have turned out differently. Maybe now she would be a happy woman, a caring mother, living a normal life. This feeling of guilt doesn't let go of me for a single day. This meeting was the most emotional moment in our lives: for a few minutes of conversation, I simultaneously felt joy at seeing my sister and pain at the fact that our destinies had turned out this way. But at the same time, I had hope that after we were released, we would definitely meet, hug each other and start a new, honest and happy life. I am wholeheartedly grateful to the staff of the institution for giving us the opportunity to see each other and giving us this invaluable moment," the convict shared.              - Maintaining family ties is an essential element of the resocialization of convicts. Such meetings of relatives, especially after many years of separation, help people rethink their lives and strengthen their desire to embark on the path of correction. В области Ұлытау завершается строительство первого ОРЦ: запуск намечен на осень 2026 года 09.04.2026
Заместитель Премьер-министра – министр национальной экономики Серик Жумангарин с рабочей поездкой посетил область Ұлытау. В рамках визита он ознакомился с ходом строительства объектов агропромышленного комплекса и провел встречу с фермерами  региона.На встрече рассмотрели текущее состояние сельского хозяйства и проблемные вопросы аграриев.  С момента образования области при участии инвесторов реализовано 4 проекта на сумму 3 млрд тенге. Ведется работа по реализации новых инвестпроектов, включая создание агропромышленного кластера с участием Times Agro Holding и строительство молочно-товарной фермы на 500 голов в Жезказгане совместно с Samga Agro.Вице-министр сельского хозяйства Амангалий Бердалин проинформировал участников совещания о возможностях льготного кредитования в рамках Комплексного плана развития животноводства, стартовавшего в 2026 году. С учетом природных условий региона вице-министр акцентировал внимание на рациональном освоении пастбищных угодий для развития отгонного животноводства. В этих целях запускается единый кредитный продукт «Жайлау», предусматривающий финансирование обводнения пастбищ, приобретение мобильных вагончиков и иных сопутствующих расходов.В ходе встречи фермеры  озвучили ряд практических вопросов. Глава КХ «Кеңгір» Ардак Нуржанов отметил сложности с гарантийным обслуживанием сельхозтехники, полученной в лизинг через  «КазАгроФинанс», из-за отсутствия сервисных центров в регионе.  Вице-премьер поручил КАФ организовать работу представителей компании на месте, а Министерству промышленности и строительства совместно с Ассоциацией казахстанских автопроизводителей - проработать открытие сервисных центров и обеспечить наличие  востребованной сельхозтехники в Жезказгане.Также был поднят вопрос защиты посевов от сайгаков. Отмечено, что в текущем году будет продолжено сопровождение сельхозугодий с привлечением специалистов и техники. Также  рассматривается внедрение механизмов страхования.Директор ТОО «Самға» Абай Байділдә поднял вопросы развития инфраструктуры - подведения воды и электроэнергии для проектов орошения и молочно-товарных ферм. Отдельно отмечена недостаточная изученность запасов подземных вод, необходимых для развития орошения сельхозугодий. В этой связи акимату совместно с МВРИ поручено проработать возможность проведения геологических исследований и оценку водных ресурсов.Подводя итоги встречи, вице-премьер отметил, что область Ұлытау как новый регион сталкивается с рядом системных задач. Правительство продолжит комплексную поддержку развития сельского хозяйства и бизнеса  в регионе.Сразу после встречи с фермерами  вице-премьер провел совещание по бюджетной обеспеченности региона на текущий год и плановый период 2027-2029 годов. Особое внимание было уделено мерам по сокращению отставания области по системе региональных стандартов (СРС).  В области Ұлытау, согласно СРС,  наименьшая обеспеченность базовой инфраструктурой по стране.В рамках рабочей поездки вице-премьер ознакомился с ходом строительства агропромышленного комплекса Kengir AGRO, специализирующегося на животноводстве и выращивании кормовых культур. На сегодняшний день на объекте уже построен административно-бытовой комплекс. В текущем году планируется запуск системы орошения на площади 500 га, из которых 150 га будут задействованы под картофель, остальная часть - под кормовые культуры. Компания намерена внедрить австралийскую модель животноводства с использованием отгонных пастбищ. Уже в 14 сельских округах созданы хозяйства по разведению КРС. В планах - участие в программах «Игілік» и «Береке» для закупа племенного скота, а также строительство молочно-товарной фермы на 400 голов на завершающем этапе.Серик Жумангарин посетил строительство первого в регионе оптово-распределительного центра с овощехранилищем ТОО «Samadi A Group» мощностью 15 тыс. тонн.  Ввод объекта в эксплуатацию запланирован на осень текущего года. Аnti-corruption culture is not just a set of rules. It is a system of values and ethical norms shared by all employees, based on honesty, integrity and zero tolerance for corruption. The importance of this task is emphasized at the legislative level: according to Article 6 of the Law, “building an anti-corruption culture” is one of the key measures in the anti-corruption system, along with identifying and eliminating the causes and conditions contributing to offenses.The importance of such a culture for the SRA cannot be overestimated: public trust, the country's economic security and its investment attractiveness depend on it.Creating such a culture is a complex process based on the principles laid down in the legislation. The foundation of everything is leadership and “tone at the top”. Leaders at all levels must demonstrate their commitment to anti-corruption standards in practice. This principle is not just a recommendation but a direct requirement. Article 19 of the Law states that heads of state bodies “shall bear personal responsibility for the state of anti-corruption work” in the teams they lead. In parallel, it is necessary to build a system of effective training, dealing with real cases and ethical dilemmas, so that each employee clearly understands the essence and consequences of corrupt acts.The best cure for corruption is to minimize the human factor through digitalization and transparency. Moving services to an online format and clear regulations narrow the space for subjective decisions. This proactive approach is fully in line with the spirit and letter of the law, which in Article 3 establishes “prioritizing the prevention of corruption” as one of its basic principles. This work should be complemented by continuous analytics: identifying and managing corruption risks in the most vulnerable positions and areas.However, technology will not replace the human factor, so motivation is key. Decent pay and career growth based on professionalism reduce the temptation of illicit enrichment. At the same time, every employee must realize that any violation will be detected and punished. This is also one of the fundamental principles enshrined in Article 3 of the Law - “inevitability of punishment for corruption offenses”. For this purpose, the effective work of internal security services and the creation of secure channels through which one can anonymously report facts of corruption without fear of prosecution are important.Thus, building an anti-corruption culture in public revenue bodies is a marathon, not a sprint. This process requires a systematic approach, political will of the management and, most importantly, involvement and personal responsibility of each employee. Artificial intelligence system introduced in National Guard military units 09.04.2026
As part of the President’s directive on advancing digitalization, a modern AI-based video surveillance system is being piloted in the capital’s military unit 5573 of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan. The system is integrated with existing cameras and performs continuous 24/7 analysis of video streams. Its key feature is the analysis of servicemen’s daily behavior, actions, and emotional state. Thus, the system not only records footage but also detects changes in personnel condition and identifies potentially suspicious behavioral patterns. “If signs of aggression are detected in a serviceman’s behavior, the artificial intelligence system sends notifications to unit commanders, instructors, and psychologists via messaging platforms. ОСТОРОЖНО, БЕШЕНСТВО! В марте 2026 года, в Федоровском сельском округе, в одном из крестьянских хозяйств зарегистрирован случай бешенства у коровы, семеро человек контактных с КРС полностью прошли курс антирабической вакцинации, еще двое продолжают цикл прививок.Бешенство крупного рогатого скота – опасное заболевание, которое передается не только от животного к животному, но и к человеку. Заболеть можно после укуса больного крупного рогатого скота, при попадании его слюны на открытую рану, а также после употребления в пищу зараженного мяса.После попадания в организм возбудитель бешенства проникает в селезенку и оттуда распространяется по нервным путям. Вирус является относительно устойчивым во внешней среде: при низких температурах он остается жизнеспособным на протяжении многих месяцев, а при разложении останков погибшего скота остается опасным еще 2-3 недели.К основным типичным симптомам бешенства КРС относят повышенную реакцию на шум и свет, вплоть до судорог, дрожь тела, резкое снижение массы. У некоторых коров при развитии болезни пропадает зрение.Единственная эффективная мера профилактики – вакцина против бешенства. При выявлении больных животных их требуется срочно изолировать. Трупы погибшего КРС уничтожают в соответствии с требованиями санитарных норм.После контакта с крупным рогатым скотом (КРС) с подозрением на бешенство необходимо соблюсти следующие действия:Местная обработка: Слюна больного животного содержит вирус, поэтому рану, оцарапывание или место ослюнения нужно тщательно промыть под струей воды с мылом, затем обработать.Экстренная медицинская помощь: Сразу обратиться в травмпункт!Вакцинация: Врач назначает антирабическую вакцину, так как заболевание смертельно. Противопоказаний к экстренной вакцинации нет, бесплатный курс вакцинации (0, 3, 7, 14, 28 дни).Наблюдение за животным: Если КРС был домашним, за ним устанавливается ветеринарное наблюдение на 10 дней.Риски при контакте с КРС:Бешенство у коров может протекать не только в агрессивной, но и в «тихой» форме (отказ от корма, слюнотечение, затрудненное глотание), что часто принимают за застревание предмета в горле.Вакцинацию назначают даже при ослюнении неповрежденных кожных покровов.Алкоголь запрещен во время курса вакцинации и 6 месяцев после.      Призываем всех граждан внимательнее относиться к своим домашним животным, вовремя вакцинировать против бешенства крупный рогатый скот, а также кошек и собак, чтобы в дальнейшем избежать серьезных проблем со здоровьем. Министерство национальной экономики Республики Казахстан сообщает, что по итогам первого квартала 2026 года количество субъектов социального предпринимательства (ССП) в стране достигло 1 577. За отчетный период в Реестр было включено 146 новых участников, что подтверждает устойчивый рост данного сектора.Для сравнения, по итогам 2025 года в стране функционировало 1 431 социальное предприятие. Субъекты социального предпринимательства, включённые в Реестр, вправе получать меры государственной поддержки, включая финансовую, инфраструктурную и консультационную помощь.В числе основных инструментов поддержки предусмотрены субсидирование процентных ставок, гарантирование кредитов и предоставление государственных грантов (Постановление Правительства РК от 17 сентября 2024 года № 754).Социальное предпринимательство впервые было закреплено в законодательстве в 2021 году и определяется как предпринимательская деятельность, направленная на решение социальных проблем граждан и общества. К ней относятся предприятия, созданные людьми с ограниченными возможностями, а также организации, обеспечивающие рабочие места для лиц с особыми потребностями и представителей социально уязвимых слоев населения.Формирование и ведение Реестра осуществляется на основе взаимодействия центральных и местных государственных органов. Kazakhstan Launches the First WTO Regional Program in Central Asia 09.04.2026
Astana, 8 April 2026 – The implementation of the Kazakhstan Central Asia Program (KCAP) has officially been launched in Astana. KCAP is the first regional technical assistance and cooperation program in the history of the World Trade Organization initiated by a Central Asian country.The launch of the program marks a qualitatively new stage in Kazakhstan’s engagement with the multilateral trading system. The country is transitioning from the role of a recipient of international technical assistance to that of a donor, exporter of expertise, and a regional hub of WTO competence.The first activity under KCAP is the WTO regional seminar entitled “Transparency and Notification Mechanisms in the WTO Framework,” taking place in Astana from 8 to 10 April 2026. The seminar is jointly organized by the Government of the Republic of Kazakhstan and the Academy of Public Administration under the President of the Republic of Kazakhstan, with the support of the WTO Secretariat and the Asian Development Bank.The opening ceremony was chaired by H.E. Top executives from more than 150 organizations in Kazakhstan and the region will undergo AI training with professors from Stanford University HAI and experts from OpenAI Academy 08.04.2026
As part of the implementation of the President’s directive on systemic digitalization and the integration of AI across all sectors of the economy, the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan is launching the flagship educational program AI Leaders 2026 in partnership with the Stanford University Human-Centered Artificial Intelligence (HAI) research center, OpenAI Academy, the educational platform of the developer of ChatGPT and Silkroad Innovation Hub, an international hub in Silicon Valley.This is the largest corporate program for training leaders in artificial intelligence, created for the Central Eurasian region at the intersection of academic expertise and practical application. It aims to develop managerial competencies that are in high demand in the context of global AI transformation. In addition to the main organizers, the project partners include the platforms Lovable and CAYU, which provide opportunities for developing AI agents and digital solutions, as well as the Institute of Smart Systems and Artificial Intelligence (ISSAI) at Nazarbayev University.The academic director of the program is Peter Norvig, Professor at Stanford University HAI, author of one of the world’s leading books on AI, former Director of Google Research and a current member of the Expert Council on AI Development under the President of Kazakhstan. Under his leadership, the curriculum has been specifically adapted to the unique needs of the region.Deputy Prime Minister - Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, Zhaslan Madiyev, noted:“Implementing the President’s directive on the integration of artificial intelligence across all sectors of the economy, we are moving to the stage of practical changes. As a result of the program, relying on the expertise of Stanford University HAI and the technologies of OpenAI Academy, each participant will develop an applied AI strategy for their organization. This lays the foundation for a new management model, where the digital transformation of each company becomes the cornerstone of technological leadership and the success of the entire country.”The training starts on April 8 and includes more than 30 hours of intensive live sessions, with simultaneous interpretation into Kazakh, Uzbek and Russian, providing access to cutting-edge knowledge for a wide audience.The training is built around a targeted model: companies participate in teams, allowing for the comprehensive development of competencies across key management roles, from mid-level to senior leadership. As part of this program, each organization will develop its own AI strategy tailored to specific business tasks and processes. This is especially important in the context of the President’s directive on the systematic implementation of AI across all key sectors of the economy. In this environment, it is crucial for the largest companies and institutions to move from testing individual tools to forming comprehensive AI strategies with a clear understanding of the expected impact.Among the participants are leaders from about 150 of the largest organizations in the region, representatives of the public and quasi-public sectors, including the national holdings Samruk-Kazyna and Baiterek and the National Bank of the Republic of Kazakhstan, as well as leading companies in the economy: Halyk Bank, Freedom Holding, Kaspi.kz, BI Group, Astana Motors, Beeline, Kcell, Bazis-A, Kazzinc, Transtelecom, Lancaster Group and others.The training methodology is based on a three-stage preparation system, which allows companies to move progressively from understanding AI to its practical implementation. First, participants lay the academic foundation together with Stanford University HAI, studying the basic principles of AI, the limitations of the technology and its impact on business processes and management. Then, they move on to working with AI tools through OpenAI Academy, mastering prompt engineering, the use of models and the application of AI to real-world tasks. The final stage focuses on AI agents and applied solutions: together with CAYU and Lovable, teams learn to develop and implement AI systems in business and key industries.Through such programs, we are forming a global community of leaders with the competencies needed to manage AI transformation and ensure the sustainable development of the economy and society. The program brings together participants from different countries, expanding the horizons of cooperation. Among the program participants are representatives from Azerbaijan, Kyrgyzstan, Uzbekistan, Mongolia, Tajikistan, Turkey and Qatar.“Our goal is to provide the region with direct access to cutting-edge AI knowledge and global technological ecosystems. We are creating programs in which participants receive insights firsthand from those who are shaping the industry today and defining its future. In this way, Central Eurasia is becoming a prominent and active participant in the global technology and AI ecosystem,” noted Asset Abdualiyev, Founder and CEO of Silkroad Innovation Hub.Upon completion of the course, participants will receive an official certificate from Stanford University HAI and become part of the largest AI community in Central Eurasia. This initiative is a key link in the comprehensive talent development system: it is worth noting that the basic digital literacy training program, launched in 2025, has already been completed by about 1 million citizens of the country.
