The Government is taking a set of measures in order to achieve the objectives of the development of the agro-industrial complex. Taking into account the wishes voiced by farmers, on behalf of the Prime Minister, early financing of spring field and harvesting operations in 2025 has been launched in Kazakhstan from today, November 29 this year.As part of the execution of the President's order, up to 700 billion tenge will be allocated for spring field and harvesting operations in 2025, of which about 560 billion tenge will be attracted from market sources of capital. Starting today, JSC Agrarian Credit Corporation has opened financing under the Ken Dala 2 program with a preferential interest rate of 5% per annum. A common pool of applications from 684 agricultural producers has been formed in the amount of about 82 billion tenge, of which 176 applications have already been accepted. Documents are being collected for another 508 applications for 59.9 billion tenge. It is important to note that for the first time financing began long before the spring field and harvesting operations, which will allow farmers to purchase seeds, fertilizers in advance, prepare equipment and carry out all necessary activities efficiently. Since 2018, the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, in partnership with the National Company Garysh Sapary, has been actively working to identify and eliminate unauthorized landfills throughout the country. As a result of joint efforts with law enforcement agencies and akimats, the number of landfills has decreased significantly over the past three years.So, in 2024, environmental inspectors conducted 4,496 visits to identify unauthorized landfills.To date, 4,896 landfills have been recorded in Kazakhstan, of which 3,887 have been eliminated, which is 81% of the total number.159 officials in the amount of 9.5 million tenge, including 60 deputy mayors of districts and cities in the amount of 2.6 million tenge, were brought to responsibility for violating environmental standards.As part of the fight against unauthorized landfills, Action Plans have been developed and are being actively implemented, which also include conducting raid measures in conjunction with akimats and police departments. A total of 120 raids have been carried out in the republic this year.In order to increase responsibility for waste management, work is underway to amend the Code of the Republic of Kazakhstan "On Administrative Offenses", providing for tougher penalties:Depending on the category of business entities — from 200 to 1000 MCI. In case of repeated violation — from 750 to 2000 MCI with confiscation of vehicles.▪️For individuals — 100 MCI, if repeated — 200 MCI.A meeting was held with local executive bodies, where the liquidation rate is less than 70%, on the need to intensify work in this direction. Today, in the Ulytau region in Zhezkazgan, a meeting was held with the population, representatives of the public, non-profit organizations of the Ulytau region, Minister of Ecology and Natural Resources of the Republic of Kazakhstan E. Nysanbayev.During the meeting, activists of the region raised various environmental issues (emissions into the atmosphere, CBS, CHP, untimely garbage collection, etc.), issues of the Zhezkazgan Botanical Garden, etc.In his Message to the People of Kazakhstan, the Head of State paid special attention to the issues of ecology and sustainable development. One of the key aspects was the topic of installing an automated monitoring system.In the Ulytau region, 5 enterprises should install this system ("Kazakhmys Smelting", "Zhairem Mining and Processing Plant", "Kazakhmys Energy", "Zhezkazgan Enterprise of Heat Supply and Water Supply") and "Kazakhmys Distribution"), of which 4 have already done so. Of the 4, 2 enterprises are connected to the information system ("Kazakhmys Smelting", "Zhairem Mining and Processing Plant"), "Kazakhmys Distribution" the enterprise will be fully commissioned by the end of the year. And currently, the Kazakhmys Energy enterprise (Kazakmys Energy) is operating in a test mode.In the period from 2021 to 2023 and in the spring of this year, a total of 970.8 million seedlings were planted throughout the republic, including 3.1 million seedlings were planted in the Ulytau region according to the plan.To complete the task, a permanent nursery with an area of 70 hectares is being built in the Zhanaarka forestry, designed to grow about 1 million 300 thousand seedlings per year.In order to monitor compliance with environmental legislation, the inspection service conducted 11 inspections in 2023.According to the results of the inspections, 26 violations were revealed, for which 26 orders were issued to eliminate them.28 administrative fines totaling 24 million tenge were imposed and fully recovered.In 10 months of this year, 11 inspections were carried out. As a result, 58 administrative fines totaling 3.3 billion tenge were imposed, 62 administrative fines totaling 66 million tenge were voluntarily collected.At a meeting with the population, the Minister noted that, from January 1, 2025, the mandatory introduction of integrated environmental permits is provided, that is, the use of the best available technologies (BAT) for new large enterprises of the 1st category. In general, two large enterprises in the region — Kazakhmys Corporation and Kazakhmys Smelting company should install BAT on time.The introduction of BAT, according to the reference books, will have a beneficial effect on the state of the environment.The main problem of waste management is a poorly developed waste management infrastructure, non-compliance of landfills with standards, a significant number of unauthorized landfills.To date, waste management programs in the region have not been fully approved. In general, 3 out of 5 cities and districts have been approved, and approval works are underway in the remaining 2 districts.In the first half of 2024, the volume of solid household waste generated in the Ulytau region amounted to 60 thousand tons, and today the share of recycled or sorted solid household waste in the region is 0 percent.Of the 34 MSW facilities, only 2 meet environmental and sanitary requirements.133 illegal landfills have been identified in the region, but none of them has been eliminated so far.
