LAW AND ORDER ARE THE ESSENTIAL FOUNDATION OF OUR STATE 08.09.2025
To firmly establish this principle in society, there must be a common vision and common position among all competent authorities. This is, first of all, the principle of non-discrimination, that is, the principle of opposing any illegality. Therefore, it is necessary to fully support the work of state bodies in this direction. Only then will the country develop a sense of anti-crime, tyranny, and violence, and will there be intolerance to any anti-social behavior. We must admit that nowadays people have a habit of speaking rudely, arguing with each other, and scolding each other. Such unpleasant incidents can be seen quite often, especially in public places and on the roads. Unfortunately, among them are women who shout, swear, and disrupt public order. This is behavior that is not appropriate for a cultured, civilized society and is a phenomenon that harms our country's reputation in the international community. To become a progressive nation, we must completely get rid of this bad habit. It was not for nothing that the great Abai said, "One is a Kazakh, the other is a friend, if you don't see each other, everything is in vain." Culture and ethics, upbringing and education must begin with every citizen, every family. In today's turbulent times, the most important task is to strengthen the sovereignty of our country and the integrity of our land. To do this, our unity must be strong. If our people are at peace and the internal situation is stable, we will overcome all difficulties. We will overcome any obstacle. Therefore, I urge our people to appreciate and preserve the peace of the country. Every citizen should be a statesman and a patriot. Today, the nature and content of the word patriotism are changing. Previously, this concept was mainly measured by traditional values, and issues of language, culture, and spirituality were considered the core of national interests. Of course, this is true, each is the backbone of the nation's identity. No one can take it away from us, and there is no reason to worry about it.
PATRIOTISM IN THE NEW GENERATION IS A TRUE DESIRE FOR THE FUTURE 08.09.2025
"The modern, young generation, with its awakening hearts, perceives the word patriotism differently. The vast majority of young people do not support radicalism and extreme nationalism. For them, the main indicator of patriotism is creativity and innovation." Young people understand that "Loving one's country means discovering new things that benefit the people, starting new businesses." They want to see Kazakhstan as a developed, prosperous state. They strive to master modern technologies and include our people in the ranks of progressive nations. Patriotism in the younger generation is a genuine aspiration for the future. This is a clear reflection of the changes taking place in the consciousness of society. I fully support this. I believe in the efforts of young people, their talent and knowledge. We do not forget who we were yesterday. We respect our rich history. And we understand that who we will be in the future is only in our own hands. Therefore, we will always provide comprehensive support to young people who strive for science and education and who want to improve their country and land. All the large-scale work we have undertaken is being done for the bright future of young people. The rising generation will benefit from it tomorrow, multiply it, and continue it with dignity. Young people are quickly adapting to the radical changes taking place in the world today. Artificial intelligence plays a special role in this new era. Hakim Abay said, "A person's humanity comes from intelligence, knowledge, a good father, a good mother, a good friend, and a good teacher." As the Head of State, I would like to add to this proverb: The laws of a civilized and advanced country are fair, the authorities are competent, and the citizens are conscious and active. The significance of every decision made at the state level should be measured, first of all, by concrete actions taken to improve the lives of the people, stabilize the economy, and establish social justice. Only then will we become a new, strong country. "Kazakhstan is embarking on a path of development thanks to comprehensive, radical reforms. There is a lot of hard work ahead. We must not deviate from our course and only move forward."
THE PRESIDENT LAUNCHED THE INITIATIVE FOR PARLIAMENTARY REFORM 08.09.2025
This is a widespread parliamentary procedure in the world. Thus, the current composition of the Majilis will continue to conduct its business until all legal procedures are completed. The Senate will work without any worries until the results of the nationwide referendum are announced and new parliamentary elections are held. This will give political parties time to prepare for a competitive contest. I believe that our deputies, as true statesmen, will approach this issue with great responsibility and understanding. Ultimately, all political reforms become an integral part of the country's unified institutional system. Of course, a legitimate question may arise: why is the President announcing the need for parliamentary reform so early, otherwise, according to the principle of political technology, such measures would be taken suddenly, unexpectedly? But I have said it before, and I will say it again: I believe that when it comes to any issue related to the fate of our country and people, we should only pursue an open policy, and I believe that such a large-scale reform cannot be kept secret from society. I believe that it is necessary to conduct an open dialogue with the people on such fateful issues. Only then will we all become one country and take another important step towards creating a Just and Strong Kazakhstan. I wish you all good health and success. May our Kazakhstan prosper forever!
The Head of State focused on the AI sector. 08.09.2025
President: "Kazakhstan must be a digital country" – No matter how difficult our work is, we must succeed. There is no other way. Because this is the future of our country, the destiny of our people. – The rapid development of artificial intelligence is already affecting the behavior and well-being of the population, especially young people. – Kazakhstan must become a fully digital country within three years – First of all, it is necessary to adopt the Digital Code as soon as possible. This law should define the main areas of the digitalization process, including artificial intelligence, the platform economy, the use of large databases, and other issues. – I believe that it is necessary to create a Ministry of Artificial Intelligence and Digital Development on the basis of the competent ministry. The new ministry should be headed by a specialist at the level of Deputy Prime Minister.
The Head of State gave the Government a number of tasks: 08.09.2025
The Head of State gave the Government a number of tasks: – Over the next five years, it is planned to launch 6.3 gigawatts of "green" energy facilities. This step will significantly increase the share of green energy in the country. – We should start planning the construction of a second, or even a third, nuclear power plant now. – Minimizing the country's food market's dependence on imports is a strategic task of the Government. Of course, we cannot provide ourselves with 100%, and perhaps there is no need for it. But it is embarrassing to talk about the current situation on the market. – Since 2022, more than 13.5 million hectares of land have been returned. However, akimats have allocated only 6 million hectares of this land to new land developers. The land that has found its owner must become a center of production, a source of investment, and a center of vibrant labor. – Akimats should put all returned land into permanent circulation by the middle of next year. This measure should also solve the problem of pasture shortage. – The decision on land allocation should be made in digital format, through electronic tenders. The government should propose appropriate amendments to the legislation by the end of the year. – It is necessary to increase the efficiency of satellite monitoring of agricultural lands using artificial intelligence. – The new Tax Code should not be limited to changing current norms and procedures. This document should form a new understanding and identity of taxpayers based on transparency and honesty. – Every tenge received from taxes should be spent for the benefit of the people. – We need to develop a model of a small-scale school called "Qazaq Digital Mektebi" based on distance learning methods and artificial intelligence technology.

President Tokayev Outlines Vision for Kazakhstan’s Digital Future 08.09.2025
Astana, September 8, 2025 - President Kassym-Jomart Tokayev today delivered his annual state-of-the-nation address, “Kazakhstan in the Era of Artificial Intelligence: Key Tasks and Their Solutions through Digital Transformation.” The Head of State presented an ambitious program of reform centered on digital transformation, investment modernization, global connectivity, and institutional renewal. At the heart of the address was Kazakhstan’s determination to lead in the era of artificial intelligence. President Tokayev announced the creation of a new Ministry of Artificial Intelligence and Digital Development, which will be headed by a Deputy Prime Minister-level specialist. The new body will spearhead Kazakhstan’s transition into what he described as a “fully digital nation within three years.” The President called for rapid adoption of a comprehensive Digital Code covering artificial intelligence, big data, and the platform economy, and directed the Government to ensure total integration of AI across all sectors of the economy.“Artificial intelligence is no longer an abstract concept,” Tokayev said. “It is already influencing the worldview and behavior of people, especially young people. We must be prepared for this reality. Kazakhstan has no alternative but to embrace this transformation.” He also highlighted financial innovations, announcing the establishment of a State Digital Asset Fund to build a strategic crypto reserve and urging the adoption of a new Banking Law by year-end to stimulate fintech and attract new market entrants.Alongside digital transformation, the President focused on investment and economic modernization. He called for a renewal of Kazakhstan’s investment attraction system, noting that excessive bureaucracy had undermined efficiency. “Attracting investment is a priority that requires new approaches,” he stated, stressing that the Prime Minister is directly responsible for overseeing this process. Tokayev also proposed introducing a Regional Investment Attractiveness Index to hold local government accountable for their economic performance, while urging a rethink of the role of the National Fund. “The Fund’s resources should be used wisely to finance promising projects with high market potential,” he said.Transport and logistics featured prominently as Kazakhstan continues to strengthen its role as a vital bridge between Europe and Asia. Tokayev announced the imminent completion of the Dostyk–Moyinty double-track railway, a project he described as “of special significance for the East–West corridor,” and pledged timely progress on other key railway links. He stated that by October a unified Smart Cargo digital customs and logistics platform must be launched, allowing private operators equal automated access to customs and logistics infrastructure. In aviation, he reiterated Kazakhstan’s strategic ambition to become the leading hub in the Eurasian space, underpinned by the proposal to create a national cargo carrier with foreign partners and integrate new airports into global logistics chains. On foreign policy, President Tokayev reaffirmed Kazakhstan’s multi-vector approach, emphasizing the importance of balance and constructive engagement. He welcomed the results of recent high-level summits, including U.S.–Russia dialogue in Alaska and peace efforts between Azerbaijan and Armenia, and highlighted Kazakhstan’s growing partnerships with China, Türkiye, the Central Asia, the European Union, and the United States. Looking ahead, he underscored the need for reform of the United Nations, particularly its Security Council. “The UN still has no alternative,” he said, “but reform is overdue, above all of its key body, the Security Council.” He added he would present Kazakhstan’s views on global reform during the upcoming session of the UN General Assembly in New York. The President also proposed a major institutional reform that will have long-term political implications. He suggested a transition toward a unicameral Parliament, with the issue to be decided by a nationwide referendum in 2027. Tokayev insisted the process must be transparent and consultative: “I am convinced that it is necessary to conduct an open dialogue with the people on such fateful issues. Only then we will move forward on the path of building a Just and Strong Kazakhstan.”The President also outlined broader national priorities. These included granting special status to Alatau City as a new innovation hub, adopting a new Construction Code by the end of the year, creating a unified digital land resources map, and pursuing long-term strategies for food security and water management. He called for continued restoration of the Aral Sea, joint efforts to preserve the Caspian Sea, and accelerated use of advanced water-saving technologies. In social policy, Tokayev urged reform of Kazakhstan’s extensive system of benefits to ensure sustainability and fairness, alongside measures to strengthen pensions, expand healthcare, and improve financial literacy. He further emphasized the role of education in preparing the next generation for the AI era, highlighting programs to integrate AI into school curricula and to expand digital learning for rural students.Closing his speech, President Tokayev stressed the unifying principles of law, order, and patriotism as Kazakhstan navigates global change. “If our people are united and the internal situation is stable, we will overcome all difficulties and meet any trial,” he stated.Source : https://www.gov.kz/memleket/entities/kazakhstanicao/press/news/details/1076263?lang=kk
