Buenos Aires, May 6, 2025 – During a working visit to the Argentine Republic, the Ambassador of Kazakhstan to Brazil and concurrently to Argentina, Bolat Nussupov, met with the newly appointed Deputy Foreign Minister of Argentina, Eduardo Bustamante, and the Political Director, Ambassador Betina Pasquali de Fonseca.On behalf of the leadership of Kazakhstan’s Ministry of Foreign Affairs, the Ambassador once again congratulated Eduardo Bustamante on his appointment and wished him success in his new role. In this context, a letter from the First Deputy Minister of Foreign Affairs of Kazakhstan, Akan Rakhmetullin, was handed over, conveying congratulations and an invitation to visit Astana for the next round of political consultations.The talks focused on the implementation of agreements reached during the fourth round of political consultations held in Buenos Aires on August 22, 2023, as well as the strengthening of bilateral political and trade-economic cooperation. Preparations for the 4th meeting of the Kazakhstan-Serbia Intergovernmental Commission were discussed in Belgrade 09.05.2025
Belgrade, 6 May 2025 – Ambassador of Kazakhstan to Serbia Madi Atamkulov met with the Vice Prime Minister - Minister of Internal Affairs of Serbia Ivica Dačić.During the talks, the sides discussed preparations for the 4th meeting of the Kazakh-Serbian intergovernmental commission on trade and economic cooperation.They discussed issues of activation of bilateral relations in the sphere of infrastructure projects and business partnership. Current Issues of Cooperation with France Discussed at the Kazakh Foreign Ministry 09.05.2025
Astana, May 6, 2025 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Roman Vassilenko met with Ambassador of the French Republic to the Republic of Kazakhstan Sylvain Guiaugué.The parties discussed on the state and prospects of Kazakh-French cooperation in the political, trade, economic, cultural and humanitarian areas.They reviewed the outcomes of bilateral interaction so far, highlighting the importance of implementing fully and in a timely manner the agreements reached during a state visit of President of Kazakhstan Kassym-Jomart Tokayev to France in November 2024.On his part, Deputy Minister Vassilenko noted that “over the 33 years of diplomatic relations, Kazakhstan and France have succeeded in elevating bilateral cooperation to the level of an enhanced strategic partnership, which reflects mutual interest in developing the existing potential for cooperation between Astana and Paris.”The most promising areas of cooperation identified included energy, particularly nuclear and renewables, rare earth metals, transport and logistics, healthcare, tourism and education.As noted by Ambassador Guiaugué, last year the Embassy of France issued over 17,000 visas to citizens of Kazakhstan, which is 40% more than in 2023. Moreover, there are currently about 20 dual education programs between the two countries. In addition, many French universities consider Kazakhstan as a hub for promoting their cooperation with other Central Asian countries.Moreover, the schedule of upcoming visits and events was discussed, including the organization of the Kazakh-French forum “French Day” ahead of the Astana International Forum on May 28, 2025. The purpose of this event is to expand bilateral cooperation in the fields of energy and critical raw materials, agriculture, healthcare, and urban infrastructure.The interlocutors also congratulated each other on the upcoming Victory Day. In this context, Ambassador Guiaugué informed about the upcoming solemn ceremony on May 8 near the Charles de Gaulle’s monument in Astana in honor of the Kazakh partisans, who participated in the liberation of France.At the conclusion, both parties expressed mutual interest in further deepening the strategic partnership and expanding ties between Astana and Paris.For reference: France is one of the key trade partners of Kazakhstan. The volume of bilateral trade in 2024 increased by 31% year-on-year to 5.5 billion US dollars (exports – 3.3 billion, imports – 1.8 billion). Trade turnover in 2023 amounted to 4.2 billion dollars (exports – 3 billion, imports – 1.2 billion), 7.7% higher than in 2022 (4 billion). The volume of French investments in Kazakhstan’s economy amounts to nearly 20 billion dollars. Kazakhstan and Jordan Discuss Logistics and Investment Partnership in Aqaba 09.05.2025
Aqaba, May 5, 2025 – As part of the implementation of high-level agreements, Ambassador of the Republic of Kazakhstan to the Hashemite Kingdom of Jordan H.E. Mr. Talgat Shaldanbay visited the Aqaba Special Economic Zone and Seaport.During the visit, a meeting was held with the General Director of the Aqaba Company for Ports Operation and Management – H.E. Mr. Mahmoud Khalifat. The parties discussed the port's logistical capabilities, including cargo delivery times, transit routes, multimodal transportation, tariff policies and service conditions.On the same day, a meeting was held with H.E. Mr. Nayef Al-Fayez, Chief Commissioner of the Aqaba Special Economic Zone Authority (ASEZA). ANNOUNCEMENT How to receive inherited savings from the UAPF 09.05.2025
Pension and target savings (accrued to minor citizens of the Republic of Kazakhstan within the framework of the program "National Fund for Children") are the property of an individual in whose name the account in the UAPF is opened. Accordingly, these savings are inherited.At the same time, before entering into inheritance rights, family members of a deceased person who has savings in the UAPF at the expense of compulsory pension contributions (CPC) and (or) compulsory occupational pension contributions (COPC), and (or) voluntary pension contributions (VPC) may make a one-time payment for burial at the expense of the CPC, COPC, VPC of the deceased person within the amount of 94-fold monthly calculation indicator established for the relevant financial year by the law on the republican budget, but not more than the available funds in the account of the deceased person. If the remaining savings in the deceased person’s account after a one-time payment for burial amounts to an amount not exceeding the minimum pension established for the relevant financial year by the law on the republican budget, this remainder is paid as a burial payment to the family members of the deceased.The amount of savings from the CPC, COPC and VPC remaining after one-time payment for burial amounts to an amount not exceeding the minimum pension established for the relevant financial for burial, is inherited in the manner prescribed by law.Please note that the legislation of the Republic of Kazakhstan (hereinafter referred to as the RK) does not provide for payment for burial at the expense of targeted savings.According to the Civil Code of the RK, in order to receive inherited pension and (or) targeted savings, the heir must submit an application to a notary or an official authorized by law at the place of opening of the inheritance for acceptance of the inheritance. It is worth considering that this must be done within six months from the date of opening of the inheritance, i.e. within six months from the date of death of the testator.At the same time, to simplify the procedure for inheriting savings, as well as to optimize interaction between the Ministry of Justice of the Republic of Kazakhstan, the Republican Notary Chamber and the UAPF, an Agreement was concluded on the interaction of the state information system “Unified Notary Information System “E-Notariat” (UNIS) and the UAPF information system. As part of this agreement, since February 2019, notaries, if there is an inheritance case registered in the UNIS, send online requests to the UAPF to obtain information about the balances and movements of money in the accounts of deceased persons, without sending written requests, which has optimized the processing of issuing a certificate of inheritance. After receiving a certificate of the right to inheritance, the heir has the right to provide the necessary package of documents to any branch of the UAPF. In addition to personal application, documents for receiving inheritance payments can be provided through an attorney or by mail.If the documents submitted to the UAPF, including a death certificate of a person who has savings in the UAPF and died outside the Republic of Kazakhstan, a certificate of inheritance rights are issued by foreign organizations and institutions, as well as notarial actions in terms of certifying the accuracy of a copy of a document with the original, the authenticity of the signature of the recipient of payments on the application, certification of a power of attorney are made in a foreign state, then these documents must be translated into the state or Russian language and legalized, except in cases where otherwise established by international treaties ratified by the Republic of Kazakhstan. If the recipient of a one-time payment for funeral or the heir of a deceased person who has savings in the UAPF is a foreigner, including the heir’s attorney/legal representative of the recipient, then as an identification document of the recipient/authorized person/legal representative, a foreign passport is presented to the UAPF, also translated into the state or Russian language and, if necessary, notarized and legalized, except in cases where otherwise established by international treaties ratified by the Republic of Kazakhstan.After submitting a package of necessary documents, the UAPF makes payments of savings within the time limits established by law.Please note that the list of necessary documents for processing applications for the assignment of payments in connection with death (for funeral or heirs) can be found on the UAPF website. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. 24-25 апреля 2025 года состоялся ознакомительный визит делегации Республики Таджикистан (далее – РТ) в Единый накопительный пенсионный фонд. Мероприятие прошло при содействии Всемирного Банка.В составе делегации были представители Агентства социального страхования и пенсий при Правительстве РТ (АССП), Агентства инновации и цифровых технологий при Президенте РТ (АИЦТ), Группы реализации «Проекта модернизации социальной защиты и экономической интеграции» при Министерстве здравоохранения и социальной защиты населения РТ (ГРП). Во встрече также участвовали представители Национального Банка РК, Министерства труда и социальной защиты населения РК, АО «Государственный фонд социального страхования», АО «Центр развития трудовых ресурсов», Всемирного банка и ЕНПФ. В приветственном слове Председатель Правления АО «ЕНПФ» Жанат Курманов поблагодарил участников встречи за внимание к пенсионной системе Казахстана, рассказал о ее основных компонентах и выразил надежду на продуктивное сотрудничество специалистов двух стран.В свою очередь глава таджикской делегации – директор АССП РТ Абдурахмон Халимзод поблагодарил казахстанских коллег за возможность ознакомиться с передовым опытом построения пенсионной системы и уровнем ее цифровизации. Он отметил важность внедрения цифровых технологий во все сферы жизни и особенно в область пенсионного и социального обеспечения, подчеркнув, что это является одной из приоритетных стратегических задач в Таджикистане в настоящее время.Во время семинара начальник Управления АССП в г. Душанбе Усмонали Сироджов рассказал о системе социального и пенсионного обеспечения РТ. В настоящее время в Таджикистане пенсионный возраст для мужчин наступает в 63, для женщин в 58 лет. Пенсионные выплаты рассчитаны на 180 месяцев (15 лет), что соответствует средней продолжительности жизни в стране. Страховая и Государственная пенсии назначаются по возрасту, по инвалидности и по потере кормильца. Страховая пенсия состоит из пенсионных взносов, уплаченных страхователями за застрахованных лиц (25% от заработной платы служащих государственных учреждений и 20% - работников негосударственных учреждений). Также пенсия назначается детям до 18 лет, лишившимся отца или матери.Целью визита таджикской делегации является знакомство с пенсионной системой Казахстана, с особым фокусом на ее накопительные компоненты, а также передовой опыт нашей страны в сфере цифровизации систем пенсионного и социального обеспечения.Таджикской делегации была презентована комплексная информация о системе социального и пенсионного обеспечения в Казахстане в целом и накопительном компоненте в частности. Были презентованы такие темы, как развитие культуры планирования пенсии, администрирование индивидуальных пенсионных счетов, виды пенсионных выплат, раскрыты вопросы инвестирования пенсионных накоплений. При этом особое внимание было уделено роли цифровизации в реализации этих направлений, обеспечению кибер-безопасности, развитию онлайн-сервисов, предоставляемых как ЕНПФ, так и другими участниками накопительной системы Казахстана (уполномоченные операторы (БВУ), компании по страхованию жизни, управляющие инвестиционным портфелем и др.). Благодаря развитию современных технологий и тесной интеграции с базами данных государственных структур с соблюдением всех мер информационной безопасности на сегодняшний день оцифрованы практически все услуги, оказываемые ЕНПФ населению. Цифровизация делает пенсионную и социальную систему Казахстана более прозрачной, удобной и гибкой, а также обеспечивает высокий уровень пользовательского опыта для всех категорий граждан. Это отметили специалисты социальных организаций Таджикистана, а также представители Всемирного Банка. ЕНПФ создан 22 августа 2013 года на базе АО «НПФ «ГНПФ». Учредителем и акционером ЕНПФ является Правительство Республики Казахстан в лице ГУ «Комитет государственного имущества и приватизации» Министерства финансов Республики Казахстан. Доверительное управление пенсионными активами ЕНПФ осуществляет Национальный Банк Республики Казахстан. Reduction of corruption risks in the activities of the Metro was discussed in Almaty 09.05.2025
The Anti-Corruption Service of the city of Almaty, as part of the promotion of the "Law and Order" narrative, held a meeting on anti-corruption issues in the KGP at the Metro station of the Akimat of Almaty. The event was attended by the leadership of the Anti-Corruption Service, the Committee of Motor Transport and Transport Control of the Ministry of Transport, the Office of Urban Mobility of Almaty, the KGP at the Metro station and personnel. During the meeting, the presentation submitted in accordance with Article 200 of the Code of Criminal Procedure of the Republic of Kazakhstan on previously identified corruption risks in the activities of the KGP at the MET was considered. In order to eliminate corruption risks, the Anti-Corruption Service has made appropriate recommendations aimed at reducing corruption risks in the activities of the KGP at the Metropolitan Nuclear Power Plant. In particular, it is recommended to make a proposal to the Government of the Republic of Kazakhstan on the development of a project on the Law of the Republic of Kazakhstan "On Urban Rail Transport", strengthen departmental control over the activities of the Metro in terms of public procurement, as well as consider developing a methodology for conducting a safety study of urban rail transport spare parts, regularly carry out preventive work on corruption and offenses.
