The Commissioner for Human Rights in the Republic of Kazakhstan, Artur Lastayev, delivered a statement at the plenary session of the OSCE ODIHR Warsaw Human Dimension Conference, dedicated to strengthening guarantees of fundamental freedoms and advancing human rights mechanisms.Speaking on the freedom of peaceful assembly and association, the Ombudsman noted that Kazakhstan applies a notification-based procedure for organizing peaceful assemblies. Since this year, regional authorities have begun offering alternative options in cases where objective restrictions on time or venue apply. In instances of unjustified refusals, courts have ruled such decisions unlawful. “This is an important indicator of growing trust between society and the government,” he emphasized.The registration procedure for non-governmental organizations has also been simplified – now only three founders are required, and the total number of registered organizations exceeds 23,000. A draft law is being developed to further improve their activities in line with international standards.Furthermore, the Commissioner recalled that the Constitution of Kazakhstan guarantees everyone freedom of conscience and religion. The Prosecutor's Office of Aktobe Region Summarizes Results for 9 Months of 2025 16.10.2025
Under the chairmanship of the regional prosecutor Marat Abishev, a meeting of the prosecutor's board was held, during which the results of the prosecutor's office work for the first 9 months of the current year were summarized, and tasks for the upcoming period were considered. Special attention was paid to issues of protecting citizens' rights, combating crime, and ensuring legality in the socio-economic sphere, as well as the implementation of the "Law and Order" Concept as the foundation for systematic crime prevention and strengthening law and order. The main results of supervisory, human rights, and coordinating activities were discussed. Opening the meeting, the regional prosecutor emphasized that, thanks to the measures taken, there was a reduction in registered crimes by 3.8%, particularly serious crimes by 61%, crimes of medium gravity by 8.6%, and minor crimes by 1.6%. Final procedural decisions were made on high-profile criminal cases (the murder of minors in Kopa village and in the Mal Bazar district, the theft of 6 billion tenge from the Tu-Kha company, double murder and illegal detention of Basanov, etc.); the guilty parties were convicted. The principle of inevitability of punishment was implemented. In the first 9 months of the current year, prosecutors supported the state prosecution in 973 cases, with verdicts issued in 824 cases, and 410 individuals sentenced to imprisonment. During the reporting period, 36 appellate petitions were satisfied.The project "Aktobe — Territory Without Fraud" is being implemented. An interdepartmental working group operates under the regional prosecutor's office, coordinating the following: extensive explanatory work has been carried out, more than 25,000 brochures distributed, over 1,000 publications made on social media, 1,500 meetings organized with the population, and 127 informational billboards installed. Two cases of "dropper" activity have been identified; one person has been convicted in one case, and the second case is under court consideration (both are charged under Article 190 of the Criminal Code). Under the coordination of the prosecutor's office, two underground drug laboratories were uncovered, and more than 76 kg of synthetic drugs were seized. Special prosecutors have completed investigations in two criminal cases against drug dealers, with seven individuals currently in custody. More than 1,000 "dropper" accounts totaling 59.5 million tenge and 1,400 links to drug stores have been blocked; over 300 drug advertisements (graffiti) have been destroyed; meetings were held with activists and volunteers, as well as with students from universities, colleges, and schools. To enhance the effectiveness of preventive work, the digital application "FSM Social" is being actively implemented, allowing for prompt identification and coordination of responses to reports of offenses. District prosecutors have been instructed to oversee the work of the police, akimats, and other authorized bodies.Since the beginning of the year, more than 1,000 legal violations have been identified in the area of public interest protection, the rights of over 7,000 citizens have been restored, and about 1,000 officials have been held accountable. In particular, violations of environmental and tax legislation have been identified at certain enterprises in the oil and gas sector and in the activities of subsoil users of TPI, with a preliminary amount of administrative fines and damages totaling about 8 billion tenge. The process of recovering these funds to the state budget is underway, including through judicial proceedings. To date, the misuse of budget funds amounting to more than 3 billion tenge has been prevented, and 1.2 billion tenge has been reimbursed, of which 1 billion tenge went to the state budget. In corruption and economic criminal cases initiated by the prosecutor's office, 5 individuals have been convicted, and pre-trial investigations are ongoing in 16 cases. Special attention has been paid to construction issues and the protection of citizens' rights. Thus, the court has satisfied 6 claims in the interests of 285 shared-equity holders regarding the invalidity of concluded transactions and the transfer of land plots to housing construction cooperatives. Currently, the akimat is working to complete the construction. Three claims protecting 128 defrauded citizens are under court consideration. Supervisory measures have secured the provision of 45 apartments to orphaned children. Special prosecutors have completed the investigation of an official regarding abuse of power in the provision of housing from the state housing fund.Also prioritized are issues of business protection. The prosecutor's office is overseeing 110 investment projects (at the regional and national levels). This year, the rights of 27 investors have been protected, and electricity tariffs have been reduced for 17 enterprises. Twelve officials have been held accountable for illegal inspections and interference in business (Articles 173 and 175 of the Administrative Offenses Code). For example, the prosecutor's office of the Irgiz district annulled illegal rulings by the tax authority that held 35 entrepreneurs administratively liable. Thanks to assets returned to the state by the prosecutor's offices, 12 social facilities are being constructed in our region (in five districts of the region and the city of Aktobe: Mugalzhar, Kobda, Baiganin, Irgiz, Alga, and Shalkar), of which 4 have been completed (Mugalzhar, Baiganin, Irgiz, and Alga districts), with the rest planned to be finished by the end of the current year. Following the results of the board meeting, the regional prosecutor issued a series of directives to strengthen measures against fraud, drug trafficking, juvenile delinquency, and other socially dangerous acts. Also remaining in focus will be issues of protecting children's rights, legality of budget expenditures, support for business and investors, public procurement, tax and land sectors, among others.Source : https://www.gov.kz/memleket/entities/prokuratura-aktobe/press/news/details/1087715?lang=kk
Responsibilities of individuals and legal entities to prevent animal diseases, including diseases common to animals and humans 16.10.2025

A working visit by the regional akim Kumar Aksakalov to the Mendykarinsky district 16.10.2025
During the visit, the regional head reviewed the implementation of the "Taza Kazakhstan" program, the progress of housing construction, and the development of the agro-industrial complex.One of the areas of the "Taza Kazakhstan" program, initiated by the Head of State, is the creation of landscaped public spaces. Construction of a new alley along Mikhaylenko Street has been completed in the village of Borovskoye.The project cost 44 million tenge, 36 million tenge of which came from the regional budget and 8 million tenge from the national budget. Low-interest loans were provided, utilities and infrastructure were installed, and the state also covered part of the equipment costs.Dairy production is a strategic area. "The state supports investors who are creating processing facilities and new jobs in rural areas," noted Kumar Aksakalov. "Currently, the region has four dairy farms with a capacity of 33,000 tons of milk per year, three more are under construction, and over 20 billion tenge has been allocated for the construction of five new farms."In the village of Borovskoye, the regional akim visited a cold-pressed oilseed oil production facility, which was commissioned in March of this year.Investments totaled 286 million tenge, with a production capacity of 3,000 tons of oil, 1,800 tons of cake, and 1,200 tons of granulated husk per year. Memorial Opened in Atbasar Honoring 17 Soldiers Fallen on the Tajik-Afghan Border 16.10.2025

Guardsmen in Karaganda Rescued a Drowning Man 16.10.2025
The Head of the Military Police Department of the Regional Command “Оrtalyq” of the National Guard, Police Colonel Berik Suleimenov, and serviceman of military unit 6505, Corporal Ali Shakenov, demonstrated heroism while performing their official duties.While driving past Bukpa Lake on Novoradskaya Street in Karaganda, they noticed a fisherman whose boat had ruptured and begun to sink in the middle of the lake. Without hesitation, the servicemen stopped their vehicle, threw a car tow rope to the man, and pulled him safely to shore — effectively saving his life.“When we pulled him out, he was completely soaked. We needed to warm him up immediately. We helped him remove his wet clothes, seated him in the car, turned on the heater, and monitored his condition. When we offered medical assistance, he said he felt fine and asked to be taken home,” — said Ali Shakenov.The rescued man expressed heartfelt gratitude to the servicemen:“I was shouting, but no one came. As part of the implementation of the plan for visits to mandated institutions and other organizations by representatives of the Human Rights Commissioner of the Republic of Kazakhstan for the Almaty Region, M.Zh. ASPR presented an analytical paper on the development of the data market in Kazakhstan 16.10.2025
The Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan with support of the Shanghai Data Exchange, has presented an analytical paper exploring the economic potential of data.The document outlines approaches to establishing a data exchange – a regulated platform designed to enable the secure and transparent exchange, valuation, and monetization of data among government bodies, businesses and other participants in the digital ecosystem.Development of the data market is regarded as a key direction of digitalization, as highlighted in the Address of the Head of State. The preparation of the paper aims to foster open dialogue and engage stakeholders in discussing the role of data as a new economic asset.The analytical paper reflects international best practices, as well as the legal and technological aspects of establishing such platforms, and considers the expected economic impacts – including improvements in data quality, the promotion of innovation, and the creation of new models of collaboration.Joint work with the Shanghai Data Exchange made it possible to incorporate global experience and advanced approaches to organizing data trade and exchange.“A data exchange is a regulated platform that ensures secure and managed sharing of verified data and data products among market participants. Its establishment in Kazakhstan will create the institutional foundations for lawful and safe data circulation while ensuring the protection of data owners’ rights and personal data” – said Mr. Aset Irgaliyev, Chairman of the Agency.China’s experience demonstrates that the data market can serve as a new driver of growth – in 2022, the volume of data transactions there increased by 42%. Fishing Competition for Veterans Held in Karmakshy 16.10.2025
Today, on the land of Karmakshy, a fishing competition among district veterans was organized as part of the “Honoring Veterans” project.The event, supported by the district administration, aimed to promote a healthy lifestyle and strengthen the social role of the older generation.District Akim Zhandos Erkinbek personally attended the event and shared his kind words with the participants:“We support our veterans not only on holidays but every day, always ready to lend a helping hand. Today’s event is a sign of our special respect and gratitude to you. A nation with its elders is a nation rich in wisdom. Our care for you will continue in the future as well. Your blessings and kind wishes are always precious to us. I wish you all good health, long life, and family well-being!” said Zhandos Erkinbek.During the competition, veterans who achieved the best results received Letters of Appreciation and special gifts from the district akim. Among the awards were titles such as “Best Fisherman,” “Most Patient Fisherman,” and “Oldest Participant,” the latter receiving special applause from the audience.Additionally, the Chairman of the District Council of Veterans, Askar Merekov, delivered a speech emphasizing the importance of such events for veterans.It should be noted that within the “Honoring Veterans” project, educational trips to historical and cultural sites had previously been organized for district veterans. Landscaping and Road Repair Works Under Control 16.10.2025
In Karmakshy district, a number of projects aimed at improving residents’ quality of life and enhancing road infrastructure in settlements are being implemented in stages. To monitor the progress of these works, District Akim Zhandos Erkinbek made a working visit to the Zhosaly and Iirkol rural districts, where he inspected several construction sites.The district head first familiarized himself with the project for landscaping the central square located in the Zhosaly rural district. Construction works under this project began in September of this year. As of today, 90% of the paving work with cobblestone (brick tiles) has been completed, and the installation of fences is nearing completion. In addition, all necessary equipment and materials have been delivered to the site. According to the plan, the facility is scheduled to be fully commissioned by the end of October.Next, the akim inspected the progress of the major repair of the water drainage pipe along the district road “Samara–Shymkent–Iirkol.” During construction, a 0.3 km detour road was built. The roadbed for the pipeline installation has been compacted, the water pipe has been installed, and sand backfilling works are currently underway.The district akim monitored the ongoing works at each site and instructed the contracting organizations to ensure high-quality and timely completion.
